HAU students withdraw stir HISAR, Oct 7 Agitating Students of CCS Haryana Agricultural University today withdrew their strike after the university authorities issued the expulsion orders of four persons accused of killing a student, Manav. The Dean, College of Veterinary Sciences, Dr R.D. Sharma, today expelled the three accused Kuldeep Mittal, Rajinder Ahalawat and Surinder Lather. The university also debarred Manoj Goyal, alias Modi, a former student of the university, from seeking admission or employment in the university. His entry in the campus has also been banned. Ashok Mann, main accused has already been expelled. The expulsion orders were issued after the Central Disciplinary Committee of the university cross-examined four of the accused and submitted the report of the cross-examination to the Dean of the college. The 10-member Central Disciplinary Committee headed by Prof R.A. Singh cross-examined the four accused in the Central Jail, here under the directive from the court. The university authorities had maintained that the expulsion orders could be issued only after, following the legal procedures, which included giving personal hearing to the accused. The Vice-Chancellor, Mr Vinay Kumar, today appealed to the students, faculty members and the non-teaching staff, to "provide maximum financial contribution for the bereaved family! Mr Vinay Kumar made the appeal while presiding over the condolence meeting organised in memory of Manav Marwah, in the Indira Gandhi Auditorium here today. A condolence resolution moved by the Vice-Chancellor was also passed in the meeting. Homage was paid to Manav Marwah by the secretary, Haryana Agricultural Teachers Association, Prof H.K. Verma and the secretary, HAU Non-Teaching Association, Mr Ashok Minocha. Teaching will be suspended in the university tomorrow as a mark of respect to Manav Marwah. Faculty members and students will attend the Kriya ceremony of Manav Marwah at his home in Jalandhar on October 9. Meanwhile, the suspended
Chief Medical Officer of HAU, V.A. Sangwan refuted the
charges of negligence levelled against him. He said, he
was informed about the incident at 4 a.m. in the morning
and not at 2 a.m. He claimed that he had been made a
scapegoat in the episode and was not given a chance to be

A repeat of 1987 performance CHANDIGARH, Oct 7 The INLD-BJP combine has done a repeat of 1987 in 1999 by registering leads over the Congress in 85 Assembly segments out of the 90. The Congress could better the INLD-BJP rivals only in five segments of Ferozepur Jhirka, Nuh, Traoru, Mahendragarh and Tosham. In 1977 Assembly elections, held after the Emergency, the Congress could get only three seats, while in 1987 the party had got five seats. The BSP, which had one member in the dissolved Lok Sabha, saw considerable erosion in its vote percentage. Its state unit president, Mr Aman Kumar Nagra, who had polled about 2.73 lakh votes last year, had to content with a little over 83,000 votes, which is almost half of what the party got in 1996 when it contested the Ambala seat on its own. The BSPs other serious candidates, Mr Raghu Yadav from Mahendragarh, and Mr Pradeep Kumar from Karnal, secured just 25, 826 votes and 26,860 votes, respectively. The former ruling party of the state, the HVP had to suffer great humiliation. Its only serious candidate, Mr Surender Singh, not only finished poor third from his traditional stronghold of Bhiwani, but had also to face the ignominy of trailing behind Mr Ajay Singh Chautala of the INLD and Mr Dharambir of the Congress in the Tosham Assembly segment, which is represented by his former Chief Minister-father, Mr Bansi Lal. The HVPs other candidate, Mr Shyam Sunder Kapoor from Faridabad, lost his security deposit by securing nearly 37,000 votes. The INLD-BJP leaders have reason to be elated at the outcome of the Lok Sabha elections in the state. Note only the combine has won all the 10 seats, it is the winning margin which, they say, makes 1999 better for them than even 1987. Barring Faridabad, the combine has not secured less than 50 per cent of the votes in any constituency. The alliance recorded the highest poll percentage of 69.31 in Sonepat and the lowest of 48.72 per cent in Faridabad. The combine recorded 51.17 per cent in Ambala; 60.07 per cent in Kurukshetra; 56.24 per cent in Karnal; 57.85 per cent in Rohtak; 55.92 per cent in Mahendragarh; 51.50 per cent in Bhiwani; 61.36 per cent in Hisar and 65.42 per cent in Sirsa. Except for Faridabad the winning margin of the INLD-BJP combine has not been less than one lakh, with over two lakhs in Sonepat, Bhiwani and Sirsa. Combine leaders say if their workers had not been complacent, the winning margins would have been higher. Another encouraging feature for the INLD is that in no urban constituency the combine candidates had trailed. The Congress too has
shown an increase in its poll percentage in almost all
the constituencies at the cost of the HVP, which had
supported the Congress in several constituencies. |
BJP candidate scores hat
trick FARIDABAD, Oct 7 Riding on the Vajpayee wave, Mr Ram Chand Bainda of the BJP won the Faridabad Lok Sabha seat for the third time consecutively defeating his nearest Congress rival Mr Zakir Husain by a margin of 34248 votes. He has also improved his victory tally by about 18905 votes as compared to last Lok Sabha poll. Mr Shyam Sunder Kapoor (HVP) came poor third with 37045 votes. In the last election Mr Bainda had defeated Mr Khurshid Ahmed (Cong) by 15343 votes. Except in the NIT assembly segment in the city Mr Bainda secured more votes in all other segments as compared to the Congress nominee. In 1998 election Mr Khurshid Ahmed of the Congress had polled 1.26 lakh votes in the four Muslim-dominated segments-Hathin, Ferozpur Jhirka, Nuh and Tauru as against 1.92 lakh votes secured by Mr Zakir Husain, the present Congress candidate. However, Mr Bainda polled 68788 votes as compared to 1.07 lakh votes from these areas in 1994 election. This indicates that both the BJP and Congress candidates polled more votes as compared to last election in the Mewat hinterland. In the five Hindu-dominated segments NIT, Mewla, Maharajpur, Balabhgarh, Palwal and Hasanpur the Congress candidate polled 1.41 lakh in 1999. On the other hand the BJP candidate got 2.60 lakh votes which is 25,000 more. From the pattern of votes polled this year it appears that the fear of communal polarisation in the constituency was misplaced as Mr Bainda polled more votes in both Meo and Hindu-dominated areas. Similarly Mr Zakir Husain also secured more votes in the two areas. The reason for the victory of the BJP candidate is that he polled more votes in the Muslim segments as compared to last election. It means that he was able to make a dent in Mr Zakir Husains bastion whereas the latter failed to make any significant inroads in the vote bank of the former. Yet another reason for
the defeat of the Congress candidate was the infighting
in the rank and file of the local party functionaries.
Even the visit of Mrs Sonia Gandhi, the Congress's star
campaigner, to Faridabad could not make much difference. |

animals PIPLI: The Mini Zoo at Pipli had become a centre of attraction for animal lovers as well as the commuters who travel between Chandigarh and Delhi as well as Amritsar and Delhi. The Mini Zoo of late has also become a resting place for weary travellers on the GT road. Most of them break their journey to have a look at animals and birds kept there and for a stroll. The Mini Zoo, these days is drawing crowd as it celebrates the Wild Life Preservation Week from October 1. Mr Mangat Ram Ratra, Wild Life Supervisor who is in charge of the zoo, told TNS that entry to the zoo had been made free during the week. The zoo authorities are also organising a quiz competition and declamation contest for propagating the idea of wildlife preservation. One quiz was organised at Pipli in which 48 students from various schools participated. Mr Mangat Ram disclosed that a state-level function would be held in Morni on the Wild Life Preservation Week. The Haryana Chief Minister, Mr Om Parkash Chautala would present awards to the winners of various competitions at the state-level function. At the zoo, one can enjoy seeing tigers, crocodiles, black bucks, langoors, baboons, guinea pig, rabbits, etc. The zoo is spread over an area of 27 acres. It has a thick cover of trees all around. What strikes visitors are the well-kept lawns and cleanliness of the zoo. The staff along with the supervisor has taken care even to build "machans" for a better view of animals. The zoo is also a breeding centre for black bucks. A crocodile park at Bhour-Saidan village on the Kurukshetra-Pehowa road is also attached to the zoo. The zoo authorities are also developing a bird sanctuary at Sirsala village where there is marshy land and Siberian birds come during winter. A pair of tigers, brought here from Chattbir Zoo, has become the cynosure of all eyes. It provides good entertainment for school and college students daily. On an average 400 people visit the zoo daily according to Mr Joginder Kumar Bakshi, who looks after the zoo animals. He said the animals were provided proper food and veterinary care so as to keep them in good health. For the convenience of the visitors, a park or shanti van was being developed where visitors could rest under shady trees. |
HUDA reduces enhanced price AMBALA, Oct 7 The Haryana Urban Development Authority (HUDA) has reduced the enhanced price imposed on the plot holders of Sector 8 in the city from Rs 389.06 to Rs 246.74 per sq yd. This relief was announced in a letter (No. 7539) by the Estate Officer, HUDA, Ambala, to the President of the Welfare Association of the Residents of Sector 8. The letter says that this relief was given following an order of the Supreme Court by which the payment to land owners was reduced. With this announcement, a relief of about Rs 4 crore has been given in the total enhanced price of about Rs 23.34 crore. Mr Ashok Kalra, President of the association, has demanded that the interest on the total enhanced price should be waived. He said that the interest has been waived only on the relieved amount at Rs 142.32 paise per sq yd and this is not justified. The department issued the notices of enhanced price of Rs 322.60 in 1994 and Rs 389.06 in 1995, respectively. Then a writ petition was filed in the Punjab and Haryana High Court against this enhancement. Therefore, the interest on the total enhanced amount should be waived, Mr Kalra has claimed. He has further said that
there is a difference of Rs 3.45 crore in the detail of
enhanced price submitted by HUDA, as ordered by the
court. The total amount of the enhancement demanded by
HUDA is Rs 23.34 crore whereas in the detail given by the
department this amount is Rs 19.88 crore. He has demanded
that this difference should be excluded from the enhanced
price. |
Barwala re-elected by huge
margin HISAR, Oct 7 Mr Surinder Singh Barwala of the Indian National Lok Dal (INLD) has retained the Hisar Parliamentary seat. He defeated his nearest rival, Mr Birender Singh of the Congress, by a huge margin of 1,60,452 votes. It is for the first time that any sitting member has been re-elected here. Mr Barwala not only managed to retain the seat, but doubled the margin of victory this time over the 1998 elections. Mr Barwala had defeated Mr O.P. Jindal of the Haryana Vikas Party in 1998 by a margin of 80,637 votes. While his victory did not come as a surprise but the margin was definitely surprising. Despite the fact that the Congress candidate here was a heavyweight. There are several factors that contributed to Mr Barwala's victory and comparatively poor performance of Mr Birender Singh. Surprisingly, Mr Birender Singh lost in all nine Assembly segments in the Hisar Parliamentary constituency, including that of Uchana. He represents Uchana in the state Assembly. Mr Birender Singh has already expressed his disappointment with some senior leaders like Mr Shamsher Singh Surjewala. Nor did his son, Randeep Surjewala, MLA from Narwana, participate in the campaigning. He had claimed that Mr Birender Singh would score maximum number of votes from Narwana. Mr Surinder Singh

REC teachers observe strike KURUKSHETRA, Oct 7 Teachers of Regional Engineering College (REC) Kurukshetra, today observed a one-day token strike in protest against the non-implementation of their revised pay scales and payment of arrears as per recommendations of the All-India Council of Technical Education (AICTE). According to the
Regional Engineering College Kurukshetra Teachers
Association (RECKTA) president, Dr D.V.S. Verma, a
resolution to this effect was passed at the RECKTA
general body meeting held on September 29, the day when
the teachers went on mass casual leave to press for the
fulfilment of their demands. It had also been resolved in
the meeting that in case the revised pay scales were not
released by October 20, the members would go on
indefinite strike from October 21. Another general body
meeting held here today, unanimously reaffirmed its
resolution passed on September 29, Dr Verma added. |
2 held for looting petrol
stations KURUKSHETRA, Oct 7 Following the arrest of Devender Singh Sodhi of Paragpur, Jalandhar, and his accomplice Nikka, of New Deep Nagar, Jalandhar, the police here has claimed to have busted an interstate gang of petrol pump looters. The district police chief, Mr Alok Roy said today that during interrogation, members of the gang confessed that they looted a petrol service station at Pipli, 5 km from here on July 10. They also tried to loot Prem Nath Om Parkash and Sons petrol pump at Shahabad in the district but could not succeed. They looted over 10
petrol stations in Haryana and Punjab. They had been
arrested under Sections 392 and 397 IPC and sent to
judicial remand. |
Bank told to pay damages KAITHAL, Oct 7 The District Consumer Forum has directed the local branch of Vijaya Bank to pay a compensation of Rs 2,000 to a consumer after holding it deficient in providing services to the consumer and causing him mental agony and harassments. The forum also directed the bank to make the payment with an interest of 18 per cent to the aggrieved party. In a complaint filed before the consumer forum, Kalu Ram had alleged that the bank refused to make him a payment of Rs 4,000 on April 15, 1998, saying that there was no balance in his account, whereas according to the record maintained by him there was a balance of Rs 13,178 in his account. The depositor showed necessary counterfoils of deposits and said he needed the money for the treatment of his son, but the bank refused to make the payment. The bank had reportedly not kept proper accounts and Rs 10,000 deposited by Kalu Ram was not registered in the ledger. However, after
investigation, the bank found that a clerk had
misappropriated the amount. |
Case against UP MLA GURGAON, Oct 7 The police has registered a criminal case against Mr Ramesh Yadav, an MLA from Uttar Pradesh and three others. The complainant in the
case is a director of a local private company, Mr Greece
Mohan. The complainant has alleged that the MLA and two
police personnel from Uttar Pradesh and Maneesh Yadav, a
resident of Faridabad entered the premises of the company
yesterday and threatened to liquidate him. A case has
been registered under Sections 452 and 506 of the IPC. |
