Rape of 40 women echoes in House Jammu, February 28 The issue was raised by one NC member, Mir Saifullah, during zero hour. Mir Saifullah drew the attention of the House towards the miserable plight of the rape victims. At this juncture the Speaker intervened and suggested to the government to set up a commission to prepare a detailed report on the incident and recommend measures for the rehabilitation of the victims. Mr Vakil said the victims had been denied justice. He said the Hurriyat Conference had collected several crores of rupees in the name of relief to the victims but distributed a pittance to them. He said these victims were feeling total isolation in the society and the government should do something for their suitable rehabilitation. Pointing towards the two ministers the Speaker asked the government to get the report prepared which should be submitted to the House during the ongoing Budget session. He said the commission should be directed to identify the culprits who needed to be punished because the event was “horrifying” as it took place during Governor’s rule. During zero hour some NC members referred to some incidents of excesses being committed by the security forces and suggested to the government that efforts be made to check their recurrence. The alleged rigging in the byelection in the Jammu Lok Sabha constituency figured during the zero hour and during discussion on a motion of thanks on the Governor’s Address. In zero hour the Panthers Party member, Mr Harsh Dev Singh, highlighted some of the glaring errors in the electoral rolls. He said defective voter’s list had been one of the factors responsible for rigging in the election. He demanded that electoral rolls be computerised before the state went for the Assembly polls during the current year. Speaking on the motion of thanks on the Governor’s Address Leader of the BJP Legislature Party, Mr Shiv Charan Gupta, lambasted the government for preparing defective electoral rolls. Pointing towards the Treasury Benches he said: “I know how you have won the Jammu Lok Sabha seat”. He said the ruling party had violated the model code of conduct and at some places voters were coerced to vote for the NC candidate at gun point. Answering the charge levelled by the Chief Whip of the NC, Mr Mubarik Gul, who moved the motion of thanks on the Governor’s Address, Mr Shiv Charan Gupta said the BJP was opposed to the trifurcation of the state. “We have suffered and toiled for preserving and protecting the state’s unity” but if the NC leadership continues to multiply the level of discrimination of the Jammu region “We may be forced to press for separate statehood for Jammu.” “If we want it, nobody can stop us,” he said. Earlier moving the resolution Mr Mubarik Gul said the victory of the NC in Jammu Lok Sabha constituency was a vote against trifurcation. He said it was a vote for greater autonomy for the state. He said the slogan of regional discrimination was being raised by the Opposition leaders in Jammu and not by the people. He said people in the Jammu region had embraced the National Conference which was evident from the victory of the NC candidate at the Jammu Lok Sabha seat. Mr Mubarik Gul and Syed Abdul Rashid of the NC accused Pakistan of exporting terrorism to Jammu and Kashmir. They said Pakistan was misleading the world on Kashmir affairs and wanted Islamabad to keep its hands off Kashmir. They said that just as Pakistan had to eat a humble pie in Afghanistan after the Taliban’s fall in Kabul similarly Pak aided terrorists would have to vacate Kashmir. During the question hour members cutting across the party affiliation berated the government for its failure to tackle the ongoing power crisis in the state. They grilled the Power Minister for the failure of the Power Development Department in carrying out immediate repair or replacement of damaged power transformers with the result several areas remained without power supply for weeks or even months. The Power Minister, Mr S.S. Slathia, assured the House that steps were being taken to improve the power transmission system and owing to financial constraints the government could not replace defective transformers and transmission lines in one go. |

127 cr for J-K migrants New Delhi, February 28 The expenditure for relief
and rehabilitation of J and K migrants, which was earlier included in
the Home Ministry’s Grant No-47 under Security-Related Expenditure (SRE),
has been transferred for better control. The funds are meant for
relief and rehabilitation of Kashmiri and border migrants in the
state, reimbursement to the state government for ex gratia relief to
next of kin, Village Defence Committees (VDCs), civilians and Central
Paramilitary personnel killed in terrorist attacks and cross-border
firing. The funds are also meant for rehabilitation of Kashmiri
migrants, shifting of villages along the Line of Control (LoC),
rehabilitation of widows and orphans in the state and other relief
measures, including the surrender policy for militants.

Bhim Singh seeks Farooq’s prosecution Jammu, February 28 In a communication to the Governor, which Prof Bhim Singh released at a press conference here today, the Panthers Party chief has drawn the attention of the Governor towards utterances which had jeopardised the state’s and the country's security and integrity. He has referred to Dr Abdullah’s repeated statement favouring conversion of the LoC into a permanent border and said this was in violation of the resolution of Parliament. Prof Bhim Singh has, in the communication, said this stand was a “conspiracy” hatched by Dr Abdullah for allowing Pakistan to occupy illegally 32,000 sq km area in the occupied Kashmir, including Gilgit and Baltistan. Another charge levelled by Prof Bhim Singh in the communication is that Dr Abdullah rigged the 1987 Assembly poll which resulted in the rise of militancy in the Kashmir valley. He said the Kashmiri youth resorted to the policy of bullets when they were denied the right to use the force of the ballot. Pressing for the Governor’s permission for prosecuting the Chief Minister, he cited the instance of the Resettlement Act which, if implemented, would leave open gates for terrorists to enter Jammu and Kashmir. He has said that as such Dr Abdullah should be prosecuted for trying to create internal dissensions, communal and regional friction. |
BJP alleges rigging, to move SC Jammu, February 28 The BJP state unit general secretary and party candidate for the Jammu-Poonch seat, Dr Nirmal Singh yesterday said: “We will file a writ in the Supreme Court in this connection’’. He alleged that NC cadres had rigged polling in the upper reaches of Poonch and Rajouri districts to ensure Mr Hussain’s victory. “It is nothing but murder of democracy,’’ he said. All Opposition parties in the state, including the Congress, the Peoples’ Democratic Party (PDP) and the BSP, had joined hands to “save democracy in the state,’’ he said. He reiterated his party’s demand for immediate dismissal of the Farooq Abdullah government and imposition of Governor’s rule in the state. He also accused Chief Secretary Ashok Jaitly of “engineering rigging’’ in the byelection and alleged that he had been given extension for three months to “solicit his cooperation in this connection.’’ Earlier, addressing a hurriedly convened Press conference, constituency returning officer Rohit Kansal said Mr Hussain won after defeating his nearest rival Dr Nirmal Singh by more than 55,000 votes. Mr Hussain’s victory was a morale booster for the NC as it had no representation in Parliament from the Jammu region. Moreover, this byelection was being viewed as a forerunner to the coming Assembly elections. The byelection had generated lot of heat in the political circles here as cutting across party lines, the Congress, the BJP, the PDP and the BSP had criticised the NC cadres for indulging in large-scale rigging. There were fistfights between NC activists and workers of parties during the counting of votes as the latter alleged that rigging was “total and counting had become countless’’.

3 ultras shot Srinagar, February 28 Official
sources said militants shot dead Abdul Majid, an alleged security force informer, at Kalantaro in Baramula district last night. Fayaz Ahmad Lone, a civilian, was also injured in the militant firing. A pistol and five rounds were found near the incident site. Meanwhile, the body of Manzoor Ahmad, a surrendered militant, was recovered from Larnoo in the Kokernag area of south Kashmir this morning. He was abducted by militants two days ago. Elsewhere, the security forces killed two militants in an encounter at Bachianwali last evening. Two AK rifles and six magazines were seized. The militants have been identified as Abu Vikas and Abu Umar Ansari, residents of Pakistan. The sources said an encounter took place between militants and security forces at Tral in south Kashmir district of Pulwama this afternoon during which one HM militant Bashir Ahmad was killed. In a separate incident, militants entered the house of Mohammad Baksh at Sumbav village and shot him dead. In another incident at least five SOG personnel were injured when a group of counter-insurgents and a patrol party of the SOG exchanged fire at Markanda Sumbal late last night following ‘’some misunderstanding’’. The security forces also arrested three militants and recovered 20 kg of RDX, 10 rounds of ammunition and one grenade in the state during

Ban of sale,
purchase of Army uniforms Srinagar, February 28 An official announcement issued by the District Magistrate, Budgam said no shopkeeper, tailor or any other person would indulge in the sale and purchase, stitching of Army uniforms in any form in the district with immediate effect. The ban, which shall remain in force for two months, would also forbid anybody sending such dresses to other districts, the announcement said. A similar ban is already in force in Srinagar.

12 co-op bank
officers held Srinagar, February 28 On receiving complaints against the officers, a preliminary inquiry was conducted by the state vigilance organisation, Kashmir wing, the spokesman said. He said it was prima facie established that the management and other officials of the bank prepared and submitted to the Central Government a highly inflated claim of Rs 11 crore for the scheme in respect of 25 branches covering two districs of Anantnag and Pulwama.

Jaipur limbs for 2 BSF porters Srinagar, February 28 Disclosing this Mr Naresh Mehra, IG, BSF, Baramula said all expenditures incurred on the treatment were borne by 15 Bn BSF. The two civilians, Akbardin and Ahmad Din, who were working as porters with the BSF sustained injuries in a ladmine explosion near the LoC in the Uri sector on July 23, 2001. They were first rushed to Bones and Joints Hospital, Srinagar, but were later shifted to Mahavir Viklang Hospital, Jaipur.s The two civilians were also provided with sewing machines for starting a new life. The BSF is very much concerned and aggrieved of the sufferings faced by you and your family due to this unfortunate incident. Mr Naresh Mehra told the two civilians at Frontier Headquarters in Baramula yesterday. |
