Sarweda Foundation, a New Delhi-based NGO, has described as incorrect, baseless and misleading a news report that it has disappeared from Mandi where it had entered into an agreement with the DRDA, Mandi, to implement a watershed development project in 6372 hectares spread over 67 villages in nine Panchayats of five blocks.

Mr Jeet S. Kathware, general secretary, Hatee Samiti, Sirmaur, in a statement issued has lauded the statement of the Union Minister for Tribal Affairs, Mr Jual Oran, about the government move to declare the trans-Giri area of the district as scheduled tribe.

Repair of CT scan at IGMC demanded

The Himachal Pradesh unit of the Democratic Youth Federation of India (DYFI) has demanded repair of the CT Scan at the IGMC.

Sarweda Foundation, a New Delhi-based NGO, has described as incorrect, baseless and misleading a news report that it has disappeared from Mandi where it had entered into an agreement with the DRDA, Mandi, to implement a watershed development project in 6372 hectares spread over 67 villages in nine Panchayats of five blocks.

In a four-page signed statement, the foundation maintained that throughout the DRDA never considered it a partner in the project but treated it as its subordinating agency. “The DRDA always wanted a master-and-servant relationship with us which we did not accept. They never appreciated any method of operation other than what they have seen in the last 50 years of bureaucratic working. The funds for the project were released in bits and pieces spread over two years contrary to the agreement with the DRDA which was to release the funds in two instalments. This naturally resulted in avoidable delay in the project and resultant loss of confidence and enthusiasm of the village community.

“The foundation further maintained that the Chairman and the Chief Project Officer met the Secretary-cum-Commissioner, Rural Development, and Director, Rural Development, and apprised them of the difficulties being faced by us. During this project period we had on various occasions offered to withdraw from the project because of the negative attitude of the DRDA but were requested to continue. During a meeting held on March 25 at Mandi we were assured by the Additional District Court that a sum of Rs 50,000 would be released to each watershed in all the panchayats but the same has not been done till today. On April 9, a letter giving full details was sent to DRDA but instead of responding to that they have issued a show cause notice which was received by us on April 30. We will be sending a reply to the notice within the stipulated period of 30 days.

“Our office has been temporarily closed down to avoid expenditure on salaries, electricity bills, telephone charges etc. We have been incurring administrative expenditure for the last 30 months whereas the funds for the administration have been released only for one year,” the statement said.

Rampur areas lack basic amenities

Remote areas of Rampur subdivision in Shimla district have been deprived of basic amenities.

People of these areas alleged that most schools under these panchayats are facing difficulty due to lack of infrastructure. There are no proper classrooms for schoolchildren and most classes are held in the open. During the rainy season, the students are sent back.

Besides, the schools have a severe shortage of teachers. People complaint that when the teachers were transferred from these panchayat, no other teacher was posted to replace them.

The newly elected member of the Shimla Zila Parishad (Ward No-2), Mr Vijay Singh Bishi, has urged the government to provide basic facilities to these schools.

There are nine panchayats under this ward and most are far from being developed Dansa, Larsa, Jaguni, Racholi and Sengda are a few panchayats in need of progress. The institutions of education and health in these panchayats are sans proper facilities.

These panchayats have seen declared backward but are crying for development. Government schemes like the Integrated Rural Development Programme (IRDP) and the public distribution system (PDS) are not to the satisfaction of the people. At fair price shops, subsidies are not given to the poor.

Dispensaries are being run without doctors. They have no basic facilities. The poor have to go to Rampur even for minor ailments. This entails unnecessary drain in their pockets.

Government officials shun postings in these areas as no benefit is given to the employees who serve in these difficult areas.

Mr Vijay Bisht says most schools are being run without any building. Classes of middle and high schools are being run in primary school building. Sangda Middle School has no building and classes are being taken under tree. Most schools have one or two teachers.

In areas accessible by road, contract teachers have been appointed in large numbers.

Even the communication system is in bad shape. The local exchange is most of the time out of order.

Churah area not ignored: minister

Mr Mohan Lal, Minister of State for Ayurveda, has slammed some leaders of the Churah area in the district for their alleged propaganda about the development works in the area.

In a press note issued here yesterday, Mr Mohal Lal alleged the Congress party had failed to solve the problems of Churah tehsil during its regime.

A number of roads and bridges, and buildings of schools and health institutions had been constructed during the three years’ rule of the BJP-HVC combine, he said.

Govt urged not to abolish posts of engineer

Mr Mohinder Singh, MLA and former PWD Minister, has urged the Chief Minister, Mr P.K. Dhumal, not to scrap the three posts of chief engineers and posts of various other categories, which will badly hit the road development in the state.

Mr Mohinder Singh said here today that the reported decision of the government to abolish three posts each of chief engineers and superintending engineers, 9 PWD divisions and 25 subdivision would badly affect the development activity in the state where roads were the only means of transport.

He said the PWD had helped the BJP win elections to the four Assembly seats and the Shimla Lok Sabha seat.

Mr Mohinder Singh expressed surprise as to why the PWD was being crippled by the government.

Speaker meets Mauritius PM

Mr Gulab Singh Thakur, Speaker, called on Sir Aneerood Jugnauth, Prime Minister of Mauritius, at Port Louis, yesterday, and discussed matters of mutual interest.

The two leaders had discussions on international tourism scenario and underlined the need for greater cultural exchange between India and Mauritius.

Mr Thakur who is on a week’s visit to Mauritius also met Mr Prem Nath Ramnah, the Speaker of National Assembly of Mauritius, and discussed issues related to practices and procedures of their respective legislatures. He also informed him about the committee system being followed in Himachal Pradesh.

The Speaker, who is visiting Mauritius to study the functioning of the parliamentary system, will also see various industrial projects.

Dhumal’s stand on trans-Giri lauded

Mr Jeet S. Kathware, general secretary, Hatee Samiti, Sirmaur, in a statement issued has lauded the statement of the Union Minister for Tribal Affairs, Mr Jual Oran, about the government move to declare the trans-Giri area of the district as scheduled tribe.

He said Hatees of the trans-Giri area had been demanding their constructional rights for the past 25 years. A part, Jonsar Badah of the area was declared as scheduled tribe but this part had been ignored, he said.

The Chief Minister, Mr P.K. Dhumal, was able to plead the case properly as he demanded to declare Hatee tribes and not the area as scheduled tribe, he added.

Repair of CT scan at IGMC demanded

The Himachal Pradesh unit of the Democratic Youth Federation of India (DYFI) has demanded repair of the CT Scan at the IGMC.

The DYFI alleged the machine had not been functioning for the past three weeks. Hundreds of patients had been forced to delay treatment or to get their CT scan done from outside the state, which cost them dear, it said.

Two dead as bus falls into gorge

Dharamsala, May 18
Two persons were killed and 23 injured when a private bus fell into a gorge at Bhayot near Chaubean in Baijnath today.

The deceased were identified as Saro Devi and Birbal. Both died in hospital. The injured have been admitted to the Civil Hospitals at Baijnath and Palampur.

The bus (HP 39-0311) was on its way from Baijnath to Ladbhadol.

2 killed in raft mishap

Kulu, May 18
Two persons father and daughter, died in a raft accident here today. They were tourists from Muzafarnagar. They have been identified as Sunil Kumar (50) and Mansi Kumar (18). There were six tourists, including four women on the raft besides a guide. Eyewitnesses said the raft flipped over in the Beas river as the guide could not negotiate a rapid. The bodies have been brought to the zonal hospital for a post-mortem.

The visit of the President, Mr K.R. Narayanan, to Himachal Pradesh has been rescheduled and he will now reach here on May 22 instead of tomorrow. The stay of the President here has been curtailed by three days and he will stay at The Retreat till May 26.
