Cong councillors boycott budget meeting Ambala, February 9 The proposed budget was passed with an income of Rs 5.73 crore and expenditure of Rs 5.61 crore for the year 2002-2003, without the participation of the Congress councillors. Later, these councillors, staged a protest outside the House, where they said the budget was “fictitious”. The leader of the Congress in the MC, Mr Dharam Pal Chadha, said there were several lacunae in the budget like a heavy tax burden for the common man. A Congress councillor, Mr Bharat Ratan Sharma, said there was a quantum jump in the house tax compared to last year (from Rs 1.30 crore last year to Rs 1.80 crore this year), “despite the state government promise that the increase would be nominal”. He said the income from stamp duty had been Rs 55 lakh last year, which had gone upto Rs 75 lakh now. “This shows that people living in unauthorised colonies are going to bear the brunt,” he said. “The income from power supply has gone down by Rs 4 lakh. “While, last year, it was Rs 24 lakh, this year, only a Rs 20 lakh income is proposed. It reflects poorly on the manner in which the income from various heads is steadily going down,” he said. Mr Sharma said a substantial increase was also noted under the miscellaneous head. “While it was Rs 91 lakh last year, this year, it has gone up by Rs 70 lakh. One can only wonder what is the source of income under this head,” he said. The Congress councillors said the expenditure under the development work head had been proposed to be Rs 1.20 crore, which was much higher than Rs 75 lakh of last year. “We want to know what development work has already been done,” they said. The Congressmen who did not participate in today’s budget meeting include Mr Dharam Pal Chadha, Mr Bharat Ratan Sharma, Ms Amisha Chawla, Ms Mahinder Tanwar, Ms Bimla Sharma, Mr Parvesh Sasan and Mr Inder Pal

Manager of bank held in fraud case Sirsa, February 9 According to the information received here today, the arrests were made after the local Chief Judicial Magistrate, Mr
A.S. Narang, ordered registration of a case against six persons for operating a bank locker defying the court order. According to the sources, the order was passed by the CJM on the ‘istgasa’ filed by Mr Neera Diwan in which she had alleged that her mother-in-law Satyawati Diwan did not allow her and her daughter a share in the valuables kept in locker No 39, of the Central Bank of India about 30 years ago jointly by her late husband Rakesh and his mother. To get back her and her daughter’s rights, she had filed a case in 1990 in the court. In 1992, the court ordered that the said bank locker would be operated jointly by
Priya, minor daughter of the deceased, and Satyawati. The court also decided to seal the bank locker and open it in front of bank officers, three contenders and advocates of both
parties. Neera alleged that on her return from Delhi, where she had gone in connection with her daughter’s education, she found that the seal of the bank locker was broken. When she inquired about this she was told that her sister-in-law, Ms Deepika Malhotra, brought a power of attorney from Satyawati and operated the bank locker. On this
“istgasa,’ the CJM ordered the registration of a case under the Cr PC, Section 156 and 3, and an investigation into the matter. |
