Justice Kuchhai to hold probe into DNA row

A retired judge of Jammu and Kashmir High Court, Justice G.A. Kuchhai, will head the one-man commission to probe the controversy of fudging of DNA samples to ascertain the identity of five persons killed in an encounter with the security forces, it was announced here today.

1,000 teachers to be appointed in J & K

The Jammu and Kashmir Government will employ about 1,000 teachers under the “Rehbar-i-Khel” scheme. Jammu, March 21
Five persons were injured, two of them critically, when suspected militants detonated an improvised explosive device (IED) in the commercial heart of Rajouri town this afternoon.

The police said the militants had concealed a bag containing an IED inside a tea-stall of one Pawan Kumar in the main bazaar in Ward No 9 through their conduits and they triggered the blast when some people were inside the stall causing shrapnel wounds to five of them.

The injured have been identified as Jog Raj, Ratan Singh, Kamal Kishore, Sat Pal and Vijay Singh. Jog Raj and Kamal Kishore have been rushed to Jammu Medical College where their condition is stated to be critical.

Meanwhile suspected ultras detonated another IED near a temple at Dhaleri near the Kalakote area today. The temple was partially damaged.

The police informed that the ultras sneaked into the temple and planted the IED. Later they triggered it through a remote control device.

The main door of the temple was completely damaged and the outer wall of the place of worship also developed cracks, the police said, adding that a manhunt had been launched to nab the terrorists.

Meanwhile, militants set afire seven structures, including five government buildings, two of them police posts in the Bani area of Kathua district in Jammu and Kashmir early today, official sources said here.

The sources said militants swooped over Daggar village and later set afire a police post (which was recently constructed), a panchayat ghar, a forest dak bungalow and a Sericulture Department office early today.

Property and records in these government offices was gutted, the sources said and added that the militants later escaped.

In a similar manner, militants set afire another police post and two residential houses at Gawal village in the Bani area of the same district during midnight, the sources said and added that entire structure was gutted.

SRINAGAR: Four persons, including an activist of the ruling National Conference, were killed and 18 others, one of them a security forces officer, were injured in separate incidents in Kashmir since yesterday.

Militants shot dead Abdul Rahman Bakhroo, an activist of the ruling National Conference at Rainawari here last evening. The police said that Bakhroo was admitted to a hospital where he died.

At least 14 persons, including a CRPF jawan and 13 pedestrians, were injured when suspected militants hurled a grenade towards a security picket at Damhal Hanjipora bus stand in Anantnag district this afternoon.

Sikhs denounce RSS resolution

Various Sikh organisations have expressed deep concern over what they call the sectarian and communal outlook adopted by the RSS towards the minorities in the country.

At a press conference organised by the Shiromani Akali Dal (SAD) here today, several Sikh leaders denounced the resolution adopted by the RSS in Bangalore in which it had stated that the minorities in India will have to adjust according to the choice of the majority community.

Mr Dayal Singh, general secretary, SAD, said the resolution clearly indicated that the RSS was neither secular in its deeds nor broadminded enough to assimilate diverse cultures in the country.

Mr Gurdev Singh Isher, president of the local unit of SAD, while berating the RSS stand on the minorities, said it was unfortunate that Sikhs continued to receive a raw deal from the government despite the fact that the services and sacrifices rendered by the community in safeguarding the country’s integrity and solidarity have been widely appreciated. In support of his argument, Mr Isher referred to the way the government forced Air Marshal Manjeet Singh Sekhon to resign from the services merely on the “allegation that he had approached a political leader for his transfer.” He said this was the only incident of its kind in a democratic country like India and the government used its might against Mr Sekhon because “he is a Sikh officer.”

Mr Isher said a day-long Akali conference was being organised at Digiana Ashram on March 24 after a gap of 16 years where problems of Sikhs would be discussed. He said prominent Sikh leaders from Punjab, Delhi and other areas, including Bhai Ranjit Singh, former Jathedar, Akal Takht, Mr Gurcharan Singh Tohra, Mr Sucha Singh Chhotepur, Mr Harminder Singh Gill and Mr Sukhdev Singh Bhour would attend the conference. The Chief Minister, Dr Farooq Abdullah, was among the special invitees to the conference. Leaders belonging to the Gurdwara Parbandhak Board, Bhai Kanahiya Nishkam Sewa Society, the AISSF and others also supported the fears expressed by Mr Ishar and others about the future of Sikhs.

Custodial death: govt told to pay relief

Srinagar, March 21
The state human rights commission has asked the Jammu and Kashmir Government to pay Rs 1 lakh compensation to the family of Ashiq Hussain killed by the Special Operation Group of the police in a fake encounter at Tral in March last year.

According to reports, Ms Rafiqa, mother of Hussain, filed a petition before the commission that her son was arrested and later killed by the SOG in a fake encounter in March last year.

The commission after admitting the petition, issued notices to police officials concerned a number of times to explain their position.

The commission recorded the statements of four witnesses. But the police officials failed to present themselves before the commission in person or through any lawyer.

It was only after a year-long wait, the commission declared that the victim was an innocent civilian killed by the SOG in custody.

The commission directed the state government to pay Rs 1 lakh as exgratia to the family members of Hussain and employment to one member from the bereaved family in the government department. UNI

Justice Kuchhai to hold probe into DNA row

Jammu, March 21
A retired judge of Jammu and Kashmir High Court, Justice G.A. Kuchhai, will head the one-man commission to probe the controversy of fudging of DNA samples to ascertain the identity of five persons killed in an encounter with the security forces, it was announced here today.

Justice Kuchhai will inquire whether the DNA samples collected from residents of Pathribal village of Anantnag district in March 2000 were “fake or spurious”, according to a notification issued by the government.

The notification said Kuchhai will also probe into the circumstances under which the samples were collected and fix responsibility on persons directly or indirectly involved in fudging of samples.

The commission is expected to submit its report to the government within two months. PTI

1,000 teachers to be appointed in J & K

The Jammu and Kashmir Government will employ about 1,000 teachers under the “Rehbar-i-Khel” scheme.

The scheme, on the pattern of “Rehbar-i-Taleem”, will help overcome shortage of physical education teachers in the state, Minister for Labour and Sports Harbans Singh told the Assembly last evening.

Replying to the demand for grants of his departments, he said the government had also launched programmes to impart specialised training to educated youth in the state that guaranteed cent per cent placement.

Under the scheme, the state government would bear 50 per cent of the total training cost, subject to a maximum limit of Rs 10,000 per candidate. He said Rs 47.46 lakh had been proposed for this scheme during the 10th Five Year Plan. PTI
