DGP hopeful of curbing power
theft PHILLAUR, March 12 The Director-General of Police, Punjab, Mr Sarabjit Singh, has said that the proposal to set up separate police stations attached to the Punjab State Electricity Board (PSEB) would go a long way in curbing incidence of power theft. In an exclusive interview to The Tribune, the DGP said the implementation of this proposal would bring out in the open large scale theft of power which now formed a major segment of the white collar crime committed in the state. Mr Sarbjit Singh informed that an official of the rank of an Additional Director-General of Police was already attached with the PSEB. "Now with the electricity board itself controlling these police stations, it would ensure that cases against the guilty are registered," he said, while admitting that earlier the police was reluctant to register cases of power theft. When asked about the recent spurt in circulation of fake currency from across the border, Mr Sarabjit Singh said while most fake currency was being pushed in from across the border, it was also being printed and circulated locally on a fairly large scale. "Recently we arrested some people in Jalandhar and Ludhiana, who were allegedly printing fake currency with the use of computer scanner and high quality laser printers," he informed. He also said that a lot of fake foreign currency, especially, US dollars, were also in circulation. Talking about the rise in cases of police excesses, the DGP reiterated his resolve to make the erring officials of the department fall in line." Whenever a case of excesses on the part of any official is brought to light, we have been initiating disciplinary action and no one found guilty is spared," he said. The DGP said that during his tenure as the head of the department, he had ordered the registration of FIRs on charges of murder against police officials in at least five to six cases of custodial death. In answer to a question about reports of financial constraints in the state police department hampering its overhauling, Mr Sarabjit Singh admitted that out of the total budgetary allocation, 94 per cent of it was spent of salaries and a meagre 6 per cent on modernisation and infrastructure building. It is reliably learnt that most police stations in the state did not have sufficient vehicles and the fixed quota of 7000 litres of fuel per month was often spent in a week or in a single day depending on the use of the vehicles for VIP duty. Talking about the computerisation of the district police headquarters in the state, the DGP said two computers had already been installed in each police district. Also all police stations in the country will be inter-linked". The first leg of this project has been achieved by the installation of computers and efforts are on for their networking via telephone lines and hotline. In Ludhiana and
Amritsar, networking of all the police stations in the
district has already been done," he said. |
Summon Badal to Akal Takht:
SHSAD AMRITSAR, March 12 Terming the ongoing crisis as "extremely unfortunate" and unprecedented in Sikh history, SGPC members belonging to the Sarb Hind Shiromani Akali Dal led by Mr Gurcharan Singh Tohra have demanded that Mr Parkash Singh Badal, Chief Minister, be summoned at Akal Takht. Talking to TNS, Mr Prem Singh Chandumajra, General Secretary, SHSAD, and Mr Harbans Singh Manjpur, executive member of the SGPC, alleged that the sordid developments in the Sikh Panth were due to the "anti-Panthic" policies pursued by Mr Badal. Mr Manjpur said he would stage a walkout from the executive meeting of the SGPC proposed for March 16 if Bibi Jagir Kaur presided over it. He said the executive which had appointed Giani Puran Singh as Jathedar "in violation of the Sikh maryada" was now not accepting his directives. "It is ridiculous," he said. Baba Mangal Singh,

Exercise force within law, Jacob
tells cops PHILLAUR March 12 The Punjab Governor Lt-Gen JFR Jacob (retired) has exhorted policemen to adopt a humble and respectful attitude while dealing with ordinary citizens whom they are meant to serve. General Jacob was addressing policemen after taking the salute at the annual passing out parade of the Punjab Police Academy here today. Cautioning the trainees to guard against common pitfalls, the Governor said a policeman in Punjab received a lot of respect from common people and had a lot of powers, which, however, should not make him forget that he was and would remain a servant of the people. Even when the policemen were dealing with criminals, the exercise of force should always be within the norms set by the law, he added. Lauding the role of Punjab Police, he said it had a special place among the police forces of the country and its professional competence and ability fetched it success while dealing with the challenge of terrorism. He exhorted the trainees to be extra vigilant against any attempt by the anti-national forces to revive terrorism in the state. Mr Sarbjit Singh, Director-General of Police, Punjab, highlighted the role of training resulting in effective performance by police personnel while at work. Commending the academy staff for bringing about innovative changes in the training schedule, he said the responsibility of enabling the policemen to face new challenges lay with the academy. Mr Sarbjit Singh also chaired a state-level meeting aimed at deliberating upon the issue of rising crime in the state, particularly by groups of migrant labourers and members of criminal tribes. Talking to newsmen, he said officers had been asked to involve social organisations and prominent citizens in hammering out a solution to the problem as their cooperation would yield best results. He asserted that the law and order situation in the state would not be allowed to deteriorate. On the tasks ahead for the police force, he said private participation in providing security was being encouraged. "In the first phase, we have asked industrialists to employ securitymen on their own, to whom licenses will be provided by the state". The experiment was under way in the industrial town of Ludhiana, he added. The DGP also favoured the implementation of the Reberio Commission suggestions, particularly the one suggesting the formation of a state security committee. Mr Sarbjit Singh and Mr

Jacob pays surprise visit to
village PHILLAUR, March 12 The Punjab Governor Lt-Gen J.F.R. Jacob (retired) today paid a surprise visit to Taing, village about 6 km from here. The Governor went straight to the village school and later interacted with the villagers. On finding that most of the women in the village were illiterate, the Governor ordered the Deputy Commissioner to organise an adult literacy programme for them. He asked people about
problems being faced by them. The Principal of the
school, Ms Renu Wadhera, informed the Governor that four
rooms in the school had been declared unsafe by the PWD
as their roofs needed repair. The Sarpanch, Mr Cahran
Dass, assured that villagers would provide labour free of
cost for the construction of a new block of the school

Father abandons children after
mother burnt PATIALA, March 12 Pain is written all over four-year-old Sarita. Even flinching a single muscle is pure agony. She is still to come to terms with what happened to her. She has no one familiar by her side except her three-year-old brother Sunder who is even more perplexed than her . Both children have been rendered orphans after their father abandoned them following the death of their mother due to burn injuries. While Sarita is also writhing in pain as she has suffered around 20 per cent burn injuries, her brother Sunder, who also suffered injuries, has recovered somewhat. The children are presently being looked after a staff nurse Shakuntala, who looks after the creche in the nurses hostel. Their expenditure is being borne by the staff of the hospital, an Assistant Sub Inspector, who is incharge of the hospital chowki and the Hospital Welfare Association . Though Shakuntala was not available at the creche, a worker said Sarita was in agony due to her injuries and did not want to be moved at all . Even photographing her was an ordeal for the cameraman. The aide said the girl was not talking at all about her parents and appeared to have developed a mental block due to the tragedy. The children are expected to be kept in the creche for another few days till their wounds heal somewhat after which they will be shifted to the house for orphans, Rajindra Hospital Welfare Association Chairperson Mrs Ravinder Kaur Bir disclosed . Giving details of the case, ASI Ranjit Singh , who is incharge of the hospital chowki, said the mother of the children, Sudha, had been brought to the hospital on February 23 with 95 per cent burn injuries. He said Sudha died the next day. He said after the death he and other staff members took up the charge of the children immediately by providing for their diet and medicines. Sudhas husband Jeewan, who used to work at a dhaba in Doraha near Ludhiana abandoned the children two days later. He said after Jeewan abandoned the children he had doubts about the formers story who had claimed that Sudha was mentally imbalanced and had committed suicide after setting fire to a quilt. He said there was no reason for Jeewan to flee as the police had also registered a case of accidental death in the matter. He said Jeewan was found to be under the influence of liquor shortly before he fled the hospital. Meanwhile, the staff and
policemen on duty are doing their best to help the
children face the crisis. Another resident of Nepal, who
can converse with the children in their language and
whose child is also admitted in the hospital, was
involved in communicating with the children and giving
them courage in their hour of need. Besides this the
police is also trying to get another eight year old child
of Sudha, who is also working in the dhaba at
Doraha to come to the hospital to be with the younger
children. |
Dental students in a fix FARIDKOT, March 12 Even after spending lakhs of rupees and four precious years of their career, the fate of at least 200 students of Dashmesh Institute for Research and Dental Services hangs in the balance. Owing to refusal of recognition to the B.D.S course being run by the Institute by the Dental Council of India, these students find virtually incapacitated to start practice or join a postgraduate course even with degrees in their hands. At a meeting held here today, hundreds of students and their parents formed a six-members committee to take up the matter with the authorities concerned. Mr S.K. Singla, a member of committee, told TNS that the panel would approach Ms Renu Dhar, Joint Secretary, Health and Family Planning, Government of India, for according recognition to the B.D.S course of this college. He said if the management of the college did not cooperate, the parents would approach the police with affidavits to get a criminal case registered against the college authorities for misinforming them about the status of the college. Some parents, preferring anonymity, alleged that they were misinformed the college had got due recognition. They said they had paid a heavy captitation fee. They got a rude shock when they came to know that the degrees of their wards were merely pieces of paper in the absence of recognition to the college by the Dental Council. They alleged the college authorities, which admitted 60 students every year since 1992, told the students that since their exams were being conducted by Punjabi University, Patiala, recognition of the college could not be in doubt. They alleged the college authorities deliberately ignored the interests of students and did not make enough efforts to get the college recognised. Mr Gursewak Singh Director, Dashmesh Institute of Research and Dental Sciences,when contacted on the phone, said the college authorities had made sincere efforts for getting the institute recognised. He denied the college took capitation fee from students at the time of admission. He claimed the Dental Council of India had recommended the case of this college in 1992, but the Department of Health and Family Planning, Government of India, was delaying the same despite the fact the Union Ministry of Law had given legal opinion in favour of the college. He pointed out that the Joint Secretary Health and Family Planning was to meet the college authorities on February 10 on the issue. The meeting was postponed by the Joint Secretary, So far no date for the next meeting had been fixed. He said the college
authorities may approach the court on the matter. |
Tension over burial of body
defused JALANDHAR, March 12 Tension between two communities over the burial of the body of a child on the controversial piece of land, HMF Shah Sikandar, here was defused as members of one community today decided to execute the burial at Kapurthala. Tension had gripped the residential area in the backyard of the Devi Talab Mandir last night when members of a community opposed the burial of the body by another community on the land, which, according to officials, belongs to the Waqf Board. But before the situation could deteriorate further, police and administration officials intervened as a result of which the members of one community took the body to Maszid Iman Nasir in the central part of the city where it was kept for the night. After an assurance by
the Deputy Commissioner, Mr Som Parkash, that a permanent
solution to the problem would soon be found, the
community members, led by Mr Yaqoob and Mr A.R. Pirzada,
took the body to the D.C. Chowk burial ground at
Kapurthala. Mr Som Parkash assured that he would look
into the matter. Meanwhile, elaborate security
arrangements have been made by the police to prevent any
untoward incident in the area. |

Anandgarh project opposed by 75
MPs JALANDHAR, March 12 As many as 75 MPs have expressed concern over the proposed move of the Punjab Government to sell 75 acres belonging to Punjab Agriculture University, Ludhiana, as well as to uproot 38 villages of Ropar district for setting up Anandgarh city near Chandigarh. Releasing copies of a letter signed by the MPs, including Mr Jagmit Brar, Mr Balbir Singh, Mr Kuldip Nayar, and Mr Charanjit Channi, to the Punjab Chief Minister in this regard, Mr Balwant Singh Ramoowalia, President, Lok Bhalai Party, said selling PAU land would adversely affect the university which already faced shortage of land for meeting research requirements. Mr Ramoowalia said there was widespread resentment among the people of 38 villages near Chandigarh whose land would be requisitioned for the proposed Anandgarh city and asked the government to drop the project. He said to protest

Rs 1,500 cr loan for
Anandgarh KAPURTHALA, March 12 The primary school at Sholapur in the Sultanpur Lodhi sub-division of the district has been named after Lance Naik Baldev Singh, a Kargil martyr, at a function organised yesterday. Dr Upinderjit Kaur, Housing and Urban Development Minister, presided over the function. Addressing the gathering she said that HUDCO had agreed to advance a loan of Rs 1,500 crore to PUDA in order to acquire 1,5000 acres of land for the construction of Anandgarh town near Chandigarh. She said all modern facilities would be provided in the town which would be built at a cost of Rs 7,500 crore. Paying tributes to the Kargil martyrs, she announced that fitting memorials were being built by the government to inspire the coming generations. The minister said trees would be planted in 20,000 acres of land in Shivalik hills to conserve the environment. She announced a grant of Rs 1 lakh for the construction of the building of the primary school. The minister also

Kaur, the wife of martyr Baldev Singh. |
Badal visits mental hospital AMRITSAR, March 12 Chief Minister Parkash Singh Badal today visited the mental hospital here. Taking a round of the various wards of the hospital he suggested that those patients who had fully recovered but were not being accepted by their family members should be involved in social service and other small vocations to help them earn their own living. Regarding the pay scale of hospital wardens, the Chief Minister said the government would consider the proposal to make their pay scale at par with jail wardens. For other employees of the hospital he said the government would consider giving them residential accommodation in the hospital premises. Mr Badal also assured that the income generated from the 22-acre vacant government land behind of the hospital would be utilised for the benefit of the mental hospital. Later Mr Badal attended a Jagran organised by the Vishal Bhajan Mandli, in memory of Kargil martyrs. Paying his respects to Kargil martyrs, he said these martyrs were the bravest of the brave and cautioned against the nefarious designs of Pakistan in renewing terrorism. Baby and flower show
concludes LUDHIANA, March 12 A two-day flower and baby show organised by the local Municipal Corporation concluded here today on a colourful note. Mr A.S. Grewal, Mayor, presided over the function. The Nehru Rose Garden was the venue of the baby and the flower show. There were 480 entries for the baby show. The tiny tots up to the age of six years participated in the show. As many as 72 varieties of flowers were on display at the flower show. The spring flowers included roses, gladiolas, marigolds, sweet-peas, pansies and lilies, besides other varieties. There were at least 25 types of flowers in the cut-flower category. As many as 245 entries were received for the flower show. A painting competition
was also organised on the occasion in which 250 students
participated. Mr Grewal said the administration planned
to organised these shows twice a year. |
Writers given dark
rooms to stay in PATIALA, March 12 Writers and poets who were here on a visit from Delhi to attend a seminar in the Language Department of Punjabi University were given rooms in Writers Home here which had been without electricity for the past more than five months. The staff of the home even fiddled with the power lines to see if the fault could be set right. The staff even promised the writers that someone had been called to check the connections and the power supply would be restored soon. It was only after a considerable wait that some one told the writers that the home had been without power for the past five months and it would not be restored at such a short notice. When the writers approached the staff again, they were offered candles. The writers refused to use these and approached the department Director who arranged for an alternative accommodation for them on the university campus. While some went off to the university, a good 7 km away from the department, others contacted their colleagues in the town to avail themselves of hospitality they had rejected earlier. It is not for the first time that this has happened. The home, a modern building, is unable to host anyone since September last when its electricity supply was cut off as the department had not paid dues amounting to Rs 1.30 lakh. Dr Manjit, a writer of
Delhi, said though the staff had told them that the power
supply would be restored soon, it did not happen. |
Why was cops dismissal
revoked? CHANDIGARH, March 12 Twenty policemen who were dismissed over a period of time, primarily due to their alleged links with extremists, have been eventually reinstated in the service on the orders of various courts. Not only this, all of them were paid their salaries and other allowances permissible for the period they remained dismissed. Even promotions due to them were given. This information has been given during the ongoing Punjab Vidhan Sabha session. The list also includes at least two officers who were proceeded against for having extorted money from people. In one case the government accepted the representation and ordered the reinstatement of the official on November 5,1999. In another case, a deputy superintendent allegedly involved in a murder case, was reinstated on January 21 last. The TNS spoke to a senior official who is now to dig into these cases to determine Were the cases prepared against the accused so weak that these could not withstand the scrutiny by the judiciary? Was an appeal made to the higher court against the orders of reinstatement? Could these dismissals have been ordered out of prejudice or for settling personal scores? Did political intervention play any part particularly in the cases of illegal gratification? As many as 393 police
personnel, all ranks from sub-inspectors to constables
were dismissed in 1999-2000. Since the SAD-BJP government
assumed office, the number of policemen dismissed were
511 in 1997-98 and 458 in 1998-99. These figures were
revealed in a written information made available in the
Vidhan Sabha session. |

He was alleged to be of unsound mind. Ravinder Kaur of Payal tehsil, 25 km from here, died by allegedly consuming poison. In another case, Ajit
Parsad (21), died at the ESI Hospital after sustaining
electrical burns. Another man, Shamsher Singh (35), also
succumbed to his burn injuries at the Dayanand Medical
College and Hospital. |
Cop seeks help of Chief
Justice, CM PATHANKOT, March 12 Police Inspector Surinder Singh who was allegedly detained by a senior police officer here for more than three hours last month, has sent fax messages and telegrams to the Chief Justice of the Punjab and Haryana High Court, Punjab Chief Minister Parkash Singh Badal and top police officers for assurance of safety of his family members. Mr Surinder Singh has become a victim in a row between senior police officers. He was posted outside by the SSP, Gurdaspur. But the orders were allegedly cancelled by the DIG, Border Range, Mr Jasminder Singh. Consequently, Mr Surinder Singh could not join duty as per the orders of the SSP. In his fax messages to the Chief Justice and the Chief Minister, the police inspector has alleged that Mr B. Chandra Shekhar, SP, Headquarters, Gurdaspur, accompanied by his gunmen came to his residence on March 9 and asked him and his wife to withdraw a writ petition filed by them against a DIG and other officers for harassment. The petition is listed
for April 5. Mr Shekhar allegedly threatened the couple
that if the petition was not withdrawn, all members of
their family would be eliminated. |
Father, son booked BATHINDA, March 12 The local police has booked Sewak Ram Bhola, a Municipal Councillor, and his father Rikhi Ram and others under Sections 447, 427, 323, 506, 148 and 149 for demolishing a part of the wall in the plot of a local doctor. Police sources said when some persons tried to stop Bhola and others, the accused started threatening them and pelted stone at them. One person, identified as Ram Lal, was injured in the incident. Bhola, however, alleged
that he was implicated in a false criminal case as he was
attending a marriage party when a scuffle took place
between residents of his ward and the persons sitting in
the plot. |

Sukhbir BATHINDA, March 12 Mr Sukhbir Singh Badal, former Union Minister of State for Industries, today indicated that he would join state politics. However, he clarified that he was not in any political race as was being made out by the Shiromani Akali Dal detractors. Addressing a press conference here before the inauguration of permanent SAD office, Mr Sukhbir Badal claimed that he was always in touch with the state politics. "The Akali Dal is a democratic party and if party high command assigns any duty to me, I will accept it as a humble Akali worker," he added. He refused to comment on the recent crisis after the Akal Takht Jathedar, Giani Puran Singhs controversial "hukamnama" regarding the Nanakshahi calendar. Replying to another question, Mr Sukhbir Badal said that SAD was against the Union Governments decision to hike urea prices. He said that the Punjab Chief Minister had already discussed the matter with the Prime Minister and the Finance Minister. The former minister claimed that during his tenure heavy industry worth Rs 22,000 crore had been sanctioned for Punjab by the Central Government. He assured that all projects would be completed soon. He said a private sector 500 MW power plant at an estimated cost of Rs 2000 crore would be soon set up at Goindwal Sahib. Two more units of 250 MW each would start functioning shortly at Guru Hargobind Thermal Plant Lehra Muhabbad. He clarified that there was no move to shift Guru Gobind Singh Oil Refinery and Rajasansi Airport, Amritsar, out of state. He said that false statements regarding these projects by Mr Balwant Singh Ramoowalia and certain Congress leaders were baseless. Dubbing the Lok Bhalai Party headed by Mr Ramoowalia as a branch of Congress he said that he was an "opportunist" and working as a Congress spokesman. Mr Sukhbir Badal said that due to the anti-people policies of the Congress in the state, Punjab had lagged behind in the industrial sector. Later, he presided over a meeting of district Akali workers regarding the partys organisational elections and inaugurated the SAD office at Mansa Road. Mr Sukhbir Badal, who
was appointed the party observer for the Bathinda
district claimed that Mr Sikander Singh Malooka was
unanimously elected SAD district president. However, a
local minister, Mr Chiranji Lal Garg, and his supporters
were conspicuous by their absence. District BJP leaders

SDMs to inspect polluting
units PATIALA, March 12 In a Save Environment drive, the district administration has directed all Subdivisional Magistrates (SDMs) to conduct a survey of the pollution-spreading agencies in the district. The Deputy Commissioner, Mr Jasbir Singh Bir, has ordered the SDMs to report within 15 days about small or big industries responsible for contaminating river and underground water apart from polluting the air. In an official press note issued here, the Deputy Commissioner said reports reaching him revealed that industries were discharging effluents into seasonal rivers and rivulets, which had become a threat to the environment.
