highways CHANDIGARH, Sept 9 The Haryana Chief Minister, Mr Om Prakash Chautala, has approved an investment of about Rs 500 crore to upgrade the state highways and repair other major roads in the state. He was directed the officers of the departments concerned to complete most works by May, 2000. The Chief Minister was reviewing the condition of the roads with the senior officers of the departments of Public Works (B&R), Finance, State Agricultural Marketing Board and the Rural Development Fund. He said 11 sate highways, about 660 km long, would be upgraded at a cost of 200 crore. These highways are Yamunanagar-Hadaur-Ladwa-Thanesar-Pehowa, Jagadhari-Paonta, Panipat-Saffidon-Jind, Uklana-Bhuna-Fatehabad, Hansi-Barwala, Sardulgarh-Sirsa-Ellenabad, Budhlada-Ratia-Fatehabad-Bhattu-Bhadra, UP Border-Sonepat-Gohana-Jind-Barwala, Rohtak-Kharkhoda-Delhi, Uklana-Tohana-Munak and Dharuhera-Sohana-Palwal. Mr Chautala said the condition of roads had deteriorated to such an extent that normal maintenance would not be sufficient. He also approved special repair of major roads involving an estimated expenditure of Rs 300 crore. Efforts would be made to get more State highways declared as national highways. He also asked the officers of the Finance and Public Works Departments to explore the possibilities of raising loans from HUDCO, NABARD and commercial banks besides pursuing the World Bank loan. It was decided that the
maintenance of 2,800 km of rural roads in 19 market
committees be taken over by the State Agricultural
Marketing Board in addition to maintenance of 3,200 km of
its own roads. It was also decided that at least Rs 30
crore of the Rural Development Fund be utilised per annum
for repair and maintenance of rural roads. |
Choudhary is Deputy Chief of
Planning board CHANDIGARH, Sept 9 Mr R.S. Choudhary, a retired IAS officer of the Haryana cadre, has been appointed Deputy Chairman of the Haryana Planning Board with immediate effect. Mr Choudhary will be entitled to the status, salary and all other privileges as admissible to a Cabinet Minister. Born on June 18, 1938, at Sirsa, Mr Choudhary hails from the Aggarwal community. He graduated in law from Delhi University in 1962 and served the state in various capacities. He also served in the Excise and Taxation department. He had a distinguished career as an officer belonging to the Haryana Civil Service and then the Indian Administrative Services. Ranked as an able administrator, Mr Choudhary remained Officer on Special Duty with former Chief Ministers, Mr Devi Lal, Mr Hukam Singh, Mr B.D. Gupta and Mr Om Prakash Chautala during his earlier tenure. Mr Choudhary is
considered to be one of the closest associates and the
most trusted advisors of Mr Chautala. He is an official
spokesman of the Indian National Lok Dal and a member of
the party's Political Affairs Committee. |
Non-teaching staff refuses
to relent HISAR, Sept 9 The administration of Guru Jambeshwar University and the non-teaching staff of the university appear to be heading, for a showdown on the issue of five days' week in the university. The non-teaching staff of the university has been demanding the introduction of five days' week like the prevailing practice in Kurukshetra University and Maharshi Dayanand University, Rohtak. The Non-Teaching Employees' Union decided today to observe a two-hour pen down strike for 10 days from tomorrow in support of their demand. Earlier, members of the union had staged a dharna on the campus. The university administration, on the other hand claimed that it had an open mind on the issue and the matter was under consideration. The Registrar, Mr Abhilaksh Likhi, said a decision in this regard could not be taken at the university-level and could be finalised only by the Executive Council. Moreover, the Chancellor, Mr Mahabir Prasad, is said to have suggested six days week for all universities. The Registrar said the university would be forced to take "no work no pay" measure, because of the attitude of the non-teaching employees. He said the issue could be resolved through discussion any time. However, non-teaching
staff also appears to be in no mood to relent. It has
already decided to work for five days in a week. However,
the university timings have not been increased by an
hour, a requirement to compensate for the work hours. |
4 cops booked for
torturing Dalit FATEHABAD, Sept 9 Four policemen have been booked for torturing Dalit in Dahman village in this district last month. The cops, against whom cases under Sections 343,323 and 34 of the IPC have been registered, include Baljeet Singh, SHO in charge of Bhuna police station, ASI Ishwar Dass, Head Constable Sher Singh and Constable Tej Paul. The police, after getting orders from the SP, Ms Kala Ramachanderan, registered cases against the four at Bhuna police station and sent the cops to the Police Lines. The Bhuna police had
arrested Tek Chand, a Dalit commission agent, after a
bull of the Dahman village panchayat was stolen and sold.
Some villagers had lodged a complaint against Tek Chand
in this regard. The cops had allegedly beaten up Tek
Chand mercilessly and as a result he had to be admitted
to a hospital. The family members of the Dalit commission
agent had complained to the senior police and
administrative officers in this regard. Later the SP
asked the DSP, Mr Sultan Singh, to probe the case and
after investigations he found the four cops guilty of
atrocities prima facie. |
EC's decision on Chautala
flayed ROHTAK, Sept 9 The youth wing of Indian National Lok Dal (INLD) has raised doubts regarding the functioning of the Election Commission. Criticising the reported directions of the Election Commission to the Haryana Chief Minister, Mr Om Prakash Chautala, to move outside the state during the Lok Sabha elections on September 5, Mr Vijender Ahlawat, state Youth INLD General Secretary, alleged that the move had exposed the "predisposition" of the commission. Mr Ahlawat alleged that the Election Commission played with Constitution by depriving a Chief Minister of his electoral right. He charged the commission with exceeding its limits and discriminating against Mr Chautala. The youth leader alleged that Mr Bansi Lal, former Chief Minister, remained in the parliamentary constituency of his son, Mr Surender Singh, during the last Lok Sabha elections and misused the official machinery to support him. But, the Election Commission did not consider it objectionable, he added. In a letter written to
the President, Mr Ahlawat has demanded immediate
dismissal of the Election Commissioner for providing such
'unconstitutional' directions to the Chief Minister
without any profound reason. |
Stolen jewellery recovered, 3
held PANIPAT, Sept 9 The Panipat police arrested three criminal elements from the local bus stand and recovered a countrymade revolver, five live cartridges and stolen ornaments, including two pairs of ear-rings and silver jewellery, from their possession last evening. The three have been identified as Shajid, Munshi and Chandu, all residents of Kairana in Uttar Pradesh. According to police sources, these three persons reached Panipat from Kairana by bus last evening. The police staff on duty at the bus stand got suspicious while watching their activities and apprehended them for interrogation. During the search, the police recovered the revolver, ammunition and jewellery from them. The sources disclosed that on interrogation the alleged criminals confessed snatching ornaments from two women of village in the Kairana area. The purpose of their visit to Haryana was to sell off the looted ornaments and arms and ammunition and then use this money in buying buffaloes from Panipat area for taking them to Uttar Pradesh. |
Protest against cops
conduct AMBALA, Sept 9 Residents of the Manav Chowk area blocked traffic on the Ambala-Hisar road for about two hours yesterday to protest against the alleged misbehaviour of a constable. The constable had misbehaved with a car driver. The traffic was restored
after an assurance by the DSP that action would be taken

Haryana Congress charge
'baseless' CHANDIGARH, Sept 9 The Haryana Town and Country Planning Minister, Mr Dhirpal Singh, has termed as "baseless and concocted" the charge levelled by the Vice-President of the Haryana Congress, Dr K.V. Singh, and the general secretary, Dr Ram Prakash, that Chief Minister, Om Prakash Chautala had adopted unfair means in the Lok Sabha elections. In a statement here today, Mr Dhirpal Singh said Haryana had set an example in conducting fair and peaceful elections. The credit for this achievement went to the commitment of Mr Chautala and also to the administration and the people of the state. He claimed that the BJP-INLD candidates would win all the 10 Lok Sabha seats in the state with a margin ranging from one lakh to three lakh votes. The Congress leaders were now issuing irresponsible statements as they were fearing a humiliating defeat. He said the Congress and Mr Bansi Lal had jointly contested the elections, but the people of Haryana rejected them completely. The minister said that
instead of issuing such irresponsible statements the
Congress leaders should congratulate Mr Chautala on
peaceful polling. |
Rs 2.35 lakh cheque for war
heroes fund CHANDIGARH, Sept 9 The Haryana Chief Minister, Mr Om Prakash Chautala, was presented with a bank draft for Rs 2,35,961 by the Director, Prosecution, Mr Ram Singh Shehrawat, for the Chief Minister's War Heroes' Relief Fund, here today. The amount includes the
contributions made by the Attorneys Association and the
staff of the department posted at the headquarters,
district and at subdivisional levels. |
