Two-day CME on arthroscopy
Tribune News Service

Chandigarh, June 9
On the first day of the CME on arthroscopy organised by the PGI Orthopaedics Department today, specialists gave live demonstrations of anterior cruciate ligament (ACL) reconstruction. The two-day CME will have live demonstrations by a faculty of four doctors specialising in arthroscopy. These include, Dr Anant Joshi from Mumbai, Dr J. Maheshwari from Sant Piramal, Delhi, Dr M.S. Dhillon, PGI, Chandigarh and Dr Deepak Choudhary from Safdarjung Hospital, New Delhi, who are also deliberating upon different techniques of the keyhole surgery.

According to Dr Dhillon, arthroscopy had an advantage over opening up the entire joint for ligament repair. The patient does not suffer from complications like infection, trauma, stiffness and prolonged immobalisation. Following the keyhole surgery, if ligament repair has not been done, the patient is fit to be sent home on the same day, he said.

Ligament repair with the help of arthroscopy is particularly beneficial for sportsmen. Dr Dhillon who is also on the panel of consultants of the Indian Olympics Association, Sports Authority of India, says that with the help of keyhole surgery, a sportsperson can be near normal.

Besides sports related injuries, arthroscopy is helpful in repairing commonly occurring trauma injuries and degenerative changes and miniscule injuries which are relatively common in adults. In old age too, debris accumulated around the joints can be washed out and wear and tear repaired with the help of arthroscopy.

Arthroscopy as a procedure takes about 30 minutes. With the help of a small incision, a telescope is inserted inside the joint and an operating instrument is introduced through the second hole.

The specialists also demonstrated different techniques of performing the ACL reconstruction. Semitendinosis with an endobutton which was more difficult and expensive but had the advantage of important part of the knee being left untouched.

Discussions on vital MC issues pending
Tribune News Service

Chandigarh, June 9
It has been six months since the Municipal Corporation transacted any business, and all meetings, except the budget session, have ended up as adjourned.

Discussions on many vital issues have been pending for months now. With the Chandigarh Administration indicating that it was not interested in ‘‘bringing down democracy’’ by dissolving the house, the councillors will have to sort out the matter among themselves if the house has to transact some business for the development of the city.

After more than six meetings ending in a similar way, it is almost clear that the BJP councillors are in no mood to let the business of the house proceed.

The Congress and Mayor Raj Kumar Goyal, it seems, have failed to convince the opposition to do otherwise.

In all likelihood the Chandigarh Administration will also not dissolve the House as it is being speculated in political circles.

The power to dissolve the House wrests with the Administrator Lieut-Gen J.F.R. Jacob (retd).

A couple of weeks ago councillors of both parties along with local MP Pawan Bansal had met the Administrator and seemingly sorted out a few issues. Yesterday’s meeting showed that the animosity was back.

And if nothing else, it had helped the divided BJP present itself in a unified front, at least where the issue of bringing down the congress mayor was concerned.

Actually, the focus of the entire issue is the MC elections slated in December next. Insiders say that as part of the political strategy, the BJP is determined not to let the house proceed. Political observers opine ‘‘ this will be the focus of BJP’s election campaign that a Congress Mayor, despite being in the seat for a year, failed to deliver’’.

Luckily for the BJP, the issue of alleged illegal constructions by the Mayor was presented at the right time.

The other issues, including the much-publicised Divya Yog Temple assault and Mr Goyal’s allegations against previous mayors added fuel to the fire. Interestingly, Mr Goyal, despite having proof in files and records against the two previous mayors has not been able to cash in on the issue and has instead been on the defensive.

It is amazing that he himself asked for a judicial inquiry against himself, said insiders.

The Congress, on the other hand, wants to conduct at least one such house meeting successfully where a couple of points in the agenda are approved and some attractive announcement as a prospective election sop is made, opined another councillor. Even Mr Pawan Kumar Bansal’s intervention was of no help as the Mayor, it seems, has been left isolated.

The present deadlock will continue as the Chandigarh Administration will not dissolve the MC even though it can legally do so.

The Municipal Commissioner, Mr M.P. Singh, will send the proceedings of yesterday’s house to the Administration.

It is learnt that the Administration wants to give a full chance to the democratically elected body. Moreover, insiders feel that with just four to five months left for the elections, the Administration would like to play it safe and keep itself distant from the entire issue.
