Bansi re-elected party chief ROHTAK, Oct 24 Mr Bansi Lal, a former Chief Minister, has been unanimously re-elected President of the Haryana Vikas Party for two years. The election was held at a party workers' meeting here today. Mr Mani Ram Godara, a former minister, proposed the name of Mr Bansi Lal and Seth Siri Kishan Das, a former Town and Country Planning Minister, seconded it. As many as 14 members were elected to the Executive Committee. They are Mr Surender Singh, Mr Kanwal Singh, Mr Harjit Mehta, Mr Rajiv Jain, Mr Ram Chander Jangra, Mr Abhay Ram Dahiya, Prof Chhatar Singh Chauhan, Mr Attar Singh Saini, Mr Jitender Singh, Mr Swaraj Kaushal, Mr Manphool Singh, Mr Het Ram, Mr Harsh Kumar and Mr Narayan Singh. Mr Ram Chander Jangra, Mr Rajiv Jain, Mr Surender Singh, Mr Dalbir Singh Gandhi and Mr Jitender Singh were elected general secretaries. Seth Siri Kishan Das and Mr Abhay Ram Dahiya were elected treasurer and organising secretary, respectively. Besides, Mr Mani Ram Godara, Seth Siri Kishan Das and Mr Jagbir Singh Malik were nominated as members of the Working Committee. Mr Bansi Lal warned the
government that the party would launch an agitation
against the hike in the prices of diesel at Hisar on
November 4. He also sought remunerative prices for the
produce of farmers and the introduction of the credit
card scheme for them. |
Prolonged power cut hits Ambala
units CHANDIGARH, Oct 24 Unscheduled and prolonged power cut has hit industry and trade severely in the Ambala cantonment area. The government has announced a four-hour power cut but in practice it extends from 12 hours to 15 hours daily. The failure of the authorities to restrict the cut to four hours and inform its timing in advance has virtually crippled the industry. The township is the hub of the scientific instruments industry, Asias biggest which exports over 35 per cent of its products. The industry fears that prolonged and irregular power cuts will hit exports as the units will not be able to maintain the delivery schedule. Some of the units may lose the supply orders in the process. The workers have also been hit by power shortage. In all, nearly 15,000 men are employed in the scientific instruments units of which over 12,000 come to the town daily from neighbouring villages. They have no work as there is no power supply during day time. The local trade federation held an urgent meeting and at Ambala today and decided to lodge a protest with the government for its failure to impose the power cut uniformly in the state. Dr N.C. Jain, chairman of the federation, said a four-hour power cut was acceptable to the industry and trade. In fact even a six-hour cut would not be resented provided it was imposed properly and the consumers were informed about it in advance so that they could adjust the working hours accordingly. But these days there was no electricity in the township from early morning till late in the evening. There was no justification for such severe power cuts as power consumption in Ambala, which has mostly had small and tiny industrial units, was very low. All these units put together required less power than a single big unit at Faridabad and other industrial centres. The federation demanded that the frequency of the cut for Ambala at the distribution centre of the BBMB should be on a par with that of Chandigarh. Representatives of as
many as 40 trade and industrial organisations attended
the meeting. |
Yamuna plan excludes certain
areas PANIPAT, Oct 24 Although work on the Yamuna action plan has been almost completed in the town as claimed by the public health authorities a number of areas, mainly in the old city, have not been covered under the project. The two sewage treatment plants installed under the project at a cost of about Rs 30 crore are not being to optimum use and the left-out area continue to be polluted by human excreta flowing in open drains. According to official sources, under the Yamuna action plan, two sewage treatment plants of 35 MLD at Sewah village and 10 MLD on the Jatal road had been constructed. Areas on the eastern side of the Delhi-Ambala railway line have been linked by pipelines with the Sewah plant. The sewer laid for this plant cover areas of the tehsil camp, Devi Mandir, Ouila area, Ward No 9, Sanoli road, HUDA colonies, Sector-25 and Risalo village. A number of colonies located a little distance from the laid sewerage pipelines have not yet been connected. For the Jatal road treatment plant, the sewar pipelines have been laid from Hali Park up to Jatal road. Here too a number of thickly populated localities have not been left out. Engineers of the Yamuna action plan opine that the left-out areas can be connected with sewers by constructing small drains. But this work is to be undertaken by the local nagar parishad. The financial position of the parishad is reported to be poor. The public health
authorities concede that there is no provision or
facility with the department under the Yamuna action plan
to treat chemically polluted water. Though a number of
schemes have been planned for the same, according to a
spokesman of the Industrial Association of Sector 29,
nothing has materialised the due to the
"indifferent" attitude of the Pollution Control
Board here. |
Remote-controlled colleges HISAR, Oct 24 Even after 20 years, the DAV College Managing Committee, New Delhi, is yet to constitute separate statutory governing bodies for each affiliated DAV College in Haryana. Under the Haryana Affiliated Colleges, Security of Service Act, 1979, each affiliated college in Haryana is supposed to have its own statutory governing body. The governing body shall consist of 11 to 21 members with a nominee each on it, of the government and university and three elected teaching and non teaching representatives of the college staff and the principal, acting as the member secretary. As per the regulations and guidelines of the Kurukshetra University (KU) and the Maharshi Dayanand University (MDU), Rohtak, the entire management of a non-government recognised college is vested in the governing body of the college, which is the appointing and punishing authority of its staff. The purpose and tenor of the Act was to save the teachers from the highhandedness of private managements and also to tone up the educational administration of private colleges. Except for the DAV managed colleges, all other aided and affiliated colleges in Haryana have their own governing bodies to manage the affairs of the college. However, all the 13 DAV colleges in Haryana are being managed by the DAV Managing Committee, Delhi, in violation of the Act and university rules. However the DAV Managing Committee claims to be the common governing body for all the 13 DAV colleges of Haryana. The claim is supported by the argument that the Act was amended in January 1996, which says "managing committee means managing committee of an affiliated college, or colleges". The amendment no where mentions that the DAV Managing Committee, New Delhi is the statutory governing body of one or all the 13 DAV colleges in Haryana. This is because of the fact that the constitution of each governing body of a non-government recognised college, as per the clause 6 of the KU remains unamended. Under rules there is no common seniority of the employees of various affiliated colleges. In utter violation of these rules, the DAV Managing Committee, has been from time to time transferring lecturers and principals from one DAV college to another. This is despite the fact that the post of a lecturer or principal in a non-government college is a selection post by way of direct recruitment on all-India advertisement basis and not by way of promotion or transfer. However, surprisingly,
the successive governments in Haryana and the authorities
of KU and MDU have failed to take any action in this
regard and enforce its rules and regulations. |
Farmers take to strawberry HISAR, Oct 24 (UNI) Strawberry farming is fast gaining popularity in this district of Haryana. The farmers are giving preference to this fruit because it is a beneficial proposition. The crop is sown in September and bears fruit from December to April. As the per acre production of strawberry ranges between 100 and 150 quintals, farmers are able to gain immensely from the crop. The Haryana Government has provided a number of facilities to farmers for further developing strawberry farming, according to an official spokesman here. That strawberry farming has caught the attention of the farmers of the district is evident from the fact that in 1995 a farmer of Pali village brought some strawberry plants from Amritsar (Punjab) and started plantation. Gradvally farmers of the neighbouring village also started taking interest in the farming. Ramphal in Saharwa village produced 20,000 plants from one acre area in 1996-97. Gradually, he increased his land holding to 10 acres. On the basis of production and quality the strawberry plants are categorised into sorta, sali master, scott north, albitron gorilla, prebear, local jyolicaur vanglore and dil pasand. The ideal conditions for strawberry plantation is sandy area having a PH measure of 6.5 and a proper water drainage system. These plants should be kept moist till firmly rooted and should be irrigated during winters at an interval of three to five days. Any wild growths around it should be cleared every 10 to 15 days. Monochrotophos is sprayed to prevent the leaves and stem from pests. The fruit should be plucked before pesticides are sprayed. The crop requires a lot of protection and care. The fruit once ripe and plucked is stored in polypacks and later transferred to large boxes. Southern Haryana has
proved an ideal place for sowing the crop. The fruit has
a great market potential in Europe. |
Held for killing companion PANIPAT, Oct 24 The police here has arrested Rajkumar alias Raju of the local Parshu Ram colony for allegedly murdering his companion Parveen Kumar alias Pinnu of Local Vikas Nagar on Thursday last night. According to police sources, a complaint was lodged by Tilak of Tehsil Camp alleging that Parveen Kumar has been kidnapped by Rajkumar on October 21 and has not returned to his home. The police took Rajkumar into custody for investigation. During interrogation Rajkumar confessed his involvement in killing Parveen Kumar. Rajkumar has reportedly told the police that both of them were partners in illicit sale of liquor during prohibition days and Parveen was to pay him some amount. On October 21, Rajkumar came to the house of Parveen and took him along. Both of them consumed liquor and then Raju demanded his amount from Parveen. It led to a quarrel between them. Later Parveen told Raju that he would pay the amount provided he was offered more drink. Agitated over this Parveen, Raju took him to a deserted house in Sector-6 behind Shindla hotel and murdered him by stabbing with screw drivers and hammering his head with bricks. The police recovered the body last evening and a case has been registered against Raju in city police station. In another case, Braham Singh a resident of Tehsil Camp, Panipat died on the spot in a road accident on the GT Road, near Machhroli village, last evening. According to
information, Braham Singh was coming from Samalkha to
Panipat on his motor cycle last evening. When he reached
near Machhroli village he was knocked down by a speeding
vehicle coming from behind. He fell down on the GT Road
and was run over by another vehicle, he died on the spot.
A case has been registered under Sections 279 and 304 of
the IPC and the body has been handed over to the family
of the victim after a post mortem examination. |
TA celebrates golden
jubilee ROHTAK, Oct 24 The unit of Territorial Army (TA) at the Post-graduate Institute of Medical Sciences here concluded its four-day golden jubilee celebrations today. This is one of the seven TA units serving in the country. It was inaugurated by the first Indian Governor, General C. Rajgopalacharya in Delhi on October 9, 1949. It was shifted to the PGIMS here on October 22, 1974. Lt-Colonel A.D. Tiwari, commanding officer of the unit says there are eight doctors, 11 nurses and 153 paramedical personnel of different categories serving in this unit. He says majority of personnel belongs to the local PGIMS and they visit the unit on Sundays and holidays for training. The role of this unit is to establish a 400-bed hospital here for the soldiers injured in aggression national calamities and civil unrest. Maj G.S. Chaudhary, Registrar of the unit said the countries like the UK, the USA, Australia, Israel and Yugoslavia were heavily dependent upon their territorial forces and, he claimed the size of these forces were much more than that of their regular armies. He said members of the unit have been performing their respective duties as well as voluntarily serving here. As part of the golden
jubilee celebrations ceremonial parade, various
competitions, sports events, blood donation camps and
medical and eye camps were organised. |
HAUTA threatens to intensify
stir HISAR, Oct 24 The Haryana Agricultural University Teachers' Association (HAUTA) yesterday warned of intensifying its agitation if the government failed to implement the package of revised pay scales in accordance with the guidelines by the Indian Council for Agricultural Research (ICAR). The HAUTA did not appear satisfied with the outcome of the meeting of the special committee constituted by the government for the purpose. The committee met at Chandigarh on October 20 under the chairmanship of the state Chief Secretary. The HAUTA which is staging a dharna for last 10 days decided not to call it off, as the meeting did not bring desired results. A spokesman for the HAUTA said, "the HAU faculty is not satisfied with the outcome of the meeting, since number of serious anomalies are still existing". This, he said, had led to serious resentment among the faculty members. The association alleged that the Haryana Government "is determined not to oblige the HAU faculty" by not accepting the ICAR pay package in totality. It pointed out, the Punjab Government had already done so for Punjab Agricultural University without any anomalies. The HAUTA regretted that
despite repeated assurances by the Chief Minister, the
government failed to implement the revised pay package. |
Crippling power cuts FARIDABAD, Oct 24 The four-hour scheduled power cut spread over five times a day imposed by the HVPN has badly affected the water supply system in Faridabad. The tubewells of the Faridabad Municipal Corporation are switched on at 5 a.m. But before the water reaches the tail end power supply is cut half an hour later. Again half-an-hour cut is imposed at 7 am The practice is repeated twice for half an hour between 6 pm and 9 pm. A two hour cut is also resorted to between 10 am to 12 noon . Besides this there are also unscheduled cuts which has out the water supply system out of gear. These areas in the city where water trickles from the taps even on the ground floor the low pressure makes it difficult to fill up the overhead tanks installed in the houses without using the booster pumps,which also do not work often as there is not enough water in the pipelines. When contacted the
corporation authorities said they had not been taken into
confidence before finalising the power cut timings. They
suggested that the power supply should be disconnected
between 10 am and 12 noon and 2 pm and 5pm. |
Punjabi sabha honours CM KAITHAL, Oct 24 Haryana Chief Minister O.P. Chautala addressed "Abhinandan Samaroh" organised by the Haryana Punjabi Sabha here in chaste Punjabi. Describing Punjabis as hardworking and brave people, he lauded the role played by them in the development of Haryana. Others who spoke were MP Kailaso Saini, Haryana minister Bhim Sain Mehta, Chief Parliamentary Secretary Jaswinder Singh Sandhu, MLA Om Prakash Mahajan and former ministers Leela Krishan, Subhash Katyal and Arjun Gulati. The President of the Haryana Punjabi Sabha, Mr K.L. Pruthi, and Vice-President of the INLD Malik Chand Gambhir also spoke. The Haryana Punjabi Sabha honoured Mr Chautala, Speaker Ashok Arora, Mr Bhim Sain Mehta, Mr Jaswinder Singh Sandhu and Mr L.D. Mehta, Chairman, Haryana Public Service Commission, with turbans, shawls and mementoes. Earlier talking to media persons Mr Chautala said the decision of the Central Government to accord. Other Backward Classes (OBC) status to Jats in a particular area of Rajasthan was not based on the principle of equality. Such an act was not in
accordance with the Constitution, he added. |
Plea on grain market site PANIPAT, Oct 24 Panchayats of 30 villages on the north-east of Panipat town have demanded that the new grain market be set up between the National Highway (No. 1) (NH-1) and Chandoli village. A representation sent by the panchayats on Friday to the Chairman, Haryana Marketing Board, has mentioned that the board had proposed to set up a new grain market near Babarpur village, some 5 km from Panipat between the National Highway (No. 1) and the Delhi-Ambala Railway line. The panchayats have pointed out that if the new grain market is set up at the proposed site of the local office of the board, farmers of about 30 villages would be compelled to cross the busy four-lane National Highway (No. 1). It has also been
mentioned in the representation that only three villages
are located on the west of the National Highway, whereas
30 villages are in the east. |
Mass marriage performed SHAHABAD, Oct 24 As many as 21 girls belonging to the weaker sections of the society, mostly from the Scheduled Castes, were wedded at a mass marriage function organised by the Markandeshwar Temple Committee here today. The newly appointed Deputy Commissioner of Kurukshetra, Mrs Jyoti Arora, who was the chief guest at the function, blessed the couples and commended the temple committee for organising this function, and relieving the poor parents of the burden of the marriages of their daughters. The local MLA, Mr Kapur Chand Sharma, who presided over the function, the temple committee President, Mr Kesar Dass Gambhir, Mr Pawan Gupta, advocate, and Mr Onkar Singh Dhillon also blessed the newly weds. Clothes, utensils, beds
and other items of daily use were given to the couples
and a lunch was organised. |
