DHAMTAN SAHIB (Jind), March 17 — The former Shiromani Gurdwara Prabandhak Committee chief, Mr Gurcharan Singh Tohra today charged Punjab Chief Minister Parkash Singh Badal of "interfering in the internal affairs of Sikh religious institutions" and warned that this may have dangerous repercussions.

In an exclusive interview to TNS at this historic gurdwara, Mr Tohra alleged that Mr Badal was 'misusing his power and state machinery. The former SGPC chief equated Mr Badal with rulers who had hurt Sikh sentiments saying "earlier rulers had just desecrated the (edifice of) Akal Takht. But Mr Badal went a step further by desecrating the institution itself, its tradition and sanctity".

He claimed that the entire 'show' was "preplanned and masterminded by Mr Badal to oust me" "I had offered much earlier that I will quit. But he (Mr Badal) had other things in mind".

He claimed the backing of the "entire Sikh sangat saying" It may appear that Mr Badal might be feeling stronger now. But it is the power he enjoys that makes him feel so. Let him wait and see his support base.

The ex-SGPC supremo alleged that Mr Badal was trying to behave as if he was in no way involved in the 'drama' but now stands exposed.

Mr Tohra said his efforts will now be focused on strengthening the Shiromani Akali Dal whose demoralised workers' morale needed to be restored. Replying to a question about his reaction if expelled from the SAD he said, "it would be their (Mr Badal's supporters') second mistake if they do that''.

Referring to the appointment of Bibi Jagir Kaur as the new SGPC chief, Mr Tohra said, "she may have been appointed legally. But she is not acceptable to the Sikh sangat. He said Mr Badal and his supporters were guilty of violating the Akal Takht hukamnama, which is unprecedented in Sikh history. "It will remain a black spot in Sikh history", he claimed.

He warned that the entire Sikh sangat will revolt against Mr Parkash Singh Badal's behaviour. We must remember that the SGPC is above party and persons.

Mr Tohra who appeared subdued today said, he was busy in organising programmes to ensure that the tercentenary celebrations of the Khalsa area were organised successfully and peacefully under the leadership of suspended Akal Takht chief Bhai Ranjit Singh.

Addressing a congregation here later, Mr Tohra appealed the people to ensure that the Khalsa celebrations enhance the honour of the sangat. Mr Tohra was accompanied by SGPC members from Hisar and Sirsa Bhai Kapoor Singh and Bibi Daljit Kaur respectively and Mr Jagtar Singh MLA from Samana in Punjab.

Dhamtan Sahib holds an important place in Sikh history as Guru Teg Bahadur stayed here for three months besides visiting the place on two other occasions. Thousands of devotees attended today's mela, organised on every 'Masya'.

Haryana 'too can retaliate'

CHANDIGARH, March 17 — Prof Sher Singh, former Union Minister of State for Defence, told newsmen here today that Haryana too could retaliate if Akali leaders indulged in back-tracking on the SYL issue.

He said several Haryana leaders had expressed anguish at the posture adopted by these Akali leaders on the issue of sharing waters with Haryana. If the interests of Haryana were not taken care of, the situation could go out of control in the near future, he said.

Prof Sher Singh, who has been a Union Minister for more than a dozen years, said it was unfortunate that some of the Akali leaders had threatened not only to deny Haryana it share in the Ravi-Beas waters, but had also declared their intention to fill the existing SYL canal portion in the Punjab territory.

He said the Punjab leaders were forgetting that Haryana too could stop the supply of coal to the thermal plants at Ropar and Bhatinda which passed through the Haryana territory. Neither the Punjab Chief Minister, Mr Parkash Singh Badal, nor Central Government leaders had expressed any reaction to Mr Simranjit Singh Mann's threat to fill the canal.

He said Mr Badal was now back-tracking from the completion of the SYL canal which was not only in the interest of Haryana, but also in the interest of the entire nation. He said the non-completion of the canal was depriving 23 lakh acres from precious irrigation water and the country of 18 lakh tonnes of foodgrains per year. Also, seven lakh families of farmers were suffering a loss because of the adamant attitude of the Akalis.

He reminded the newsmen that a settlement was reached by the Akalis under the memorandum of settlement signed on July 24, 1985, between the then Prime Minister, late Rajiv Gandhi, and the President, Shiromani Akali Dal, late Sant Harchand Singh Longowal, according to which the Eradi Tribunal was constituted for adjudication and verification of the matters referred to in paras 9.1 and 9.2 of the accord. The Punjab Government had been participating in all proceedings of the tribunal, which had already delivered its award indicating the share of water of various states on January 30, 1987.

He said Haryana, being a successor state to the erstwhile state of Punjab and also a part of the Indus basin, had equal rights on the waters of the Ravi and the Beas. Punjab could not claim exclusive rights over these waters, he added.

He said Mr Gulati, who was the Chief Engineer, Irrigation in joint Punjab, had mentioned in one of his books that an area of 9,939 sq km of the Indus basin fell in Haryana. Therefore, Haryana had a right on the water of the Indus basin rivers.

He said injustice had been done to Haryana in the matter of the sharing of river waters. On the principle of equity, Haryana should have received a predominant share of the surplus waters of Ravi-Beas rivers considering the much lower intensity and area under irrigation in the state as compared to Punjab. The Riparian principle was not relevant in the present context. The river waters being a national asset, their use could not be restricted to the boundaries of any particular state. Such waters must be distributed in an equitable manner among the basin states.

He said the award of the Eradi Tribunal should have been implemented without any delay. It was unfortunate that work on the SYL project stopped in 1990 and had not been resumed so far resulting in a great loss to the nation. The Akalis should keep the national interest in mind as 1.4 MAF of precious Ravi-Beas waters was flowing waste to Pakistan. He hoped that better sense would prevail upon Mr Badal and he would not create a hindrance in getting the SYL canal completed in Punjab. Mr Badal should not forget that although Haryana was not a party to the Rajiv-Longowal accord, it had accepted the decision of settling the water issue, he added.

Similarly, long-standing injustice had been done to the state and the people of Haryana regarding the territorial issues. He reminded the Akalis that clause 7.3 of the Rajiv Longowal accord clearly mentioned, "The actual transfer of Chandigarh to Punjab and areas in lieu there of to Haryana will take place simultaneously on January 26, 1986". He said the Akalis were not talking of other areas, but only of Chandigarh. He pointed out that the fair and just recommendations of the Shah Commission should be implemented in toto.

While tracing the history of territorial and water dispute between Punjab and Haryana, he said it was in 1956 that a leader of Punjab, Gyani Kartar Singh, had accepted the regional formula under which Abohar-Fazilka, including Kandu Khera, were demarcated as Hindi-speaking areas. In 1965, the Akalis raised the demand of Punjabi suba and demanded several areas of Haryana which were basically Hindi-speaking. Again in 1969, Sant Fateh Singh raised the same demand. Mr Sohan Singh Basi and Mr Harkishan Singh Surjit approached him to help them in saving the life of Sant Fateh Singh, who was bent upon self-immolation to press the demand for the inclusion of Chandigarh and other areas in Punjab. He said it was in 1970 that the then Prime Minister, late Indira Gandhi, had delivered her award which was accepted with jubilation by people in Punjab.

He said it was unfortunate that the Akalis had not accepted any of the awards and simply back-tracked on various issues.

CM seeks CBI probe into murder

ROHTAK, March 17 — The Haryana Government has formally pleaded to the Union Government to direct the CBI to initiate an inquiry into the much publicised murder of two schoolboys at Jassia village on February 22.

According to highly placed sources, the Chief Minister, Mr Bansi Lal, has, in a letter written to Mr R. Janarthanan, Union Minister of State for Personnel, requested him to give instructions to the CBI to take over the investigation of this case from the district police to restore the confidence of the people.

The Chief Minister, in his letter, said the police had made all out efforts to trace the accused, but without any success. He said this had resulted in resentment among villagers. Various panchayats of the area had also jointly requested for a CBI investigation. Mr Bansi Lal apprehended that the agitation launched by the villagers might create a serious law and order problem in the entire area if the culprits were not traced soon.

The Chief Minister has also sent copies of the letter to the Haryana Pradesh Congress Committee President, Mr Bhupender Singh Hooda, and Mr Srikishan Hooda, Lok Dal MLA Kiloi, as these two leaders had been authorised by the panchayat to negotiate with the state government regarding the CBI inquiry.

Two school boys, Rajesh (14) and Ravinder (17) of Jassia village, were allegedly abducted and later murdered by certain persons. The bodies were later recovered near Rookhi village, the same day. A case under Section 365 of the IPC had been registered but later converted it into a murder case as the agitated villagers protested against it.

Certain political leaders alleged that the "mere assurance" of a CBI inquiry was a "manipulation" by the authorities to urge the villagers to withdraw the agitation.

Meanwhile, Mr B.S. Hooda recently met Mr Janarthanan and the CBI director to request them for a timely inquiry.

Six companies allotted 100 acres at Gurgaon

GURGAON, March 17 — Targeting the burgeoning automotive industry in Haryana the State Government has initiated a Rs 600 crore project to create an industrial model township (IMT) here.

The 1,700 acre township is being developed by the Haryana State Industrial Development Corporation (HSIDC). The corporation has already allotted close to 100 acres to six companies, a major chunk of which are component manufacturers, according to Mr M.L. Tayal, Commissioner and Secretary, Industries, Haryana.

The HSIDC has also earmarked around 256 acres for residential complexes for industrial employees.

In 1992 a Japanese consortium, including Mitsui, Marubeni and Mitsubishi, evinced interest in setting up a project which was then christened the "Japanese city". However, later in 1997, the Japanese pulled out of the project.

The HSIDC went ahead and acquired 1789.92 acres of land in Manesar in March-April, 1997. Since then, development activities have been taking place rapidly, with 100 acres already allotted to industrial units.

NTF (India) Private Limited, a company engaged in the production of hard tops and rear trey for the Gypsy and Zen models, has already commenced production from the plant here. "We produce 500 hard tops each month and three lakh rear treys per annum," says NTF India Director Naveen Jain.

The other units allotted space in the township include Denso Haryana, Amtek Auto, Jamna NHK-Allevard Suspension Components Limited and FCC Ricoh.

Denso Haryana, a wholly-owned subsidiary of Denso Coporation of Japan, will produce engine management systems (fuel injection systems) for Maruti. The systems to be produced from this unit will be used in Maruti vehicles to be rolled out after April, 2000.

Jamna-NHK-Allevard Suspension Components Limited produces coil strings and already has orders from automobile majors like Ford and Honda. "We manufactured 1.2 million coil springs in the first phase and our product will be used for Ford's model, code named C-195," says the company's Deputy General Manager Raj Soni.

FCC Ricoh of Japan is engaged in the manufacture of brake-assembly while Norcool, a Norwegian company, produces glass doors of commercial refrigerators.

Mr Tayal said the emphasis is to provide the best infrastructure so as to attract foreign investors.

As per the proposals, the whole project is to be completed in four years. But the contractors of the project — Som Dutt builders, Dodsal public health works and BSES — claim they can finish the whole thing in just 30 months, said Mr Y.S. Malik, Managing Director, HSIDC.

Teachers condemn exam method

YAMUNANAGAR, March 17 — The Indian Association of Physics Teachers declared the practical examinations of undergraduate students, which started from March 10,1999, an eye wash.

Professor K.C. Thakur, Joint Secretary, Indian Association of Physics Teachers (IAPT) said that according to the university calendar the practical examination of each undergraduate class is to be conducted by two external examiners, but only one examiner is present at a majority of centres. He said that at one of the local colleges only one examiner reported to conduct B.Sc III practical and one for the B.Sc. I practical examination.

For the electronics practical examination no examiner turned up. The conduct at other colleges in Haryana is similar. Thus when the principal informs the university of an absentee examiner instead of appointing a substitute itself the university authorises the principal to appoint an examiner of its choice.

At some centres it has been observed that a single examiner reports on the first day and slips away subsequently handing over conduct of the examination to internal examiners.

As a fallout students get marks disproportionate to their theory marks. What is use of this type of practical examinations? These practices have been going on under the very nose of the universities for many years.

Prof Thakur requested the university to either scrap practical examinations or conduct them seriously.

Untreated sewage threatens project

FARIDABAD, March 17 — The area around the multi-crore gas power project of the National Thermal Power Corporation (NTPC) coming up at Mujeri and Neemka village near here is heavily polluted due to the discharge of untreated sewer water in the nearby fields.

It has become difficult for the NTPC staff to work due to the air pollution caused by obnoxious toxic gases emanating from the stagnant water. NTPC sources fear that air and water-borne diseases may break out at their complex and nearby villages if no urgent steps were taken by the local authorities.

Several telephone conversations and meetings have failed to move the Irrigation Department of NTPC officials said. A letter to the Executive Engineer was sent on March 10 warning of the grave danger.

At Neemka village water drawn from the hand pumps is stated to be unfit for human consumption. A number of cases of malaria have been reported at Mirzapur village.

Mr Suresh Nagar, president of Neemka village, who runs a tea-shop outside the NTPC project said it had become difficult to work even during the day due to the mosquitoes.

Meanwhile, NTPC officials have reportedly objected to the discharge of untreated sewer water of Faridabad into the Rampur distributory of the Gurgaon canal. Under the agreement signed between the NTPC and the state government, water from the Rampur distributory was to be supplied to the project for fire-fighting and cooling of turbines, generators and boilers.

As the water in the distributory has become heavily polluted, it will damage the sensitive equipment and adversely affect power generation which is likely to be started in the third week of May.

The Irrigation Department is reportedly discharging untreated sewer water into the distributory of the canal after the Uttar Pradesh Government refused the permission to do so in the Agra canal.

ACR method, the most reliable

CHANDIGARH, March 17 — Ensuring greater control on the annual confidential reports (ACRs) of officials, particularly those of the police departments, remains perhaps the most reliable method of having a proper stranglehold on the administrative machinery. This , it is believed, also results in better obedience and loyalty among the officials for the rulers of the Haryana Vikas Party and the Bharatiya Janata Party in Haryana.

Under the revised instructions, the deputy commissioners, who are chosen carefully by the government to implement its policies and maintain law and order in the region remain the kingpins.

The first thing that the state government had done was to bring the police under the control of bureaucracy in the matter of writing the ACRs. Then some time later it was decided that postings, removal and transfer of officers in charge of police stations (station house officers) within the districts should be done by the district police chiefs in consultation with the district magistrate deputy commissioners. Although this provision existed under the Punjab Police Service Rules (as amended from time to time and as applicable in Haryana), this was followed more in violation than in observance.

Hence, the Home Department had to reassert in December last that "all postings, removals and transfers of officers in charge of police stations within a district, shall be made by the superintendent with the approval of the District Magistrate. If the District Magistrate considers the presence of a police officer of or below the rank of a sub-inspector prejudicial to the welfare of the locality in which he is posted, he may direct his transfer elsewhere within the district. In the case of dissatisfaction with the work or conduct of officers above the rank of a sub-inspector, the District Magistrate shall communicate their complaint to the Deputy Inspector-General of the range."

Now it is the turn of the superintendents of the police and other officers. The Chief Secretary has told the heads of departments, commissioners of Ambala, Hisar, Rohtak and Gurgaon divisions, deputy commissioners and sub-divisional officers (civil) to ensure that the confidential reports of the SPs and other officers are initiated at the level of the District Magistrate. They should keep under consideration the honesty of the officer concerned, his dealings with the public and his overall personality and efficiency in the matter of the maintenance of law and order and also for maintaining and promoting communal harmony and curbing/handling communal tensions.

The report with the remarks of the District Magistrate will be forwarded to the respective Deputy Inspector-General of Police of the range.

These orders, which supersede the earlier instructions in this regards will be applicable for writing the ACRs of the officers for the year 1996-97 and onwards. Thus, instructions for the ACRs issued on June 25,1988, also stand withdrawn.

However, as regards the heads of other departments including principals of government colleges, the ACRs will continue to be recorded by the Deputy Commissioner concerned. In addition, the reports of the circle officers like superintending engineers having jurisdiction over the district (where this headquarter is located) will also be initiated by the Deputy Commissioner concerned. This will be then recorded by the Divisional Commissioner. In the case of the superintending engineers and other circle level officers, the Deputy Commissioner will give his remarks.

A boon for Sonepat women

SONEPAT: Set up in 1995 on an experiment basis, the all-women police station in this city has proved a boon for women suffering at the hands of in-laws for bringing insufficient dowry. It has also succeeded in reuniting many estranged couples.

According to Mr K. Selvraj, SSP, 517 of the 543 complaints received at this police station were settled amicably. In all these cases, the police also succeeded in removing long-standing bitterness between the parties concerned and restoring domestic harmony. It also helped in creating awareness and self-confidence among women.

Criminal cases were registered in nine complaints and sent to court. In one case relating to Rohna village, the women police succeeded in getting settled the case which had been lingering for 15 years or so. In another case relating to Bhatan Mohalla here, Kiran Bala was reunited with her in-laws after nine-and-a-half years.

This police station has been in constant touch with various social and voluntary organisations in tackling such cases.

A fierce race for jobs has sparked off a competition among private tutors in this city and other parts of the district..

There are many private tutors available through bureaus which operate either from private houses or rented offices. More prosperous among these bureaus may have one or more centres in or outside the city.

The number of such institutes has risen sharply over the past couple of years as has the number of students seeking tutors. The reason may not be necessarily many aspirants. It is competitive world and additional coaching is necessary for better results, remarked the heads of may such institutions. Young students patronising such bureaus generally belong to the elite class. But there are grown-up people also who enrol in these institutions to learn English or to improve their conversational skills.

The tuition fees vary according to the course and the popularity of a bureau. Teaching standards, owners claim, are guaranteed yet most established bureaus insist on full payment in advance.

The condition of roads in this fact-growing industrial city is bad. Choked sewers throw up sullage. Scavenging and lifting of garbage are irregular. Air stinks and stagnating slush has become a serious health hazard. Contaminated water is causing water-borne disease. Parks are a shambles and streetlighting leaves much to be desired.

Residents of Sector 14, a residential colony of HUDA, have been clamouring for better civic amenities for a long time. They complain that most of the roads are full of potholes. People have to wade through water during the rainy season.

Military officers call on Governor

CHANDIGARH, March 17 — A 15-member group of senior military officers led by Rear Adm Nirmal Verma, SDS (Navy) of National Defence College, New Delhi, called on the Haryana Governor, Mr Mahabir Prasad, at Raj Bhavan here last evening. It was a courtesy call which lasted for half an hour.

The Governor extended a warm welcome to the members on behalf of Haryana.

Rear Admiral Verma informed the Governor that the team had already visited many key industries of Faridabad and Gurgaon and the Agricultural University at Hisar.

He said the group intended to visit various other key industrial projects, historical and cultural places like the NDRI, Karnal, Oil Refinery, Panipat, Pinjore Gardens and Kurukshetra so as to study the economic environment, cultural heritage and industrial development programmes of the state.

The other military officers from Indonesia, Oman, the UAE, USA and Indian Army, Navy and Air Force included Brig R.S. Jamwal, Brig P.M.R. Gangadharan, VSM, Brig P.K. Rampal, Brig D.N. Kathuria, Brig Paramjeet Singh VSM, Cmde H.S. Malli, VSM, Air Cmd H.P.S. Sighu, AVSM, VSM, Mr Vijay Bhushan, IPOS, Mrs Dyal Ray, AFHQ, Col Handrawan, Indonesian Army, GP Capt (P) Saleem Bin Hassan AL Baram, Royal Air Force, Oman, Col Saeed Ali Saeed Al Shehhi UAE Army and Capt Edward W. Retired college teachers remind
govt of promise

YAMUNANAGAR, March 17 — The Haryana Retired College Teachers Association has urged the Chief Minister, Mr Bansi Lal, to grant them pension and enhanced gratuity with effect from April 1,1995, as announced earlier.

Prof KC Thakur President of the association, told newsmen yesterday that the Haryana had announced time and again at Hisar to grant pensionary benefits, with effect from April 1,1995, but no steps have been taken so far to honour the commitment. He added that moreover the Governor of Haryana and the Finance Minister of Haryana announced in their addresses in the state Assembly that these benefits would be given from April 1,1995,

Prof Thakur said the association executive decided here recently to apprise the Chief Minister and other officials of difficulties in old age.

He added that the teachers were demanding social security for themselves in order to lessen burden on society. This benefit has already been extended to University and college teachers all over India except Haryana. Again the benefit of pension and enhanced gratuity has been extended by the Haryana government to teachers of Kurukshetra, Maharshi Dayanand and Hisar agriculture universities, but not to the teachers of affiliated colleges.

ROHTAK, March 17 — Leaders of the Haryana Karamchari Mahasangh and the Haryana State Electricity Board HSEB Workers Union have described the recent statement of the Chief Minister, Mr Bansi Lal regarding the round-the clock power supply by June as a "pack of lies."

In a joint statement issued here today, Mr S.D. Kapoor, President of the mahasangh, and Mr Indra Dutt Sharma, President of the HSEB Workers Union, alleged that the government had been misleading the masses over the issue. They argued that the Chief Minister himself had announced that the construction work at sixth unit of the Panipat thermal plant would be completed by the end of the year. They added that the government had been misinforming the people in this connection in order to secure the release of the second instalment of Rs. 1100 crore from the World Bank.

The union leaders criticised the Chief Minister for urging power consumers to file cases against the Haryana Vidyut Prasaran Nigam (HVPN) employees in case their electricity bills were found faulty.They pleaded that the bills were being prepared by computers. All over the state and the HVPN employees usually cooperated with the consumers in rectifying their bills.

They sought a White Paper on the power consumption and payment of electricity bills by the bureaucrats, MLAs and ministers.

Akademi function on March 22

CHANDIGARH, March 17 – The Haryana Punjabi Sahitya Akademi will organise a function to mark its third anniversary in Tagore Theatre here on March 22.

An akademi spokesman said here today that the Haryana Food and Supplies Minister, Prof Ganesh Lal, would preside over the function while the Education Minister, Mr Ram Bilas Sharma, would be the chief guest.

He said a book, "Sahit Dhara Kahani Sangrah -I", published by the akademi, would be released by the chief guest and a drama, " Parinde Jaan Hun Kithe" would be presented by the Mohali based Adakar Manch on the occasion.

SYL issue to be raised at Goa

KURUKSHETRA, March 17 — The Haryana BJP will raise the issue of the SYL canal water dispute at the party's national working committee meeting at Goa on April 2.

This was stated by Mr Ram Bilas Sharma, Education Minister, at a press conference held at Pipli, 5 km from here, yesterday.

He said, "We will also seek help from all political parties in solving the SYL canal water dispute."

He said during the regime of Indira Gandhi, former Prime Minister, Haryana's share in the SYL canal water was 3.5 million acre feet by the then Eradi Tribunal and later, all governments had been accepting the Tribunal's decision.

Cotton information day organised

SIRSA, March 17 — A Cotton Information Day was organised at Odhan village in the district by the local Krishi Gyan Kendera with the help of Women's Polytechnic, Sirsa yesterday. Scientists from Ch Charan Singh Agriculture University, Hisar, gave information regarding cotton production to the farmers.

Dr Rakesh Yamdagni Director Extension Education, HAU who was the chief guest advised the farmers to go for integrated pest management.

Dr SP Singh and Dr KL Chhabra spoke about pests control, seeds and fertilisers. Dr Brij Lal Lathar suggested ways to improve cotton production. Dr Chhabra, is senior coordinator of KGK, here.

Corruption ‘blocking Haryana's progress’

CHANDIGARH, March 17 — Mrs Chandrawati, a former Lt-Governor, told newsmen have yesterday that corruption, liquor consumption and unemployment were the major roadblocks in the progress of Haryana.

She said the law and order situation in the state was poor.

As people were fed up with the prevailing situation in the state, response to the Congress membership, at least in her constituency, she claimed, was encouraging. The HPCC President, Mr Bhupinder Singh Hooda, had not only proved to be a crowd-puller, but also a good organiser, she added.

Man sentenced to 3 years' RI

ROHTAK, March 17 — The Chief Judicial Magistrate, Mr R.K. Sharma, yesterday convicted Suraj Bhan and sentenced him to three years' rigorous imprisonment for running a medicine shop without a licence.

The judge also fined him Rs 6000.

According to the prosecution, Surja Bhan, son of Mr Matu Ram was running the shop without any licence.

He had also kept stocks of medicine without any permit and had not disclosed the name and address of the manufacturer.

The CJM said one of the reasons for penalising an offender in the criminal jurisprudence was to caution others to desist from such wrong actions which affected society at large.


 

Woman killed in accident

HISAR, March 17 — A woman was killed and 10 persons, including four women were injured when a jeep carrying them rammed into a tree near Shekhpur village of Hansi subdivision early this morning. They were returning to their village Bharang, near Churu in Rajasthan from Hardwar.

The victim has been identified as Geeta (35).

Turn-out at liquor shop auction poor

FARIDABAD, March 17 — Lack of enthusiasm was visible again today among contractors at the resumed auction of liquor shops for 1999-2000 here. This is being attributed to losses suffered by the contractors during the current financial year.

On March 13 only two out of five groups could be auctioned as there were no bidders for the others. Today also two groups could be auctioned for Rs 6.32 crore. The auction of the third group has been put on hold because the bidding was below the reserve price.

It is told that the total revenue from the auction will not touch the figure of Rs 84.58 crore of last year.

The auction of two groups of Gurgaon was also held here but the figures were not yet available.

MC passes budget of Rs 95.71 cr

FARIDABAD, March 17 — the Municipal Corporation here today passed Rs 95.71 crore budget for the next financial year. Subedar Suman, Mayor, presided over the meeting of the civic today.

The meeting approved Rs 10 crore contribution of the civic body for the Rannywell water scheme to Haryana Urban Development Authority (HUDA) which will execute the project. The budget envisages an expenditure of Rs 57 crore on original works, Rs 10 crore for ongoing works, Rs 1.87 crore for tubewells, Rs 2 crore for the development of villages and Rs 25 lakh on Bapu Nagar housing scheme for the poor.

It was also decided to take action against officials for the poor recovery of taxes which was not even 50 per cent of the target.

CPM threatens campaign

In a statement here today, Mr Inderjit Singh, state Secretary of the party, alleged that the union government had misused the Information and Broadcasting Ministry to highlight its achievements.

He said the common man was facing hardships due to price rise, unemployment and deterioration in law and order.

ROHTAK, March 17 — Employees of the Telecom Department today wore black baders to protest against the denial of the trade union's rights by the authorities concerned.

Mr J.S. Malik, district Secretary of AITTEU (class-III) alleged that the authorities had not honoured the agreement on staff welfare schemes. He threatened to intensify the agitation if the demands of the employees were not settled.
