crisis CHANDIGARH, May 20 Since the eruption of dissidence in the ruling Haryana Vikas Party, which has thrown the Bansi Lal Government into a deep crisis, the HVP dissidents for the first time officially released the names of some of their camp followers. The names were released in an oblique manner when a joint statement on behalf of seven dissidents was dictated to newsmen on the telephone by two prominent dissident leaders, Agriculture Minister Jagan Nath and the sacked Health Minister Brij Mohan Singla, here tonight. Besides the seven dissidents on whose behalf the statement was purportedly released, four dissident HVP MLAs are allegedly in the "wrongful custody" of the HVP loyalists. In their statement the dissidents sought the immediate intervention of the Centre and an inquiry into the "disappearance" of the four Harijan dissident HVP MLAs, three of whom are ministers in the Bansi Lal Cabinet. They are Mrs Kanta Devi, Mr Jagdish Nayyar, and Mr Ram Sarup Rama. The Harijan MLA who has allegedly been kidnapped is Mr Ram Bhaj, Chairman Haryana State Small Industries and Export Corporation. Asked the dissident leaders said their strength is more than 12, the minimum number required to split the HVP without attracting the provisions of the anti-defection law. But for tactical reasons, they said, the statement was being issued on behalf of the seven dissidents, including two ministers. The statement was issued on behalf of Mr Jagan Nath, Mr Brij Mohan Singla, Mr Narbir Singh, Dr Dharambir Yadav, Mrs Krishna Gehlawat, Mr Jaswant Singh Bawal and Mr Azad Mohd. Reiterating the demand raised by Mr Jagan Nath on May 18, the dissidents alleged that their four Harijan colleagues had been kidnapped and were being kept in "wrongful custody" by the loyalists which, they said, showed the Chief Minister's bias against the Dalits. They said the judiciary should also intervene and instruct the Haryana Government to produce the "abducted" MLAs in court. Referring the reported assertion made by Mr Bansi Lal today that no Minister or MLA required his permission to avail of free travel concession allowed to them by the Vidhan Sabha, the dissidents said it was wrong to say that a minister did not need the Chief Minister's permission before leaving the headquarters. The dissidents said a minister had to inform his office, department and the Chief Minister before going even on an official tour. Another interesting development on the dissident front today was the absence of the Education Minister and Leader of the BJP Legislature Party, Mr Ram Bilas Sharma, from the Urdu Akademi function organised at Raj Bhavan to present awards to writers. As per the invitation card, Mr Sharma along with the Governor and the Chief Minister was one of the main functionaries. Mr Sharma had been leading a movement for the withdrawal of the BJP's support to the Bansi Lal Government. However, a senior
colleague of Mr Sharma, the Local Government Minister, Dr
Kamla Verma, accompanied the Chief Minister during his
visit to Panchkula district this evening. Mr Bansi Lal

Haryana crisis unabated CHANDIGARH May 20 The political turmoil unleashed by certain ambitious politicians in Haryana refuses to abate. Many expected that the Haryana BJP leaders who gathered in Delhi and met their Central leaders on Wednesday would be able to clinch the issue of support to the Bansi Lal government either way, but the message is more confusion. For the BJP it is a division here and division there in Delhi. Well placed political sources say that the BJP president, Mr Khusha Bhau Thakre, and the Home Minister, Mr L.K. Advani, would like to continue their support and keep the HVP- BJP coalition government led by Mr Bansi Lal intact. But the same is not true about the Prime Minister, Mr AB Vajpayee. He has not spelt out clearly what arrangement he would like to have in Haryana. Similarly, at least four Haryana ministers from the BJP side have no quarrels with the Chief Minister, but three others would not like to be with the HVP leader. Mr Ram Bilas Sharma suddenly finds Mr Bansi Lals style dictatorial and leads the campaign. In some quarters his name has been mentioned as the leader of any new political grouping. Mr Sharma has been praising Mr Bansi Lal for three long years, both inside and outside the Assembly and singing songs about the achievements of the government where he holds an important portfolio, but now it is the reverse. Working in tandem with the INLD leader, Mr Om Prakash Chautala, Mr Sharma is trying to push the role of Mr Bansi Lal during the emergency to the centre stage. How far he succeeds is anyones guess, but at least he has shaken the coalition arrangement. Why this section of the Haryana BJP which has also the state unit president on its side so worked up. Mr Sharmas supporters say that he wants to have electoral alliance with the INLD whom he finds to be a natural ally of the BJP. Though the BJP fought two previous elections against the INLD, yet it is keen on having an adjustment with that party. Reason, Mr Sharma argues is that the party stands to gain much in terms of seats. This is for two reasons. One the last Lok Sabha elections, since Mr Chautala had a good arrangement with the BSP, it won four of the 10 Lok Sabha seats and one went to the BSP. Indeed a good showing. And the HVP and the BJP had just two seats. We do not want to carry the baggage of the present government and defend it in public and thus lose, is the argument. All these reasons make the politics in Haryana a hot cauldron. There is also a section of the BJP which includes ministers like Dr Kamla Verma, Prof Ganeshi Lal and Mr Krishan Pal who assert that the present coalition should be continued, and they take advantage of the good work done by it and also share the blame for bad things. Why run away? They also say that no alternative would last more than some weeks and, thus elections to the state Assembly are inevitable. This would only suit the Congress, which has already demanded the dissolution of the Assembly. The gameplan of a section of the BJP was that there would be a split in the HVP and with this they could form an alternative government, taking the help of the INLD. Despite allurements, this magic number of 12 did not come up. It was because Mr Bansi Lal remained vigilant and used all the tactics available to him to foil this game. HVP leaders privately allege that but for some leaders of the BJP, there could be no dissidence. Interestingly Mr Sharma who spoke about an electoral arrangement where the BJP could have partnership with both the HVP and the INLD has now shifted to the idea that an arrangement with the INLD would be beneficial. His earlier theory that we should enjoy with one brother ( Mr Bansi Lal) here and with the other ( Mr Chautala) in Delhi did not find favour with the INLD. Mr Chatuala rejected it straight away. It would have certainly brought more ridicule to all three contestants. Mr Chautala and Mr Bansi Lal are critics of each other even in a political slippery state like Haryana, they had never been on the same side. The possible scenarios
that emerge are that the present arrangement continues
and the two parties, the BJP and the HVP fight elections
together. This would mean three-cornered contests for the
Lok Sabha. Another is that the present arrangement is
finally given a short shift and an alternative government
takes place. This would free the HVP also to make its own
political choice. It could have the support of the BSP
and play a good spoilers role. If the new
government does not last long and elections to state
Assembly come up simultaneously, this would be a happy
situation for the Congress. The present stalemate which
may last another fortnight or even more, is only harming
the interests of the people and the state. |
Breather may be short-lived ROHTAK, May 20 Although the Bansi Lal government has won a last-minute reprieve, the political crisis within the ruling alliance in Haryana has not yet blown over. The breather that Chief Minister Bansi Lal got on Wednesday may prove short-lived. The coalition partners are likely to part company sooner than expected as after publicly criticising Mr Bansi Lal for his style of functioning, BJP leaders in Haryana have reached the point of no return. Political observers here believe that the BJP is just buying time so as to create an impression that it is not interested in destabilising the coalition government in Haryana. But its moves in the past couple of days have given strong signals to the dissidents in the Haryana Vikas Party (HVP), the ruling partner, that it is withdrawing from the government. The ranks of the HVP dissidents, these observers feel, will now swell in the coming few days if the public statements issued by the Agriculture Minister, Mr Jagan Nath, are any indication. So far these dissident leaders have failed to muster the magic figure required to cause a split in the party. The state BJP leaders, including ministers, by shifting their activities to Delhi, have made determined efforts to pressurise the central leadership to snap ties with the HVP. The move also appears to be aimed at neutralising the pro-Bansi factions in the party high command and take the situation to the stage of no return. Meanwhile, the Indian National Lok Dal (INLD) has deferred the announcement of its candidate for the Rohtak parliamentary constituency, in view of a possible alliance with the BJP. The party has already announced its candidates for five Lok Sabha constituencies and was to announce the nominee for this constituency today. The party supremo, Mr Om Parkash Chautala, today addressed a joint meeting of workers from Rohtak and Jhajjar districts and asked them to close ranks for the coming poll. He told the workers that the candidate would be announced at the appropriate time and advised them to get ready for contesting all 10 seats in Haryana. Mr Chautala said the INLD would not approach any party for an alliance but if any party, other than the Congress and the HVP, wanted an alliance with his party, the proposal would be considered on merit keeping in view the sentiments of the workers and the state's interests. The meeting authorised Mr Chautala to nominate the candidate for the Rohtak constituency and asked him to remain active in state politics. The two-day meeting of the state Secretariat of the CPM also began here today to review the political situation in the state and the country. Commenting on the prevailing situation, the state secretary, Mr Inderjit Singh, blamed the BJP for fomenting instability in the state. He said the BJP, which enjoyed the fruits of government in alliance with the HVP for three years, was now finding another ally to escape the incumbency factor. |
18 Urdu writers get awards CHANDIGARH, May 20 Deprecating the tendency among certain persons to label Urdu as language of a particular community, the Haryana Governor, Mr Mahabir Prasad, said here today that Urdu belonged to the whole country and not merely to a handful of people. Appreciating the efforts made by the Haryana Urdu Akademi to popularise the language in the state to which Mirza Ghalib, Hali and Khwaja Ahmad Abbas belonged, the Governor said he was so much impressed by the rich language that he had now started learning it. The Chief Minister, Mr Bansi Lal, also referred to great Urdu writers' links with Haryana and praised former Prime Minister I.K. Gujral's contribution towards promotion of the language. The Governor gave away awards to 18 Urdu writers at the function held at Raj Bhavan. The prestigious National Hali Award carrying Rs 1 lakh was conferred upon Hayat Ullah Ansari of Lucknow posthumously for his contribution to the Urdu language by the Haryana Governor. The award was received by Mr Sidratullah son of Hayat Ullah Ansari. Mr Bansi Lal said the State government was taking effective steps for the promotion of Urdu , especially in the Mewat area. The vacancies of Urdu teachers had been filled. He said the Government had reserved 50 per cent seats for the girls belonging to the Meo community in JBT schools in the Mewat area. He complimented the award winners and described the writers as a national asset. The Education Minister Mr Ram Bilas Sharma, did not attend the function. The Governor also gave away six national level awards to Asghar Ali Engineer) Dr Ram Manohar Lohia Literary Award), Sitwat Rasool (award for preparing children's literature), Rehman Nayyer (Urdu Magazine Award), Ali Javed (for projection of socio-cultural identity of Haryana), Mujtaba Husain (Kanwar Mohinder Singh Bedi Sahar Award for Humour and Satire) and Mr Abdus Sattar Dalvi (translation in Urdu). The State-level awards were also presented to Amir Chand Bahar(S.M.H. Burney Award), Sultan Anjum(Khawaja Ahmed Abbas Award), Fajruddin (Urdu Instructor Award), Bharat Gayan Vigyan Samiti, Rohtak (Adult Literacy Award), Abdul Aziz (Punjab Wakf Board Award for promotion of education in Mewat) and B.D. Shaida Ambalvi (Surinder Pandit Soz Award) for their outstanding contribution to literature, national literacy mission and promotion of Urdu in the Mewat area. Prizes for printed books were also given to Musavvir Sabzwari, Desraj Sapra, Gopal Krishan Shafaq, T.N. Raz and Prehlad Rai Aggarwal 'Danish'. The aged writer award of Haryana was given to Mr Bal Krishan Muztar of Kurukshetra because of his long and significant contribution to Urdu. The secretary of the

HAU to educate farmers on
soil health HISAR, May 20 Department of Soil Sciences of Haryana Agriculture University has launched a novel scheme-2 to educate farmers of Haryana in maintaining soil fertility for high crop production. The Department has announced the current week to be celebrated as soil healthcare week. During which campaign would be organised at district and village level to provide the farmers with latest know-how useful in keeping soil health, disclosing this here today, Dr M.S. Kuhad Head of the Department said that depleting soil fertility posed a threat to farm output. He added that the average desired quantity of fertilisers per hectare in Haryana was 156 kg. However, there was wide variation in its usage. In Yamunanagar, Kurukshetra and Karnal districts, the average use of fertilisers per hectare was over 200 kg per year while in Ambala, Panipat, Sonepat and Kaithal it was between 150 kg and 200 kg per hectare per year. In some districts like Bhiwani it was less than 50 kg, he added. Dr Kuhad said against the ideal nitrogen, phosphorus and potash ratio of four: two, wide imbalance in this ratio was observed in Haryana. Dr Kuhad said that during the campaign emphasis would be on educating the farmers about balanced use of fertiliser and integrated nutrient management in the soils besides testing soil and water samples and making suitable recommendations. The farmers would be
advised new crop combinations useful in improving soil
health as well as its fertility, he said adding that the
state Department of Agriculture would also be involved in
the programme. |
VC-Registrar row over Dean continues ROHTAK, May 20 War of attrition between the Vice Chancellor and the Registrar of Maharshi Dayanand University is going on unabated. Both sides are sticking to their guns on the appointment of Dean (Colleges). Moreover, the Chancellor, Mr Mahabir Prasad, has cancelled the orders of the Vice Chancellor under Section 9 (11) of the MDU Act, 1975, vide which he had appointed Mr K.C. Dadhwal, Deputy Registrar (colleges) as officiating Dean (colleges), according to sources. It is learnt while the Chancellor vide his letter number HRB-UA-36(13)-99/61175, annulled the orders of the Vice Chancellor on May 11 last, the orders have not been implemented so far. The Chancellor reportedly took the decision for two reasons. First the newly appointed Dean does not possess the essential qualification for the post. Second, the appointing authority for the post of Dean is the executive council of the university and not the Vice Chancellor. According to university sources, the vacancy arose when Mr Kapoor Singh, a former Dean (colleges) retired on February 28 last. The Vice Chancellor ordered Mr Dadhwal to officiate as Dean (colleges), in addition to his own duties on March 26 last. When Mr Ashok Khemka, Registrar, objected to the appointment of a Deputy Registrar to the post of Dean, the Vice Chancellor sought an explanation of the Registrar for delaying the execution of his orders. The Registrar reportedly objected to the said appointment on the ground that the essential requirement for the post of Dean was that the person must have the qualification of a Professor. He pleaded to the Vice Chancellor that the Dean must be an outstanding scholar with proven research and teaching ability accompanied with an outstanding published work as per a resolution passed by the Executive Council of university. It is alleged the Vice Chancellor ignored nearly 30 regular professors, serving in the university, while appointing the Dean. On the other hand, the
Vice Chancellor refuted the charge and said Mr Dadhwal
was ordered to officiate as Dean and it was not a regular
appointment. He added that the teaching work would have
suffered in case a professor was appointed as Dean as the
university had already shortage of teachers. Moreover, he
said, the Chancellor was not the competent authority to
interfere in the functioning of the university. |
Anuradha's
transfer CHANDIGARH, May 20 The Election Commission has reluctantly agreed to the transfer of Chandigarh's Home Secretary, Mrs Anuradha Gupta to her parent state, Haryana. In a communication to the Home Ministry, the commission said that Mrs Gupta, "If she so desires, be immediately relieved and repatriated to her parent cadre, Haryana. The commission should be informed of further arrangements." The EC has also expressed its unhappiness at the anxiety shown by the Haryana Government in seeking repatriation of the Home Secretary, who was also the Chief Electoral Officer. The commission said, "It could not fathom the public interest that is sought to be served by this energetically executed action." By a letter on May 5, the Home Ministry indicated the desire to post Mr N.K. Jain, IAS, as replacement to Mrs Gupta. The reason given was the sudden insistence of the Haryana Government to have her back." The commissioner's position on this issue has been clear, and made known to a number of states. In view of the sudden and tense national election, the commission had clearly indicated in each case, that they will relieve the officers only after October 30. Therefore, in our letter of May 7, it was made clear that Mrs Gupta should continue as Chief Electoral Officer, Chandigarh, till the end of the current elections," the letter said. In response, the Home Secretary on May 10 reiterated their inexplicable urgency to repatriate Mrs Gupta to the Haryana cadre. "It was also indicated that if Mr Jain was not acceptable, the commission should consider giving this work to the Adviser to the Administrator, Chandigarh, Mrs Vineeta Rai. The reasons of the commission for needing Mrs Gupta were ignored. While this suggestion was being examined, orders have been issued posting Mr Jain as Home Secretary, and Mrs Gupta as Chairman, Housing Board, with additional charge as Chief Electoral Officer," the commission said. Since 1966, when the union territory was created, Chandigarh had always two senior IAS Officers, the Finance Secretary from Punjab, and the Home Secretary from Haryana, the latter also being the Chief Electoral Officer. "This combination enabled the Home Secretary to effectively discharge his duties as Chief Electoral Officer. The Governor of Punjab, who is the Administrator and, who has been in touch with the commission, has indicated that this change could have waited till the end of October , and will give wrong signals in the election", it further said. "On receipt of
these orders, Mrs Gupta has strongly represented to the
commission, that in the circumstances, and the background
of her sudden posting, she is unable to discharge
effectively the duties of the Chief Electoral Officer
and, desires immediate return to her parent cadre. She
has made a similar representation to the Governor of
Punjab, who is the Chief Administrator of Chandigarh. The
commission is constrained to express its unhappiness at
this whole episode. Much as it wishes to have Mrs Gupta
preside over this difficult election, the commission is
unable, in good conscience, and in the circumstances, to
insist on her staying on. The commission is aware that
this will cause difficulties in its election work.
Electoral roll revision is at a vital stage, and the
Commission intends to have Electronic Voting in
Chandigarh. Mrs Gupta is a good officer, and has served
the commission well. Her presence for the next four
months would have been valuable. However, the commission
is conscious that while it must, in fairness, let Mrs
Gupta go, if she so wishes, it will have to redouble its
efforts to ensure an absolutely free and fair poll in
Chandigarh," the commission said. Anuradha Gupta is OSD, planning

sanctioned for Hathni YAMUNANAGAR, May 20 The Government of India has sanctioned Rs 10 crore for the construction of the Hathni Kund barrage as per the requirement of the Haryana Government. This was stated by the Union Agriculture and Water Resources Minister for State, Mr Sompal, while talking to mediapersons at Tajewala, 35 km from here, yesterday. He said Haryana would get 25,000 cusic and Uttar Pradesh 7,000 cusic additional water for irrigation after completion of this barrage. A hydro-based power generation plant would also be constructed here, he added. Mr Sompal said the Centre had started the Central Loan Assistance scheme three years ago under which the Government would provide financial assistance to the states with a ratio of 50-50. He said Rs 1500 crore was allocated under the scheme for 1998-99 and during this financial year the Centre would provide Rs 1600 crore. Due to less economic resources some states in the country would not be able to get full benefit of this scheme, Mr Sompal said. So the Centre had decided to extend the financial assistance to such type of the states in the ration of two-third, he added. The Minister said the Centre had sanctioned a stable project to control the rising water level and protection of land erosion under which the exceeded water would be utilised for irrigation, fish farming and drinking. A sum of Rs 100 crore has been sanctioned by the NABARD and the same by the Agriculture Ministry for this project. |
Rlys to buy power from NTPC, NHPC AMBALA, May 20 (PTI) The Railway Department is planning to buy electricity directly from National Thermal Power Corporation (NTPC) and National Hydro Power Corporation (NHPC) instead of the electricity boards and corporations of different states. Railway sources said here today that the Railway Board has sent a report to its ministry in this regard. If the railway starts buying electricity directly from NTPC, the electricity bill of the department would be reduced by 25 to 30 per cent. Railway need the electricity to run the electricity trains. Some states have been charging almost 25 to 30 per cent more from railway than the rate charged by the NTPC. The Haryana Vidyut Prasaran Nigam (HVPN) and the Punjab State Electricity Board (PSEB) have also been charging high rate from the railways while both the boards have been getting electricity at the cheaper rate from NHPC, the sources claimed. The NTPC has principally
agreed to sell electricity directly to the railway as it
feels that railways is a good pay master, while there are
some states those have to pay the arrears of crores of
rupees to central electricity agencies. |
7-yr jail for 3 in dowry death
case SIRSA, May 20 Mrs Nirmal Yadav, District and Sessions Judge here awarded seven year's sentence to Succha Singh, his father Amar Singh and mother Guro Bai of Dani Santowali in the district in a dowry death case here yesterday. According to prosecution case Rajinder Kaur of Fatehpur village in Mansa district was married to Succha Singh in January 1995 and the three accused dissatisfied with the dowry demanded Rs 50,000. She was harassed and beaten several times. She was administered poison by the accused after four months of her marriage and she died at a nursing home at Rania on May 23, 1995. A criminal case under Section 304-B 498-A of the IPC was registered against all three accused on the complaint of Mrs Harbans Kaur, mother of the accused. The District and
Sessions Judge also imposed a fine of Rs 500 on each of
the accused apart from the seven years imprisonment and
has ordered that in default of deposit of the fine the
accused will further undergo two months imprisonment. |

Haryana
gazetted officers in dock CHANDIGARH, May 20 The Haryana State Vigilance Bureau (HSVB) has recommended departmental action and recovery of funds from 16 gazetted officers who have been found guilty in four cases of revenue leakage involving over Rs 2.98 lakh. Stating this here today, a spokesman of the bureau said that the HSVB had recommended registration of criminal cases against eight gazetted officers, 33 officials and 14 others. It had also recommended departmental action and recovery of money from 14 gazetted officers, 12 officials and eight others. He said that the
roadways wing of the bureau had checked 195 buses of
Haryana Roadways and 101 passengers were found travelling
without ticket. A sum of Rs 9790 was realised from them
as penalty, equivalent to 10 times of the fare. |
CCS university releases DA HISAR, May 20 (UNI) Chaudhary Charan Singh (CCS) Haryana Agricultural University has released dearness allowance (DA) instalment to its employees, on the pattern of the Haryana government. In a notification issued by the Comptroller, the instalment sanctioned from January this year on terms and conditions as laid down by the Haryana Finance Department will be paid to the employees in cash from the current month. The arrears on account
of the enhanced DA from January to April this year will
be credited into the GPE or CPE account of the employees. |
Civic poll: stage set for
preparing rolls CHANDIGARH, May 20 The Haryana State Election Commission has issued a programme for the preparation of poll rolls for municipal elections to be held this year. This was stated by Mr J.K.Duggal, State Election Commissioner, here today. He said the draft electoral rolls for all the wards of the municipal corporation, Faridabad and municipal councils and municipal committees in the state would be prepared from May 20 to June 11 on the basis of preliminary draft Assembly electoral rolls published on April 20 with qualifying date as January 1,1999. Draft publication of electoral rolls would be done on June 12 for inviting claims and objections. The last date by which claims and objections would be presented is June 22 and the same would be disposed of by the revising authority by June 26. Any person aggrieved by any order passed by the revising authority, may apply to the Deputy Commissioner concerned by July1. The last date for disposal of such appeals by the Deputy Commissioner is July 6 and the final publication of electoral rolls would be done on July 21. Mr Duggal said that the State Election Commission had also directed the Deputy Commissioners that copies of the draft electoral rolls would be made available in the office of the municipality, revising authority office and deputy commissioner's office for inspection by the public free of cost from June 12 to 22. The commission further
directed the deputy commissioners to supply two copies of
the rolls to the political parties registered with the
State Election Commissioner free of cost. |
