Power disconnected to VIP’s son’s unit
From Vipin Sharma

ROHTAK, May 30 — The Haryana Vidyut Prasaran Nigam (HVPN) has disconnected power supply to Haryana Ferro Alloys belonging to Mr Man Mohan Goel, son of Urban Development Minister Siri Kishan Dass, for not paying a surcharge amounting to Rs 2.44 crore within the stipulated period.

According to sources, the HVPN authorities had asked Mr Goel to pay the surcharge by May 18 via a notice. The SDO (Operation) Subdivision 3, in a letter ordered disconnection of the power supply to the factory as the surcharge was not paid.

It is learnt the HVPN authorities informed Mr Goel that the civil suit challenging the recovery of surcharge on Steel Furnace Rolling Mills had been dismissed by the Additional District Judge, Mrs Sneh Prashar. Therefore, he was liable to pay the amount due against him from June'92 to April this year.

The authorities asked Mr Goel to pay the surcharge at the rate of 15 paise per unit in 1992. He challenged the notice in the court of Mr A.K. Raghava, Civil Judge (Senior Division), who favoured Mr Goel on May 17, 1996. The HVPN then challenged the lower court's order on July 24, '96, and the ADJ, Mrs Prashar, in her 24-paged decision said the surcharge at the rate of 15 paise per unit was genuine.

In the wake of the decision, the HVPN served a notice on Mr Goel for recovery of the surcharge.

Meanwhile, it is learnt Mr Goel objected to the "excess" surcharge. A team of senior accounts officers from Hisar re-checked the account of Mr Goel and calculated an additional sum of Rs 6 lakh pending against the factory.

A notice for the recovery of this amount has also been issued by the HVPN.

Mr Goel has challenged the decision of the ADJ and recovery of the additional amount in the Punjab and Haryana High Court.Top

New operation wing ‘white elephant’
From Our Correspondent

ROHTAK, May 30 — The Haryana Karamchari Mahasangh (HKM) and its affiliated body, the Haryana State Electricity Board Workers Union, has opposed the creation of a new operation wing headed by a chief engineer (CE) at Rohtak under Uttar Haryana Bijli Vitraan Nigam Limited and have described it as a mere burden on the resources of the Nigam.

In a joint statement, the president of the HKM, Mr Dhara Singh, and its general secretary, Mr M.L Sehgal, said the new post would only prove a white elephant. They said the post would require a staff of at east 47 employees and a separate building and funds.

They claimed the Haryana Vidyut Prasaren Nigam (HVPN) had already been facing an acute shortage of technical and maintenance staff.

They said the nigam required at least 8000 posts of technical staff for its proper function. Several complaint centres which took care of immediate repairs and maintenance work round the clock had been without adequate staff.

They charged that the government instead of recruiting the required personnel had instead created a new post at the senior level. Giving an example, they said a few years back the nigam had only 15 Chief Engineers, but the number had grown to 39 now. Similarly, the number of IAS officers posted in the nigam had risen to 12 from four earlier.

According to the HKM the new operation wing here had been created one and a half months ago but had not become fully functional and only four of the 50 posts had been filled so far. As a result routine official work of the nigam, including leave, promotion, ex-gratia, retirement benefits and subsistence allowance had been "affected adversely".

It is learnt that the decision to establish the new operation wing was taken by the Board of Directors of UHBVNL on April 6 and an order to this effect issued on April 12.

The wing will cover SEs (operations) Rohtak, Jind and Sonepat, besides the SE (works) here.

Meanwhile, the Haryana State Electricity Board Workers Union, has said its agitation against the transfer of some employees at Pehowa is continuing. Mr Bharat Bushan, spokesman of the union said the relay fast by the employees was continuing outside the nigam office at Pehowa. He alleged leaders of the union at Pehowa had been transferred on a "false" complaint.Top
