UP CM seeks more Central forces NEW DELHI, Dec 10 (PTI, UNI) — Uttar Pradesh Chief Minister Mr Rajnath Singh, today sought additional security forces from the Centre to deal with the law and order situation in the state, alleging that efforts were being made to disrupt communal harmony in the state. The demand came during a 50-minute meeting Mr Rajnath Singh had with Prime Minister Mr Atal Behari Vajpayee here this morning. The Chief Minister also visited the ailing party in charge of up Uttar Pradesh, Mr Pyarelal Khandelwal. “I have sought additional Central forces for the state. We got it and will get it when ever required”, he said, claiming that the law and order situation in the state was fully under control and any effort to disrupt it would be handled with a firm hand. He also dismissed any threat to his government following creation of a separate Uttaranchal state and asserted that his government would complete its full term. “Elections in the state would be held on its due date. But if opposition parties want it earlier, he would not oppose it”, he added. Meanwhile, the Jamiat-Ulama-i-Hind today asserted that the Muslim community would not give up its claim to the site of the Babri Masjid in Ayodhya and demanded that a mosque be constructed at the site. Reacting to the Prime Minister’s statement that construction of a Ram Temple at the disputed site was an expression of national sentiment, Jamiat president Maulana Asad Madani said this was “unwarranted”. The Muslims of India were not opposed to the construction of a temple or any place of worship by the people of any community. But, they were against the illegal construction of a temple, particularly at the site of a mosque, he added. LUCKNOW: Former Premier Chandra Shekhar on Sunday said the Prime Minister’s recent statement on the Ayodhya issue was not in keeping with the dignity of his office. He told newsmen here, “Vajpayee, by giving a statement on Ayodhya, had behaved in a manner which will only lead to communal frenzy” in the country. “Vajpayee may have compulsions from his party in giving such a controversial statement but acting according to his advisers, he has not done anything good for the country”, he said. The leader of the Rashtriya Janata Dal (RJD) Parliamentary party in the Lok Sabha, Mr Raghuvansh Prasad, said Mr Vajpayee would have to “withdraw his statement on Ayodhya” to satisfy the Opposition as well as NDA partners. AGARTALA: The all-India General Secretary of the Rashtriya Swayamsevak Sangh (RSS), Dr Mohanji Bhagawat, on Sunday said the RSS was prepared to provide all possible help to the Vishwa Hindu Parishad (VHP) for construction of a Ram Temple at Ayodhya. The RSS would launch a nationwide Rashtriya Jagaran Abhiyan from January next, covering about 4.5 lakh villages to create awareness among the common people about patriotism, preservation of culture and religious identity, he added. |
India may get AWACS from Israel NEW DELHI, Dec 10 — Indian inquiry about Israel’s ability to supply the sophisticated Phalcon Airborne Warning Systems (AWACS), which will give a major boost to its surveillance capabilities, may finally get a positive response. Highly placed sources here said although Israel had refused to sell the Phalcon to China earlier this year, it may be able to supply it to India after convincing the US authorities about the necessity of the sale of AWACS to New Delhi. The delivery of the AWACS may however not begin till late next year, which sources said would be much earlier than what was being expected. India and Israel are expected to finalise the deal in the coming few months. Sources here said India had been looking for the latest version of Phalcon series and had already got in touch with the Israeli authorities. Indian Defence Ministry officials had apparently recently got in touch with Jerusalem about the possibility of the supply of the AWACS. The issue had also reportedly come up during the talks between the Israeli Defence Ministry Director-General Amos Yaron and the Defence Ministry officials here earlier in September this year during the former’s official visit. India had apparently sought to buy two Phalcon airborne early warning systems. The long range, high performance, multi-sensor Phalcon AWACS systems introduce a new level of performance to airborne early warning, tactical surveillance of airborne and surface targets and the gathering of signal intelligence by unique integration of sensors. A unique fusion technique continuously cross-corelates data generated by all sensors. This data is combined with an automatically initiated active search by one sensor for specific targets detected by other sensors. Phalcon systems can be installed on platforms, such as Boeing 767, Boeing 747, Airbus and C-130. Sources here disclosed that India had made an inquiry about the supply of at least two complete systems including the planes. Israel has emerged as one of the best in avionics and has been a natural choice for India after the latest improvement in relations between the two countries. Reports said although Israel had declined to supply the Phalcon to China earlier in July this year following pressure from the USA, it would make efforts to convince Washington regarding the need for supply of AWACS to New Delhi. Since Israel, the USA and India share the same concern regarding Islamic fundamentalism, which in fact has so strongly affected Jerusalem and New Delhi, there were indications that convincing Washington would not be difficult. The USA had earlier voiced similar concerns with Israel for selling Phalcon to India as it had for China. In July after intense US pressure, Israeli Prime Minister Ehud Barak had told President Bill Clinton that Israel would not complete a 1996 deal that would have given China its first advanced airborne early warning capability. The USA went public last fall with its long-held opposition to the estimated $ 1 billion deal for four Phalcon radar systems when the first Russian-supplied plane destined for China arrived in Israel to be outfitted with the system. |

criminal act: CJI NEW DELHI, Dec 10 — Expressing serious concern over the alarming rise in incidents of torture, assault, injury and deaths in police custody, the Chief Justice of India, Mr Justice A.S. Anand, today said custodial crime was the worst form of human rights violation. “Custodial torture, which today is widespread, is a naked violation of human dignity which destroys, to a very large extent, the individual personality, Mr Justice Anand said in his presidential address at a seminar, “Custodial Crimes — An Affront to Human Dignity”. He said “the government and the legislature must give a serious thought to recommendations of the Law Commission and bring about appropriate changes in the law not only to curb custodial crime but also to see that custodial crime does not go unpunished.” “These violations are committed under the shields of uniform and authority between the four walls of a police station, lock-up, prison etc., the victim being totally helpless,” Mr Justice Anand said. He said interrogation accompanied with torture and use of third-degree methods “is a criminal act” and added the quality of a nation’s civilisation could be largely measured by the methods it used in the enforcement of criminal law. Law Commission Chairman Justice B.P. Jeevan Reddy giving the “theme address” dwelt on the development of human rights, the expression which was first employed in the declaration of the United Nations signed by the allied powers on January 1, 1942, after the end of World War II. Justice Reddy said one way of curbing custodial violence was to make such activity on the part of police officials a punishable crime, either in court or in a departmental action. Referring to the mindset of the police to resort to custodial torture, the Law Commission Chairman said this could be changed only by developing a culture of respect for human rights and rule of law among the police personnel on the line of what has been achieved in the UK. |
Govt relief norms suffer from flaws: Advani pune, dec 10
(uni) —Union Home Minister L.K. Advani today admitted that government guidelines usually suffered from serious flaws depriving beneficiaries of its benefits. Mr Advani was speaking at a function here today organised to felicitate freedom fighters who had led an armed revolt to oust the portuguese rule from Dadra Nagar Haveli in 1954. Those who had participated in the movement had not been granted the status of freedom fighters till recently as they did not fall within the scope of the guidelines framed by the government. It is only recently that the national democratic alliance government at the centre accorded the status of “freedom fighters” to the participants in the Dadra Nagar Haveli struggle. The struggle in Dadra Nagar Haveli is claimed to be the only second armed struggle against foreign rule after the first war of independence in 1857. Dadra Nagar Haveli came under the portuguese rule following an agreement to that effect in 1785 between the Maratha Peshwas and Portuguese. That agreement was nullified using force on August two, 1954, when a dedicated band of young men defeated the portuguese soldiers using guerrilla warfare tactics. At least 60 freedom fighters of Dadra Nagar Haveli were felicitated by Union Petroleum and Natural Gas Minister Ram Naik and Mr Advani. While recalling the inspiration he had received from the writings of Swatantra Veer Savarkar, Mr Advani emphasised that the lives of the present-day youth would remain incomplete unless they paid a visit to the Cellular Jail in Andaman where Savarkar had been interned for 10 years. |
Bomb explodes at
Deputy CM’s house IMPHAL, Dec 10 (PTI) — Militants exploded a powerful bomb at the residence of Deputy Chief Minister Chandramani Singh in Imphal West District today destroying a portion of the gate and a wall, official sources said. No one was injured in the explosion which occurred around 1 a.m. in Patsoi area, 15 kms from here, as Mr Singh was at his official accommodation. Seconds later, the militants exploded another powerful bomb in the office of the Manipur Mountaineering and Tracking Association (MMTA) in Sanienthong area of the district, destroying a portion of the building, the sources said, adding that no casualty was reported. Later, security personnel recovered a powerful bomb from the premises of a school run by women’s organisation Macha Leima in the heart of the city at 8.50 a.m., which was timed to explode at 9.30 a.m. the sources said. No group or organisation has so far claimed responsibility for the explosions or planting of bomb at the school. However, an underground outfit, the Kanglei Yawol Kann Lup

Basu plans conclave on third front CALCUTTA, Dec 10 — Mr Jyoti Basu’s reception today turned out to be a major political event which brought all major anti-BJP parties together to form a third front with Mr Basu as its leader. Mr Basu will soon hold a conclave of all opposition parties either in the Union Capital or Calcutta to finalise a common minimum programme of the third front to fight against the BJP and other communal forces in the country. The former Prime Ministers — Mr V.P. Singh and Mr H.D. Deve Gowda — and Mr Laloo Prasad Yadav (RJD), the Chief Minister Mrs Rabri Devi (Bihar), Mr A.B. Bardhan (CPI), Mr H.K. Surjeet (CPM) and others who attended the reception met Mr Basu separately at his official bungalow at Salt Lake and exchanged views on the formation of the third front. A former Prime Minister, Mr Chandrashekhar and Mr Mulayum Singh Yadav cancelled their visit at the last moment because of sudden preoccupation, while Mr Gujral could not come as he was indisposed. All of them, however, sent their good wishes to Mr Basu and requested him to take the initiative to form the anti-BJP front. The Marxist Chief Ministers of Kerala and Tripura, Mr E.K. Nayanar and Mr Manick Sarker also could not attend. Mr Basu is personally keen to get the Congress on his side in the anti-BJP stir since it has the largest number of MPs in the opposition. In fact, the invitation list initially included Mrs Sonia Gandhi and the Chief Ministers — Mr Om Prakash Chautala (HVP) and Mr Parkash Singh Badal (Akali Dal). But the idea of inviting them was later dropped due to political compulsions. Mr Basu, however, will welcome the Congress and other secular parties to give support from outside. Some of the old allies of the United Front, like the Telegu Desam, DMK, Janata Dal — now partners of the NDA, will be invited to join the third front. Mr Ramkrishna Hedge, who had played a vital role in the formation of the United Front in the 80s, will also be invited at the third front. The grand reception for the grand old man of Bengal politics was organised by a follower, Mr Subhas Chakraborty (state Transport Minister) and his wife, Mrs Ramala Chakraborty, president of Patherpachali, a voluntary organisation. |

a.k. Walia, visited over 12 polio kendras and administered polio drops to several children at Janshakti Health Centre in Nangla Machi. He expressed satisfaction over the successful organisation of the programme. More than 9200 polio kendras were set up under the programme all over the
nct of Delhi and more than 26,000 health personnel were deployed for the purpose. Polio vaccine was made available to all the kendras before 9 am and their potency was strictly maintained, he said. To identify the children who have received polio drops today, a blue mark has been put on the little finger of their left hand. Mr Walia said that the state government would launch a new house- to-house immunisation programme to target 2 per cent of the children who generally remain deprived of the required polio drops due to some reason. Meanwhile, the State Bank of India organised two rallies in which schoolchildren apprised the public of the need to eradicate polio from the country. The bank also distributed pamphlets and posters and displayed banners asking people to avail the opportunity of the pulse polio programme to eradicate the disease. |
Cadets being taught media management DEHRA DUN, Dec 10 — Rifles and bayonets are no longer the only tools of a soldier. With information technology becoming a part of the training curriculum at the Indian Military Academy (IMA), cadets being groomed as future leaders at the IMA here have a new subject to cope with — media management. Sources in the IMA reveal that the course has been introduced this year. Cadets of the 107 and 108 Regular Courses, which passed out in June and December, respectively, were given an exposure on the military - media relationship. “About 12 training periods of 40 minutes each on this subject were delivered to cadets of the 108 Course,” a source revealed. “This was during the truncated training period. Training hours devoted on this subject could be more when the academy reverts to the original training schedule,” he added. The lectures were delivered by serving officers. Though officers at the IMA are tight-lipped about this, a senior officer admitted that some talk was given on “media awareness”. The IMA Commandant, Lt-Gen Yuvraj Mehta, declined to comment on this issue. The exact content of the training curriculum on this subject at the IMA is not known, though there are indications to suggest that what is being taught to cadets may not go down well with the media. The introduction of media management in basic training itself is significant. Under the Army’s current policy of media management — the term “management” being averse to the media — only officers of the rank of Brigadier and above are authorised to interact with the media. The Army, in collaboration with the Indian Institute of Mass Communication, is now conducting training capsules for senior officers on military - media relationships. The backdrop of introducing media management in basic training is that wars are now being fought in the “unforgiving glare” of the media, especially television. As brought out in all recent military operations worldwide, not to mention the Kargil conflict, the media aggressively pursues the military and reports back in print, radio or television. The media’s presence is now recognised to have a significant impact on field commanders and military planners. The military’s requirement of operational security, surprise and safety, and the media’s requirement of open and timely reporting may be at odds with each other. Technological advancements in communication and the media gaining unprecedented access to operational areas, particularly in low-intensity conflicts and counter-insurgency operations, has led to increasing interaction with field commanders and junior officers and adversaries, with little check on the flow of information. |

AICC session to elect CWC members NEW DELHI, Dec 10 (PTI) — A two-day session of the All-India Congress Committee (AICC) is likely to be held here from December 22 to elect 12 Congress Working Committee (CWC) members. Party sources said the steering committee of the party would be meeting shortly to finalise the dates. Consequent to the organisational election, Congress president Sonia Gandhi had converted the CWC into the steering committee to look into day-to-day functioning of the party. Mrs Gandhi was elected president of the party in the November 12 organisational poll defeating her challenger Jitendra Prasada by a huge margin. After amendment in the party constitution, there are 24 CWC members of which 12 are to be elected directly while others are to be nominated by the party president. More than 1100 AICC delegates would be electing 12 CWC members at the AICC session. |

Postal staff stir
enters 6th day NEW DELHI, Dec 10 — Indefinite strike by six lakh employees of Department of Post entered the sixth day today with no sign of any breakthrough. The three unions — the National Federation of Postal Employees, the Federation of National Postal Organisations and the Bharatiya Postal Employees Federation — claim that the nationwide strike was continuing successfully even on the sixth day. The union leaders said they were waiting for an invitation from the government for another round of talks. The unions decided to continue the strike till they received government assurance on implementing the Justice Talwar Committee recommendations with immediate effect, a Bharatiya Postal Employees Federation leader said. Last week, Labour Minister S.N. Jatiya had a meeting with representatives of the unions where the agitating employees reiterated their demands. |

CHENNAI, Dec 10 (UNI) — Personnel of the Narcotics Control Bureau have busted a major drug trafficking gang with international links and seized 20 kg of heroin worth Rs 20 crore in the international market and arrested six persons in this connection. According to an official press release here, on information, the officers had maintained surveillance near a petrol bunk on GNT road, Madhavaram, here on Saturday. On noticing an auto parked near a truck, the officers intercepted the truck and after a thorough search effected the seizure. The heroin was concealed in a specially formed cavity below the truck driver’s seat. The officers also seized 14,500 pieces of commercial face veneer (plywood) loaded in the truck as cover goods and a cash of Rs 95,000. |

PM to give 100 cr as drought relief JAIPUR, Dec 10 (UNI) — Rajasthan Chief Minister Ashok Gehlot has urged Prime Minister Atal Behari Vajpayee to grant forthwith Rs 100 crore from the PM’s Relief Fund to combat the third consecutive drought in the state. Mr Gehlot also invited him to visit the state to take stock of the situation. The Chief Minister who met the Prime Minister at New Delhi last evening requested him to take early action on the memorandum submitted to the Centre by the state government seeking Rs 2368 crore central assistance for providing relief to the famine affected, an official spokesman said here today. Mr Gehlot informed Mr Vajpayee that 3.30 crore population and four crore livestock of 30,583 villages of 31 out of a total of 32 districts were reeling under the famine this year. He demanded that the Centre should offer free of cost foodgrains to the state government for launching food for work programme in the affected areas. |

No foul play
in death of cows: panel NEW DELHI, Dec 10 (UNI) — A fact-finding commission has ruled out negligence, foul play or killing by outside contractors or agencies behind the alleged death of about 26,000 cows in the gosadans being run by the Municipal Corporation of Delhi and some NGOs in the Capital since 1994. In a report sent to the Lt-Governor, the Chief Minister and the Chief Secretary of Delhi, the commission said that “even if the figures were correct then also death rate comes two per day for each of the gosadans. Taking into account that every gosadan has three-four terminally sick cases in attendance and treatment and concentration of neglected, aged, sick and malnourished animals in them, the rate is not alarmingly high. Rather it is to be taken as normal and routine.” The commission was set up by the Animal Welfare Board of India Chairman Guman Mal Lodha after a Delhi Government committee had suggested their closure and prosecution following reports of such deaths in the gosadans which were set up to provide shelter, care, food and medicare to the injured, sick and aged cows. |

for Rs 8,000 GREATER NOIDA, Dec 10 — A man sold his 25-year-old wife for Rs 8000 to three men who reportedly raped her a number of times. According to sources, the victim Malti has pleaded to the police to protect her from them. She reportedly told the police she was married to Sanjay but after some time Sanjay died in an accident. She told the police that on her family’s request she agreed to marry an aged man, Pop Singh, a resident of Tarsana village in the Noida area. Pop Singh had sold her to Gyan Parkash, one of his friends, for Rs 8000, she reportedly told the police. She said Gyan Parkash along with two others kept her in a dark room and continuously raped her for a week. She said one day she managed to escape from their clutches and reported the incident to the SSP, who has ordered an inquiry. |
