Dhumal gets World Quality Council award New Delhi, August 4 The award was given to Mr Dhumal by the Union Energy Minister, Mr Suresh
Prabhu, at a function here yesterday. Those present included Mr Mahadev
Mehra, president, World Quality Council, a British parliamentarian, Lord Swraj Paul, Britain’s High Commissioner in India, Sir Robert Young, and a former Chief Justice of India, Mr A.M.
Ahmadi. According to an official spokesman, Mr Dhumal was selected for the award by the London-based WQC for his outstanding contribution to six core areas of hydel power, bio-technology, eco-friendly tourism, promotion of alternative system of medicine, complete transparency in government and information technology. Speaking on the occasion, Mr Prabhu said Himachal Pradesh was emerging as the power state of the country with an ambitious plan to harness additional 6,100 MW through hydel projects to generate Rs 1,000 crore revenue per annum. He said the Centre had sanctioned Rs 1,500 crore to the state under the accelerated power development programme so as to reduce transmission and distribution losses and improve generation. Mr Dhumal said the state had provided power to all 16,807 villages in the state and had achieved full metering, billing and collection. The Chief Minister said Himachal Pradesh had the highest household coverage ratio in the country. He said the state had formulated an ambitious plan to promote herbal and heritage tourism in the state by setting up medicinal plant gardens in each district. Community forestry scheme launched in
HP Shimla, August 4 The scheme was launched by the Chief Minister, Mr Prem Kumar Dhumal, on the occasion of the 52nd state-level vanamahotsava at Ghannahatti by planting the sapling of “daran”. The state government will give free plants to the village forest development societies (VFDSs) besides monetary grants for their plantation whereafter VFDSs would manage, preserve and protect the forests themselves. Local people and non-governmental organisations will also play a leading role under this scheme in afforestation and protection. Addressing a large gathering on the occasion, the Chief Minister expressed concern that though hundreds of crores had been spent on plantation in the country during the past 50 years but still the country was short of the area required to be under forests. He said had 20-25 per cent of the trees planted in all these years survived there would have been no space left for plantation now. Emphasising the importance of forests, Mr Dhumal said the involvement of local people in afforestation and protection as envisaged in the new scheme would go a long way in bringing the maximum area under forests in the state. He expressed happiness that there had been increase of forests in Himachal Pradesh by 561 square kilometres according to a survey carried through remote sensing but this was not a matter of complacence and added that more efforts were needed in this direction. The Chief Minister stressed the need for maintaining ecological balance and said it would have to be ensured that our natural resources did not deplete fast. Mr Dhumal said government endeavour was to make Himachal Pradesh an ideal state by the end of this decade. He urged the people to give their wholehearted cooperation to the government in this respect. He said the government was seeking people’s participation in successful implementation of schemes launched in the state by the government during the past three years. The Chief Minister directed the Forests Department to encourage the plantation of trees which had commercial value. He exhorted the youth not to run after white collar jobs and instead start income generating vocations in the field of agriculture, horticulture etc for which the government was giving encouragement. He also stressed for diversification of farming pattern so that the economy of the people did not suffer due to failure of one crop. Mr Dhumal said Himachal Pradesh had forest wealth of about Rs 1 lakh crore which needed to be increased further by making afforestation and protection of forests a people’s movement in the state. He said during the past few years the Forest Department had been doing good work in getting environment clearance for construction of roads and hydel projects on which the prosperity of the state depended. He said wildlife protection was also a must for maintaining the environment, adding that the state government had raised compensation from Rs 25,000 to Rs 1 lakh in the case of killing of a human being by wild animals and up to Rs 33,000 in case of injuries. Referring to development of the Kasumpti assembly constituency, Mr Dhumal said Rs 8.68 crore had been spent in the area on rural water supply schemes during the past three years as against Rs 3.32 crore spent by the Congress government in the preceding three years. He said 160 rooms had been constructed under Sarswati Bal Vidya Sankalp Yojna in the area and 452 more rooms would be constructed this year under the scheme. He said Rs 6 crore had been sanctioned for the construction of 15 roads under Pradhanmantri Gram Sarak Yojna and added that Rs 3 crore were being spent under Nabard on the Maihali-Shoghi road. Mr Gulab Singh Thakur, Speaker, HP Vidhan Sabha, who presided over the function complimented the state government for innovative scheme of joint forests management. He said the Forest Department should also take care of depleting species. He urged people to take a pledge to preserve forests said for posterity in the larger interest of maintaining ecological balance. He also planted a sapling earlier to mark the vanamahotsava. Mr Roop Singh Thakur, Minister for Forests, said Rs 30 crore would be spent on plantation of 1.80 crore trees. An area of 1500 hectares would be brought under green cover in the state during the current year. He said the second phase of the Kandi project had been extended in 1998 due to persistent efforts of the present government and Rs 169 crore was being spent under it. |

Little activity in apple
belt Theog (HP), August 4 This year’s apple yield has been badly hit by an unprecedented drought. Small orchadists estimate that the yield during the current season will be around 25 to 30 per cent of last year. This small town, which used to buzz with activity during this time, is virtually limp. Gloom is writ large on the face of the orchardists. Traders of wooden packing boxes from Punjab and Haryana have not camped on the roadside. Not many apple laden trucks can be seen on the national highway, but the supply to fruit markets in Delhi and other places is steadily picking up. The yield is expected to be good in the high hills of Kharapather, Khadrala, Kiari, Baghi, Kotgarh and adjoining places which are not hit by hail and had moisture in the soil. A controlroom has been set up near Fagu to register all trucks carting apple out of the state. As many as 94 apple laden trucks proceeded towards Delhi during the past 24 hours till yesterday morning. Against this, 83 trucks crossed the controlroom on Thursday. Only 15 apple laden trucks were registered in the controlroom on July 25 when it started functioning. Their number increased to 26 on July 26 and 47 on July 27. Unlike previous years, there is no shortage of trucks. As many as 158 empty trucks went to the apple areas on Thursday. Apple is being supplied from Kotkhai, Jubbal, Dalash, Ani and Koksar. The growers who were able to send a truckload of apple consisting of 450 boxes in previous years could manage only 50 to 100 boxes. Mr Rajinder Singh, a dealer in wooden boxes, says he usually sold about 25 truckloads of packing boxes by this time, but he has not been able to dispose of even a single truckload so far. Mr Rakesh Sood, another trader of packing boxes, says he has sold only eight truckloads of packing boxes so far, against 30 truckloads during the same period last year. During the entire season last year, he sold 70 truckloads of packing boxes and expects that the figure might not cross 15. A young trader, Mr Ajay Justa, who sells corrugated cardboard packing boxes, says he has sold only about 20,000 boxes so far, against over 60,000 boxes during the same period last year. |

HP takes on challenge from imported apple Solan, August 4 Mr Bragta, who was speaking at an interaction of scientists of Parmar University of Horticulture and Forestry at the institution’s research station at Mashobra, said the emergence of the global trading regime under the aegis of the WTO had changed the entire horticulture trade scenario from the earlier one of protectionism to that of competitiveness today. He said the state Department of Horticulture was alive to various problems like that of frequent crop failures due to the onslaught of pests and other diseases and insufficient availability of quality plant materials. The minister emphasised the cold and dry temperate zones of the state had the potential of producing high quality plant materials. Instead of wasting precious foreign exchange on importing plant materials from overseas the scientists of the state must exploit this God-given gift to the full for the benefit of horticulturists. He said certain varieties of golden apple produced in Tabo, situated in the cold and dry zone of Lahaul and Spiti, had been rated as equal to the best anywhere in the world. Mr Bragta said varieties like the Tabo apple could enable the state horticulturists to take on the US apple, which was currently being retailed at a fancy price of Rs 100 per kg. The minister also lauded Parmar University for supplying over three lakh plants of apple, kiwi and strawberries last year and also for doubling this year’s target to six lakh. The Vice-Chancellor, Dr R.P. Awasthi, said the university would focus more on income generating, high-value cash crops for which an action plan had already been formulated. He informed that 93 research projects involving an outlay of Rs 1620 lakh had been undertaken by the university last year. |
Non-Plan expenses must be cut:
Shanta Kangra, August 4 Addressing a Press conference at the Nagrota Bagwan, he said the Planning Commission had pointed out that funds under different schemes meant for the uplift of the poor sections of society had not been properly utilised. He said at the Central Government-level austerity measures had been taken up and the state governments had been directed to curtail non-Plan expenditures. He said the government had been further directed to take steps to save funds. Mr Shanta Kumar said the first phase of the Vivekananda medical college and hospital at Palampur would be completed within two years. He said former Union Health Minister and Congress leader Karan Singh had accepted to be the patron of the Vivekananda hospital and medical college trust. He said including the Chief Minister, the trust would have two patrons. Mr Shanta Kumar was the Chairman of the trust. He said the AIIMS, New Delhi, had offered technical consultancy to the hospital and a team of experts visited the place and submitted a report. |

Parmar’s contribution
lauded Shimla, August 4 Professor Dhumal said the contribution of Dr Parmar in the formation and development of Himachal Pradesh was unparalleled. He said it was due to Dr Parmar that Himachal Pradesh had become a model for hill areas development and true tributes to him would be to take the state to new heights as he had visualised. He said Dr Parmar would go a long way in the history of the state for the selfless services rendered by him to the people of the state. He said from the formation of the state to its present shape and status, Dr Parmar had strived hard as a result of which the people got an opportunity to march on the path of progress and added that whatever development the state had made, the credit for this went to his vision. Professor Dhumal also released a book “Sadan Ke Neta”, a collection of important speeches of leaders of the House from Dr Parmar to date. He also inaugurated the administrative block of the Himachal Pradesh Vidhan Sabha. Mr Virbhadra Singh, former Chief Minister and leader of the Opposition, speaking on the occasion, lauded the contributions of Dr Parmar. Mr Virbhadra Singh said the present Himachal Pradesh was monument to his memory. He said Dr Parmar fought a long battle for maintaining the separate entity of the Pradesh. Mr Gulab Singh Thakur, Speaker, paying tributes to Dr Parmar said that he was an able administrator and played an important role in the freedom movement. He said the new administrative block, which had been constructed at a cost of Rs 2.38 crore, had 62 rooms with a provision for the sitting of all ministers and a separate room for female legislator and a committee room. He said the Eleventh Finance Commission had sanctioned Rs 5 crore for the development of the Vidhan Sabha complex. Earlier, Mr Dhumal paid floral tributes to Dr Y.S. This facility was not available in this part of the state till today. He said he visited the Deol area of the Baijnath subdivision which witnessed a cloudburst claiming 12 lives. Mr Shanta Kumar said he would take up the matter with the Defence Ministry for the construction of a bailey bridge on the Lohni khud to connect Deol village with the Baijnath subdivisional headquarters. He asked people to approach the nearest Lokmitra Kendra for registering their complaints and grievances so that justice could be done to them at their door steps. Mr Sharma said of 213 complaints received so far with the Lokmitra Society, 165 has been redressed and justice provided to 30 persons. |

BJP will keep promise with OBCs:
minister Dharamsala, August 4 Addressing a press conference here today, he said he had time and again brought the matter to the notice of the Chief Minister, Mr P.K. Dhumal, who had been sympathetic towards the problems of the OBCs. Asked if he was a candidate for the Rajya Sabha seat, which falls vacant after the completion of the tenure of Congress MP Chandresh Kumari, he said his nomination would once again send a positive signal as far as giving importance to OBCs was concerned. “being a dedicated and disciplined partyman, I will abide by the directions of the high command. So far the OBCs have welcomed the move as they feel that in this manner they will be given more representation,” he observed. The Agriculture Minister said the department was providing all kind of facilities and subsidies to farmers of the state so that the targeted food production could be achieved. “We have set a target of 1.55 lakh tonnes potato, 17.60 lakh tonnes foodgrains, 6.25 lakh tonnes of vegetables and 0.25 lakh tonnes of ginger production for the year 2001-2002,” he said. He stated that under various crop development projects, a sum of Rs 68.42 lakh was being spent on maize, Rs 40 lakh on oilseed and Rs 9.30 lakh on pulses along with major subsidies to the farmers belonging to the SC, ST and the Backward Classes. He said farmers were being
encouraged to grow vegetable and cash crop. For this an amount of Rs 49 lakh was being spent. Apart from this, over 100 projects had been launched for encouraging farmers to diversify. The Agriculture Minister informed that a Rs 25 crore World Bank-aided project on National Agriculture Technology had been launched in Shimla district. The five-year project would lay emphasis on future food targets, economic upliftment and environmental protection. He said with 81 per cent of the area in Himachal rainfed, it was essential to provide irrigation facilities to the farmers. Under the IRDF project, 160 schemes worth Rs 15.57 crore had been sanctioned by Nabard. Mr Vidyasagar said the department was also laying stress on proper soil testing for maximum output even from small holdings. Eleven laboratories and two mobile vans would undertake 70,000 soil tests all over the state. |
Dismiss HPSEB plea on tariff:
forum Shimla, August 4 The president of the forum, Mr Desh Bandhu Sood, and its vice-president, Mr Kavi Khanna, yesterday filed their objections before the commission and said the HPSEB was grossly mismanaged and overstaffed. The HPSEB was responsible for the staggering 25 per cent transmission and distribution losses and the consumers could not be made to cover the loss. No record of free electricity being supplied to employees of the HPSEB had been produced by the authorities. Seeking the increase in tariff, the HPSEB had not taken into account the income from the old hydel projects like Chabba, Jogindernagar and Bhakra. The board was earning a good amount of income from these projects. The forum alleged that the HPSEB had not made any effort to cut expenditure and it levied winter surcharge without the permission of the consumers. The forum said any increase in electricity tariff would lead to felling of trees for heating purposes which would damage the fragile ecology of the state. |

ASI finds metal masks in Kulu villages Chandigarh, August 4 According to sources, a team of archaeologists and surveyors visited remote areas and villages in the district over a period of several months to collect data and information on the cultural and religious practices which may have prevailed in those
parts. About 200 villages in the area were surveyed. A detailed report, which includes maps, photographs, technical drawings and sketches, is in the process of being prepared. A comparative study on artefacts and monuments belonging generally to the 7th or 8th century found there from other areas in the northern region is also being undertaken. Sources say a little information on the area was compiled by the British, but it was restricted to areas in close vicinity to roads. This survey, they say, is the first detailed exploration of the region. According to department functionaries, there are large number of temples of varying sizes in the region built in the style of a chalet. These have stone and wood structures with a sloping slate roof and intricate wood carvings. Archaeologists say there are still several places in the area where the entry of outsiders is restricted and the use of leather items, including shoes and belts, not permitted by locals in a place called Molana. While some monuments are in a relatively good condition, a number of these require conservation and protection. A report in this regard is being prepared and a list of such monuments, along with technical details and the work required, compiled. Though the survey teams have come across a large number of monuments and artefacts associated with religion, no weapons, forts and royal palaces have been found in the area. The area is predominantly Hindu and the stone sculptures and bronze masks reveal beliefs similar to those held by residents of surrounding areas in Himachal Pradesh. While beliefs and customs tend to differ from village to village, Vishnu and Shiva are the main deities of the region. |
Teaching aid for
formulae Dharamsala Rakesh Dhiman, a non-medical TGT teacher, posted at the Government School, Baldwara, in the Sarkaghat area of Mandi district, has devised a three-disc quiz dial for 1551 chemical formulae. A teacher since 1986, Mr Dhiman says that his endeavour has always been to develop scientific thinking and critical attitude among young learners. The school teacher has even turned down the offer of a US company, who had sought the copyright of his three-disc ready reckoner, as he wants that this part of his low-cost teaching device should be available to every child in the country. “ I want that a government recognised agency should adopt the quiz dial so that it becomes a handy tool in the hands of the student,” he point out. He intends to approach NCERT and SCERT so that they can prepare this low-cost teaching device. Though Rakesh has offers, which can given him monetary benefits, but it is in the interest of the students, particularly, in the most remote areas that he wants recognised agencies like the NCERT to step in. Of the three discs, the first has been devised and designed to discover electrovalent positive and negative radicals along with their atomic numbers, valencies, the name of elements and their respective radicals. The second disc related to the process of getting and making chemical formulae of a compound by rotating the disc and fixing at a particular place. The criss-cross method has been used in this process to derive chemical formulae of a compound. The third disc acts as a pivot of this low-cost teaching aid and can be used as a ready reckoner of 1551 chemical formulae. Here the permutation and combination of 33 basic radicals and 47 acidic radicals can given a total of 1551 chemical formulae. Mr Dhiman, who teaches chemistry, physics and biology, is now working on optical physics. After doing this schooling from Sarkaghat, he graduated in B.Sc (non-medical) from Hamirpur College, and did his B.Ed from SCERT at Solan. He says that the low-cost teaching aid competition, organised every year, is an excellent platform for teachers to test their ability and prove their talent. The state-level children’s Science Congress conducted by the state’s Council for Science Technology and Environment, is also an excellent opportunity for displaying one’s talent. He said it was Mr J K Sachdeva, retired Principal of DIET, Dharamsala, who guided and inspired him to serve the cause of education. |
Students’ council poll on Aug
11 Shimla, August 4 They alleged that the admission process and hostel allotment had not finished yet and it was futile to announce the election date for the SCA on August 11. They alleged that the date was decided to give credit to the Akhil Bharatiya Vidyarthi Parishad (ABVP). The activists also held a rally on the campus and raised slogan against the government and the university authorities. The activists have demanded that the election date should be extended to August 25. Meanwhile, electioneering for the students’ State Central Association has been started in full swing by the various student organisations following announcement by the Himachal Pradesh University authorities that these elections will be held on August 11. The campaign is being spearheaded by the Students Federation of India (SFI), the Akhil Bharatiya Vidyarthi Parishad (ABVP) and the National Students Union of India (NSUI) on the campus. The display of voters’ list, objections, if any, final voters’ list will be displayed on August 7. The filing of nomination papers, the scrutiny of nomination papers, the withdrawal of nomination papers and the display of final list of contestants will be on August 8. The voting and counting of votes will be held on August 11 and the results declared the same day. The elections both in colleges and university are to be held on the same date. |
Non-payment of dues irks contractors Mandi, August 4 A spokesman for the Contractors Union told mediapersons that about Rs 20 crore was due to them in various divisions under the Chief Engineer. The payment had reportedly been withheld due to acute financial crisis facing the state. The contractors alleged that one contractor who was injured during the execution of a work had no money for treatment and subsequently died. A sum of about Rs 45 lakh was payable to another contractor who was constructing a hospital building here. Also, the credibility of the contractors who had taken material on credit had suffered a setback. Chief Engineer Harbans Kumar Sharma said efforts were being made to clear the payment of the contractors. “We have cleared large arrears of daily wage earners and the payments of the contractors will be made in a phased manner,” he said. The contractors alleged that the state was on the brink of bankruptcy and most of the works had come to a halt with manpower and infrastructure of the Public Works Department lying idle in the wake of the financial crisis. |
OBC quota to Bhatt Brahmins delayed Nahan, August 4 The Himachal Pradesh High Court has already upheld the earlier decision of the state government to declare the Bhatt Brahmins as OBCs. But according to sources, this decision has not yet been implemented as the decision was ‘under consideration at the highest level’ in the light of the filing of an appeal in the Supreme Court. After this decision of the court, the Bhatt Brahmins have been running from pillar to post to obtain OBC certificates. But the state
government has not yet reversed its previous decision rejecting the issuance of OBC certificates to the Bhatt Brahmins having Bhardwaj, Sehal, Kasav, Kashyap, Vashist, Gautam, Kaushik, Attri and Saraswat gotras with their names in the revenue records. The State Commission for Backward Classes in a notification has asked the Bhatt Brahmins to plead their case for the restoration of reservation before it within 30 days, which expires on August 11. |

Kol Dam oustees threaten to start agitation Bilaspur, August 4 Mr Bhagat Singh Verma, chief adviser of the committee, said here today that this was unanimously decided at a committee meeting held at Kangoo, near here, yesterday. Leaders of oustees of four districts, who attended the meeting, included Mr Ramesh Babu Kondal, Mr Prakash Chand Thakur, Mr Santram Thakur, Mr Thakur Dass Bhardwaj, Mr Birbal Thakur, Ms Sashi Sharma and Mr Tulsiram Gautam. Mr Verma said the committee did not recognise any village development advisory committee formed by the government and with which the government and the National Thermal Power Corporation (NTPC) had been holding talks on the demands of the oustees. He said their committee was the only true representative body of the oustees. The committee also demanded the withdrawal of all police cases registered against its members in connection with a ‘dharna’ earlier, in which vehicular traffic was blocked on the national highway. |

It has been formed as a sequal to the apex court’s directions requiring such regulatory authorities to check the declining sex ratio in the country. The committee has made it mandatory for all such genetic
clinics, laboratories and female counselling centres to get themselves registered with the committee so as to ensure that the ultra sonography technique in these places is not misused. All such existing centres have been asked to apply for registration. The increasing female foeticide particularly in the age group of 0-6 years has made the measure mandatory. Plea on administrative
tribunal Mandi, August 4 Talking to mediapersons, he said the employees were not getting justice and added that it would be worthwhile to increase the strength of judges in the high court so that cases of government servants were quickly disposed of. Mr Thakur said the newly elected body of the NGOs would exercise pressure on the government to formulate a rational transfer policy so that the employees did not become rolling stones at the whims of politicians. He said the federation would stress that a three-member committee, including representatives of the NGOs, should be constituted to examine the politically-motivated transfers. |

in rape case Shimla, August 4 According to the prosecution a minor was found in the house of Jaipal by the police on June 13, 2001. She was medically examined on the same day. Jaipal had brought the victim home on the promise of marrying her. He also had sex with her. Mr Anup Chitkara, the counsel for the accused, contended that the accused being under 18 was entitled to bail under Section 12 of the Juvenile Justice Care and Protection of Children Act, 2000. |
