NIIFT to showcase talent of 22 designers CHANDIGARH, Oct 3 Desire will find a form and that too a virgin one, as 22 fashion designing students from the Northern India Institute of Fashion Technology, Mohali, get ready to dip tomorrows evening in colours of meaningful content. Anukama 2000, the programme which will showcase creations by the final year students of fashion designing at the institute, is all set to break open new techniques in the world of designing. One of the students of NIIFT, Rishu Arora, is experimenting with transfer foil on leather for the first time ever. Such a technique has not been worked upon earlier. The fabrication of the students will further become evident when top fashion models of the country walk the ramp dressed in varied creations which find inspiration from themes ranging from water lilies to the sun and the sea. The entire collection has matured under the guidance of a team which comprises the director of NIIFT, Mrs Vijay Sharma, apart from the three guides who have seen the students through their creative endeavour collectively. The mentors include Viren Tanwar, Prabhdeep Brar and Harpreet Kaur, and each of them has looked after the students individually to see that what comes out is beautiful and novel. This very novelty of expression will come true when top models of the country ,like Madhu Sapre, Helen Brodie and Maher Bhasin will fill the ambience of Mount View with the pleasing reflections of creations which comprise Anukama 2000. The title (which means ones own desire) has also been chosen with a purpose. The idea was to give sense to the themes as perceived by our students. It is entirely their thought, entirely their effort, hence Anukama, said the director, adding NIIFT was committed to offering a platform to budding designers. The students agreed well. Said a student,We will never get such an opportunity ever again. It is a great experience to see your creations on stage, and especially to see great models sporting them. Among factors which guided the designers, novelty was on the top. Among fabrics used are fibre glass, broken white and gold collection and the perfumed pastel collection. To give meaning to the display, the organisers have called a Delhi- based choreographer who has, over the years, won the reputation of being a model maker. Aasha Kochhar, the choreographer for tomorrows show, said, Every type of music will be on play. The focus will be to suit the mood and entity of creations on display. Coming to girl
models, the list of names is strong indeed with Madhu

Monthly loss of 40 lakh for
MC SAS NAGAR The fall in octroi collection from
the industrial units was more significant in the first
three months of the current financial year. If other
factors like pilferage of octroi fee were not taken into
consideration the council suffered a loss of around Rs 20
lakh per month in the first three months of the current
financial year, as compared to the corresponding months
for the last financial year, which meant a loss of around
17 per cent. Sources in the council said a recent
effort by the government to pass over the octroi
collection to private hands had few takers due to the
fall in octroi collection from industrial houses. The
octroi collection for which a reserved price of Rs 17.22
crore had been fixed, had been postponed. Though efforts
made by the council officials to make up for the loss in
the octroi collection by checking its pilferage have
yielded positive results, the loss in revenue from the
industrial units continues. Enquires reveal that during
the first three months of the current financial year, the
council suffered a loss of around Rs 18 lakh per month
due to fall of around 25 per cent by a tractor
manufacturing unit. Closure of the Punjab Wireless
Systems Limited (Punwire) had resulted a loss of Rs 4
lakh per month. A loss of around Rs 8 lakh per month was
being suffered due to low production orders of two
television equipment manufacturing units. The sources
said the in April this year, the total income from octroi
was around Rs 1.03 crore, as compared to a income of Rs
1.55 crore during the corresponding months of the last
financial year. In May this year, the income was Rs 94.24
lakh, as compared to income of Rs 1.22 crore during the
corresponding month last financial year. Officials of
the octroi collection wing said efforts to check the
pilferage of octroi fee had resulted in pushing up the
revenue. Citing an example, they said in September this
year, the revenue from octroi was over Rs 1.34 crore as
compared to around Rs 1.10 crore during October last

Getting the ring back an
ordeal CHANDIGARH On the face of it, everything
is computerised and this includes even the process of
registering a complaint. The caller needs to call 198 to
lodge a complaint for Chandigarh numbers while fault
booking numbers for SAS Nagar and Panchkula are 672198
and 561600, respectively. The registration is through a
computer and seems to be hitech. In reality there
is no system of monitoring the complaints and the process
of registering a complaint is the only hi-tech thing in
the entire process. If a SAS Nagar number is out of order
one has to dial the number of that township and the
complaint cannot be registered on the complaint number of
198 from Chandigarh which in reality should be the master
number for all complaints within the Chandigarh Telecom
District. In case some one dials 198 from Chandigarh and
wants to register a complaint about a number that is not
working from one of the exchanges in Chandigarh then the
computers simply says sorry this number is
not working in this exchange area. The caller
is not directed about what number to dial in case faults
of other exchanges in outlying smaller townships while
the phones shuts off. The only way to know the
complaint number of any township is by dialling 197 thus
requiring a fresh call and yet another call to lodge a complaint. And this will happened only if the 197
attendants pick up the phones. Excepting complaints,
for all practical purposes all telephone numbers in the
Chandigarh Telecom District are linked through the main
exchanges in Chandigarh. An agitated subscriber from
Panchkula said there should be master number like 198 for
all complaints within the same telecom area. This will be
easier to remember and will be more effective in
monitoring of faults said the subscriber. The present
system is not And come to think of this, even in this
age of computerisation complaints about faulty phones are
booked through the old system of writing in a register in
Kharar, which also in the Chandigarh telecom area.
Despite computerisation, at present, there is no
monitoring as to how long it takes for a fault to be
rectified. There is nosystem to know how many times
a phone has been out of order and for how long and the
reasons. There is no inter connectivity through computers
between the exchanges and the fault booking numbers .
The newly appointed General Manager, Development, Mr
Rakesh Kapoor, when countered with these realities said a
centralised fault repair system is being developed. This
will have one master number. A monitoring system with
fault repair cards for each phone is also being
developed. All fault booking lines will be interlinked
and junior engineer-level officials will have a system to
know about faults in their areas on line. It will take
about three months to put this in place. Phone has been out of order and
for how long and the reasons. There is no inter

Divali mela site fetches 2.05
lakh CHANDIGARH,
While the
auctions of Sector 34 Exhibition Ground and Sector 17
Circus Ground were withdrawn on account of lack of any
response, the auction of the Sector 17 Plaza was
withdrawn following protests by a trader, Mr Subhash
Kataria, who alleged that auction was against the
bylaws. In fact, during the auction of the Nehru Park,
Mr Kataria tried to disrupt the proceedings and he was
told by the MCC officials not to interrupt the
proceedings. The auction, which saw bidding by six
contractors, fetched Rs 2.05 lakh as against the reserve
price of Rs 1.5 lakh. It is for the first time that the
MCC is experimenting with the auction of these sites on a
chunk basis. While Divali Mela at the Plaza will be held
for three days beginning October 24, the mela at other
places, which begins on October 17, will continue for 10
days. Later, Mr Ashwani Kumar, Secretary of the civic
body, who conducted the auction, said that he had
submitted the report about the auction to the
Commissioner and any decision to auction or not to
auction the remaining sites would be taken by tomorrow. |
THE BOTTOMLINE DERA BASSI Vehicular traffic on the
road was closed on the Bhankharpur-Dera Bassi stretch
near level-crossing, for four days starting from
today. Traffic originating from Chandigarh and heading
towards Ambala was diverted towards the Mubarikpur link
road from Bhankharpur to rejoin the highway near the
local DAV High School. Staff of the Building and Roads
wing of the Punjab Public Works Department with the help
of Punjab police personnel started diverting traffic from
about 10.30 am onwards. The highway was closed at
Bhankharpur and near DAV School to check if the newly
created diversion could take the load of traffic. This
was on an experimental basis to see if the road would be
adequate to hold traffic when the highway was closed for
longer duration when the construction of the railway
overbridge starts. The link road that was used today
has a number of hinderances. Besides the road being too
narrow the existence of barricades put up to restrain the
high bodied vehicles to cross under the wires used for
the electrification of the railway line is problem for
trucks. The presence of an octroi post adds to the
congestion as a large number vehicles are parked on
either side of the road. There are several schools along
the road. All this, resulted in hinderances in the flow
of traffic on the Bhankharpur-Mubarikpur-Dera Bassi
route. Though the PWD had used 300 metre long chains as
road dividers on both sides of the level crossing on the
Bhankharpur-Mubarikpur link road to ease the traffic yet
jams at regular intervals were noticed by Chandigarh
Tribune team. The PWD authorities disclosed that over
3000 four-wheelers, including light, heavy and long route
buses cross the highway in a day. The authorities claimed
that they were in constant touch with the Railways to
maintain the required height of barriers put up at the
level-crossing so that the high bodied vehicles could
cross from there. The electricity poles on the road side
on the level crossing would be removed shortly to widen
the existing road. The PWD authorities claimed that the
diversified route would be capable of taking the volume
of traffic and there would be no traffic jams. Small
hurdles being faced during trial would be removed to make
way for traffic. However, the local authorities claimed
that the road would not be able to bear the heavy volume
of traffic for over two years during construction of the
overbridge. Traffic coming from Chandigarh side should
be diverted towards Mubarikpur to rejoin the highway near
DAV School and vehicles coming towards Chandigarh should
be diverted towards Issapur to rejoin the highway at
Bhankharpur. This would not only reduce the traffic
congestion on the Bhankharpur-Mubarikpur-Dera Bassi route
but also help to take load of heavy traffic. The general
manager of the construction company hoped that the
traffic would flow smoothly on the diversified road if
the road users followed rules. He, however, said the
construction of the overbridge would start on getting a
green signal from the Ministry of Environment to fell
trees along the stretch of the highway where the
overbridge is to be constructed. Traffic from Ambala
today used the Shahzadpur-Ramgarh route to reach
Panchkula or Kalka. And Ambala-Rajpura to reach Zirakpur
and then Chandigarh. Local residents and the commuters
were also seen using the Dera Bassi-Issapur-Bhankharpur
link road to reach their destinations Heavy volume of
traffic crossed the two way road putting the pedestrians
and school children to great inconvenience. |
Man held captive by in-laws CHANDIGARH According to the
police, Mr Vikrant Kumar Sood, complained that he was
kidnapped from Patiala by six of his wife's relatives on
August 3 and brought here after making him unconscious.
The six accused Sant Singh, Bal Kishan, Prince,
Sagar, Chhote Lal and Gurpreet Kaur reportedly
bundled him into a vehicle and brought him here. He was
detained at an unidentified place and was repeatedly
thrashed and given food only after a gap of three or four
days. Mr Sood claimed that he had married the girl in a
gurdwara a few months back against the wishes of her
parents. This was disliked by them, which led to the
kidnapping. The police said at around 9 p.m. last night,
Mr Sood overpowered Chhhote Lal when the latter came to
give him food. He came to the house of Dr Gautam in
Sector 21, who later informed the police. A case has been
registered under Sections 344, 506, 323 and 34 of the
IPC. |
Reduce water tariff, demand villagers CHANDIGARH They alleged
that the Chandigarh Administration was showing partiality
as the water tariff in the villages was more than the
urban areas. They demanded that the water tariff in
villages should be made less than the urban areas. The
agitating villagers alleged that the supply pipes were
broken at many places but nobody was giving any attention
to it. They also alleged that the quantity of water
supply to villages had also been reduced. "The
water we are getting is unhygienic and muddy",
complained one of them. Later, they submitted a
memorandum to Ms Vineeta Rai, Adviser to the Chandigarh

Agnihotri bandhu create
spiritual high PANCHKULA While they
sang bhajans dedicated to all gods and goddesses, the
audience sat immersed in a devotional mood throughout the
hour long programme. The two singers, Rakesh and Divesh,
created an atmosphere of spiritual harmony all around and
the gathering kept boosting their spirits by singing
along and also clapping all through. The Lucknow-based
singers, who are here for the third time began their
programme with a musical offering to Lord Ganesha,
Jai Ganesh ....deva. They then picked
up bhajans in tribute to every god and goddess, beginning
with praises of the various forms of Shakti from Mata
Mansa Devi to Mata Vaishno Devi. Then they rendered a
song titled, Ab to palak uthao bhagwan, jai jai
Bhole Bhandari, followed by a special bhajan
for the occasion titled, Jag Janani, jai, jai,
ma. Another bhajan they sang was titled,
Jai, jai, vipda haro hamar, sab dukh door karo
bhagwan. Rakesh and Divesh, said since the
very beginning they had concentrated only on devotional
singing. Another important aspect that sets them apart
from the others is that their songs are all
self-composed. We do not want to take credit for a
composition made by somebody else. So, we dont sing
popular bhajans. We compose music and have always won the
appreciation of the audience, informed
Divesh. Divesh said, though they had given performances
at many places, which was a part of their routine,
nothing compared to the feeling of performing for the
devotees who throng the navratra mela at the Mata Mansa
Devi shrine in large numbers. |

Adulterer gets one-year RI CHANDIGARH, Oct 3 The owner of Singla Traders and Suppliers, SCF 8, Sector 7-C, Iswar Das, was sent to one-year rigorous imprisonment today by the UT Chief Judicial Magistrate, Mr Sant Parkash, in a prevention of food adulteration case. It was alleged that a food inspector inspected the shop, owned by Iswar Das, on February 3,1993, and 600g of gurchura was taken as sample from the shop. The sample was sent for analysis and from the laboratory report, it was revealed that the sample was coloured with orange coaltar dye. The director of the Central Food Laboratory said in the report that the sample did not conform to standards. The Judge observed that the food (Gurchura), was consumed by every individual in day-to-day life and adulteration could affect the mental and physical health of every individual. The judge, therefore, sentenced him to one-year rigorous imprisonment and a fine of Rs 2000. Bail denied The complainant, Mr R.K. Gupta, a retired defence officer, and hundreds others had deposited their money in Trance Word Trading and Finance Company, owned by the accused and his family members. The complainant had deposited Rs 2,10,000 in the company in May 1997. The complainant alleged that the accused had cheated him and others and had not returned his money. The case against the accused was registered under Sections 406 and 420 of the Indian Penal Code on November 20,1999. The Judge observed that the accused had been involved in a 50 lakh fraud and if released, he might tamper with evidence. Therefore, the accused could not be granted bail. Remand extended It was alleged that Jinder, Dhanu, Ravi and Satpal had murdered Narinder Singh at Mauli Jagran.The victim was a resident of Rajiv Colony, Panchkula, and had been studying in class X. Plea dismissed The complainant, Mr Bhanu Parsad of Raipur, had alleged that on November 26, 1998, the accused, along with his accomplice, had taken away the jeweller and cash from his house at gunpoint. The Judge observed that
the accused was involved in a serious crime. Therefore,
he could not be released on bail. |

Beopar Mandal threatens stir CHANDIGARH, Oct 3 The Chandigarh Beopar Mandal (CBM) today served one-month ultimatum on the Chandigarh Administration to withdraw resumption notices issued to a large number of shopkeepers in the city. Addressing a press conference here, the executive committee members of the CBM reiterated that the mandal would not allow the misuse of any provisions of the building bylaws for the sake of eviction or uprooting of existing business. The mandal would not hesitate to take to the agitational path, including a Chandigarh bandh, if the rationalisation of the bylaws as per the needs of present days were not carried out, warned Mr Inder Lal Batra, president of the mandal. Mr Diwakar Sahoonja, general secretary, informed that the CBM would move the court against what he termed as the "unjust" provisions of the bylaws. A delegation of the mandal would meet the UT Administrator to impress upon him the need to protect existing legal occupants. Demanding the implementation of the Apartment Act in the city, Mr Charanjiv Singh, general secretary, wanted that the shopping activity should be allowed on the upper floors on the pattern of Sector 17. Subdivision of shops should be allowed without any charges in the city as it involved internal changes only, he added. Mr Parshotam Mahajan, senior vice-president, demanded that the administration should ensure that no provisions of the bylaws were misused till final bylaws were notified. Calling for the reduction in the sales tax on petrol and automobiles to bring it at par with the neighbouring states, Mr Sahoonja said the surcharge on sales tax should be withdrawn. Similarly, over 1.25 lakh pending cases should decided in the Lok Adalats on the Punjab pattern where all cases up to 1997 were deemed to be assessed with the deposit of Rs 100 per lakh annual sale as the assessing charges.
