Couple held for fraud
HANUMANGARH, Jan 25 — A couple has been arrested in a fraud case involving Rs 77 lakh. According to the information, Subhash Chandra Bajaj and his wife Sunita took a loan of 67 lakh from the Rajasthan Finance Corporation and another loan of Rs 10 lakh from the State Bank of Bikaner and Jaipur to start a PVC pipe factory, but they took away the property they bought with the money.

NEW DELHI, Jan 25 (UNI) — Thirtyseven officers and jawans of the Central Reserve Police Force have been awarded President’s Police Medal for distinguished service and Police Medal for meritorious service on the occasion of Republic Day.

President’s Medal for 4 CBI officers

NEW DELHI, Jan 25 (UNI) — Joint Director R.N. Sawani, who headed the inquiry into match fixing in Indian cricket, is among the four CBI officers to receive the President’s Police Medal for Distinguished Service while 14 other personnel of the agency have been awarded with the President’s Medal for Meritorious Service on the occasion of the Republic Day.

Besides Mr Sawani, another Joint Director J.C. Dabas, Mr H.S. Pingh, SP, and Mr E. Muthiah, Inspector at Chennai, have been awarded with the prestigious President’s Medal for Distinguished Service.

4 Army men get Kirti Chakras

NEW DELHI, Jan 25 (PTI) — Five armed forces personnel, including four from the Army and another from the Air Force were today decorated with Kirti Chakras, the second highest gallantry award in a list of 404 Republic Day services roll of honours.

Major Pradeep R. Tathawade of Jammu and Kashmir Light Infantry, Capt R. Subramaniam of One Para Commando, special forces, Lt Ravinder Chhikara of Grenadiers and Lt Mayekar Atmaram of 11 Sikh have been decorated posthumously for their daredevil exploits against Pakistani mercenary groups in Jammu and Kashmir.

Wing Commander Rajiv Kothiyal, a flying pilot, is the sole Kirti Chakra recipient from the Air Force.

The four Army officers had showed unusual grit and bravado in storming and destroying foreign mercernary hideouts in Poonch, Rajouri and the frontier hotbed district of Kupwara.

The Republic Day roll of honours includes 25 Param Vishisht Seva Medals (PVSMs), one Bar to Ati Vishisht Seva Medal, 38 AVSM’s, 22 Shaurya Chakras, 7 Yudhh Seva medals, two Bar to Sena Medals, 147 Sena Medals, one Bar to Nao Sena Medals, 11 Nao Sena Medals, 19 Vayu Sena Medals, two Bar to Vishisht Seva Medals and 123 Vishisht Seva Medals.

Padma Bhushan for 3 foreigners too

NEW DELHI, Jan 25 (UNI) — Melody queen Lata Mangeshkar and Shehnai Maestro Ustad Bismallah Khan were today bestowed with the Bharat Ratna, the country’s highest civilian award, in recognition of their lifelong contribution to music.

Ustad Amjad Ali Khan, Pandit Shiv Kumar Sharma, litterateur K. Satchidananda Murty and Zubin Mehta were selected for the Padma Vibhushan while Superstar Amitabh Bachchan, evergreen hero Dev Anand, World chess Champion Vishwanathan Anand and renowned Orthopaedist Dr C.S. Ranawat were given the Padma Bhushan.

In all, 111 prominent personalities from various fields were honoured with this year’s prestigious civilian awards

Former US Ambassador to India John Galbraith, prominent member of the India caucus in the US Benjamin Arthur Gilman and noted Japanese publicman Hosei Norota are the foreigners figuring in the list of Padma Bhushan awardees.

Lata Mangeshkar and Ustad Bismallah Khan join the select band of 37 reputed personalities, including Jawaharlal Nehru, Nelson Mandela, Khan Abdul Gaffar Khan and Mother Teresa, who have been rewarded for the highest degree of national service so far.

The 71-year-old Mangeshkar, known as the nightingale of Indian music, enchanted millions of music lovers across the world while Ustad Bismallah Khan became a name to reckon with in the world of music.

This year 11 persons were given the Padma Vibhushan, 32 the selected for Padma Bhushan and 66 the Padma Shri.

Well-known film maker Hrishikesh Mukherjee and renowned Chemical Engineer Prof Man Mohan Sharma have also been given the Padma Vibhushan.

Prominent Muslim religious leader Maulana Abdul Karim Parekh, Producer of the teleserial Mahabharat B.R. Chopra, well known Assamese singer and music director Bhupen Hazarika, pioneer of Indian Hotel Industry and centurion Mohan Singh Oberoi, Industrialist Rahul Bajaj, Journalist Aroon Purie, danseuse Yamini Krishnamurti, violinist Dr L. Trial, opens in Gulshan case

MUMBAI, Jan 25 (PTI) — More than three years after audio king Gulshan Kumar Dua was shot dead in a city suburb, the prosecution today opened its case, commencing the trial in a Sessions Court here.

Additional Sessions Judge M. L. Tahilyani has adjourned the case to February 6 for framing of charge as the prosecution sought time in view of pending interrogation of Abdul Rauf Daud Merchant, who was remanded to police custody till February 5 by a local court.

Abdul Rauf has not been produced before the trial court. The prosecution is expected to open its case against him on the next occasion.

Special Public Prosecutor Ujjwal Nikam opened case against each of the 18 accused facing the trial. Besides them, one has turned approver and eight others, including prime conspirator and music composer, Nadeem Akhtar Saifee, are shown in the prosecution record as absconding.

Of the 18 facing trial, seven are on bail. They include Ramesh Taurani, Chairman, TIPS Cassettes. Among the absconding are Abu Salem and Qayoom Chacha.

The prosecutor disclosed threadbare the conspiracy hatched to kill Gulshan Kumar. The first conspiracy meeting, he said, was held in Dubai. It was chaired by Abu Salem, right-hand man of Karachi-based gangster Dawood Ibrahim.

Among those who participated in the meeting were music composer Nadeem, Qayoom Chacha, Mohammed Rauf Raja, Mohammed Ali Hussain Shaikh (approver) and Nawab Sharif (arrested).Top


India, Algeria to fight terrorism

NEW DELHI, Jan 25 — With the conclusion of several agreements, including one on “Bilateral Partnership declaration”, India and Algeria took a major step forward to evolve a joint framework for strengthening mutual ties expressing their resolve to fight international terrorism.

While the agreements were signed by the External Affairs Minister, Mr Jaswant Singh, and the Algerian Minister of State for Foreign Affairs, Mr Abdelaziz Belkaden, in the presence of the Prime Minister, Mr Atal Behari Vajpayee and the visiting Algerian President, Mr Abdelaziz Bouteflika, the countries also agreed to cooperate in their fight against international terrorism.

During talks between Mr Vajpayee and Mr Bouteflika, the two leaders also expressed their mutual desire to step up cooperation in other areas like defence, trade, commerce, petroleum and information technologies sectors. Mr Vajpayee hosted a lunch in the honour of the visiting President after the talks.Top

 

Rajasthan, Punjab to discuss rest houses’ sale

SRIGANGANAGAR, Jan 25 — The Punjab Government has sold at throwaway prices at least three rest houses along the Gang canal in Ferozepore district which in revenue records belong to Rajasthan’s erstwhile Bikaner estate. The beneficiaries — all influential persons — include an Akali MP.

So claims Mr Subhash Sehgal, spokesman for the Kisan Sangharsh Samiti, which organised a series of protests demanding Gang canal maintenance and forcing almost the entire Cabinet of Chief Minister Ashok Gehlot to come to Sriganganagar and announce a Rs-443 crore package on January 3 to meet the irrigation water needs of this Punjabi-dominated area.

None in the Rajasthan Government, including the Chief Minister, was aware that the rest houses built along with the Gang canal by Maharaja Ganga Singh of Bikaner — after whom the canal and the town of Sriganganagar are named — between 1922 and 1927 belonged to the state.

Kisan Sangharsh Samiti leaders and local journalists raised the issue and the Chief Minister, after a preliminary inquiry, decided to take up the matter with the Punjab Government. Accordingly, a team of Rajasthan officials led by Irrigation Secretary Parmesh Chander will visit Chandigarh by month-end to stake the state’s claim to the rest houses and also discuss the Gang canal repair issue with Punjab irrigation officials.

How did the issue surface? Mr Sehgal told The Tribune that residents of the area going to meet their relatives in Ferozepore district noticed the canal rest houses under private possession and informed the samiti.

When contacted for their version, Punjab irrigation officials maintained that in the property register the rest houses belonged to the Punjab Government. But they were uncertain about the revenue records.

Inquiries reveal that although the rest houses were sold through auction about two years ago, the Irrigation Department has not been able to transfer the ownership rights to the buyers. Now realising their mistake, the officials are expected to cancel the auction and return the 25 per cent advance money taken from the buyers.

It was in March, 1998, that the Punjab Council of Ministers, faced with a financial crisis, decided to dispose of surplus land to raise money. Accordingly, the Irrigation Department identified four canal rest houses for sale by auction. Notices were issued in newspapers and committees comprising among others, the SDM and the XEN of the area, were constituted. The auctions were carried out in the 1998-99 financial year.

Dr G.S. Dhillon, former Chief Engineer, told this correspondent on the telephone that the government rest houses cannot be sold like this. Even if these have to be disposed of, the Rajasthan Government should have been consulted. Under the rules, the first claim to these properties rests with the farmers whose land was acquired for the construction of the rest houses.

The rest houses are huge, spread over 3 acres to more than 6 acres and these have been disposed of at below the prevalent land prices.

For instance, the rest house at Kahan Singhwala is built over more than 6 acres. It has been auctioned for just about Rs 11 lakh. The Irrigation Department received 25 per cent of the sale price on the fall of the hammer.

The 5-acre canal rest house located at Islamwala has been auctioned for about Rs 15 lakh. And the rest house spread over 3 acres at Akalgarh has been handed over for about Rs 5.8 lakh.

The fourth rest house, which could not be auctioned as planned, covers an area of 4 acres and is located at Gujjar Koth.

Punjab officials contend that these rest houses were no longer required. With improved means of transport officials did not like to stay at night at these places. Moreover, they point out, after some of these rest houses were damaged in floods, the Punjab Government did not have enough funds for their repair and maintenance.Top

 

Phones may become mobiles

NEW DELHI, Jan 25 — Normal telephones may soon be used as mobile phones with limited mobility.

Though the range of these telephones would be for about 50 km, the customers would be charged only Rs 1.20 per unit call, much lower than what is being charged by the cellular operators.

Term it a poor man’s cellphone or otherwise, it would certainly increase the tele-density in the country.

“The government’s move is to ensure that each and every village in the country has at least one telephone,” the Union Communication Minister, Mr Ram Vilas Paswan, said while announcing the policy.

He said more than 50 per cent of the villages in the country do not have even a single telephone connection and the introduction of limited mobility through wireless local loop platform by basic service providers would provide an impetus in increasing the tele-density in the country.

“The government has decided to permit the use of subscriber hand-held set in WLL technology, limited to a local area, by existing and future basic service operators,” Mr Paswan said.

The use of hand-held set permitted with wireless access system would be limited to local areas.

The handing over of subscriber from one short distance charging area (SDCA) to another would not be permitted. This would be ensured by local numbering plan of the SDCA.

The cellular operators have been voicing their concern against the limited mobility as it would adversely affect their business. They had also stated that limited mobility was not part of the New Telecom Policy (NTP) announced in 1999.

Mr Paswan said, “the government’s decision was based on TRAI recommendations and recognising the theme of the NTP-99 for provision of world class telecommunication infrastructure, availability of affordable and effective communication for the citizens.”

“While permitting limited mobility by basic service operators, the government has taken steps to ensure a level playing field with cellular operators to address their concern,” he said.

The licence fee for cellular service, for new as well as existing operators, shall be on a par with basic services.

“However, it has been determined for the present by TRAI that for the calls from cellular network to fixed service network, out of the charges collected by the cellular operators for the fixed leg of the call, 5 per cent will be retained by the cellular operator,” he said.

Bajrang Dal to raise ‘private army’

NEW DELHI, Jan 25 (UNI) — The Bajrang Dal plans to establish a massive combative force and launch a mass awareness programme in the run up to the Mahashivaratri day deadline set up by the “dharam sansad” to begin construction of the Ram temple at Ayodhya.

Addressing a press conference here, Bajrang Dal convener Surender Jain and Vishwa Hindu Parishad leader Acharya Giriraj Kishore said the former would launch a membership drive under which 30 lakh new members would be enrolled who would take pledge to work for the construction of the Ram temple.

Of these 10 lakh would be armed with “trishul” (tridents) and three lakh would be given physical, intellectual and spiritual training to form a hardcore cadre that would work relentlessly for regaining “Hindu pride” by constructing the temple, they said. At least 11,000 activists would be armed in Delhi on January 28.

Moreover, a comprehensive mass awareness campaign on the issue would be launched under which a “collective jalabhishek” programme would start on September 18 under which people would be asked to perform religious rites in lakhs of temples and take a pledge to work for the temple construction.

After November 26 in every block two “siddha areas” would be marked in which 13 crore “japa of Ram name” would be done. From February 18 to 25, 2002, sants would march from Ayodhya to Delhi in support of their demand, Acharya Giriraj Kishore said. For financing the 50 crore construction project the VHP had decided to raise Rs 40 crore by collecting Rs 1,100 from each village of the country as it had Rs 10 crore in its own kitty, he said.

Both the leaders said they were not bothered about the court verdict and would construct the temple at any cost. They “appealed to Muslim leaders that instead of interfering with the construction work or provoking Muslim masses on the issue they should cooperate with the temple construction. They should also willingly hand over the three temples at Ayodhya, Mathura and Kashi which were symbols of “Hindu self-respect” .

Welcoming Congress president Sonia Gandhi taking part in Mahakumbh, Acharya Kishore said, “I am happy that at least someone is adopting Hinduism. However, by criticising her opponents there, she has revealed the political motive behind her step.”

72,000 leave for Haj tomorrow

NEW DELHI, Jan 25 — In one of the biggest air operations of its kind, more than 72,000 Indian Haj pilgrims would be airlifted to Jeddah from Saturday for the annual visit to the holy places of Mecca and Madina with Air India operating six chartered aircraft and extra-section flights and Saudi Airlines starting Haj operations from here this year.

At Delhi airport from where the largest contingent of at least 26,000 pilgrims would be travelling, a separate terminal has been created and upgraded this year so as to ease off the passenger rush at the international terminal, Civil Aviation Minister Sharad Yadav told a press conference.

Stating that a total of 168 flights would be operated to carry these pilgrims, he said six 330-seater Lockheed aircraft had been leased from Kampuchean Airlines to carry the Hajis from eight embarkation points in India, including Mumbai, Chennai, Kolkata, Hyderabad, Ahmedabad, Bangalore and Kochi.

Under an agreement signed recently, Saudi Airlines would airlift 20,500 passengers from Mumbai and Kochi for the first time and allow Indians to depart from Madina airport apart from Jeddah.

Air India would operate about 30 flights, including re-routing some of its regular flights through Jeddah.

Advani presents book to Narayanan

NEW DELHI, Jan 25 — Home Minister L.K. Advani presented a copy of “The Millennium Book on New Delhi” to President K R Narayanan at a special ceremony at the Rashtrapati Bhavan here yesterday.

It was probably the first time that a book presentation ceremony was held at the Ashoka Hall and attended by a galaxy of dignatories, including Vice-President Krishan Kant, Prime Minister Atal Behari Vajpayee, Chief Justice of India Justice A S Anand, several cabinet ministers, diplomatic corp, past and present bureaucrats.

360 Christians return to Hindu fold again

RAIGARH, Jan 25 (PTI) — Nearly 360 Christian tribals were reconverted to Hinduism under the banner of the Vanwasi Kalyan Ashram, a frontal organisation of Sangh Parivar, in neighbouring Sarguja district yesterday, official sources said here today.

Ashram chief Swami Amaranand and former Union Minister Laran Sai were present besides local Congress leaders and the chief campaigner and BJP Rajya Sabha member Dilip Singh Judev, the officials said.

“The function passed off peacefully,” they said adding Mr Judev washed feet of the tribals before declaring their reconversion to Hinduism.

Mr Judev later claimed that 1,500 persons belonging to 315 tribals families were brought back to Hinduism under the “Operation Ghar Wapsi” yesterday.Top

NEW DELHI, Jan 25 — Noted student leader Mohish Chaudhry was nominated the All-India General Secretary of the Indian National Youth Lok Dal by the Youth Wing President of the Dal Ajay Singh Chautala here yesterday. Mr Chaudhry, presently studying at Jamia Milia Islamia University here, hails from western Uttar Pradesh and has been engaged actively in various students and youth movements.

In a press statement, Mr Chautala said that the Youth INLD would continue and intensify further its fight for the cause of youth of the nation.

Stressing on the need to focus on the welfare of rural and deprived sections of the society, he urged Union Finance Minister Yashwant Sinha to give more consideration to the students, unemployed and deprieved youths.Top

 

Bandh over woman’s death

SRIGANGANAGAR, Jan 25 — Local shopkeepers downed their shutters following a bandh call given by various social organisations protesting against the doctor of a private nursing home for allegedly causing death of a local on January 19.

The protesters demanded arrest of the doctor under Section 304-B, besides cancellation of her degree and license. They also insisted on stricter guidelines for the functioning of private nursing homes.

The authorities have sealed the nursing home under Section 144 of the CrPC and have written to the state medical authorities besides the Rajasthan chapter of the Indian Medical Association. Manju Singh of Jawahar Nagar was admitted to Shakuntla Nursing Home on January 15, where she gave birth to a baby girl the same day. She was discharged next day. However, three days later her condition deteriorated, leading to her death on January 19.

Mr Nanak Chand, brother-in-law of the victim, lodged a complaint against the proprietor, Dr Sarita Upneja. He alleged his sister-in-law had died due to negligence on the part of doctors attending on her.

Rs 1,34,000 stolen from post office

HANUMANGARH, Jan 25 — Some persons took away a safe containing Rs 1,34,000 from the grand post office here last morning. Three persons are believed to be involved in the theft.

According to an information given to the police by the postmaster, a class IV employee, Lal Chand Sharma, was on duty on Tuesday night. In the early hours of next morning, some persons entered the post office by breaking the gate. They tied the watchman and tried to break the safe. When they failed to do so, they took away the safe on a rehri to some distance and then left the rehri and took the safe in a vehicle.

At around 6 a.m., the watchman got himself free and informed the postmaster, who resides on the first floor of the post office, about the incident. After this, the postmaster informed the police. Mr M.C. Meena SP, visited the place and examined the situation.

Couple held for fraud

HANUMANGARH, Jan 25 — A couple has been arrested in a fraud case involving Rs 77 lakh. According to the information, Subhash Chandra Bajaj and his wife Sunita took a loan of 67 lakh from the Rajasthan Finance Corporation and another loan of Rs 10 lakh from the State Bank of Bikaner and Jaipur to start a PVC pipe factory, but they took away the property they bought with the money.

In 1998, the couple started a factory in the industrial area of the city with the loan amount. They got their permanent address registered with these institutions as Chattargarh Patti in Sirsa district. But they closed the factory and took away the machines and other equipments.

The Rajasthan Finance Corporation and the SBBJ lodged complaints with the Junction Police Station when these received neither the interest nor the capital. The couple could not be traced at the given address but was arrested on Saturday from Sirsa district.

They were remanded to police custody for 10 days yesterday.

4 jawans killed in mishap
SRIGANGANAGAR, Jan 25 (UNI) — a jawan of the army’s 65 engineering regiment was killed while three others were feared drowned after their truck rammed into the Kalka-Jodhpur express train at an unmanned level crossing on a canal near Biradhpal in this district yesterday, the police said. Six jawans fell into the canal under the impact of the accident. Three were saved while three others were believed to have been washed away. Following the accident, the engine of the train derailed, disrupting traffic on the route.Top
