Chautala for 50 pc share in Thein power Chandigarh, March 8 Mr Chautala, who was charged by CLP leader Bhajan Lal as well as other members of the Opposition with ignoring the issue of Haryana’s share in water of the inter-state rivers, said he had taken up the issue at the Chief Ministers and Power Ministers’ Conference held in Delhi on March 3. He said Punjab had already set up four hydel projects by utilising the Ravi-Beas waters. These were the 134 MW Anandpur Sahib Hydel Channel, the 207 MW Mukerian Hydel Project, the 45 MW second phase of the Upper Bari Doab Canal Project and the 600 MW Ranjit Sagar Dam (Thein Dam). The fifth project of 94 MW (Shahpur Kandi) would also be developed by Punjab by ignoring the interest of Haryana. He said Punjab alone had been utilising the power generated by these projects, depriving Haryana of its due share amounting to 550 MW. While tracing the history of the river waters of united Punjab, Mr Chautala said that Haryana, being an equal partner of Punjab with 50 per cent share in the waters, should be getting 50 per cent share in the power being generated by using these waters. Haryana’s claim had also been accepted by the legal authorities, he said. The Chief Minister described the Sutlej Yamuna Link Canal (SYL) as the lifeline of Haryana, and added that the obstinacy of Punjab was coming in the way of the completion of the canal. He said Mr Bhajan Lal, during whose tenure the Rajiv-Longowal accord was signed, did nothing to safeguard the interest of Haryana. Mr Chautala said that the slab system of power tariff for tubewells, which was introduced by Mr Devi Lal, was changed by Mr Bansi Lal without paying any attention to the interests of the farmers. He said due to the new system while farmers of one area were paying a lower rate for power, those in adjoining fields had to pay a higher rate because of the defective slab system. He invited the members of the House to give him suggestions for the modification of the slab system. Mr Chautala also refuted the Opposition charge that he had promised free water and power at the time of the Assembly elections. On the issue of the minimum support price (MSP) of wheat, Mr Chautala said that the Prime Minister had assured him that the MSP would be increased. The law and order situation in the state was better than that under previous governments, he said. On the closure of the Hansi Spinning Mill, Mr Chautala said the Bhajan Lal-led government had decided on the closure on non-viable PSUs. Subsequently, Mr Bansi Lal had decided on liquidation of the mill. He said his government had only executed the previous government’s decision and said that each employee of the mill was given at least Rs 2 lakh as compensation. In the course of his reply, Mr Chautala also engaged himself in number of exchanges with Opposition members, primarily Mr Bhajan Lal. The two leaders had verbal duels on the size of the Bhiwani rally organised by the latter and the one at Kurukshetra organised by the state government, on the MSP, on power supply to farmers and like. Mr Chautala even boasted that he would remain the Chief Minister for the rest of his life. Earlier, shortly before the lunch break was to be announced, Mr Karan Singh Dalal, the lone member of the Republican Party of India (RPI) in the House, staged a walkout in protest against the Speaker’s refusal to give him additional time for “concluding” his speech. Mr Dalal accused the government of failing to arrange a compensation package for Haryana farmers. He also claimed that irrigation water was not being supplied to Mewat and Faridabad. Rao Dan Singh of the Congress, Mr Shashi Parmar of the INLD, Vaid Kapoor Chand of the BJP, Mr Raghbir Kadiyan of the Congress and Mr Mangeram Gupta of the Congress also took part in the debate on the Governor’s Address. |
Bhiwani rally after-shocks continue Chandigarh, March 8 After a day’s comparative calm, supporters of the party president, Mr Bhupinder Singh Hooda, who was heckled and not allowed to speak by a section of the crowd which turned up at Bhiwani in a big way to participate in the rally originally planned by the former Chief Minister, Mr Bhajan Lal, bete noire of Mr Hooda, today hit back. While Mr Hooda convened a meeting to draw up a programme for a state-level rally, 17 Congress MLAs, who met under the presidentship of Dr J.P. Sharma, MLA from Yamunanagar, condemned the “planned humiliation” of Mr Hooda by a “small section” of the crowd in Bhiwani. The MLAs demanded an investigation at the organisational level to “expose the defaulters”. They also resolved that the Congress Legislature Party was united and added significantly that they would not allow “any individual to grind his political axe at the cost of the future prospects of the Congress.” Though they did not name the “individual”, the reference was obviously to Mr Bhajan Lal. Besides Mr Hooda, the others who did not attend the meeting or sign the resolution were Mr Bhajan Lal himself, his MLA son, Mr Chander Mohan, and the party MLA from Jind, Mr Mange Ram Gupta. Mr Hooda has convened a meeting of AICC and PCC members, party MPs and MLAs, presidents of the district units, chairmen and conveners of all front organisations and PCC cells and newly elected presidents of the block units of the party at Panipat on March 11 to work out the details of the proposed state-level rally, which is perceived as Mr Hooda’s reply to Mr Bhajan Lal’s Bhiwani rally. Mr Bhajan Lal, who today tried to soft-pedal the issue of Mr Hooda’s “humiliation” by saying that the party was united and the Bhiwani incident should not be blown out of proportion, said he would participate in all Congress rallies and programmes. He was responding to a query if he would attend the rally to be organised by Mr Hooda. Demanding disciplinary action against the “organisers” of the Bhiwani rally, Mr Jaipal Singh Lali, secretary of the Haryana Congress, and Mr Jagdeep Singh Cheema, chairman of the Minorities Department of the party; in a joint statement said that the rally was completely disorganised. Even prominent leaders like Mr Moti Lal Vora, treasurer of the AICC, not to speak of Mr Hooda, who attended the rally as per the directions and wishes of Mrs Sonia Gandhi, were not allowed to speak. The incident, they said, amounted to disrespect to Mrs Gandhi. They alleged that the Bhiwani incident was “totally preplanned and speaks of the failure of the organisers, who cannot escape responsibility” because the rally had done great disservice to the party. |

Small savings schemes hit Rohtak, March 8 Rohtak district has been given a target of collecting Rs 70 crore under various small savings schemes of the Postal Department against Rs 65 crore in the last financial year. But the lowering of the rate of interest on small savings through post offices has made the schemes less attractive. The district had collected approximately Rs 52 crore under the small savings schemes till the end of February but the authorities were facing a real challenge in collecting the balance of Rs 18 crore after the Union Budget. Interestingly, not a single paisa was invested in the small savings schemes in any post office in the district after the Union Budget was presented on February 28 till March 5. As against this, the authorities had collected Rs 12 crore last year during March which had helped them in meeting the target. Faced with this situation, the district administration has launched a district-level small savings attractive prizes scheme from March 1 in addition to the scheme already launched by the state government. The scheme would close on March 31. The Deputy Commissioner, Mr Rajesh Khullar, said though the scheme was of a short duration but it was very attractive as special prizes would be given as incentive to the investors who deposit a minimum of Rs 25,000 in a one-year time deposit account in any post office in the district. He said for each one-time deposit of Rs 25,000 the investor would get one lucky coupon in addition to the coupon against a deposit of Rs 5,000 each already being issued under the Haryana new millennium small savings prizes scheme in operation at the state level from October 1 last year to March 31 this year. However, no coupon would be issued on institutional deposits, he said. The draw would be held in May as per the process adopted by the Lotteries Department. The first prize is a Kinetic Scooter. Winners of the second and third prizes would get a washing machine and a refrigerator, respectively. The consolation prizes include dinner sets, sewing machines, VIP briefcases and watches. |

After the ongoing census was over, the government would take a decision to revive these civic bodies, in accordance with the high court judgement, after taking into its confidence all concerned. There was a lighter moment when Mr Jarnail Singh’s question on providing computers to the MLAs was taken up. Mr Chautala said the MLAs should first learn to operate computers and only then would these be given to them. He said since both he and the Leader of the Opposition were computer illiterates so far, who would teach computer operation to the MLAs. Director refutes report on principals Chandigarh, March 8 The Director, refuting a report appearing in The Tribune on May 7, 2001, said the qualification of Ph.D. was essential only in cases where principals were directly recruited through open selection, whether in government or private colleges. In the case of promotional quota posts, appointment was made on the basis of seniority-cum-merit of the incumbents. The Director said a para in a truncated form had been produced by the reporter whereas the actual clause read “No person shall be appointed to a teaching post in the university or in an institution, including an affiliated college..... if he or she does not fulfil the minimum qualifications and other conditions of service as indicated in the notification.” Para 4 of the notification laid down the consequences of the failure to comply with the recommendations of the commission, stating that the UGC may withhold grants in case of any violation. The guidelines made it clear that the UGC scheme had to be implemented by the state government as a composite scheme without any modification and that it shall be necessary for the universities and the management of the college to make the necessary changes in their statues, ordinances, rules, regulations, etc., to incorporate the provisions of the scheme. Certain provisions had been quoted “out of context in an incomplete form to convey a misleading and erroneous impression,” the note said. The Director held that it was wrongly mentioned in the report that the government had spared colleges governed by the DAV College Management Committee with regard to qualifications prescribed for the post of Principal. “The government has given no such exemption to any institution. In fact, the DAV College Management has recently advertised two posts of Principal for their colleges at Sadhaura and Yamunanagar on the basis of new qualifications in which Ph.D is an essential qualification.” |

Dangi’s questioning
allowed Rohtak, March 8 The apex court had on February 19 ordered that “for completing the evidence as early as possible, it would be open to the investigating officer to interrogate Mr Dangi in prison, where he is lodged”. The Vigilance Department had sought permission to interrogate Mr Dangi in connection with an FIR (No 3 dated April 8, 2000) registered against him with the Ambala police station under Sections 218, 406, 218, 406, 409, 418, 420, 467, 468, 471 and 120-B, IPC, and Sections 13 (1) (D) of the Prevention of Corruption Act. The Additional Sessions Judge, Ambala, had directed Vigilance Department officials to take permission of the Special Judge, Rohtak, for examination and interrogation of the accused. The Special Judge said Mr Dangi could be interrogated in view of the directions issued by the apex court. The Special Judge ordered that the Superintendent of Police (Vigilance), Mr Sadhu Singh, was allowed to interrogate Mr Dangi at present lodged in the District Jail, Rohtak, tomorrow and if need be on March 12. Mr Narender, a co-accused in the case, has moved a second application for bail today in the court of the Special Judge. His first application for bail was rejected by the court on February 23. He sought bail on the plea that another accused, Gurcharan Lal, who was facing similar charges, had been enlarged on bail by the court on February 16. He alleged while opposing his previous bail application, the prosecution had misrepresented facts. “No forgery at any stage has been committed by the applicant. Otherwise also according to law, forgery cannot be presumed”, he pleaded. He further pleaded that he was newly married and was in the process of completing his studies. He was to appear in a compartment paper in April. The Judge fixed the case for March 16 for arguments. Mr Anand Singh Dangi, too, has sought bail on the plea that all other accused, except one, in the case had already been released on bail. |

125 MDI students awarded PG diploma Gurgaon, March 8 Set up by the Industrial Finance Corporation of India (IFCI) Ltd in the early 70s, the MDI is rated fifth among the best business schools in the country. In his welcome address, the Chairman of the Board of Governors of the MDI and the Chairperson and Managing Director of the IFCI spoke about the vision of the MDI and the distinguishing features of developing management leaders for the global business world imbued with selfless dedication to their organisations and workforce. Some of the best national international corporates took part in the campus placement programme and offered a very high average salary of Rs 8.23 lakh per annum against the average of Rs 3.72 lakh offered last year, he added. Conference on nature farming inaugurated Hisar, March 8 Inaugurating the International Conference on Nature Farming and Ecological Balance at Haryana Agricultural University here yesterday, he said the world population was likely to touch the 9.8 billion mark by 2050. This, he said, would pose a great challenge to our farming capabilities due to limited land resources. He said though India had recorded an unprecedented growth on the food front, but this was not going to last forever as the fertility of the soil had been declining at an alarming rate. He said imbalances existed in the use of chemical fertilisers in the country. Advocating combined use of chemical and organic fertilisers for improving the soil fertility and crop yields, he asked the scientists to focus on evolving eco-friendly technology. Presiding over the inaugural function the HAU Vice-Chancellor, Mr Vinay Kumar, said farming alone could ensure increased productivity. He said the Indian agriculture was facing a crisis as the cost of production was more as compared to other countries. The quality of farm produce also did not meet the international standards. In this light, he said the farming could provide a solution, but it would not prove to be a viable option unless combined with modern farming techniques. Earlier, Dr Anee Luik, Professor, Estonia Agricultural University, in her opening remarks said the organic farming movement was spreading fast in Central Europe as more and more farmers were switching over to it every year. |
Illicit liquor trade hits auction Faridabad, March 8 Faridabad has seen a decrease in excise earnings from the auction of liquor shops in the past three years. The trend is disturbing for the excise department which contributes heavily to the state coffers. According to department sources, about 156 liquor shops in this district had fetched Rs 84 crore in 1998-99. In 1999-2000, the department could get only Rs 74 crore from the auction. This figure came down to Rs 69.6 crore last year. Those engaged in this trade feel that the liquor business was losing its charm due to the flourishing parallel liquor mafia. The auction in Faridabad, which has the biggest Excise and Taxation Department in Haryana, is due to be held on March 12. Officials of the department admitted that the illicit liquor trade had been affecting the legal trade. They said evasion of sales tax and excise duty had resulted in a loss to the state exchequer. The authorities had to hold auction for two or three times at several places in the past few years due to waning interest among the bidders. It is learnt that illicit liquor worth several crores of rupees has been finding market in Haryana annually. |
Ex-councillor’s house looted Sonepat, March 8 According to a report, the incident occurred near a police post. The armed miscreants came in a jeep and two of them entered the house in the absence of Mr Paroothi and his wife. Mr Paroothi’s two sons and a domestic servant were present in the house. They asked for a glass of water and when one of the sons turned for getting the water, a youth immediately took out his revolver and put it on the son’s neck and threatened to kill him if he failed to hand over the money and gold ornaments. His elder brother then handed over the cash and jewellery to them. The youths then tied all of them and cut down the telephone wires before
escaping. Sahil, elder son of Mr Paroothi, told the police that the miscreants had rung up in the morning to enquire about their parents. When he told them that they were not there, they told him that they wanted to give some bank documents to Mr Paroothi. After sometime, two miscreants arrived in the house and pushed the servant inside. Thereupon, they locked the doors from inside and started threatening them. The police has registered a case. |
No desk for examinees Rohtak, March 8 According to the information, about 50 students sitting in the main hall of the examination centre had to give the exam while sitting on the chairs without desks. As a result the students, especially the girls, faced great difficulty in writing on the answer sheets. Several students, speaking on condition of anonymity, said they could not perform well in today’s exam (English core) due to the non-availability of the desks. They alleged that the authorities in the examination centre did not pay heed to their requests for the desks. They said they would report the matter to the CBSE authorities and demand grace marks as their performance had been hampered due to lack of required infrastructure. When contacted, Mr S. S. Arya, Principal of the school, while admitting that the desks were not available in sufficient number, said the problem arose as the number of students taking exam was more yesterday as the exam was compulsory. However, he said the students would not face such problems in future as the number of students taking the exam would be comparatively less. |

BKU threatens not to pay power bills Sonepat, March 8 A resolution to this effect was adopted at a state-level convention of the BKU held at Gohana town, 35 km from here, yesterday. Mr Hari Singh Khokhar, president of the state unit of the BKU, presided. The convention also resolved to continue its struggle against the anti-farmer attitude of both Centre and the state government till the demands of the union were accepted. The announcement regarding the non-payment of the bills would be made at a rally of the union to be held on April 6 in Delhi. By another resolution, the convention expressed resentment over the non-completion of the SYL canal in the Punjab territory and resolved to organise a massive march from Panipat to Punjab in a bid to put pressure on the Punjab Government to get it completed it soon. It stated that it would hold a state-level rally of the farmers in the last week of May at Panipat and announce the date about the proposed march on the SYL issue. The union also urged the Central Government to fix the support price of foodgrains in accordance with the cost of production. It also demanded the waiving of all kinds of loans and granting of interest-free loans to the farmers. It also urged the government to enforce the crop insurance scheme on 1 acre cropped land and not at panchayat or block level. |

Rape, abduction graph on rise Faridabad, March 8 As many as three girls have been abducted in the past one week. The first incident took place on March 2 when a 15-year-old girl was abducted by a youth residing in her neighbourhood. A complaint was lodged by her father against the accused identified as Jai Prakash. Similarly, a 12-year-old girl was reportedly abducted by some persons, from B Block of Sanjay Colony here yesterday. In the third incident, a 13-year-old girl of Harkesh Colony of Tilpat area was allegedly abducted by Sohanvir, resident of Agra in UP. The district police reportedly registered five cases in January, this year. About four cases had come into police record in December last year. About two to three cases were reported during the last month. |

Pig farming doing
well Ambala Dr Safeer Alam of KVK, Tepla, said the training for pig farming started in April, 1998 and eight batches have passed out since then. “About 78 farmers have been imparted training in pig farming, with more farmers keen to undertake this training,” he said. He said right now 24 piggery farms are running under the guidance of Krishi Vigyan Kendra. “Besides Ambala, we are covering other districts of Haryana and farmers from neighbouring states of Punjab and Uttar Pradesh would also take guidance from us in pig farming,” he said. Dr Safeer Alam said the resource persons utilised for training include from NABARD, state animal husbandry department, bankers, KVK trainee farms, KGK Ambala, insurance companies and medicine companies. He said there were several constraints which are being faced by the farmers. “We are providing assistance to farmers in different ways.” A farmer said there were certain problems like the market for meat type (fatteners) were not good and there was no fixed market and rates available similar to poultry. “The availability of vaccines like swine fever vaccine is difficult and finance takes a lot of time and formalities,” the pig farmer said. Dr Safeer Alam said there was a need to standardise and develop the market. “A processing unit needs to be established in the area and cheap ration should be developed. There is a need for standardisation of locally used feed material and new bloodlines should be introduced in the area for getting faster growth and to prevent inbreeding,” he said. The success of Diamond piggery farm at Naraingarh is cited as an example in the manner in which a piggery farm should be run. The owner of the piggery farm, an ex-serviceman, had set up the farm despite some resistance. Today, the trainees of Krishi Vigyan Kendra piggery farming course are shown the farm because of the good conditions maintained there. The pig farmers, who have undertaken training from KVK, said that the training proved useful in surmounting the practical difficulties. There are a number of factors involved in running a piggery farm and a thorough training programme makes it possible to overcome the problems, without getting bogged down,” a farmer said.

injured in accident, police feigns ignorance Pinjore, March 8 According to the sources, the victims were returning to their respective villages surrounding Naya Nagar village in Nalagarh after performing sewa at the Radhaswami Satsang Kendra near Kalka. The injured were rushed to the General Hospital, Sector 6, Panchkula. Two of them had sustained serious injuries, while rest of them were discharged after the first aid. Those who sustained serious injuries were also discharged from the hospital today. Interestingly, the Pinjore police expressed its ignorance about the accident though the mishap reportedly took place within its jurisdiction. |

Interactive voice system launched Chandigarh, March 8 An official spokesman said here yesterday dial telephone (01282) 55000 to enter the world of cyberspace filled with essential information otherwise not easily known to common man. The end user even as illiterate can have knowledge about all schemes and register a complaint or response on the IVRS computer through a telephone. The conversion of this voice interactive technological advancement in the use of common man for the first time in a district was launched at Narnaul yesterday by Mr L.S.M. Salins, Commissioner of Gurgaon Division. A brainchild of Deputy Commissioner Mahendragarh V. Raja Sekhar, the IVRS offers the caller to connect any where in the district or outside , a voice menu in Hindi. It provides information on government
departments grants, pension and scholarships, self-employment schemes and DRDA schemes. The main menu is further voice directed to sub menus with detailed information on licences, educational schemes, health and agriculture. The self- employment menu further offers details for categories like women, Scheduled Castes, physically handicapped, backward classes and others. |

Six arrested Ambala A total of eight persons were involved in selling goods to a Chandigarh-based receiver. The goods were loaded into trucks and instead of the destination entered into the documents these used to be sold at Chandigarh. While six of the accused have been arrested, two of their accomplices are still absconding. A case has been registered against them.
Robbers nabbed A gang of robbers, which was active for the past two years, has been nabbed by the police. The gang had committed robberies at homes, factories, shops and snatched gold chains, amounting to lakhs of rupees. Acting on a tip off that a group of youths was involved in several robberies, the police had conducted a raid which led to the arrest of the four youths. The four Jambu, Vicky, Kala and Tony, are residents of Ambala City. The gang had sold off the stolen goods to scrap dealers and persons known to them.
Three held for cheating Three youths have been nabbed for cheating a scrap dealer. The incident took place yesterday when Rohit, a scrap dealer of Ambala Cantonment, was approached by the three youths claiming that they wanted to sell copper scrap. After some distance, the youths forced Rohit to disembark after taking away his money. Rohit informed the local police which nabbed the car at a naka. The youths were also arrested.
