No vacancies in general pool

All seats in the chemical engineering course got filled during the ongoing counselling for admissions at Panjab University here today.

All seats in the general pool for admissions to information technology stream at Punjab Engineering College also got filled. The information technology course had three seats in the general pool and 20 in the UT pool.

All 46 seats in electronics and electronic communication engineering stream were also filled. These included seven seats in the general pool and 39 in the UT pool.

All seats in computer science and engineering and BE (chemical) courses have also been exhausted. The BE (chemical) had a total of 39 seats.

The computer science course had three seats in the general pool and 20 in the UT pool.

The BE (agro processing technology, non-medical) had six seats all of which were still vacant. The general pool has no vacancies left in any category.

The aeronautical engineering course has 10 vacancies in the UT pool while the civil stream has 38, electrical 26, mechanical 1, metallurgy 26 and production 20.

All four general-category seats of Architecture College were filled while counselling for the UT pool seats was in progress till late evening.

Student body criticised

In a major development, various student organisations of Panjab University joined hands to criticise the Students’ Organisation of Panjab University (SOPU) which is demanding the lowering of qualifying marks in B.Sc (honours school) for gaining admission in higher course despite an already announced concession by the university.

A joint press conference defending the university decision and criticising the SOPU was organised by the Panjab University Students Union, the Haryana Students’ Association, the Akhil Bharatiya Vidyarthi Parishad and the All-India Sikh Students Federation, here today.

The university has already announced a concession saying that those who could not clear the examination but were able to score at least 92 credits would be given a chance in a ‘special examination’. The SOPU has been asking for a further lowering of eligibility marks by more than 20 marks. Terming the demand as ‘non-academic’ the university has already turned it down.

Chand Singh Madaan, chairman of the Haryana Students’ Association, said ‘the agitation of the SOPU was politically motivated. With elections round the corner, the issue was being seen as a vote bank. The move was non-academic and the SOPU seems to have forgotten its own election slogan of ‘upholding the standard of the university’.”

Mr Madaan said credits were relaxed even last year. That time the results were late. This time the results had been declared in time and the university concession was more than sufficient.

Mr Malwinder Singh Kang, president of the PUSU, said “we also sat on a ‘dharna’ on the issue.

But, when the university relaxed the eligibility condition, we withdrew. The university has also shown a positive response to other demands. There was no justified reason for agitation now.”

30 boys, girls complete training programme

Thirty boys and girls from Chandigarh, Punjab, Haryana, and Himachal Pradesh today completed a seven-day Frankfinn’s basic cabin crew training programme.

Frankfinn Management Consultants, a Delhi-based leading basic cabin training company, which conducts these training programmes all over India, came to Chandigarh for the first time to enable the young aspirants from this region to attend this programme without going to Delhi

Mr M.S. Kohli, Chairman of the Frankfinn Management Consultants, which is the training division of Frankfinn Aviation Services , became operational in 1993. He claimed that its trainees found placement as air hostesses/flight stewards in reputed international and domestic airlines.

He told media persons that Frankfinn’s programme provides complete career counselling and placement assistance to the selected students who are accepted for training through a nationwide search followed by an interview and a written test.

He said out of 100 candidates who apply against their advertisements in leading national dailies only 35 to 50 candidates were shortlisted for the training.

A Frankfinn trainee receives free job assistance for 18 months by keeping them regularly infored about various cabin crew vacancies available in various domestic and international airlines in the country, besides informing them about the interview patterns of the airline concerned.

Mr Kohli said Frankfinn’s programme is a non-technical training programme with focus on grooming based on interview patterns of different airlines, which involves personality development, positive thinking, leadership qualities, communication skills, confidence building exercises, conducted by a reputed trained panel of management and airline professionals.

Education loan camp

Punjab National Bank is organising an education loan camp for students seeking admission to various admission courses at Panjab University here.

The camp will continue till August 11. Education loans are available up to Rs 7.50 lakh for studies in India and up to Rs 15 lakh for studies abroad. The interest rate is 12 per cent per annum up to Rs 4 lakh and the repayment in 84 instalments starts after two years after completion of the course or one month after getting employment whichever is earlier.

Five teams participating in contest

Five teams from the Chandigarh region are participating in the 14th National Youth Parliament Competition organised by Kendriya Vidyalaya 2, 3BRD, which began here today at LECMA Hall, 3BRD, Air Force Station.

The teams participating in the competition are KV No 1, Ferozepore, KV Faridkot, KV No 1, Adampur, KV No 1, Patiala, and KV No 2, 3BRD, AFS, Chandigarh. The first three teams made a presentation of one hour each today the other two of the teams would give their presentation tomorrow. Speaking on the occasion Ms S. Prakash, Principal of the KV No 2 dwelt upon the role of students in democratic process and explained how the competition would give them a first training in it.

The competition is organised every year by the Ministry of Parliamentary Affairs. Mr Sant Ram Singla, a former MP, was the chief guest and one of the observer. The other judges were education officer, KVS, Mr C.L. Chuttani, and Principal Kendriya Vidyalaya, Sector 47, Mr M.P. Mahajan. Ms Manju Lata Saxena, Assistant Commissioner, KVS (CR), Chandigarh, was also present on the occasion.

HIGH COURT
Court’s clarification on break in service

A full Bench of the Punjab and Haryana High Court in a significant judgement today held that the benefit of regularisation can be denied only in a case where the break in service is attributed to an employee and not in case where the employer has caused the break.

Pronouncing the orders, the Bench comprising Mr Justice Jawahar Lal Gupta, Mr Justice Surinder Singh Nijjar and Mr Justice Ashutosh Mohunta held: “The state cannot deny the benefit of regularisation to an employee who has been forced to remain away from the job for more than a month on account of action, or inaction, of the authority itself .”

The Bench further held: “The court has a duty. It has to intervene when the authority acts arbitrarily and unfairly. In our view, the state or its authorities cannot be permitted to say that we shall cause the break in your service. Having done that, we shall not regularise your service. To allow this would be unfair and unjust. The court cannot put its seal of approval on such an action.”

Regarding the instructions issued by the Haryana Government, the Judges ruled: “It has been inter-alia provided that the employee should have completed three years of service. In each year, he should have worked for at least 240 days. At a time the break should not be more than a month. He should be in service on January 31, 1996. These conditions are not unfair or arbitrary. These are relevant in determining the suitability of the employees. The government can legitimately say that a person who remains absent from work for more than 30 days at a time is not serious about the job. Such a person can be considered as ineligible for regularisation. There is no illegality in the conditions as laid down by the government.”

The Judges also directed the state of Haryana and other respondents to consider the claim of Mr Tek Chand and other petitioners within three months of receiving the order's copy. “If it is found that they fulfill the requirements of the instructions, their services shall be duly regularised. However, in cases where the petitioners have not performed their duties for certain duration of time, then they will not be entitled to the arrears of salary ”, the Judges observed.

Court seeks Kaunke case file

Issuing notice of motion to the Punjab Advocate-General for September 10 on a petition filed by member of Parliament Simranjit Singh Maan seeking directions to the state for making public the report on the disappearance of Akal Takht Jathedar Gurdev Singh Kaunke, a Division Bench of the High Court on Thursday directed the respondents to make available the original file.

In his petition, taken up by the Bench, comprising Mr Justice Jawahar Lal Gupta and Mr Justice Ashutosh Mohunta,Mr Maan stated that an inquiry into the matter was conducted by Additional Director-General of Police B.P. Tiwari after a joint representation was submitted to the Punjab Chief Minster.

He added that ADGP Tiwari in a statement before the Press had asserted that he was being pressurised, besides being framed in false cases, as he had given findings against the police in the matter. Going into the background, his counsel Mr Ranjan Lakhanpal had stated that Mr Kaunke was shown to have escaped from police custody on January 3, 1993, but in all probability, the Jathedar had been killed by the police.

Poll officer’s orders stayed

Staying the operation of orders passed by the Presiding Officer of the Sangrur Election Tribunal declaring the election of Mr Mohammed Rafiq to the Malerkotla Municipal Council illegal, Mr Justice V.K. Jhanji today issued a notice of motion to the state of Punjab and other respondents.

In his appeal, Mr Rafiq had alleged that the election petition filed before the tribunal was allowed at the asking of Cabinet Minister Nusrat Ikram Khan who was close to the President of the Sangrur Municipal Council.

Notice to Punjab

On a petition filed by 34 Kotkapura Anganwadi workers, challenging the termination of their services by pasting a notice on the board, a Division Bench on Thursday issued notices to the state of Punjab and other respondents for August 16.

In their petition, taken up by the Bench comprising Mr Justice Amar Bir Singh Gill and Mr Justice Swatanter Kumar the petitioners had earlier contended that the services were terminated without assigning any reason on granting them an opportunity of hearing. Their counsel Kapil Kakkar said such an action on the part of the authorities was not only illegal, but also against the principles of natural justice.

Dakaut’ Brahmin’s plea against court order

The “Dakaut” Brahmins who have traditionally been collecting alms as per the Hindu norms, has challenged a lower court's decision to book them under the Begging Act of the Municipal Corporation saying it was a violation of their “fundamental right to earn livelihood.”

Appellant Thara Ram of the community has moved an appeal in the court of Additional Sessions Judge, Union Territory, saying that the impugned order passed by city trial court on July 5, 2001 is based on “conjectures illegal, contrary to facts, evidence and law and the same as such is liable to be set aside.”

A Judicial Magistrate (first class) had held Mr Ram guilty under the Begging Act of the Municipal Corporation.

The appellant said, “He has already completed the sentence and paid the fine imposed by the Judicial Magistrate (first Class).”

He alleged that the case against the applicant was falsely registered on June 16, 2001 in the Industrial Area police station.

As per the appeal the appellant is a “Dakaut Pandit” and he alongwith his other castemen are engaged in the profession of accepting offerings from disciples as per their will and capacity on Saturday and lunar and solar eclipses to pacify the negative effects of “Shani” and “Rahu” and “Ketu”. This practice has been going on since long without any interruption from any quarter, he said.

It was alleged that the trial court while convicting the accused under Section 151 of the Municipal Corporation Act, had failed to take into consideration the fact that accepting offerings to pacify the negative effects of the three ominous “grahas” from those who are said to be under their ill-effect, is allowed in the Hindu religion.

The appeal said these Brahmins have a very important and respectable place among devoted Hindus and they are even called at homes to propitiate these “grahas”.

The application said these Brahmins had been taking the ill-effects on themselves to salvage the people.

The tradition started when the father-in-law of Lord Shiva, King Himalaya, gave alms (chhaya patra) to Rishi Duck, to save the new divine couple from ill-effects of the three “grahas”.

HC quashes excise orders

Allowing a petition filed by Piccadily Restaurant and Bar, Sector 17, Mr Justice N.K. Sud of the Punjab and Haryana High Court today quashed the orders passed by the UT Excise and Taxation Department which declined the petitioners application for the renewal of bar licence.

In the petition, the managing partner of the restaurant had pleaded that their request was turned down on the ground that as per the excise policy for year 2001-02 licence could be granted to hotels having minimum of 10 rooms with two star facilities.

After going through the arguments, Mr Justice Sud observed: “Mr Mohan Jain, counsel for the petitioner, has raised two fold arguments against the action of the respondents in not renewing the licence. He has firstly stated that the amendment made in the rule governs only the grant of licence to hotels. It does not change the policy about the grant of licence in form L-4 and L-5 to the restaurants.”

The Judge concluded: “I have no hesitation in holding that the impugned order dated April 12, declining to renew the licence of the petitioner, is illegal and unconstitutional and is thus quashed”.

Contract killing case: suspect’s bail plea rejected

A local court today dismissed a bail plea moved by the accused Sant Kumar in a case of contract killing. The accused had already been remanded to judicial remand by the local court on August 8.

The accused, Sant Kumar had stated in the bail application that he had been falsely implicated in the case and the prosecution had bought a concocted story.

Meanwhile, another accused, Baljit Singh, who was arrested by the city police on August 8 was sent to one-day police remand by the local court.

Touching tender chords of heart

Surender Verma’s play “Dhoop ka ek tukda” derives meaning from life — its crests and troughs. The script is intense in terms of dramatic quality as also emotional depth. That is perhaps why it did not arouse boredom when staged for the second time by Abhinet Theatre Group at the Panjab University Faculty House.

The play marked the conclusion of the North Zonal convention of SPICMACAY held in the university’s ICSSR Complex here today. While the evening began with the presentation of “Dhoop ka ek tukda”, time was also set aside for yet another Surender Verma script Marnoprant.

The plays were staged earlier at Tagore Theatre about five months back and the kind of response they had evinced was amazing. The feeling of nostalgia that one had experienced while watching Tasveer Claire play the protagonist in “Dhoop ka ek tukda” returned today when the production was repeated for the SPICMACAY delegates who had gathered in the city for the convention.

Presented as a monologue, the play had Harish Bhatia, who was the silent player throughout the 30-minute long presentation. As for the play, it dealt with the most sensitive aspects of life. It raised and subtly answered the various questions which shroud our very being — the question of love shared by two people, the question of resultant togetherness and finally the question of alienated affections. The imagery was strong and only added beauty and intensity to the script.

Directed by Harish Bhatia, the play made a lot of sense. The beauty of the production lies in that one does not have to drive oneself into the script. One can just flow with it. Easy delivery, grassroot realities and powerful presentations made the play a visual delight.

This was followed by another play by Surender Verma “Marnoprant” presented by Jainendra Singh and Vijay Kapoor. Yet another typical Surender Verma script, which aims to address issues close to the human heart apart from just writing a play for the sake of writing, “Marnoprant” continued in the line of “Dhoop ka ek tukda”. It revolved around relationships, betrayals and compromises.

Folk concert presents Punjabi culture

Though the folk tradition of every region is delightful in its own right, yet that of the Punjab is vigorously so. The colours, the brightness, the zing and the spice — all elements of Punjabi folk songs and dances were showcased for the audience in the soothing ambience of Shanti Kunj, here today.

Holding the fort on the occasion of “Teean Punjab diyaan”, the cultural event which aimed at celebrating the spirit of teej, was the team of Punjab Sangeet Natak Akademi, which will hold this event on an annual basis. The festive mood which took over at 2 pm, when the akademi started with the host of contests under the category of folk art, lasted beyond 8 pm.

The afternoon session was all about school children putting their best foot forward to bag the coveted prize. The competitions were held under the categories of ‘geet’, ‘samooh geet’ (group song), giddha, and costume parade. There was more to the last category of the contest than just the costume. It culminated in the selection of ‘Dhi Punjab di’, who was described as someone rooted in Punjabi culture and traditions. The prestigious title of the day went to Satnam Kaur of Government High School, Dhanas.

Results of other categories in order of merit were as follows:

Song: Preetika (Government School, Sector 44), Meenakshi (Government School, Sector 18) and Sarabjeet (Government School, Sector 47). Group song: Government Model School, Sector 36, Government School, Sector 24. Special prize under this category went to Government School, Sector 8. Giddha: Government High School, Sarangpur; Government Senior Secondary School, Sector 46; NIS Computer Centre. Dhi Punjab di (costume): Rupinder (Government School, Sector 44), Chetna (Government School, Manimajra) and Gursimran (Government School, Sector 21).

The contests were followed by a cultural programme which featured leading troupes from Punjab. Renowned singers like Moni Raseela, Dolly Singh, Rinku Kalia and Bhupinder Kaur enthralled the audience with melodious songs.

The stage was conducted by Prof Rajpal Singh, while the backstage was managed by Dr Manjit Singh, Reader, Punjabi Department, Panjab University.

The function has been organised by the akademi in collaboration with the Chandigarh Administration.

Spicmacay dedicates year to Mother Teresa

The Society for the Promotion of Indian Classical Music and Culture Amongst Youth( SPICMACAY) has decided to dedicate the year to Mother Teresa. This year’s theme is ‘Quest for the sacred’.

This was highlighted at the convention of the society at Panjab University here today. This year’s ‘Virasat’ programme will feature performances by eminent artists. The module will include all seven modules of classical music and dance, folk theatre, films, talks and workshops.

Currently, ‘Virasat’ is planned for Bihar, Jharkand, Uttar Pradesh, Punjab and North-East Mumbai. Delegates at today’s convention came from Amritsar, Jalandhar, Ludhiana, Phagwara, Karnal, Sanawar and Dagshai.

The need to strengthen and popularise Indian art and music among youth was underlined at the function. Dr Kiran Seth, the force behind starting the society in 1977 was also present.

One of the main objectives of the society has been to popularise Indian forms of music, particularly, amongst the youth in schools and colleges. Performances are organised all over the country which feature the leading lights of the classical forms. The programmes are mainly organised on the premises of educational institutes.

Speakers at the function highlighted problems being faced by the society in their local chapters. It was pointed out that the local chapters had been on a low ebb for the past couple of years because of inconsistency of interest among the group members.

New releases

Madhuri DixitAnother young director Farhan Akhtar makes his directorial debut with Excel Entertainment Dil Chahta Hai. The film will be released today at Malhar and Sangeet, Ludhiana.

Farhan Akhtar has cast Aamir Khan with Preity Zinta, Saif Ali Khan, Akshaye Khanna, Sonali Kulkarni and Dimple Kapadia. Both Akshaye and Dimple do a ‘Summer of 42’. The film is focussed on youngsters in society and is based on the unusual relationship between five “mega-watt” actors. Sunny Deol makes a special appearance. The grapevine buzzes that Dil Chahta Hai is about a younger man — older woman love. Dimple Kapadia comes with a bang this time. The film is shot in exotic locations of Australia and Goa. The trio of Shankar, Ehsaan and Loy has come up with average score. Javed Akhtar has penned the lyrics.

Madhuri Dixit, Ajay Devgan and Preity Zinta feature in Yashish Entertainment Yeh Raaste Hain Pyar Ke, which will be released today at Shingaar and Aarti, Ludhiana. Action film-maker Deepak Shivdasani, famous for films like Dadagiri, Madam X, Baaghi, Gopi Kishan, Krishna and Bhai, has come up with the emotional saga Yeh Raaste Hain Pyar Ke. The film is a romantic triangle with a difference.

Deepak Shivdasani has always been fascinated with the idea of re-doing Khilona and Jeene Ki Raah. Unlike Khilona, in Yeh Raaste... there is a reversal of roles. Madhuri plays a challenging role of a mentally-imbalanced wife. Preity Zinta plays a car thief. All in all the film is a bumpy ride to only one destination — love!

Shot in Delhi, Bangalore and Kuala Lumpur, the film has choreography by Ganesh Acharya, dialogue by Kadar Khan, photography by Rajan Kinagi and lyrics by Anand Bakhshi. Shravan Kumar’s son Sanjeev Darshan of Mann fame has come up with a mediocre score. Composer Adnan Sami’s song ‘ Aaja aaja ...’ sung by Asha Bhonsle is the highlight of the film. DP
