10 sentenced to life imprisonment
HISAR, Sept 24 — The Additional District and Sessions Judge, Mr B.S. Rawat, on Wednesday sentenced 10 persons, including two women of Dhani Gangwa village of the district to life imprisonment for murdering a 13-year-old girl, Santosh, five years ago.

Hooda decries delay in paddy purchase
CHANDIGARH, Sept 24 — As much as 80,936 MT of paddy had arrived in Haryana mandis till yesterday of which 391 MT was of common variety 79,219 MT of grade ‘A’ variety and 1326 MT was basmati. The procuring agencies have so far purchased 2014 MT of common and grade ‘A’ paddy.

10 sentenced to life imprisonment

HISAR, Sept 24 — The Additional District and Sessions Judge, Mr B.S. Rawat, on Wednesday sentenced 10 persons, including two women of Dhani Gangwa village of the district to life imprisonment for murdering a 13-year-old girl, Santosh, five years ago.

The persons who have been convicted are Biru, Ram Karan, Ram Singh and Bhadur sons of Biru three brothers, Leelu Sultan and Hari Ram, Guddi, wife of Hari Ram, Ram Piari, wife of Ram Karan and Chokha.

The court also imposed a fine of Rs 5000 each on them.

According to the prosecution, the relation between the accused and Aad Ram was not good. The accused reached the house of Aad Ram on July 2, 1994, with lathis and sharp edged weapons. A woman, Dhapa and her brother, Rameshwar, were present at that time.

When Aad Ram returned he found the body of his 13-year-old daughter Santosh, on a street near the house. The police found all of them innocent and registered a case under Section 302, IPC, against Dhapa and Rameshwar.

Aad Ram filed a complaint in the court against the case filed against Dhapa and Rameshwar.

After hearing the arguments, the court found all 10 persons guilty and acquitted Dhapa and Rameshwar.Top


 

SYL dispute: ‘Tau’ expresses concern

GURGAON, Sept 24 — Former Deputy Prime Minister Devi Lal today expressed concern over the delay in a solution to the Sutlej-Yamuna link SYL canal project dispute between Haryana and Punjab and hoped that the Centre would intervene to find a solution to the satisfaction of the two states.

Mr Devi Lal, who was here at the residence of a prominent leader of his Indian National Lok Dal (INLD), emphasised that the Centre, which intervened in the Cauvery water dispute between Tamil Nadu and Karnataka, should also use its good offices in the SYL dispute.

He said the SYL dispute was not a personal issue between the Chief Ministers of the two states and hence, it was wrong to link the issue to the two political personalities. He said so, when pointed out that he and Mr Parkash Singh Badal were known friends which should have helped in resolving the dispute. Moreover, the INLD and the ruling Shiromani Akali Dal in Punjab were allies of the BJP.

Mr Devi Lal declined to answer questions on the possible announcements by the state government for the benefit of the people tomorrow at a public function in connection with his birthday celebrations in Hisar. He said he would reserve the answer for tomorrow to maintain the "dignity and charm" of the possible announcement. However, when specifically asked about the details of the move to announce increase in the old-age pension, he said it was for the state government to finalise it. According to unofficial sources the government plans to increase the amount of old-age pension from Rs 100 to Rs 200.

Mr Devi Lal apparently disappointed his admirers from the nearby villages who had come to him with their problems. They wanted him to influence the state government for the amendment of the Land Acquisition Act so that the Haryana Urban Development Authority (HUDA) adequately compensated the farmers in lieu of the acquisition of their land for development purposes.

After prolonged silence, Mr Devi Lal assured them that the present government in Haryana "belonged to them" and they should support and strengthen it. Top


 

Hooda decries delay in paddy purchase

CHANDIGARH, Sept 24 — As much as 80,936 MT of paddy had arrived in Haryana mandis till yesterday of which 391 MT was of common variety 79,219 MT of grade ‘A’ variety and 1326 MT was basmati.

The procuring agencies have so far purchased 2014 MT of common and grade ‘A’ paddy.

A large quantity of common and grade ‘A’ variety of paddy coming in the mandis, which conforms to the specifications laid by the union government is being sold on rates higher than the minimum support price. The paddy has been purchased by traders at prices ranging from Rs 431 to Rs 545 a quintal for the common variety Rs 426 to Rs 670 a quintal for grade ‘A’ variety and Rs 761 to Rs 1261 a quintal for basmati. Only a small quantity of paddy which contains moisture beyond the permissible limit of 18 per cent is being sold below the support price.

Haryana was the first state to request the union government to advance the kharif procurement season by a fortnight to which the Union Food Minister agreed.

Meanwhile, the President of Haryana Congress, Mr Bhupinder Singh Hooda, has expressed concern over the delay in the procurement of paddy by government agencies.

In a statement here today Mr Hooda said farmers were a harassed lot in view of the delay in the start of procurement. Huge stocks of paddy had piled up in the procurement centres of the state and if the Central agencies did not enter the market immediately, farmers would be put to loss. Unseasonal rain, he said, could destroy the paddy stocks lying in mandis.

Mr Hooda criticised the union government for reducing the number of varieties of paddy by clubing fine and superfine varieties in one group. He said farmers of Haryana, by and large sowed superfine varieties and under the clubbing policy they had suffered.Top


 

VC lays stress on use of Hindi

KURUKSHETRA, Sept 24 — Students of the English Department stole the show in various competitions organised by Kurukshetra University during the week-long Hindi Day celebrations which concluded here yesterday. They won a majority of the prizes in the declamation contest and other competitions.

Geetanjali Mishra of the English Department won the first prize in the Hindi poetry recitation competition while Bindia of the same department was adjudged best in the Hindi essay-writing competition.

Presiding over the final-day function, Dr M.L. Ranga, Vice-Chancellor of the university, expressed concern over the lack of use of Hindi in government offices. He said Hindi should be patronised at all levels and Indians should get rid of the ‘slave mentality’ by not following the English culture and way of life. He said the Hindi language, culture and literature was very rich.

Dr Ranga honoured Udaibhanu Hans for his contribution to Hindi poetry and literature. Mr Ram Lal Verma, an industrialist based in Ambala, was honoured for his contribution to Hindi Literature and Culture.

Prof S.K. Singh, Dean Students Welfare of the university, expressed concern over the lack of use of Hindi in judicial work in the country. He thanked Dr Ranga for promoting the use of Hindi on the campus.

Bail applications rejected

SONEPAT, Sept 24 — Mr D.K. Sharma, Judicial Magistrate, First Class yesterday turned down the bail applications filed on behalf of Gagan Inder Singh, Raman Inder Singh and Chanpreet Singh. They were facing charges of forcibly taking away a Tata Sumo from Mr Dinesh Kumar, a driver and resident of the Uttam Nagar area on the intervening night of July 18 and 19 on the G.T. Road near Murthal chowk in the district.

While rejecting their bail applications, the magistrate observed that accused did not deserve any sympathy of the court. Moreover, the offence under Section 467, IPC, was punishable, he added.

According to the prosecution, the complainant was returning to Delhi after dropping the passengers at Jalandhar. When he reached the bus stand at Ambala, the accused stopped his vehicle and asked the driver to drop them at the bypass near Delhi to which he agreed. When he reached near Murthal chowk around 3.30 a.m. one of the accused put a rope on his neck and while another dragged him on to the back seat. Thereafter, they pushed him out of the vehicle near Shahpur village at gun point and took some documents and cash.

The accused who belonged to Bunar village in Patiala district, had been residing temporarily in Sector 19-C in Chandigarh. The fourth suspect, Joginder Singh, alias Maroo, had absconded.Top


 

Double-decker plane in a ‘decade’

AMBALA, Sept 24 — Aluminium is fast making way for fibre-reinforced composite materials in the making of aircraft as designers world over are working on double-decker and hypersonic aircraft with speed five times that of sound (Mach 5).

This was stated by Dr C.G. Krishnadas Nair, Chairman, Hindustan Aeronautics, Bangalore, while delivering the 10th Gian Chand Jain Memorial Lecture here today.

He said the future aircraft would be blended wing body (BWB) aircraft, which would have no separate fuselage and no stabilising tail structure. Such an aircraft would be possible because of "intelligent materials", which could be put as sensors to monitor the disturbances and feed online computers for providing active controls.

Dr Nair, who is considered an international authority on aeronautical engineering, said this type of aircraft with a passenger capacity of 800 was now under the wind tunnel testing and would become a reality by 2020.

He said within a decade, however, a double-dacker aircraft with a seating capacity of 600 to 700 passengers would be introduced. In transport sector also, he added, the largest cargo plane today was AN-225 which could carry a payload of 250 tonnes. "In future we might see much larger aircraft with payload capacities of 400 tonnes to 500 tonnes."

Dr Nair, who was speaking on "Future materials and processes for aircraft applications", said at present the range of large A-340 or Boeing-747 planes was about 16,000 km. The designers were now dreaming of connecting Sydney-Los Angeles or Bombay-Los Angeles or Singapore-San Francisco non-stop, which meant a range of about 24,000 km. As the circumference of earth was 39,000 km, to increase the range of an aircraft beyond certain limit would be meaningless unless its speed was also increased.

Since the aircraft with speed of Mach 5 would be a totally hot structure because of the frictional heat between its surface and the air, it would need materials totally different from present-day materials. Already some of these technologies were available because of increasing trends in the speed of fighter aircraft.

The Chairman of the Gian Chand Jain Memorial Foundation, which organised the lecture, Mr N.C. Jain, conferred the Award of Excellence in Scientific Research on the Central Scientific Instruments Organisation (CSIO), Chandigarh.Top


 

DPC meeting put off again

CHANDIGARH, Sept 24 — The meeting of the Departmental Promotion Committee for nomination of officers of the Haryana Civil Service (Executive Branch) to the IAS has been postponed once again.

The DPC meeting has not been held for the past five years, leading to resentment and stagnation among HCS officers.

The Bhajan Lal and the Bansi Lal governments were not interested in nominating certain HCS officers to the IAS. Therefore, the meeting of the DPC, in which nominees of the union government and the Union Public Service Commission also participate, used to be postponed on one pretext or the other.

The Chautala Government had convened the DPC meeting at Gurgaon for September 24 and 25. However, an HCS officer filed a case before the Central Administrative Tribunal, seeking directives to the state government to include his name among officers who would be considered by the DPC. The officer had sought benefit of his service in the defence forces in determining his seniority.

The CAT issued a notice to the Haryana Government for September 23. In view of the CAT orders the state government informed the Central Government and the UPSC nominees about the postponement of the meeting.

The officer's application was, however, dismissed yesterday when the CAT was informed that he had already availed of the benefit of Army service once and it could not be given to him for the second time.

Official sources say the meeting of the DPC will now be called within a fortnight.Top


 

Rs 2 lakh looted from bank

ROHTAK, Sept 24 — An amount of Rs two lakh was looted at gunpoint from a bank at Chhara village in Jhajjar district today.

According to police sources, three unidentified armed persons came to the branch of UCO Bank in the village at about 1 p.m. this noon. While one of them stood outside, two others who had revolvers in their hands went inside and asked the cashier to hand over the cash to them. They threatened to shoot if anybody tried to raise the alarm.

It is reported that the youths after collecting the amount of about Rs 2 lakh escaped on a two wheeler vehicle parked outside. The whole incident happened in less than 10 minutes.

Case registered against husband

SONEPAT, Sept 24 — Mrs Kalawati, a housewife, was allegedly killed with a sharp-edged weapon by her husband Ishwar, a truck driver, while she was asleep in her house at Bhainswal Kalan village on Tuesday night.

According to a delayed report, the alleged assailant also took poison to commit suicide but was admitted to the Medical College Hospital at Rohtak for treatment where he is lying in an unconscious condition.

The father-in-law of the victim, Mr Vishnu Dutta, a contractor, not only condemned the brutal murder of her daughter-in-law but also said that he would not render any help to his son in the case.

Mr Maan Singh, father of the victim, said his daughter had been living in her inlaws house for the past 12 years even after her husband had dissociated himself with his wife. She had been given financial help by her father-in-law.

Before the murder, Ishwar reportedly took his wife to a temple where he offered apology for his behaviour in the past. The police suspected this was part of his murder plan.

The police has, meanwhile, registerd a case of murder against the husband.Top


 

Three arrested in dowry case

SONEPAT, Sept 24 — The police has registered a case of dowry death against Sanjay, husband of the victim Sunita, Rishi Pal and Moorti Devi, father and mother, respectively, of Sanjay and started investigations.

According to official sources, a complaint was lodged with the police by Mr Om Parkash of Lampur village (Delhi) and father of the victim stating that his daughter, who was married to Sanjay about two years ago, was being harassed for not bringing adequate dowry. This, it said , had forced her to commit suicide by setting herself ablaze.

The police has arrested all those involved in the case.

In another case, on a complaint of Ms Asha Taneja, the police has registered a case against her husband, Gopal Teneja, and three members of the family on the charge of harassing her for not bringing sufficient dowry. However, no arrests have been made so far.Top


 

Nurses ask CM to accept demands

ROHTAK, Sept 24 — The Nurses' Association of the Pt B.D. Sharma Postgraduate Institute of Medical Sciences has appealed to the Haryana Chief Minister, Mr Om Prakash Chautala, to accept its long-pending demands.

In a statement here on Wednesday Ms Santosh Hooda, General Secretary of the association, said Mr Chautala had assured the nurses during their agitation in the previous government's tenure that their demands would be accepted if his party came to power. She said the nursing community had pinned all its hopes on the present Chief Minister.

Ms Hooda demanded filling of vacant posts of nurses, exemption from duty at CSSD Department, Glucose, kitchen, laundry and medicine stock department. She sought confirmation of nurses appointed on a regular basis, proper accommodation facilities and promotion policiy on the pattern of the PGI, Chandigarh or AIIMS, Delhi.Top


 

Car taken away at gunpoint

ROHTAK, Sept 24 — A car and a motorcycle were taken away at gunpoint in two different incident in Jhajjar and Rohtak district, respectively, in the past 24 hours.

According to police sources, a Maruti car was taken away at gunpoint by two unidentified persons from its driver near Matanhel village in Jhajjar district. The car had been hired by the suspects from Beri.

In second incident three armed youths forcibly took away the motorcycle of Rajbir, a resident of Kultana village, near Sampla town.

In another incident, one person died after a tyre retreading machine fell on him on the Hisar road last evening.Top
