400 ultras wait to sneak into valley
Srinagar, September 26
Nine persons, including four militants and two security jawans, were killed while a large cache of arms and ammunition was seized in Jammu and Kashmir overnight. Meanwhile, over 400 Kashmiri ultras are lying in wait at different launching pads to infiltrate into Jammu and Kashmir across the Line of Control (LoC) and the international border (IB), defence sources said here on Wednesday.

APHC: Indian leaders' postures immature

The APHC leadership has suggested to the Union Government not to include trivial issues in the proposed American war against global terrorism.APHC Chairman Abdul Gani Bhat said it was unfortunate that the ruling party leaders had “demonstrated immature” postures during the past three weeks. 

Speaker warns erring officials

Jammu and Kashmir Assembly Speaker Abdul Ahad Vakil today warned officials that if they failed to turn up to record questions of members, they would be handcuffed and brought to the House.

400 ultras wait to sneak into valley

Srinagar, September 26
Nine persons, including four militants and two security jawans, were killed while a large cache of arms and ammunition was seized in Jammu and Kashmir overnight.

Three AK rifles, 12 magazines, six pistols, one 60 mm mortar, one base plate, 8 UBGL, one wireless set, 39 DG rocket mortars and 39 premier 60 mm mortars at Nar Gurez in north Kashmir were seized, sources said.

In an encounter between a search party and militants at Kaloosa Rafiabad in north Kashmir this morning, one ultra and a jawan were killed. Some arms and ammunition were seized near the site of the encounter.

In another incident a patrol party was attacked at Tuli-Nowpora in south Kashmir today and in the return fire one militant was killed. One civilian was also killed in the shootout. Last night in the frontier district of Kupwara, a militant was killed at Hafrada forest and one AK rifle, three magazines, one IED and one wireless set were seized from the slain militant.

Militants killed Ghulam Nabi Wagay at Hakbara Sumbal late last night while one ultra surrendered along with one AK rifle, three magazines, 90 rounds and two grenades at Vilgam in Kupwara.

A militant, Mohammad Amin Sheikh, was killed at Kulgam late last night. A jawan was killed when militants attacked a patrol party at Lassana village in Poonch district of the Jammu region last night. Militants, however, managed to escape after the attack. An encounter took place at Sheri Chatroo in Doda district in which Manzoor Ahmad was killed.

A woman was abducted at Kiya Donly village and later killed by gunmen late last night. One militant was arrested along with 3 kg of RDX, three grenades, one remote control device and one electric detonator at Laur Kulgam village.

Line of Control, Pallanwala (Jammu): Over 400 Kashmiri ultras are lying in wait at different launching pads to infiltrate into Jammu and Kashmir through the Line of Control (LoC) and the international border (IB), defence sources said here on Wednesday.

The Pakistan army, which has closed down training camps in Pakistan and PoK has segregated foreign mercenaries from Kashmiri militants and sent those of the Kashmiri origin, trained as well as those under training, to 15 prominent launching pads along the LoC and the IB with Jammu and Kashmir, particularly with the Jammu sector, the sources said.

These launching pads, where armed Kashmiri ultras have been kept for a push-back into the Jammu and Kashmir are located opposite the Indian areas which include Nanga-Londi (Kathua sector), Mukwal, Chimbiliyal, Ramgarh, Arnia, Checkenneck, Keri, Akhnoor East (Jammu sector), Laam, Nowshera, Sunderbani (Rajouri), Poonch Gali, Galakote, Sabzian, Mendhar (Poonch), the sources said.

APHC: Indian leaders' postures immature

The APHC leadership has suggested to the Union Government not to include trivial issues in the proposed American war against global terrorism.

APHC Chairman Abdul Gani Bhat said it was unfortunate that the ruling party leaders had “demonstrated immature” postures during the past three weeks. If the Centre continued to insist on including Kashmir developments in the planned strike against terrorists India “may get isolated,” Mr Bhat said.

He told Tribune News Service that leaders of the BJP-led NDA Government kept on changing their stand since the September 11 tragedy that struck America. In reply to a question Prof Bhat said what was happening in Kashmir was not “terrorism”. He explained that the Kashmir “issue had historical, security, political and psychological perspective” and as such the developments “cannot be equated with what happened in America.”

Prof Bhat said when nations were getting ready to launch a war against terrorism India should “forget its animosity” with Pakistan. Against the expectations of a section of the people, the APHC condemned the terrorist strikes in America. He made it clear that “we in the APHC are not bothered if Dukhtarani Milat Chief Aiysha Andrabi” planned to send bangles to us. “We have supported the Pakistan Government in its resolve to assist those who have declared a war against terrorism,” he said, adding that “no sensible individual or groups of individuals will celebrate a human tragedy.”

When reminded that the US Government had announced that Kashmiri terrorism was also on its hit list, Prof Bhat said the opinion in America “is divided and one set of opinion has berated state terrorism in Kashmir.”

Mr Bhat said this was not the time to talk about Kashmir turmoil which could be resolved through a sustained dialogue.

On the other hand a senior Congress leader, Mr Raman Bhalla, said that the government had bungled by placing “all its eggs in American basket.” He agreed with Chief Minister Farooq Abdullah that India needed to fight against Pak-sponsored terrorism on its own because in its war against terrorism the US government has given weightage in favour of Pakistan which would create added problems for India.

Mr Bhalla wanted Central leaders to discuss in detail with the Americans as to what sort of a strategy it planned against terrorist being trained and pushed into Jammu and Kashmir by Pakistan because unless Pakistan was forced to stop aiding rebels terrorism in the Indian subcontinent would not end.Top

 

Speaker warns erring officials

Srinagar, September 26
Jammu and Kashmir Assembly Speaker Abdul Ahad Vakil today warned officials that if they failed to turn up to record questions of members, they would be handcuffed and brought to the House.

“I will bring the officials concerned handcuffed if they fail to remain in the House from tomorrow,” Mr Vakil said when some members told him there was nobody to note down the questions raised by them during zero hour.

Mr Vakil said zero hour was very important and the Treasury Benches should make arrangements to record the questions raised by the members. He directed the ministers and senior officials of the General Department to remain present in the House or face consequences.

“I will proceed against the Law and Parliamentary Affairs Minister and the Secretary, General Department, if from tomorrow they will not depute senior officials to note down the questions being asked by the members,” Mr Vakil said.

When the members drew his attention toward earlier such warning to the Treasury Benches in this regard, the Speaker said if they failed this time to obey his orders “I will bring them handcuffed”.

Minister Ghulam Mohi-ud-din Shah assured the Speaker that arrangements would be made from tomorrow to record all questions. Later, a senior official was seen recording the proceedings of the House.

The Speaker also directed the Agriculture Minister to give a complete data of measures being taken by his ministry to save the paddy crop. Agreeing with a Peoples Democratic Party member, who said some disease had damaged the paddy crop in Anantnag district and no measures had been taken by the government to control it, the Speaker directed the minister to give full details to him or he would allow a discussion as it was a “very serious” matter.

National Conference member Abdul Majid alleged that despite assurances no funds were released by the divisional authorities for the reconstruction of a mosque at Shangus which was damaged completely during an encounter between militants and the security forces some months ago.

Panther’s Party member Harish Dev Singh wanted to know if the state government had any proposal under consideration to review security provided to some separatist leaders. It was surprising that the leaders who are involved in separatist activities and talking to Pakistan were being provided security by the government.

Meanwhile, a ruling National Conference member walked out of the Jammu and Kashmir Assembly after the Speaker called an opposition MLA ahead of him during zero hour. BJP MLAs walked out twice today in protest against rulings by Speaker Abdul Ahad Vakil.

NC MLA Mir Ghulam Rasool Naz staged a walkout after complaining that his name figured ahead of the opposition member.

The main opposition BJP member walked out for a brief period during question hour when the Speaker disallowed a BJP member to ask a question to the Forest Minister.

The BJP members were on their feet when the Speaker called a ruling party member to ask a supplementary question to the Forest Minister. The BJP members, who staged a brief walkout, later returned to the House when the Speaker took up another question.

The House witnessed noisy scenes when BJP members raised a question during zero hour about the hunger strike by some Education Department officials whose services were terminated recently in the Jammu region. The BJP members, who were joined by other opposition members from Jammu, stood up, demanding a statement from the government. UNI

Mr Mohammad Iqbal Bhat of the National Conference has been declared elected unopposed to the vacant seat of the Jammu and Kashmir Legislative Council.

This was announced here today by the Secretary of the state Legislative Assembly, Mr Mohammad Iqbal Ganai, who was also the Returning Officer for the byelections. UNI
