Caste politics worries Bhajan PANIPAT, March 28 After over a year-long hibernation, the former Haryana Chief Minister, Mr Bhajan Lal, entered the race for Congress leadership by organising a big public rally as the Ram Lila Ground here today. Once again, Mr Bhajan Lal known to be a mastermind in manipulating politics after failing to ensure the presence of Mr Pranab Mukherjee at the rally, got Mr A.P. Shinde, general secretary of the Congress at the stage. The former Chief Minister claimed that he enjoyed the confidence and blessings of Sonia Gandhi that was why Mr Shinde had come to attend the rally. His supporters from Ambala, Panchkula, Yamunanagar, Karnal, Rewari, Hisar and Adampur district came in large numbers to attend the rally. There were frequent traffic jams on the G.T. Road near the PWD Rest House. Mr Bhajan Lal was brought in a procession from the Delhi side. Over 4,000 scooter riders headed the rally carrying Congress flags and raising slogans. It took over one hour for Mr Bhajan Lal to reach the rally site. Over 10 former MLAs, Mr B.D. Gupta, Mr Ramji Lal, Mr Lachman Singh (all Rajya Sabha members), Mr D.P. Malik, former HPCC chief, Mr Khurshid Ahmad former minister, Mr Jai Parkash Gupta, former minister, Mr Tara Singh, former Speaker of the Haryana assembly, a number of Congress legislators and other important leaders were present at the dais along with Mr Bhajan Lal. Speaking on the occasion, the former Chief Minister thanked his followers for coming to the rally. Mr Bhajan Lal felt sorry that "politics of caste" was fast spreading in Haryana. He claimed that he represented all 36 'biradaris" of Haryana and maintained that the policy of the Congress was also to work above caste considerations. Mr Bhajan Lal stated that the present government at the Centre would not last long as it consisted of disparate forces. The Prime Minister, Mr Atal Behari Vajpayee had to spend most of the time in pleasing these groups. In a lighter vein he said the Prime Minister was "trapped between two unmarried women." The former Chief Minister had a dig at the policies of Bansi Lal government. He alleged that the Chief Minister had not been able to fulfil any promise. Development in the state had come to a standstill. Law and order was worst where even the former ministers were not secure. There was no safety of life. The Chief Minister was taking credit for all those projects which were planned and conceived by the Congress government. His slogan for providing round-the-clock power supply was hollow. He said he would organise rallies at each district headquarter. The next rally would be organised at Faridabad. He declared that the present rally had been organised to strengthen the hands of Mrs Sonia Gandhi and to propagate Congress policies. In an indirect attack on his opponents in Haryana, Mr Bhajan Lal said that they were engaged in making Congress "a local party". Mr Bhajan Lal was presented a purse for Rs 5 lakh by residents of Panipat. Mr A.P. Shinde, maintained that only Mrs Sonia Gandhi could lead the country in this hour of crisis. He said the Congress policy was to carry all people and religions along. Criticising the present BJP regime for short-sighted policies, he said these were aimed at dividing the society. Others who addressed the meeting included many former legislators, former ministers, and local leaders. HPCC chief, Mr Bhupinder Singh Hooda, organised a rally at Israna, 20 km from here. Mr Chiranji Lal, Mr Ranjit Singh, Mr Kirpa Ram Punia, Mr Sultan Singh, Kumari Shelja, Mrs Parsini Devi etc shared the stage with Mr Hooda. |
Punjabis in Haryana bank on Sonia ROHTAK, March 28 Mr Subhash Batra, a former Haryana minister today organised a meeting of the Punjabi community here today. It was presided over by Mr Dharamvir Gauba, MLA, Mr Lachhman Dass Arora, Chairman, Haryana Punjabi Sabha, was the chief guest. The burden of speeches at the meeting of Punjabis overwhelmingly supported the idea of creating an effective leadership of the community which was expected to safeguard the socio-political rights of the Punjabis and realise their aspirations and expectations hitherto belied. The participants mainly comprised sarpanches and panches from various Punjabi dominated villages, municipal councillors, intellectuals and various important leaders of the community. Significantly, the community reposed faith in the leadership of Congress President, Mrs Sonia Gandhi and resolved not follow any factional leader in the pradesh Congress. Through another resolution, the community regretted that the bane of the Punjabis was disunity, self-aggrandisement and failure to uphold the Punjabi culture, traditions and Punjabiat. The meeting resolved that henceforth they would strive for their independent place in Haryana society. Those who spoke at the meeting included Mr Lachhman Dass Arora, Mr Dharamvir Gauba, Prof C.D. Verma, Dr Chugh, Mr Vasudev Saluja, Mr Basant Virmani and Mr A.C. Sethi. The meeting decided to
hold similar meetings in other districts to unite those
who believed in Punjabi culture. |
Contaminated water at district HQ FATEHABAD: Of the items which are necessary for the existence of human beings, water is most important. Clean drinking water free from all types of contamination is one of the basic necessities of man. Any administrative set-up catering to the civic needs of a town has to supply potable water to its residents. But it is not so when it comes to Fatehabad, district headquarters. The supply of piped potable water to the residents is made by the Public Health Department. While the supply to most of the parts of the town is made through the waterworks situated on Bhattu Road. Some other localities of the town situated on the outskirts of Fatehabad get drinking water through the tubewell installed in these areas. These tubewells were installed by the Municipal Committee, but were later taken over by the Public Health Department. The tubewells not only supply water to those localities; but they also supplement the supply coming to water storage tanks of the Public Health Department from the Fatehabad distributary. The biggest problem local residents face regarding the supply of potable water is that it is usually contaminated with organisms. Samples of drinking water taken from various localities of the town last summer had revealed the fact that piped water in most localities was contaminated and declared unfit for human consumption by the testing laboratories. The main problem lies in the procedure adopted by the Public Health authorities in supplying piped water. The channel that brings water from Fatehabad distributary to the water storage tanks of the waterworks is uncovered at many places. Women can be seen washing their clothes on the bank of the channel. People also do not hesitate dumping waste in the channel. The channel has perhaps never been cleaned. As a result, a lot of silt has collected on the walls of the channel blocking the flow of water. Lack of proper
chlorination is another problem, particularly during the
summer, when its scarcity is acute. Water leakage from
pipes at several places is also cause for concern.
Residents feel that an overhaul of the system was needed
to ensure proper supply of potable water. |
Cops' shortage affects drive FARIDABAD, March 28 The police here is facing an acute shortage of cops which is badly affecting its drive against crime, according to official sources. It is learnt that more than 300 constables who are under training at Madhuban would meet the shortage to a great extent in the next six months. Ten Gypsies and 19 motor cycles are due to be added to the fleet of vehicles of the Faridabad police soon. At present, there are only 86 vehicles with the department. As a result of the proximity of Faridabad with Delhi and large-scale migration of labourers, including anti-social elements, from UP and Bihar the crime graph in the industrial city is showing an upward trend. Persons after committing crimes in Delhi and in their home states also take shelter in Faridabad. In order to put a check on crime the Faridabad police has demanded setting up of three more full-fledged police stations at Surajkund, near the Delhi border, Tigaon and Sector 28. This will increase the number of police stations to 20. Upgradation of the Palwal city police station on the Delhi-Mathura national highway has also been sought. At present, there is no sanctioned strength of cops at Sarai Khwaja, near the Delhi border, and the Kotwali Police station. Work in the two police stations is being done by temporarily posting the staff from the other police stations which hampers their working. There has been a big increase in the number of vehicles in Faridabad with thousands of people daily travelling from the city to Delhi. Hundreds of trucks also daily ply on the Delhi-Mathura national highway. This has resulted in an increase in the number of road accidents. But there is no separate traffic police. At present, the regulation of traffic is being done by constables from the police stations after giving them hurried training. Official sources say the government had been requested to sanction setting up of a separate traffic police station in Faridabad. Sanction for a separate district crime detection unit headed by a DSP on the Punjab pattern has also been sought. VIP security duty is also
affecting the normal policing work in Faridabad. One or
two VIPs are daily staying at the tourist resorts in
Faridabad either on official work or on holiday. They
have to be provided with escort vehicles and armed guards
by diverting them from the police stations. A large
number of senior officials who retired long back have
their residences in Faridabad. Here also, armed cops have
been posted. |
150 fall ill after taking
samosas FARIDABAD, March 28 More than 150 persons were taken ill, some of them seriously, due to food poisoning after eating stale samosas in Sector 22 here last night. Complaining of nausea, headache and vomitting they were rushed to hospitals in the city. The condition of four of them including Ramesh and Sushil who have been admitted to the local B.K. Civil Hospital serious. The Mujesar police have
registered a case under Section 328 of the IPC. Satbir
and Amar Singh, the two owners of the sweet shop from
where samosas were purchased have been arrested. |
Law to protect roads likely SONEPAT, March 28 The Haryana Government has decided to enact a new law to punish those found guilty of damaging roads in the state. Stating this, Mr Karan Singh Dalal, PWD (B&R) Minister, told media persons here today that the government had already constituted a committee in this regard. The committee would be headed by the Chief Engineer of the department. He said the state government, would introduce a Bill regarding this in the ensuing session of the State Vidhan Sabha. Mr Dalal said government would empower the Executive Engineers for prosecuting guilty persons. No one would be allowed to dig out the roads or construct any structure of them. Similarly, house owners and shopkeepers would not be allowed to throw water on the roads. He said the state government would take legal action against individuals and organisations for damaging the signboards and milestones put up by the department. The Minister also said the
state government had approved a Rs 120-crore-scheme to
repair all roads damaged due to floods during the regime
of Mr Bhajan Lal. He said all major district roads would
be repaired by the end of June and the government would
undertake patchwork on all link roads in the rural areas
during the next financial year. |
Army personnel on cycle journey SONEPAT, March 28 Three JCOs and 17 soldiers of 9 Rajputana Rifles have undertaken a 1,500-km-long cycle journey called the Balni Safari cycle campaign. The members of the team include Lt Sahib Khan, Subedar Rajinder Singh, Naib Subedar Dalip Singh and Sher Singh. They were given a rousing reception by a large number of ex-Servicemen when they arrived here last evening. The members of the team were take in a procession which passed through the main bazars of the city. The leader of the group, Lt Sahib Khan, said the main objection behind their campaign was to take stock of the conditions of ex-Servicemen and war widows. The problems faced by them, he said, would be brought to the notice of the higher authorities so that a solution could be brought about. He also claimed the campaign was a complete success as it had received a good response everywhere. He said the group had been
covering a distance of 70 km per day. Starting form Dehra
Dun, the members of the campaign passed through
Saharanpur, Shamli, Panipat, Gohana, Jind, Hisar,
Rajgarh, Churu, Jhunjhunu, Khetri, Narnaul, Charkhi
Dadri, Bhiwani, Rohtak and Delhi before reaching Sonepat. |
Spurious mobil oil seized SIRSA, March 28 A police party headed by sub-Inspector Ram Phal posted at city police station here under the supervision of, Mr Kulwant Kalsan, City Magistrate, Sirsa, in a raid at the local Begu road here yesterday recovered huge quantity of spurious mobil oil, grease and brake oil. Giving this information Mr
B.S. Sandhu, Senior Superintendent of Police, Sirsa said
here today that Sat Pal Agarwal owner of this factory had
been indulging in the sale of spurious mobil oil, grease
and brake oil in this area. And the police recovered 2500
litres of spurious mobil oil, five drums of spurious
grease, 140 drums stored for filling in spurious oil, 240
packets of spurious oil with Servo printed thereon, 900
packets of grease of C L Osaka mark, 530 litres of
spurious mobil oil, 200 packets of spurious mobil oil
hylube and large number of packets of spurious, mobil
bearing Chetna mark and grease of Plaza and brake oil and
gear oil. The police has registered a criminal case under
section 420 of the IPC against the accused on a charge of
cheating and the accused has also reportedly held and the
matter was under investigation. |
Judicial custody for sarpanch HISAR, March 28 The Additional Chief Judicial Magistrate, Mr S.K. Goyal, yesterday remanded Ishwar Singh, Sarpanch and main accused in the gruesome killing of six members of his family in Matarshyam village in the district, in judicial custody till April 10. He was produced in the court after five days' police remand. Another suspect, Satbir,
alias Satte, of Lahli village in Rohtak district who was
arrested by the police in this case was also produced in
the court and remanded in judicial custody till April 10.
The identification parade of Satte will be held in the
near future. |
VC lays stress on moral
education FATEHABAD, March 28 The Vice-Chancellor of Kurukshetra University, Mr M.L. Ranga, has expressed concern over the moral degradation in the society. While delivering his convocation address at the annual convocation of the Manohar Memorial College today, he said the declining trend in the moral values in our colleges and universities presented a gloomy picture. Moral Education, he said, was the need of the hour. Quoting Mahatma Gandhi, the Vice-Chancellor said moral education was indispensable for building the character of the youth. Surplus parishad budget passed BHIWANI, March 28 Mrs Meena Arora, President, Nagar Parishad, Bhiwani told reporters here yesterday that budget of 1999-2000 of the Nagar Parishad had been passed unanimously by its members. She said that estimated income of the Parishad would be Rs 4,11,35,000 and expenditure will be Rs 3,40,70,000. She said that Rs 63.55 lakh more income would be earned to meet the expenses on the implementation of fifth Pay Commission recommendations for Parishad employees. Additional Rs 18.20 lakh will be spent on various development schemes of the town in the new year. She thanked the Haryana
Chief Minister, Mr Bansi Lal for providing Rs 20 lakh for
improving sanitation of the town. She said that for
keeping house tax and other records a computer would be
purchased by the Parishad which would increase
efficiency. |
Truck, tempo unions disbanded AMBALA, March 28 "Unauthorised" truck and Tempo operators' unions in the cantonment here were disbanded today on the orders of the district administration. After the Chief Minister, Mr Bansi Lal, took over in 1996, he ordered the dissolution of truck operators' unions in the state. However, a truck union and
a Tempo union had sprung up in the cantonment during the
past few days. The unions established their offices in
Rai Market and put up notice boards. |
CM remits term of prisoners SIRSA, March 28 "Workshops for prisoners should be organised in jails to check criminal tendencies," said Haryana Chief Minister Bansi Lal. He was addressing the inaugural function of the new jail complex here today. Mr Bansi Lal endeavour should be made that when prisoners came out of jail they started earning a living without indulging in crimes. He said, though Haryana did not suffer from unemployment but the attitude of the rural youth prohibited them from working in the fields. They are employing labourers from outside the state. Invariable even a matriculate instead of seeking self-employment looked for a government job. The Chief Minister said, he had ordered that hospital, dispensary, sports ground and more single storey barracks be constructed and efforts be made to make prisoners lead a good life. He announced a two-month remission for the prisoners. Earlier Mr Bansi Lal laid the foundation stone of a new administrative block in the mini secretariat complex to be constructed at the cost of more than Rs 6 crore. He said, the plan of the secretariat should be such that judicial and administrative blocks were close to each other to minimise the problem of the common persons. Dharambir Yadav refused anticipatory
bail GURGAON, March 28 The anticipatory bail application of Dr Dharambir Yadav, former PWD Minister, booked in a criminal case, was rejected by Additional Sessions Judge Raminder Jain yesterday. Dr Yadav was booked on March 19 under Sections 341, 323 and 506 of the IPC after a complaint was lodged against him by the wife of his former Political Secretary Saraswati charging him with slapping and intimidating. Dr Yadav was on an interim bail till yesterday. Counsel for the accused argued that he had been shifted from his portfolio as PWD Minister owing to political vengeance. He contended that all other offences except Section 506 of the IPC were bailable and Section 506 of the IPC had been levelled to make the offence non-bailable. He contended that in the ordinary circumstances, a victim approached the police station directly. The Public Prosecution argued that the complainant was a relative of the the first cousin wife of the accused and he had freed to defame the complainant. The judge said, in view of
the totality of the facts and circumstances of the case.
I do not find it a fit case to grant anticipatory bail to
the accused because powers of anticipatory bail are to be
used sparingly and this is not the case where such powers
are to be exercised. |
PMT and CET coaching ROHTAK, March 28 Coaching classes for the entrance test to PMT and CET for the wards of ex-servicemen and those of serving defence personnel would be held at the Zila Sainik Board office here from April 10 to May 25 by the Haryana Government. Stating this here
yesterday, Mr Anil Kumar, Chairman of the
Board-cum-Deputy Commissioner, said the interested
candidates could apply to the board's office latest by
March 31. He said the applicants should have at least 60
per cent marks in 10+2 examination. However, the students
who appeared in the examination this month were also
eligible to apply, he added. |
