CBI raids on PGI, GMCH Super Bazars

The Central Bureau of Investigation today conducted surprise checks on the Super Bazars in the Post Graduate Institute of Medical Sciences and the Government Medical College and Hospital, Sector 32, following complaints of omission and commission by the authorities here.

According to sources in the CBI, the checks were conducted simultaneously at the two hospitals. There were complaints that medicines and surgical items were sold at much higher prices.

It is also alleged that the authorities were showing a higher rate of purchase of medical items, although these were bought at a much lower rate.

As many as 12 employees of the investigating agency were employed in the search operation. The checks began at 11 am today and were continuing till the time of the filing of this report. CBI officials have reportedly seized documents like invoices, vouchers, purchase registers from these Super Bazars.

It may be noted that the Super Bazars were liquidated by the competent authorities in the UT Administration in May, 2000. This was done after the Super Bazars had suffered losses running into crores.

A liquidator was appointed in August, 2000, to assess the value of assets. Later, these again became functional in August, 2000. Most of the employees had been terminated at the time of liquidation and only some of them were reappointed after the Super Bazars became functional.

Workshop on genetics

As many as 15 per cent of the couples in the world are sterile. While in almost 30 per cent of these cases, the male partner is the cause of the infertility. Out of the remaining, in 30 per cent cases the males and females both have problems due to which they cannot bear children.

Speaking on the genetic causes of male infertility in Indian population, during the three-day Indo-German workshop on the genetic basis of host-pathogen interactions in the PGI today, the Director, Centre for Cellular and Molecular Biology, Dr Lalji Singh, said while various causes attribute towards infertility, including environmental pollution and chemicles , one of the major causes for sterility was genetic aberrations at the DNA level. Dr Lalji Singh, who conducted a study on couples undergoing Invitro Fertilisation (IVF), said out of 165 strile Indian couples selected from various IVF centres, 24 were found to be having a problem at the DNA level. And at least 12 of them had an aberration on the Y chromosome, he said.

He said from the results of these it was concluded that the male child, thus conceived, will definitely carry the same abnormality as the father. “If genetic basis of which individual is carrying the aberration is established, the couple can be advised for having only female child,” he said.

And now family-fun golf facility

The CGA Golf Range in Chandigarh is set to score yet another first. A unique 18-hole miniature golf facility is coming up fast on its premises. This miniature golf facility is a new concept in the northern part of the country. It will have a complete 72-stroke play with obstructions and water hazards making it 5-par, 4-par and 3-par holes.

The CGA is spending about Rs 5 lakh on the creation of this new entertaining venture. This miniature golf facility will attract the younger generation to spend their spare time doing something concrete in an open sporting atmosphere rather than watching TV and playing video games. The families accompanying the members to the Range will be able to enjoy the game of putt-golf instead of waiting on those using the Driving Range. In short, the concept is known as family-fun golf.

The miniature golf facility is being constructed as a policy to develop the Range into a world class facility.

Showing this facility to mediapersons here today, the CGA Golf Range President, Mr D.P. Azad, said: “To beautify and make it more interesting a rockery and water channel passes through the miniature golf facility. Players will be playing along the water channel and enjoying the refreshing environment”.

With him was the Arjuna Awardee Harmeet Kahlon who said the good thing about the facility was a single putter could practice on it.

The construction of the miniature golf facility which was initiated by Mr C.S.R. Reddy, General Secretary, CGA, is being implemented by Mr J.S. Sukhija, Joint Secretary CGA, (Chairman Construction Committee). Mr J.S. Cheema, Senior Vice-President, CGA (Chairman Steering Committee), has provided vital inputs for perfecting the miniature golf facility.

Before implementing the project Mr Sukhija and Mr Harpal Singh Malvai visited places like Agra etc to improve upon facilities already existing in an internationally known hotel there. The construction is being carried out by S.P. Constructions and the area at the facility and in the front is being landscaped by Mr B.P. Singh and Mr Anil Kaushik, respectively.

The miniature golf facility at the Range will be operational by mid-October.

Sukhwinder leads in battle of nerves

It was a battle of nerves which finally led Sukhwinder Kaur to beat Heena Kumar in five games in the below-13 girls section on the opening day of the 13th Chandigarh State Badminton Championships which began here today at Sector 42 Indoor badminton hall. The matches were played according to the new scoring system, which was a welcomed by players. Earlier, the tournament was declared open by Mr Balram Ji Das Tandon, Local Bodies Minister, Punjab. Mr Tandon in his speech described his long association with badminton and said even during his days in jails, he used to play the game. He later announced a grant of Rs 25,000 for the development of the game to the Chandigarh Badminton Association, the organiser of the meet.

Softball meet: GGDSD College, Sector 32, Chandigarh, has clinched Panjab University Inter-College Softball (men) Championship. The PU Campus, Chandigarh, DAV College, Chandigarh, and Arya College, Ludhiana, secured second, third and fourth positions, respectively.

Pataudi Trophy: A superb bowling by Vineet Jain, Sandeep Moudgil and Amit Bhardwaj enabled Panchkula in beating Chandigarh by six wickets in the opening tie of the Haryana State Inter-District Cricket Tournament for Pataudi Trophy played here today on JR Institute of Cricket Technology Grounds, Nagal Village, near Barwala.

Hockey meet: Government Model Girls Senior Secondary School, Sector 18, beat GGS Khalsa College, Sector 26, by five goals to nil in the finals of the Chandigarh State women’s Hockey Tournament played here today at hockey stadium, Sector 18.

Football Association: The Chandigarh Football Association in order to promote the women’s soccer in the city has decided to organise the Chandigarh Sub-Junior Girls Football Championship for Guru Teg Bahadur Trophy from September 21 to 24 at Football stadium, Sector 17.

Shuttler who holds promise

Adhiraj Neogi, who is yet to celebrate his 13th birthday, has in a short period of time become a force to reckon within the badminton arena in Haryana. He was recently crowned Haryana state champion in the under-13 section which was a grand achievement for this talented and hardworking boy who practises for more than five hours a day, on an average.

Adhiraj’s father, who is a doctor, said his son was not at all interested in badminton a few years back. He was interested in swimming and had won laurels by winning district champion titles in below-10, 12 and 14 years age groups.

He took to badminton four years ago. It was his coach, Ravinder Kapoor, who motivated and honed his skills which finally led to Adhiraj proving his potential in the Tara Chand Memorial North Zone Badminton Tournament in 1998. He was able to grab the second place in singles event.

Then there was no looking back for this Class VII student of St John’s High School. He has a long list of achievements. To mention a few, he reached the pre-quarterfinal in double event with Prateek Mittal in the All-India Krishna Khaitan Memorial Ranking Badminton Meet in Chennai, bagged the District championship in under-13 section, doubles runner-up in the recently concluded state championship at Karnal. Only this August, he astonished many by remaining runner-up in the under-13 section in the Samuel Banerjee Memorial Prize Money Badminton Meet held at Chandigarh. Early this month, Adhiraj was among the first four of the under-13 doubles event in the All-India Junior Ranking Tournament at Pune in partnership with Gurbax Singh of Punjab. He won the UT Inter School Badminton Meet in the under 14-section last year, the Edmund Rice Trophy by beating St Columbus’s School, Delhi, along with Vikas Kaul. He was also a member of the UT Schools team which took part in the National School Games held at Bharuch (Gujarat) in December last year.

According to Adhiraj, he adheres to his physical conditioning schedule under the guidance of Virender Verma, SAI athletics coach, at CL DAV School, Sector 11, Panchkula.

He is also good at studies. He topped in Class VI examination by securing 92.4 per cent marks. He was also a member of the team that won the Inter-School singing contest last year. He had won many prizes in various quiz competitions.

Mayor for more grants

The Mayor of the Municipal Corporation of Chandigarh ( MCC), Ms Harjinder Kaur, today met the UT Administrator, Lieut-Gen J.F.R. Jacob (Retd), and requested him to provide additional grant-in-aid of Rs 16 crore under non-plan and Rs 4.5 crore under plan heads in the revised budget estimate for the year 2001-2002 so as to enable the civic body to discharge its liabilities.

The Mayor said additional grant would help in meeting various liabilities such as payment of salaries to its employees, payment of electricity bills of waterworks including Kajauli waterworks, streetlight bills, expenses on maintenance of roads and horticulture services and other contingent payments.

She impressed upon the Administrator the need to give priority to the work of recarpeting the V-3 roads ( road dividing two sectors) transferred to them as a one-time measure. She assured him that the recarpeting of the remaining 20 per cent V-6 roads would be completed within the current financial year. She also put forth a demand seeking the recarpeting of the outer Dakshin Marg ( Sectors 31 to 39) by the engineering wing of the UT Administration. Later she also met the UT Adviser to the Administrator, Ms Neeru Nanda, and discussed some of the future projects which she intends to take up.

Mahila Bhavan for city sought

The Mayor, Ms Harjinder Kaur, has in a letter written to the UT Administrator, Lieut-Gen J.F.R. Jacob (retd), put forth the demand for a Mahila Bhavan in the city. As a first step in this direction, she has sought that suitable land should be allotted for the construction of this bhavan.

Ms Harjinder Kaur said since this year was being celebrated as the International Women Empowerment Year, land should be given for the Mahila Bhavan. Further, a large number of programmes have been chalked out in this connection.

MC warning on parking lots

The Municipal Corporation of Chandigarh is making all possible efforts to make underground parkings in Sector 17 fully functional.

In an order issued here yesterday, MC Commissioner, Mr M.P. Singh, has asked all concerned not to park any condemned vehicles in underground parking. Any person found misusing the parking area by dumping old vehicles will be proceeded against under law and the vehicle will be impounded, the order adds.

The orders have been issued in accordance with the Punjab and Haryana High Court orders which had only recently directed the Deputy Commissioner, Mr M. Ramsekhar, and MC Commissioner, to make these underground parkings fully functional. Both the officers had upon appearance assured that they would ensure appropriate action for proper utilisation of underground as well as surface parkings.

It may be recalled that a Division Bench comprising Mr Justice G.S. Singhvi and Mr Justice M.N. Kumar had further impressed upon them that the Administration and MC may impose paid parking fee for parking vehicles.
