UP poll: Haryana curb on officials Chandigarh, February 8 The Election Commission, following a written complaint by the UP Government, had written a letter to the Chief Secretary of Haryana directing him to confine to headquarters those civil and police officers whose relatives were in the poll fray in UP. Talking to TNS, Mr L M Goyal, Chief Secretary of Haryana, said that the state government had written to the commission about the general instructions issued to officers. In response to the commission's directive regarding identification of such officers, the Haryana Government replied that as soon as information was made available to the state government on this matter, it would take specific steps against the erring officers, Mr Goyal said. On the issue of policemen of Haryana accompanying Haryana politicians while they were canvassing for INLD candidates in UP, which, too, was objected to by the UP government as well as the commission, Mr Goyal said that the Chief
Minister, as well as other ministers were entitled to take their personal security staff to UP under a Government of India Act. The state government, however, had complied with the commission's directive to seal the Haryana-UP border at Yamunanagar to stop the infiltration of undesirable elements to UP from Haryana, Mr Goyal said. |
3 get death sentence for murder Rohtak, February 8 Rohtas, Phoolwati and Babali, co-accused in the crime, along with the three sentenced to death, have been sentenced to life imprisonment and Rs 2,000 each as fine. Har Kishan is an employee with the Indian Air Force. The accused allegedly killed the entire family of Om Parkash, also residents of Jhanswa Kalan, on the intervening night of December 20 and 21, 1996, over a dispute over a piece of land. The only minor female child of Om Parkash namely Manju had unfolded the crime in which her entire family was hacked to death in a brutal manner. Pronouncing the judgement, the Sessions Judge said in his opinion the mitigating circumstances could not save the convicts Har Kishan, Sadhu Ram and Jai Singh alias Pada from the gallows, in case the order of sentence is confirmed by the Punjab and Haryana High Court, because on that ill-fated night they
committed the murder of Om Parkash, Rajesh, Rekha, Ajit and Dharmender and accused Rajwanti, alias Babli, murdered Satwanti, wife of Om Parkash. The attempt made by all accused, convicts in furtherance of their common
objective being members of an unlawful assembly, was to wipe out the entire family of Om Parkash, his wife, both male and female progenies over the dispute over a piece of land which could be amicably settled with the intervention of relatives and friends. Manju, the only surviving female child of Om Parkash, has been rendered orphan as other members of her family had died due to injuries caused to them by the accused with pharsa, kulhari, Rapri and lathis etc. Manju is only 13 years old now and was about nine years old on the date of the crime. Lot of deliberations, pre-meditations and planning had gone in commissioning the crime. It was absolutely devlish and dastardly, the judge said. So in respect of the accused Sadhu Ram, Pada, alias Jai Singh, and Har Kishan the case falls within the category of “rarest of rare cases” though the case of their co-accused Rohtas, Babli, alias Rajwanti, and Phoolwati, alias Phooler, are on different footings being old, aged persons and women. The commonality of their intention with their cahoots-in-crime was not in dispute, the order said. The condemned persons Har Kishan, Sadhu Ram and Pada, alias Jai Singh, shall be hanged by the neck till they are dead, the Sessions Judge ordered but this order will be subject to confirmation by the high court. |
15% engg seats to be filled through all-India exam Chandigarh, February 8 While stating this here today, Mr M.P. Gupta, Director, Technical Education Department, said the remaining 85 per cent of the seats, meant for Haryana domicile candidates, would be filled through a state-level engineering entrance examination to be conducted by an agency nominated by the state government. He said the state-level entrance examination would be held on June 1 in all major cities of Haryana and in Delhi and Chandigarh for which a separate notification would be issued by the nominated agency soon. He said students having a minimum of 50 per cent marks in the aggregate in physics, chemistry and mathematics and a pass in English in the Class XII examination of the Haryana Board of School Education or equivalent would be eligible to appear in the state-level engineering entrance examination (CEET-2002). |
Rs 25 lakh for main bus stand Kalka, February 8 He further said tenders for starting the construction would also be invited this month. A long pending demand of the residents of this town, Mr Om Parkash Chautala, the Chief Minister, had laid the foundation stone of the bus stand in April last. During the open darbar, the issue of frequent theft of manhole covers was raised by the residents. The SDM took serious note of non-availability of drinking water in the Civil Hospital and broken floors in the hospital. He directed the officials concerned of Public Health and PWD to set these things right and put up a report to him in the next open darbar. Mr Karama Singh, the panch of Khol Mola village in a written statement, complained to the SDM that work of construction of the road between Kona and Khol villages, which had been started about 12 years back, was unfinished. He alleged that the cement brought at the site for the construction of a culvert on this road had gone waste. He also said the village was in jungle area. Though there was a middle school in the village, there were only two teachers, he complained. There was also a general complaint in the open darbar that eligible persons were not being given yellow ration cards. The SDM promised to start a fresh campaign for issue of yellow cards and those found in possession without eligibility would be punished. The SDM took serious note of the absence of officials of the Electricity Department in the open
darbar. None of the officials of this department were present in the open
darbar. |

AMBALA DIARY Ambala In a major effort to tackle traffic jams and vehicular congestion in the busy Ambala Sadar markets, free parking had been introduced. Although efforts by the Municipal Council, Ambala Sadar, seems to be bearing fruit in a few of the congested markets, in some major markets the results have been far from satisfactory. A visit to the free parking area reveals that only a few vehicles are parked there. Incidentally, even some heavy vehicles have also been parked in the parking area. A Municipal Council employee said that few vehicles utilise the parking area. A person who is not familiar with the topography of Ambala Sadar will find it difficult to find the parking area since the parking signs are crowded out by other signs. Even the road leading to the free parking area is in bad condition. Additional Deputy Commissioner Mahinder Kumar said that they are going to start traffic enforcement soon. “We are already informing the motorists about the free parking area behind Rai market. Now we are going to strictly tell the people to park their vehicles in the earmarked parking area,” he said. He said that perceptible improvement in the traffic scenario in the congested Ambala Sadar area will soon be evident. President of Ambala Cantonment Traders Federation, N.C. Jain observed that the free parking area behind Rai market was located at a distance from some of the major markets. “When a person along with his family members arrives in the Sadar area in his vehicle, he will have to park it at a distance and all of them will have to walk quite a lot,” he said. He said that since there is no system of porters here, the buyers will have to carry the goods from the shop to the parking area which is located at a distance. Dr Jain said that besides the free parking area behind Rai market, it is suggested that there should be more parking areas which are conveniently located. He said that if a customer had the convenience of parking the vehicle at a spot located close to the market, it will benefit businessmen. “At times, the traffic arrangements have affected our business. We suggest that the district administration forms a committee comprising government officials and businessmen so that traffic arrangement can be worked out,” he said. He stated that all banks, particularly those located on Nicholson Road, should be shifted out to a central location where security can be centrally beefed up. “This will ease traffic congestion on the busy Nicholson Road to an extent,” he said. |

MLA’s brother sent in judicial custody Ambala, February 8 Special Judge for the CBI in Haryana, Dr B.B. Prasoon, today sent Rajesh Bhatia in judicial custody till February 11. The regular bail application filed by Rajesh Bhatia will be heard on that day. The case pertains to the alleged forcible taking away of office goods of a newspaper in Faridabad. The arguments on the fixing of charges also took place and was adjourned till March 5. |

6 IPS officers shifted Chandigarh, February 8 Mr K.K. Rao, ASP, Jhajjar, has been appointed SP, Jind, in place of Mr O.P. Singh, who has been posted as ADIG, CID. Mr Rajinder Singh, ASP, Panipat, has been made the SP of Bhiwani in place of Ms Suman Manjari, who has been transferred as SP, State Vigilance Bureau, Ambala, vice Mr Satpal Ranga who becomes Commandant, 3rd Battalion, HAP, Hisar, relieving Mr Prithi Singh of the additional charge. The government also transferred two HPS officers. Mr Rohtash Singh, DSP, Anti-Extremist Cell, Karnal has been transferred as DSP, Hodal, against a vacant post. Mr Om Prakash, DSP, CID will now be the DSP, AEC, Karnal. |
Fire at power station destroys property Panipat, February 8 According to the information available, the fire broke out when the conveyor belt of a panel of one of the machines caught fire. However, the blaze was put off by the fire personnel of the station within minutes. Meanwhile, at least 10 employees of the station had to be hospitalised following the leakage of the chlorine gas from a gas cylinder. However, they were later discharged from the hospital. |
