HAU negotiations with
students on HISAR, Oct 6 Negotiations are on between students and officials of CCS Haryana Agricultural University on resolving the strike called after the murder of a BVSc (III) student by one of his class fellows. The university spokesman today said the working on the campus started moving towards normalcy with all administrative and research work going on in a normal routine. However, teaching work remained affected in most of the departments. Student representatives held a meeting today with the Vice-Chancellor, Mr Vinay Kumar. The Director, Students Welfare, Dr Jeet Singh, was also present at the meeting. The students reiterated their demand for Rs 10 lakh compensation. They reportedly expressed their willingness to call off the strike. The Haryana University Teachers Association and the Haryana Agricultural University Non-Teaching Association also extended their cooperation in resolving the four-day-old crisis. The two organisations have offered to mediate between the administration and the students. Both the organisations appeared hopeful of an early solution to the crisis. While the university authorities have already conceded most of the students' demands, the university spokesman claimed there was every likelihood that classwork on the campus would resume from tomorrow. The university authorities have constituted a committee of three private doctors for suggesting measures to improve the functioning of the campus hospital. Three leading doctors of Hisar, who include Dr N.K. Khetarpaul, a leading physician, Dr Ajay Singh and Dr Grewal are members of the committee. The committee was constituted in the backdrop of the demand by the students to revive the functioning of the campus hospital. The students have held poor management in the campus hospital responsible for the death of Manav Marwah. The university administration has already suspended the Chief Medical Officer, Dr V.A. Bhagwarn, in this regard. Mr Vinay Kumar maintained the university appreciated the concern of the students. He pointed out most of their demands had already been met and negotiations were on for further demands. The Vice-Chancellor has been holding regular meetings with student representatives and senior faculty members for the past several days for resolving the crisis. He was hopeful about the crisis being resolved within the shortest possible period. The students also did not appear to drag the strike too long. Most of the students TNS talked to appeared satisfied with the action taken by the university administration. They said while the strike was justified it should not be "dragged for too long". The university sources said the parents of Manav Marwah may be compensated in some way, as demanded by the students. However, they ruled out giving Rs 10 lakh as compensation as it was beyond the powers of the university. |
Hooda loses to newcomer ROHTAK, Oct 6 The INLD candidate, Mr Inder Singh, has been declared elected from the Rohtak parliamentary constituency, the polling for which was held on September 5. He defeated the Congress candidate and PCC chief, Mr Bhupinder Singh Hooda, by a margin of 1.44 lakh votes in a 14-cornered contest. The remaining 12 candidates, including Dr Arvind Sharma, former MP, and Ms Kanta of the Samajvadi Party, have lost their security deposit. The INLD candidate, who was backed by the BJP, polled 3,66,647 votes as against 2,22,275 by the Congress nominee. Dr Sharma got only 23,207 votes. Interestingly, Mr Hooda had acquired national importance after he defeated the patriach of Haryana politics, Mr Devi Lal in the 1991, 1996 and 1998 parliamentary elections. But this time he has lost to a novice, Capt Inder Singh (retd), who contested the election for the first time. The Congress candidate lost in all nine assembly segments, including Rohtak, that constitute the parliamentary constituency. In the previous elections, Mr Hooda had polled much more votes in the Rohtak assembly segment and owed his successive success to this town. It was for the first time in the state that Electronic Voting Machines (EVM) were used. The EVM used at a
polling booth in Gochhi village lost its memory. As a
result, the votes polled there were not counted. The
matter was brought to the notice of the Chief Election
Commissioner, who advised the returning officer to ignore
it as the margin of victory was too big and 541 votes
polled at that booth could hardly affect the outcome. |
Promoting technical, medical
education YAMUNANAGAR: Oct 6 Seth Jai Parkash Mukand Lal Institution of Knowledge and Service had decided to set up a medical college at Ratangarh village in Yamunanagar district. Dr K.L. Johar, vice-chairman of the institution, disclosed that 52 acres of land, the cost of which was Rs 2.15 crore, had already been acquired. He added that 30 acres land was required to complete the infrastructure. Mr Johar stated that a building complex had been constructed at a cost of Rs 3 crore at Seth Jai Parkash Polytechnic, Damla, 8 km from here. He said one in a chain of 30 institutions of knowledge and service, the polytechnic had earned a rare distinction in the field of technical education. Recognised by the All-India Council for Technical Education and State Board of Technical Education, Haryana, the institution had gone in a big way for modernisation be setting up an industry-institute-interaction cell a learning resources utilisation centre at the cost of Rs 1.5 crore. The infrastructure included the latest equipment like Pentium-2, micro-processor-kits, internet and faxes. A well-known philanthropist of North India, Mr Ashok Kumar, had set up this institution in the year 1981 in the name of his father Seth Jai Parkash. The present building complex on an 8-acre piece of land comprised two hostels, one each for girls and boys, staff quarters and the Principal's residence on areas of 48,622 sq ft. He informed that the management under the leadership of Mr Ashok Kumar had embarked upon the promotion of technical and medical education in a big way. In the face of international competition and in the race for building human and intellectual capital, 10 per cent swing in favour of technical education was absolutely necessary. The main emphasis was on technical education which included a Master of Computer Application course and other software programmes, he added. Dr Johar stated that

Robbers' gang busted, 4 held REWARI, Oct 6 With the assistance of the Ghaziabad police the Rewari district police has succeeded in busting a gang of robbers involved in the dacoity committed at Gupta Metal Sheets Pvt Ltd here on the night of May 1. After locking up over 50 workers in the canteen of the factory at pistol-point at least 12 armed youths had taken brass sheets and billets worth lakhs of rupees and then decamped with the booty in a truck. The Rewari sadar police had then registered a case of dacoity. Efforts to trace the culprits remained fruitless. However, recently the Ghaziabad police during its drive against crime apprehended four youths, namely Ashok Kumar, alias Ramkishan, Raju Sharma, Rafiq and Ali Sher from various localities of Ghaziabad, Shahadra and Bulandsahar. During investigations they confessed they had committed a dacoity in a factory at Rewari. The information was conveyed to the Rewari district police which went to Ghaziabad and brought the four youths to Rewari after completing the formalities in this regard. Mr A.S. Chawla, SP, Rewari, said on the basis of disclosures made by the youths the Rewari district police had now apprehended their two other accomplices Rafiq, son of Munshi Khan, and Raj Kumar, son of Suke Balmiki from their hideouts in Modinagar and Ghaziabad. Besides, the police had
also recovered the truck (DL 1G - 5378) which had been
used in the dacoity. He also said efforts were on to
apprehend their remaining accomplices and recover the
booty. |
Notice to EC on order against
CM CHANDIGARH Oct 6 Mr Om Parkash Chautala, Haryana Chief Minister, in a reply filed in the Punjab and Haryana High Court today stated that the Election Commissioner, Mr J.M. Lyngdoh, had told the state's Chief Electoral Officer on telephone on September 4 that the Chief Minister should leave the Bhiwani parliamentary constituency and should go back to the state headquarters or go outside the state. It was also conveyed that in case the Chief Minister failed to comply with the said directions the Election Commission would take "drastic action". Mr Chautala filed a reply through Mr Mohan Jain, Advocate-General, in pursuance of a suo motu notice issued by Mr Justice T.H.B. Chalapathi taking cognizance of Mr Lyngdoh's action whereby he prevented the Chief Minister from casting his vote in the recently held elections to the Lok Sabha. The Judge issued notice to the Election Commission, Election Commissioner Lyngdoh, the Home Secretary, State of Haryana and Mr Chautala, by taking suo motu cognizance of the letter addressed to the High Court and a report appearing in the press. Mr Chautala further stated in the reply that the Election Commission Secretary rang up the Chief Secretary and asked him to provide to the Chief Minister state aircraft to leave the area, which otherwise was not allowed in view of the model code of conduct. The Chief Minister in his reply also referred to a letter written by him to the Chief Election Commissioner on September 7, copies of which were sent to the President and the Prime Minister. In the letter, Mr Chautala stated that he felt distressed to note the high-handed view taken by the Election Commission on September 4 and threatened "drastic action" if the Chief Minister did not leave Haryana immediately. "You would kindly agree that the Chief Minister of a state has several constitutional obligations to fulfil which include maintenance of law and order and peaceful and fair conduct of elections in the state. In the communication to leave the state, the Election Commission also prevented me from casting my vote as a citizen. To add insult to injury I had to listen to a strange communication from the Chief Secretary to the effect that the Election Commission had asked him to provide me state aircraft so that I do not even travel by road. I am afraid that such gross injustice and violation of the fundamental rights of a citizen could not have been perpetrated by anybody in the history of the nation", Mr Chautala said in his letter. Mr M.L. Sarin, Senior Advocate appearing on behalf of the Election Commission, and Mr Lyngdoh prayed for adjournment of the case to enable him to file a reply and sought three weeks' time . The court adjourned the case to October 13 and directed the Election Commission and Mr Lyngdoh to file their reply before the said date. The court also directed faxing of the service to the Union Home Secretary. Order against firm stayed Mr Justice T.H.B. Chalapathi issued notice to the state of Haryana and stayed the order dated June 4, passed by the Kurukshetra, Collector vide which, he ordered the auction of DAP fertilisers, seized in pursuance of FIR No. 808 of 1998 registered at Thanesar police station. Rashtriya Chemicals & Fertilisers Limited, a Government of India undertaking, after import of DAP fertiliser, sent a rake to Kurukshetra. On inspection by the department, some of the bags were found as underweight and ultimately, an aforesaid FIR was registered at Thanesar police station and all the 11,489 bags of DAP fertiliser valued at about Rs 50 lakh, were seized by the department. The petitioner-company filed an application before the Collector for the release of said fertiliser. The Collector vide the impugned order directed the same to be auctioned and also ordered the sale proceeds thereof, to be deposited in the treasury. Counsel for Rashtriya Chemicals & Fertilisers Limited, contended that the fertiliser was found under-weight only because of mechanical handling at the port, and not with any malafide intention of the company, which was also clear from the record. Moreover, it is not the case of sub-standard or adulteration, for which, the entire fertiliser stock was seized. He also contended that the order dated June 4, vide which, the auction has been ordered, was wrong because it amounted to confiscation. According to law, if any confiscation order as required under Section 6 A of the Act, had to be passed, then a notice was required to be issued to the party concerned as required under Section 6 B of the Act, and therefore, the order was illegal, and liable to be quashed. After hearing counsel
for the petitioner, the Judge, issued notice to the state
of Haryana for November 15, 1999 and also stayed the
operation of the impugned order. |
Diesel price hike draws flak in
Haryana CHANDIGARH, Oct 6 The 40 per cent increase in the price of diesel has evoked a sharp reaction in Haryana. The Chief Minister, Mr Om Prakash Chautala, has urged the Central Government to withdraw immediately the hike as it would not only lead to an increase in the prices of various commodities, but also affect farm production adversely. Talking to newsmen here Mr Chautala said the hike would hit the farmers, transporters, industrialists and the common man alike. It was unfortunate that on the day the people were jubilant at the victory of the BJP-led National Democratic Alliance, they were given a shock by the Central Government in the form of a steep hike in the price of diesel. Rather, the government should have announced a gift for the people. The Haryana Congress President, Mr Bhupinder Singh Hooda, threatened that if the hike was not withdrawn immediately, his party would launch a statewide agitation. Describing the hike as an anti-people and anti-farmer act Mr Hooda said it was "an act of treachery and betrayal" on the part of the BJP-led Government. Mr Chautala should either pressurise the Central Government, whom he was supporting, to withdraw the hike or he should quit, paving the way for the mid-term Assembly poll under Presidents rule. The President of the Haryana Krishak Samaj, Mr Shamsher Singh Surjewala, also threatened to launch an agitation if the hike was not withdrawn. The executive committee
of the Samaj would meet next week to discuss measures to
oppose the hike in the diesel prices, failure of the
government agencies to purchase paddy and to demand
compensation for farmers, share croppers and agricultural
labourers in view of the crop failure. |
Plea for another sabzi mandi PANIPAT, Oct 6 The vegetable growers of more than a dozen villages in the Matloda area have demanded setting up of another sabzi mandi in Matloda as sabzi mandi has become congested. In a memorandum submitted to the Secretary Market Committee, Matloda, copies of which have been addressed to the SDM, Panipat, and the Chief Minister, Haryana, the villagers have stated that for want of a wider way to the mandi, the vegetable growers as well as customers carry the load to the road as vehicles can't be taken inside the mandi. They have pointed out that if a tractor-trolley is parked enroute to the mandi even a rickshaw also can not reach up to the mandi. The farmers are forced to park their tractor-trolleys and pneumatic carts far away from the mandi and carry their produce on their heads. Even the buyers are also to bring out the purchased vegetables on their heads, the memorandum states. The site for new sabzi
mandi has already been earmarked near New Anaj Mandi,
Matloda. They have appealed to the Government to start
the construction of another sabzi mandi. |
Withdrawal of cases welcomed KURUKSHETRA, Oct 6 The Haryana Karamchari Mahasangh has welcomed the good gesture shown by the Chief Minister, Mr Om Prakash Chautala, by withdrawing cases registered against its leaders and workers during the regime of Mr Bansi Lal. In a press note issued here today, the mahasangh's state legal adviser, Mr Nawal Kishore, and the state Vice-Prisident, Mr Raj Pal Gunsar, deplored the actions of Mr Bansi Lal, who allegedly ignored the demands of the employees. They said Mr Chautala, besides withdrawing the cases, had also declared certain concessions for the employees. He had announced to fill the vacancies in the Education Department and increased the age eligibility to 40 in case of employment, they said. They urged the Chief
Minister to regularise the ad hoc employees and those
working on a contract in the state Education Department. |
Admn gives medals to blood
donors ROHTAK, Oct 6 The district administration has introduced a novel way to honour blood donors and motivate people for this good cause. A "raktdata samman samaroh" was organised yesterday at the residence of the Deputy Commissioner, Mr Arun Kumar, by the District Red Cross Society. Mrs Rupam Jha, Vice Chairman, District Red Cross Society, honoured as many as 27 persons for excellence in blood donation. She presented gold medals to three persons, silver medals to seven persons and bronze medals to 17 persons for donating blood more than 50, 25 and 15 times, respectively. Mr J.N. Gahlaut, secretary of the society, said 34 blood donations camps had been organised in the year so far and 3,200 units of blood had been deposited in the blood bank. Meanwhile, Mr P.K.
Sehgal, Head of the Blood Bank, PGI, said nearly 550
units of blood were available at the bank which has a
capacity of about 2,500 units. Stressing the need to
inspire people for donating blood, he said nearly 20
units of blood were consumed daily by the Casuality
Department and for performing major operations at the
PGI. Besides, there was a regular demand for blood for
patients of thalassaemia and cancer. Blood donation camps
were necessary to meet the rising demand of blood at the
PGI, he added. |
Sampla BDPO booked ROHTAK, Oct 6 The Sampla police today registered a case against Arvind Malik, Block Development and panchayat Officer, Sampla along with four other persons under Sections 409, 420, 468, 471 and 120-B of the IPC on the charge of manipulating the registration fee charged by the Panchayat and Development Department in the cattle fair held at Sampla on August 19 last. The state exchequer suffered loss of lakhs of rupees due to this irregularity allegedly committed by the officials. As per government records, there has been a decline of 34.40 per cent in the revenue from the fair organised at Sampla. Besides Arvind Malik,
the case has been registered against Bijender Ahlawat,
Satish Kumar, Anand Singh and Sandeep Singh. |

Yamunanagar YAMUNANAGAR, Oct 6 Four persons, including one pregnant woman, died of gastroenteritis in Yamunanagar district. It has been reported that for the past one week four such casualties had taken place. On October 4 40-year-old Nazra of Raipur village, about 5 km from here, who was to deliver her seventh child, started vomiting. She was shifted to Yamunanagar immediately where her condition deteriorated and she died. She delivered a dead baby also. Dr D.R. Chugh, Civil Surgeon, Yamunanagar district, when contacted today informed that on September 29 it was reported that three children, namely Furkhan, Shahrin and Rajia of the same village, died of gastroenteritis. He said a special team of doctors headed by Dr R.K. Jain, SMO had been deputed and halozan tablets were distributed to people in the entire village. He said doctors also suggested the villagers to use boiled water and should not use water from the handpump as sewerage pipeline was leaking and getting mixed with the drinking water. The sanitation condition of the village is very poor and is unattended by the Public Health Department. Dr Chugh revealed that 80 per cent patients were examined on the first day, 35 the next day and now the entire village is free from this disease. It is further learnt
that on a complaint lodged by the villagers to the Public
Health Department the pipeline had also been changed. |
Interference by SDM resented HISAR, Oct 6 The local unit of the Haryana Civil Medical Services Association has resented the alleged interference by the Subdivisional Magistrate, Hansi, in the functioning of various health centres there. A meeting of the association held here today under the chairmanship of Dr A.S. Hooda, took serious note of the reported visits of the Hansi SDM to a hospital in Narnaund. The association said the
Health Department had its own senior officials to
supervise the functioning. It warned against such
intervention and said, it was hampering the working of
the hospitals. It said the SDM had no right to conduct
surprise visits in the hospitals and mark employees as
absent. |
Plea to withdraw false cases PANIPAT, Oct 6 District President of the Haryana Beopar Mandal, Roshan Lal Gupta has urged the Haryana government to withdraw all "false" cases registered against the traders by the Bansi Lal government. In a statement issued here yesterday, Mr Gupta said that during the Chief Ministership of Chaudhary Davi Lal, provision was made to allot plots on reserved price to all arhatias of Old Anaj Mandis in New Anaj Mandi but most of the New Anaj Mandis were deserted. He recalled that when the traders were demanding the restoration of the provision, they were lathi-charged in New Anaj Mandi, Karnal on June 6. 1998 and false cases were registered against them. Similarly other politically motivated cases were also registered against Mr Anil Kumar Bhatia of Rohtak and Mr Suresh Jindal of Chika Mandi in September 98 and May 1999. Mr Gupta has stated that when the government has already announced withdrawl of false cases against the farmers and government employees, then the traders also hope for withdrawl of such false cases. Expressing concern over
the increasing incidents of loot and crime with the
traders, Mr Gupta has sought security for the traders. |
Bhajan Lal fails to win KARNAL, Oct 6 The defeat of three-time former Chief Minister of Haryana, Mr Bhajan Lal at the hands of Pt Ishwar Dayal Swami proved to be proverbial Waterloo for him in Karnal Today's defeat was the first defeat of Mr Bhajan Lal in his political life. He had started way back 45 years back when he had won the first election of Adampur panchayat as a panch, slowly he rose up the ladder and started claiming that he was "PhD in politics", Thus far Mr Bhajan Lal had won 11 elections in his political career. The defeat in Karnal seem to have sealed his political fate for the time being. From the very beginning Mr Bhajan Lal seemed to be fighting "a battle for political survival", and the Karnal voters has rejected his "manipulative politics". Sensing defeat Mr Bhajan had left Karnal much before the results were announced. Mr Ishwar Dayal Swami

Bansi Lal, former Chief Minister, and his son Surendra
Singh, former MP, were today granted anticipatory bail in
the case filed against them by Mr Suraj Pal, an SP, for
the alleged misuse of their official position in erecting
a shed in the house at a cost of about Rs 3-4 lakh and
also helping their "proteges" in getting loans
totalling Rs 95 lakh from the Haryana Financial
Corporation without providing sufficient security. |
