Security for staff on exam duty
BILASPUR, Oct 1 — The Himachal Pradesh School Education Board (HPSEB) will provide security to staff on examination duty in the state. Steps will be taken to ensure that teachers who enforce discipline for curbing copying are not threatened or attacked.

Waive copter charges: Dhumal
NEW DELHI, Oct 1 — Himachal Pradesh Chief Minister, Prof Prem Kumar Dhumal met the Prime Minister, Mr Atal Behari Vajpayee, and requested him to waive off Rs 100 crore helicopter charges which were deployed for carrying out relief activities in flood-affected areas of the state.

SHIMLA: All three museums at Shimla, Dharamsala and Chamba in Himachal Pradesh are in a virtual state of neglect as the government accords low priority to this sphere.

Forest division to be set up at Tissa
CHAMBA, Oct 1 — The Himachal Chief Minister, Prof Prem Kumar Dhumal, has given the nod to set up a forest division at Tissa for the Churah region. Disclosing this here today, Mr Mohan Lal, Minister of State for Ayurveda, said the issue of creation of an irrigation-cum-public health division and a public works department was in the pipeline.

Dhalpur to have stadium
KULU, Oct 1 — Rupees one crore sports stadium will be constructed at the Dhalpur ground. Mr Maheshwar Singh, MP said it on Friday while addressing the concluding function of the HP State Middle Standard Schools Sports competitions here.

UNA, Oct 1 — Mr J.N. Barowalia, Sessions Judge, Una, yesterday sentenced Avtar Singh and Rajesh Kumar to 10 years’ rigorous imprisonment and imposed a fine of Rs 1 lakh each on them under Section 18 of the NDPS Act.

Doctor killed in accident
BILASPUR, Oct 1 — Doctor Tejvir Singh (38), a bone specialist at the regional hospital, died in a car accident on national highway near Swarghat 42 km from here today. His wife and three-year-old daughter were also injured.

Security for staff on exam duty

BILASPUR, Oct 1 — The Himachal Pradesh School Education Board (HPSEB) will provide security to staff on examination duty in the state. Steps will be taken to ensure that teachers who enforce discipline for curbing copying are not threatened or attacked.

The president of the Himachal State Government Teachers Union, Mr Roshan Lal Sharma, said here today that this decision was taken at a meeting between the HPSEB and the union. The meeting was presided over by the board Chairman, Dr Chaman Lal Gupta.

Dr Gupta said in case of death of any teacher during examination duty, the family of the deceased would be paid Rs 3 lakh. All payments up to Rs 100 would be made at the examination centre and paper evaluation rates of Punjab would be enforced.

He said the demand to discontinue spot evaluation would be considered.

Dr Gupta assured the union that results would be declared without delay. He agreed to increase emoluments for paper checking. He also agreed to hold seminars at Dharamsala, Hamirpur, Shimla and Nahan with a view to revising textbooks of social studies for classes from VI-VIII.Top

 

Waive copter charges: Dhumal

NEW DELHI, Oct 1 — Himachal Pradesh Chief Minister, Prof Prem Kumar Dhumal met the Prime Minister, Mr Atal Behari Vajpayee, and requested him to waive off Rs 100 crore helicopter charges which were deployed for carrying out relief activities in flood-affected areas of the state.

Prof Dhumal said essential commodities were stored upto March next in snow-bound areas of the state through helicopters.

He said meagre resources of the state government were already burdened with liabilities on account of restoration of infrastructure and relief to individual affected families.

Prof Dhumal demanded Rs 100 crore immediate central assistance for carrying out relief and rehabilitation works in the flood-affected areas.

He requested for Rs 34-crore central assistance under market intervention scheme for the procurement of the apples from normal flood-affected areas of the state.

The Chief Minister also met Union Home Minister, Mr L.K. Advani, and demanded to extend border area plan for remaining six districts of the state.

He complimented the role of Indian Air Force for performing their task in highly cost and time-effective manner.Top

 

Museums in state of neglect

SHIMLA: All three museums at Shimla, Dharamsala and Chamba in Himachal Pradesh are in a virtual state of neglect as the government accords low priority to this sphere.

The problems that plague the museums include inadequate staff, with many posts lying vacant for years, and buildings unsuitable for housing the rich treasures.

The state museum at Shimla is in a wooden building, which was the residence of officers during the British regime, and can be reached after a steep climb which tourists from the plains find difficult to negotiate. Efforts to shift the museum to a better location have remained futile as the higher authorities and successive governments have not taken any interest in this regard.

The building is so small that out of about 9,000 objects with the museum, only about 700 can be displayed. Objects dumped in the stores have been getting damaged over the years. The roof leaks at some points and there is proper arrangement for fire-fighting.

Some time ago an additional building on modern lines was proposed to be constructed for the museum. However, the project was shelved because of the shortage of funds. The museum was earlier proposed to be shifted to Rothney Castle, en route to the Jakhu temple from The Ridge, which was most conveniently located for tourists. Then another building close to Kali Bari Temple near The Mall, which now houses the headquarters of the police, was earmarked for the museum. However, both plans got bogged down.

None of the three museums has a permanent head. The post of curator has been vacant in the state museum here for about two years. The curator of the Bhuri Singh museum at Chamba retired a year ago and no substitute has been sent there. There has been no technical assistant there for about 12 years.

Proper security arrangements have not been provided at any of these museums.

It is learnt that a meagre grant of Rs 1 lakh is provided annually to the state museum for acquiring art objects. The amount has remained the same since 1974.

Electric fittings at the state museum have got damaged many times due to lightning.

Stone sculptures unearthed from various parts of the state have been displayed in these museums. An 18th century copper image of Siddha with a broken arm is on display in the Chamba museum. The state museum here has a 10th century stone image of Bhadramukha, which was brought from the Hatkoti area of Shimla district.

A separate philately section has been set up in the museum here. It has a large variety of stamps.

Forest division to be set up at Tissa

CHAMBA, Oct 1 — The Himachal Chief Minister, Prof Prem Kumar Dhumal, has given the nod to set up a forest division at Tissa for the Churah region.

Disclosing this here today, Mr Mohan Lal, Minister of State for Ayurveda, said the issue of creation of an irrigation-cum-public health division and a public works department was in the pipeline.

The minister said he had also taken up the opening of the degree college at Tissa with the state government so that the local youth could get education at their doorstep.

Speaking about the dearth of primary teachers in Churah tehsil, he said the posts of 125 teacher were still lying vacant in primary schools in Tissa block and to fill these vacancies, the state government had decided to post primary teachers there.

Mr Mohan Lal said the state government had made elaborate security arrangements on the border of Chamba district, adjoining Doda district of Jammu and Kashmir with a view to checking infiltration of militants into Himachal Pradesh.

The minister said Bhanjradu village in Churah tehsil had been identified as a model village by the state government and Rs 50 lakh had been earmarked for its development.

An integrated wasteland Development project (IWDP) had already been approved for Kalhel and Charodi panchayats of the Tissa area.

HIPA training benefits officials

SHIMLA, Oct 1 — The Himachal Pradesh Institute of Public Administration (HIPA) has emerged as a premier training institute for human resource development and administrative research and consultancy, particularly in areas related to rural development.

Set up in 1974, the institute has been imparting training to IAS and HAS probationers and gazetted and non-gazetted officers of the central and state governments and public sector undertakings under various sponsored training programmes.

The institute has 10 district extension training centres for the convenience of officials serving in far-flunge areas. Its training programmes have helped increase the efficiency of grass-root functionaries. In 1999-2000, as many as 1,849 officials were trained in 346 training programmes. Most of these courses were focussed on office procedure and financial administration and delegation of powers.The State Institute of Rural Development (SIRD), a subsidiary of institute, conducts short-term training courses for the officials engaged in rural development and administration.

Dhalpur to have stadium

KULU, Oct 1 — Rupees one crore sports stadium will be constructed at the Dhalpur ground. Mr Maheshwar Singh, MP said it on Friday while addressing the concluding function of the HP State Middle Standard Schools Sports competitions here. He said that the climate of Kulu was good for all kinds of game throughout the year and it had become essential to have a sports stadium of international standard. Mr Maheshwar Singh, said that as many as 682 sports persons from 11 districts of the state participated in the meet. He said, in the games of volleyball, kabbadi, kho-kho and badminton, skill of the students was outstanding which needed was to be tapped for making them distinguished players of the state. Mr Maheshwar Singh announced Rs 5000 for the organisation of the sports meet.

The results of the games: In volleyball — Shimla, first; Solan, second. In Kabbadi — Solan first; Shimla, second and in kho-kho — Shimla first and Sirmour second.

In girl: Volleyball Solan first; Mandi second. Kabbadi — Mandi, first and Sirmour second. Kho-kho Kulu, first and Mandi, second. In the folk dance competitions Shimla stood first and Mandi second.Top

 

Plea to expand court’s jurisdiction

MANALI, Oct 1 — The Subdivisional Bar Association here has urged the Chief Justice of the Himachal Pradesh High Court to expand the jurisdiction of the court of the Judicial Magistrate (first class) Manali to facilitate litigants of the remote areas of the subdivision.

A memorandum was submitted by the bar association representatives to the Chief Justice here yesterday.

`A spokesman of the association told newspersons that it had been brought to the notice of the Chief Justice that in spite of the opening of a court at Manali, the litigants of Patlikuhal police post had to go all the way to the Kulu court to attend criminal cases pending against them.Top

 

Shimla to have Shastri’s statue

SHIMLA, Oct 1 —State capital will finally have a statue of Lal Bahadur Shastri, the country’s second Prime Minister, in time for his 96th birth anniversary, here tomorrow.

Over the past 50 years statues of prominent leaders like Mahatma Gandhi, Mrs Indira Gandhi, Mr Rajiv Gandhi, Lala Lajpat Rai and Dr B.R. Ambedkar have been installed in the city. However, somehow, the first two Prime Ministers of the country, Mr Jawahar Lal Nehru and Mr Lal Bahadur Shastri, were denied this honour.

This aberration will be rectified to an extent with the unveiling of the three foot high bust of Mr Shastri by Mr P.K. Dhumal, the Chief Minister, tomorrow. The status has been made by renowned Nagpur-based sculptor Ravi V, Murti. The bust has been installed near the Central Telegraph Office (CTO) on the Mall.

Tibetans observe black day

DHARAMSALA, Oct 1 — Hundreds of Tibetans, including monks, nuns and school children, today took out a procession to observe a black day which marks the Chinese Communist Party’s declaration of Tibet as part of the mainland China.

They, along with a large number of other foreigners, marched down from MacLeodganj, the headquarters of the Tibetan Government-in-Exile, to Dharamsala raising anti-China slogans and holding placards and banners, demanding a free Tibet.

The procession was organised by the National Democratic Party of Tibet (NDPT).

2 sentenced to 10 years’ RI

UNA, Oct 1 — Mr J.N. Barowalia, Sessions Judge, Una, yesterday sentenced Avtar Singh and Rajesh Kumar to 10 years’ rigorous imprisonment and imposed a fine of Rs 1 lakh each on them under Section 18 of the NDPS Act.

The District Attorney, Una, said that on April 3, 1999, the police seized 36 kg of opium from Avtar Singh’s house in Santohgarh village while 5 kg of opium was seized from the car of Rajesh Kumar. Besides, the police also seized Rs 2.16 lakh from Avtar Singh’s house.

Doctor killed in accident

BILASPUR, Oct 1 — Doctor Tejvir Singh (38), a bone specialist at the regional hospital, died in a car accident on national highway near Swarghat 42 km from here today. His wife and three-year-old daughter were also injured.

Doctor Tejvir Singh, who was grievously injured died on the way to the hospital. His wife and daughter are said to be out of danger. Tejvir, who belonged to Faridkot (Punjab) was on his way home on leave. The accident occurred when his daughter accidentally unlocked the car-door and Tejvir in an attempt to save her, drove the car off the road and fell down a 250 foot gorge.Top
