Handing over of hospital extension block delayed

The extension block of the Civil Hospital, which was to be handed over to the authorities here by February 15, has still not been effected.

Although one of the contractors on the construction job, Mr Ramesh Kumar, claimed today that the new building had been handed over to the authorities concerned on March 30, hospital officials here pleaded ignorance of the development.

The contractor said although the building was to be handed over by February 15, the Punjab Health Systems Corporation had given an extension of one month for completing the work. He said certain work like the parking and canteen facilities were added later to the project. He said the building was complete and was now being cleaned.

Dr Sat Pal Singla, SMO, in charge of the hospital, said he had been on leave for some time, but neither he nor the officiating SMO during his absence, Dr Jai Singh, were aware of the handing over of the building.

The foundation stone of the new block was laid on March 4 last year by Dr Rajinder Singh Saggu, the then Ropar Civil Surgeon. The plan of the Rs 2 crore project, covering 3,000 sq metres, had been approved by the World Bank.

Dr Singla said the staff were keen on the early transfer of the new blocks as the present hospital building was in fact merely the OPD block under the plan and the space was inadequate for operating, diagnostic and emergency facilities.

The new block will have a special emergency wing with two wards, each having six beds. The wing will also have a minor OT, a plaster room, an examination room and duty rooms for doctors and nurses. At present, emergencies are being handled in a small room in which there are only two beds.

The new building will have five wards besides pathological, biochemistry and microbiology laboratories. The radiology services will also be upgraded. A 500 MA X-ray machine will also be installed. There will be two modern OTs on the ground floor and two on the first floor with proper autoclaving. There will also be a separate delivery room for infected cases. A 300 kv generator set is proposed to be installed to ensure a regular supply of power.

Prof Dash chief of PGI panel

Prof R.J. Dash, Head of the Endocrinology Department, has been appointed as Chairman of the Standing Academic Committee of the PGI.

He says this is for the first time in the 40-year history of the PGI that a serving professor has been appointed to this post. Earlier two former Directors of the PGI, Dr P.N. Chhuttani and Dr I.C. Pathak, were appointed as Chairmen.

Professor Dash is the senior-most professor in the institute. He was twice elected as president of the Endocrine Society of India; president of the Society for Wound Management; and senior vice-president of the Association of India.

Recipient of the BC Roy National Award for development of endocrinology in India and the Hari Om Ashram Alembic Research Award for application of hormone assays at field level, Professor Dash has received scores of research awards from the ICMR and other professional organisations.

He is a visiting professor to 50 medical institutions in 35 countries, a senior Commonwealth Fellow in Endocrinology in the UK and a visiting fellow in Reproductive Endocrinology at the University of Michigan, USA.

He is also the founder fellow and Vice-Dean of the Indian College of Physicians.

Carrom: building strikers

The Chandigarh Carrom Association has made an all-out effort to promote the game of carrom in the city. Earlier it conducted State Championship but with the passage of time it introduced Inter-School Carrom, Prize Money Ranking Carrom and St. Stephen’s Carrom Ranking Tournament. Though the St. Stephen’s Carrom Ranking Tournament is organised by St. Stephen’s School every year, the Prize Money Ranking Tournament is sponsored by Mr S.P. Babuta, vice-president of the association, in the memory of his father Raj Kumar Babuta. These tournaments are organised under the aegis of the Chandigarh Carrom Association.

Whereas the Prize Money Ranking Tournament is held for senior categories and the St. Stephen’s Carrom Ranking Tournament provides single events in men’s and women’s section for the senior, junior and sub-junior categories, the events in the State Championship include singles and doubles for men/women in the senior, junior & the sub-junior categories besides singles event for men (veteran).

The association is also instrumental in organising various institutional tournaments. In the past, it has organised all-India carrom tournaments for the Reserve Bank of India, Indian Oil Corporation, Civil Services etc. apart from organising local/regional/zonal tournaments of Postal and Telegraph, PF Department, Labour Department, UT Sports Department etc.

The association has the honour of organising the first Carrom Test Match of the second Indo-German Carrom Test Series in Chandigarh on February 26, 1995, 26th Senior National and Inter-State Carrom Championship in Chandigarh from March 17-22, 1997 and the 30th Senior National and Inter-State Carrom Championship held at Jalandhar from September 2-7, 2000 (jointly organised with the Punjab State Carrom Association). The association also conducted the second North Zone Carrom Championship in Chandigarh in 1992.

With a view to provide more exposure to the city players, the association has initiated Test series with the neighbouring states. The city players have already played Test series and Triangular Test Series with Haryana and Delhi. It also plans to invite teams from Punjab and Himachal Pradesh.

The UT Education Department has also included the game in its annual calendar and has since been organising events for city schools in the under-19, u-17, u-14 categories.

The association conducts seminar on the ‘Laws of Carrom’ from time to time with the motive to impart knowledge among carrom players and officials. The State Panel Umpires’ Examination is also conducted and the successful candidates are recommended to appear in the All-India Panel Umpires’ Examination conducted by the All-India Carrom Federation.

Recognising the activities of the Chandigarh Carrom Association and the capability of its officials, the All-India Carrom Federation elected its Chief Patron, Mr Sarabjit Singh, Director General of Police, Punjab, as its president in July, 1999. It also elected Mr Mahesh Sekhri, general secretary of the association, as its zonal secretary (North) in the year 1995 and joint secretary in the year 1999.

Mr Sekhri, who is an International Panel Umpire, was also nominated as the member of the All India Refrees’ Sub-Committee in 1977.

The AICF had also nominated Mr Sekhri as the Manager of the Indian Carrom Team in the third World Carrom Championship held at New Delhi in November, 2000 besides SAARC Countries Tournament held at Kuala Lumpur (Malaysia) in 1999. Mr Sekhri also officiated as Assistant Chief Referee in the International Federation Cup carrom Tournament held at Luton (UK) in 1997 and as Umpire in the second World Carrom Championship held at Colombo (Sri Lanka) in 1995.

Mr Sekhri said they had earmarked St. Stephen’s School as one of the coaching centres but needed the support of UT Sports Department. He said association would also hold a training camp in June for honing the skills of budding carrom players.

Mohali MC plan on water bills stalled

The proposal of the Municipal Council to depute the staff, which had been rendered surplus after the abolition of octroi, on water bill collection duty has run into a hurdle with the Local Government Department staying its implementation.

Although a letter to this effect has not been received by the Council yet, it is learnt that the orders have been issued by the department authorities asking the civic body to keep pending the implementation of the proposal.

The proposal had been duly cleared by the General House of the council and sent to the department for approval.

The Council has also received a letter from the Executive Engineer of the Public Health Department, which has been running the water supply system on behalf of the civic body on payment, stating that the issue of bill collection by the department had been taken up with the higher authorities. As such, he said, the proposal of the Council should not be implemented until a final decision had been taken at the appropriate level.

Mr Kulwant Singh, Council President, said the House had cleared the proposal so that the surplus staff could be adjusted and a part of the Council funds which went towards payment to the Public Health Department could be saved.

He said the Council was writing to the Public Health Department asking it to pay the power bills for running tubewells and the water treatment plant from the money collected by the department as water and sewerage charges. He said the Council was facing a fund crunch as the government grant for March and April had not been received yet.

The Council president said the Public Health Department collected between Rs 3.5 crore and Rs 4 crore every year as water and sewerage charges. However, for running the system it spent only between Rs 2.5 crore and Rs 2.75 crore. It was strange that the department, which was working for the civic body, never bothered to submit accounts to the Council. He said the department claimed that it had employed 35 to 40 chowkidars and "malis" but Council officials had yet to see so many employees on duty.

Mr Kulwant Singh estimated that if the work being carried out by the Public Health Department was done by the Council itself, it would result in a saving of Rs 1 crore annually.

Airport upgradation being reconsidered

The Union Civil Aviation Ministry is re-considering a proposal to upgrade the Chandigarh airport to an international one. The Union Minister of State for Civil Aviation, Mr Syed Shahnawaz Hussain, has agreed to look into the demand as Chandigarh was emerging an important regional hub for business activities.

The UT Administrator, Lieut Gen J.F.R. Jacob ( retd), who is in Delhi met the Civil Aviation Minister in this regard today. The Minister has promised that he will get back within 15 days on any action to be taken. The last time the demand had been shot down as the Ministry had said it was not viable to have an international airport in Chandigarh. Earlier while rejecting Chandigarh’s case the Civil Aviation Ministry had cited objections raised by the Ministry of Defence (MoD) since the Chandigarh airport is primarily a defence airstrip.

Now to stake fresh claim General Jacob met the Union Defence Minister Mr George Fernandes. It has been highlighted by Chandigarh that in Goa also the airstrip is owned by the Indian Navy, however, permission has been given to run an international airport at Goa. The defence aspect also applies in case of the Rajasansi airport in Amritsar. Chandigarh has also highlighted that the airport will bring in more trade and it has to be understood that such an airport is along the standing demand of Non Resident Punjabi’s. Thousands of Punjabis return to their roots each year in winters to meet family and friends and they have to land at Delhi. Thus it takes them one extra day just to reach home and have to start one day in advance just to board a flight in Delhi.

14 companies to be booked for defacing public property

The Municipal Council has asked the local police to register cases against 14 local companies, including Amartex Industries, Gawritex Industries and National Institute of Fashion Design on charges of defacing public property.

It is learnt that the Administrator, Municipal Council, Mr Aroon Kumar Gupta, had yesterday recommended that action should be initiated against all those violating the West Bengal Defacement of Public Property Act by painting walls , putting up posters advertising their products . Acting on this, the Executive Officer, Mr O. P. Sihag, today wrote to the Superintendent of Police to book the defaulters.

It may be noted that the MC had earlier issued notices to more than 100 persons/companies. The defaulters were asked to remove these posters within a stipulated time frame till February 28, but to no avail. While most of the defaulters had removed these posters, the others had met the Deputy Commissioner and requested that some more time be given to them.

However, many of these defaulters have failed to comply with the directions and the authorities have now decided to book them.

States send lists for Chief Architect's post

The appointment of a Chief Architect in the Chandigarh Administration is generating much heat as both Punjab and Haryana, have sent in their, respective, panels of architects.

Haryana, sources say, will be sending in a fresh panel as two of the officials on the original panel were scheduled to retire before the year ends. The post of Chief Architect has alternatively been held by officials from the two states. The present incumbent Mr Sarbjeet Sandhu is from Punjab while the previous one Mr S.K. Midha, was from Haryana.

According to sources the Administration is also toying with the idea to have an architect from any of the states and invite applications. This means the post will have to be advertised and the Union Public Service Commission (UPSC) will be involved. This idea has come about as demands are coming to allow more flexibility in commercial areas.

Already the present incumbent, Mr Sandhu stands repatriated to his parent cadre but has been asked to carry on in view of the present scenario.

Water-melon vendors may get rent rebate

Water-melon venders are likely to get a concession on daily rent from the Municipal Corporation this season. But the vendors main demand that they should be allowed to put up their stalls on V-3 roads, has been rejected, sources said.

The matter of reducing the daily rent from Rs 250 to Rs 150 per stall per day on a V-4 road and from Rs 150 to 100 on a V-5 road is likely to be taken up at the Finance and Contract Committee meeting scheduled on April 5.

Confusion over qualification

The last-minute change in the qualifications for the posts of senior treatment supervisor created inconvenience to candidates and the Director of Health Services, Chandigarh. When these posts were advertised, the basic qualification prescribed was plus two. However, at a meeting held in February the qualification was changed to B.A.

The candidates were not informed about the change as a result candidates with plus two also came for the interview.

The local traffic police has launched a special drive to challan erring drivers, who drive vehicles with black films and red and blue lights atop their vehicles.

Under the drive, the black films and lights will be removed on the spot, according to a press note of the Police Department.
