Part-time teachers

This has reference to the report “Colleges flout university rules” (Chandigarh Tribune, Aug 21). I was shocked to read the statement of some Principals that they had to employ part-time teachers because the permanent teachers did not work.

The Principal is expected to maintain the academic standards of the college as well as to perform general administrative work. Are these Principals admitting that they have failed to perform their duties?

The genesis of appointing teachers on contract and part-time basis lies in the increase in the number of students in the general stream and in self-financing courses. These self-financing courses are the golden geese in the hands of private colleges. While determining the fees, all types of charges and salaries of teachers as per the UGC norms are taken into consideration, but the teachers are appointed on contract or part-time basis and paid much below the UGC norms. Does this not amount to exploitation of the students, parents and teachers alike?

To lay down the norms for the appointment of part-time lecturers, Panjab University constituted a committee under the chairmanship of the DPI (Colleges), UT Chandigarh, which recommended that a part-time teacher who takes up to six periods in a week, should be paid Rs 2,000. These recommendations were accepted and endorsed by the Syndicate and the Senate. Now these form part of the PU Calendar. But still in government colleges, a part-time teacher is paid Rs 2,200 if he or she takes 20 periods in a week and Rs 3,500 if he or she takes 21 periods or more in a week. Will the DPI (Colleges) implement his own recommendation at least in the colleges of Chandigarh?

‘Kaun Banega Crorepati’

The quiz show ‘Kaun Banega Crorepati’, popularly known as KBC, has attained a huge viewership. According to a survey, more than 90 per cent of the TV viewers who have cable connections watch this programme regularly.

I have observed that 95 per cent of the contestants in this show are from Delhi, Mumbai, Calcutta and Bangalore—the cities where telephone lines have been provided for participating in the contest. These lines are always found engaged. To make this show more popular and to enable people from all over the country to participate in it, the organisers should either provide more telephone lines or allot a few hours for calls from the four cities and the remaining time should be given to callers from the rest of the country.

Shatabdi Express

I was surprised to read the report “Shatabdi travellers inconvenienced” (Chandigarh Tribune, July 25). The information that three coaches of the train stood outside the platform at the Chandigarh railway station is incorrect since the halt of the train was personally supervised by the Deputy Station Superintendent under instructions from senior officers of the division.

It has been found on verification that the entire rake of the train, except the rear power car, was on the platform. We have also not received any complaint in this regard. The reporter should have contacted the Railway authorities or the CRPO before filing the report.
