Naik Bhim Singh cremated
SONEPAT, June 17 — The body of Naik Bhim Singh (36) who died while fighting the enemy in the Kargil sector of Jammu and Kashmir was cremated with full military honours at his native village Pinana, about 20 km from here, yesterday. He was the third armyman from Sonepat district to die in the Kargil operations.

Fake currency racket unearthed

KARNAL, June 17 — The Karnal police has unearthed an inter-state racket of sale of counterfeit currency and their manufacture in the states of Haryana, Delhi, Rajasthan and Uttar Pradesh.

Mr Ajay Singhal, district police chief of Karnal, told TNS today the kingpin of the racket, Ram Prasad, a resident of Khanda village in Sonepat district and his main accomplice, Mugin Singh, alias Naveen Dahiya, resident of Vikas Puri, Delhi, had been arrested on June 6 and June 12, respectively. With the arrest of these two, the Karnal police led by Sub-Inspector Karta Ram has been able to arrest at least 20 persons who were the main operators.

The police investigating party has so far been able to seize fake currency notes of various denominations with Rs 8 lakh from the possession of the gang members. Mr Singhal said the arrest of kingpin Ram Prasad could be possible after disclosures made by other members of the gang. The police was still searching for Sultan Singh, resident of Chattera village in Sonepat district and Hari Prakash, a conductor in a private transport company, who are stated to be actively involved in the preparation and sale of fake currency notes.

Mr Singhal further disclosed that with the arrest of Mugin Singh from Delhi the police seized fake currency notes worth Rs 2.12 lakh of the denomination of Rs 500 each, a computer a monitor, a laser printer, a keyboard and other material needed for making fake currency notes. Mr Singhal said earlier also members of this gang had been arrested from Kairana in Uttar Pradesh. Two persons — Jagmohan and Rajesh — were arrested while exchanging fake currency notes worth Rs 15,000. They were arrested in August 1998. Similarly, Surender, Satbir, Raghbir and Ram Prasad were arrested in Jind on September 29, 1998, under Sections 489-C and 420 of the IPC while carrying fake currency notes worth Rs 10,000. The Kashmiri Gate police of Delhi had arrested Dewan Singh and Ram Prasad for selling fake currency notes. Again, the Delhi police had arrested Sisa Ram of Palam Colony, Yashpal of Guniana village in Bagpat district and Rajeev Chaudhary of Mukherjee Nagar, Delhi, under Sections 420 and 489 of the IPC for carrying and selling fake currency notes. Mr Singhal said in all these cases Ram Prasad's hand had been found to be behind the operations.

Mr Singhal explained that the racket came to light when Sohan Lal, a resident of Padwala, approached the police alleging that two youths had given him fake currency notes worth Rs 200 at his hotel in Taraori. Both of them had reached the hotel on a Hero Honda motor cycle (HYM-7753).

The police found that the two youths who were carrying fake currency notes of Rs 100 denomination were Narender resident of Israna in Panipat district, and Pammy resident of Taprana-village in Karnal district. The police after their arrest seized fake currency notes of Rs 100 denomination and registered a case against them. After inquiries made from the two it was revealed that they were assisted by three more persons i.e. Surender of Jasrana village in Sonepat district, Krishan of Kakroi village and Jagmohan of Sainipura village all in Sonepat district.

Inspector Karta Ram went on their trail and was able to arrest them. The police seized fake currency notes of Rs 500 denomination worth Rs 2 lakh from the possession of Surender along with a double-barrelled gun and four live cartridges. It was also able to seize fake currency notes worth Rs 99,000 from the possession of Jagmohan and over Rs 1 lakh from Krishan.

After the disclosures made by them the police arrested Ajay and Surender Kumar, alias Munna, resident of Rabra village from whose possession a machine used for making fake currency notes was seized. The police also seized the material used in the preparation of the fake currency.

In March 1999, the police party arrested Rajbir and Bhagwan Singh — both residents of Ladpur village — and seized fake currency notes worth Rs 1 lakh from them. The arrest of Surender, a resident of Jasrana, led to the seizure of two stamps. One stamp carried the photo of Mahatma Gandhi while the other was of the Ashoka Chakra pillar. The list of arrested persons so far who figure in the racket one way or the other include Narender, Pammy, alias Sadanand, Surender, Krishan, Jagmohan, Ajay alias Doctor, Surender Kumar, alias Munna, Rajesh, Rajbir, Bhagwan, Azad Singh, Khushi Ram, Satbir, Balwan, alias Mani, Hari Prakash, Ram Prasad and Mugin Singh.

Mr Singhal maintained the police was in search of others involved in the racket. It was also in touch with the police in the neighbouring states to know more about the racket and its network. It expected more sensational disclosures in the coming days.

Two-day BJP camp from June 20

SONEPAT, June 17 — The BJP is organising a two-day special training camp at Jhinjoli village in the district.

According to party sources, the camp will commence from June 20 and will be attended by top leaders and members of the party's media cells from Haryana, Punjab, Himachal, Delhi, Jammu and Kashmir, UP, Madhya Pradesh, Rajasthan and Gujarat. Representatives from the party's Chandigarh unit too will take part in the camp.

Nearly 100 BJP activists are expected to attend the camp which will be inaugurated by the Union Home Minister, Mr L.K. Advani.

The main aim of the camp is to brief the participants on the ways to handle the electronic and the print media and maintain a smooth rapport with them in view of the forthcoming Lok Sabha elections.

The camp will be held under the supervision of the Rajya Sabha member from UP, Mr D.N. Misra. Mr Mishra will be assisted by Mr O.P. Kohli, former president of the Delhi unit of the BJP.

The district and the police authorities have taken several steps to tighten security for the participants.

According to official sources, special police pickets will be deployed in and around the village and the entry will be restricted. On this occasion only those persons will be allowed to enter the venue of the camp who are entitled to take part in the camp.

Ostracised over land dispute

UMRAH (HISAR) June 17 — It took eight months for Banwari and Dr Baru Ram to get the order of their social ostracisation revoked, for all of which period they lived like outcastes.

They were ostracised about eight months ago by the Satbas Mahayanchayat held under the chairmanship of Mr Baljeet Singh, chief of the Satbas panchayat known in local parlance as Dada.

They were ostracised following a land dispute about a piece of land despite a general feeling that the decision of the panchayat was too harsh. Social ostracisation is invoked only when the person has committed some heinous crime and a land dispute seldom invites such a punishment.

While ostracisation may seem like a trivial in alter in urban circles but in rural society, dominated by feudalistic tendencies and caste inclinations, it is very difficult to live as an outcaste.

The common phrase used for ostracisation is hookah-pani bandh! implying that no person from the community will talk to the ostracised person under any circumstance.

If anyone talks to the ostracised person, or keeps any liaison with them, they too invite the same punishment.

On June 14 a mahapanchayat of the Satbas Khap was organised for revoking the orders of ostracisation of Banwari and Dr Babu Ram. The speakers at the mahapanchayat reportedly condemned the manner in which social ostracisation was being misused.

The mahapanchayat headed by Mr Baljeet Singh had earlier banned the entry of a bride into her in laws' village, as people belonging to a particular caste had objected to it. The bride has not visited her in laws' village since.

Mr Harsh Kumar, Minister of State for Irrigation; Mr Jagbir Singh Malik; Minister of State for Horticulture and Marketing; Mr Vinod Maria, Minister of State for Medical and Agriculture Education; Mr Sat Narain Lathar, Minister of State for Housing; Mr Ram Bhajan Aggarwal, Minister of State for Tourism; Mr Raj Kumar Saini, Minister of State for Printing and Stationery; Mr Ram Bhaj; Minister of State for Forests; Mr Jagdish Nayyar, Minister of State for Dairy Development; and Mr Bijender Singh Kadian, Minister of State for Animal Husbandry.

The ministers also appealed to the public to contribute generously towards the fund. In a joint statement here today they said: "we are enjoying freedom at the cost of the lives of our brave soldiers. It is our foremost duty to face the crisis unitedly."

Mr Bansi Lal also announced that job would be given to one member of each of the bereaved families.

Denial of admission to NDA challenged

CHANDIGARH, June 17 — A writ petition challenging the reduction in the number of vacancies for training at the National Defence Academy, Khadakvasla (Pune), in batch No. 101 and increasing the number for batch No. 100 came up for before the Vacation Bench of the Punjab and Haryana High Court, comprising Mr Justice H.S. Bedi and Mr Justice J.S. Khehar, which issued notice to respondents for July 7.

It was submitted by petitioner Kanwar Amar Deep Grewal that from batch No. 101, candidates numbering 398 were successful for admission to the NDA. After the medical test, 338 persons were found eligible. However, the vacancies were reduced firstly from 365 to 337 and then to 232 for this batch, consequently denying admission to 141 candidates, to accommodate more candidates from batch No. 100.

Some of the candidates filed writ petitions in the Delhi High Court which has decided that the denial of admission to 141 candidates of batch No. 101 was not justified and directed the respondents to inform all 141 candidates by a public notice and whoever approached the respondents within a week thereafter, he be admitted to the course which began in January.

In view of the above direction of the Delhi High Court the petitioner requested for preponing the hearing of his writ petition and to pass appropriate orders in view of the judgement of the Delhi High Court.

Notification contested

On a writ petition challenging the Haryana Government Notification of June 7, regarding maintaining the existing age of superannuation for college teachers at 58 years, a Vacation Bench of the High Court issued Notice of motion to the state of Haryana and others for July 16.

The petitioner, Dr (Mrs) S.L. Sud, belonging to Haryana cadre and currently working in Government College, Sector 46, Chandigarh, on deputation, submitted that the UGC recommendation, as accepted by the Human Resources Development Ministry, Union of India, had recommended the age of 62 years as age of superannuation. This is binding on the state government as the subject of higher education comes under the Union List for which the Union Government also is competent.

It was further submitted that the scheme being composite, the state government could not partly implement the scheme and partly ignore it, as under the scheme the Union of India is to bear the cost of revised pay scales recommended by the UGC. The Haryana Government has already accepted this part of the scheme, said the petitioner.

Boy tops in matric examination

BHIWANI, June 17 — Sandeep of H D High School, Salhawas (Jhajjar) has topped in the matric annual examination, 1999, of Haryana School Education Board by obtaining 580 marks out of 600 (96.97 per cent). Manish Kumar and Chhaju Ram have stood second by getting 573 marks (95.50 per cent). Manish Kumar belongs to the same school and Chhaju Ram is a student of Aryavart High School, Adampur Dadhi here.

Shalu of L A High School, Jhajjar, has bagged first position among girls and seventh position in the merit list by securing 562 marks 93.67 per cent. The result of this examination was declared today.

Stating this the board Chairman, Mr Ramesh Kashyap, told mediapersons here today that overall pass percentage of the examination had increased. This year the overall pass percentage turned out to be 71.20, whereas it was 59.53 last year. He said girls had again outshown boys by getting an overall pass percentage of 73.68 in comparison to 69.77 of boys.

Giving more details the board Secretary, Mr Mansa Ram Sharma, said 2,51,299 candidates had appeared. While 1,78,920 candidates were declared pass, 26,142 candidates were placed under compartment. He said 1,59,443 boys and 91,856 girls had appeared in the examination.

He added that private schools had shown better results than government schools. As 82.38 per cent candidates of private schools were successful as compared to 71.57 of government schools.

He said schools in urban areas had given a pass percentage of 75.30 in comparison to 69.55 of schools in rural areas. About 76.04 per cent regular candidates had got through the examination in comparison to 51.53 per cent private candidates.

The result was being published in three Hindi dailies and had also been made available at the offices of district education officers, district public relations officers, district-level co-ordination centres of the board and board head office here.

The secretary said the regular candidates would get their fail/compartment/reappear and pass certificates within 15 days at their respective schools and the private candidates would get their fail/compartment/re-appear cards after one week, and pass certificates within 15 days at the addresses mentioned by them in their forms.

Mr Mansa Ram Sharma further added that the re-appear/compartment candidates and for improvement of marks, the candidates could send their forms with a prescribed fee of Rs 220 and for additional subjects Rs 105 per subject up to July 15, 1999. After this date a late fee of Rs 200 would be payable. A late fee of Rs 300 would be payable if the forms were deposited before one month of the commencement of examination, he added.

Sacked ministers seek security

CHANDIGARH, June 17 — The dismissed Haryana Agriculture Minister, Mr Jagan Nath, joined by another sacked minister, Mr Brij Mohan Singla, told newsmen here today that they would urge Prime Minister, A.B. Mr Jangan Nath said if the BJP wanted to save its image in the state it should part company with the HVP, which was being used he said by the Chief Minister and his son for promoting their vested interests.

The sacked minister said there would be an exodus from the HVP as soon as the BJP withdrew its support. This party, he said, had bleak prospects in the next Lok Sabha poll as people were disillusioned with the present government.

Answering a question, the two former ministers said they would not quit the HVP on their own would like to work from within till all hopes to make it a democratic party get exhausted.

Both Mr Jagan Nath and Mr Singla alleged that they were being shadowed by Haryana CID men wherever they went in the city.

Mr Singla and Mr Mohan Jain, an advocate, distributed copies of the memorandum they had submitted to the Governor, Lieut-Gen BKN Chhibber (retd) protesting against loss of liberty by having been shadowed by CID personnel in he city. While they demanded security cover, they also urged the Governor to take action in the case in which a motor cycle had been handed over to the police and earlier in May a CID man had been caught outside the house.

Mr Jain said his house was under 24-hour surveillance and the street where his house was located in Sector 21 was being frequented by men on motor cycles, in Gypsies and in Maruti vans.

Naik Bhim Singh cremated

SONEPAT, June 17 — The body of Naik Bhim Singh (36) who died while fighting the enemy in the Kargil sector of Jammu and Kashmir was cremated with full military honours at his native village Pinana, about 20 km from here, yesterday. He was the third armyman from Sonepat district to die in the Kargil operations.

The body of Naik Bhim Singh was brought from Delhi airport by the officials of the Army.

The mortal remains of Bhim Singh were consigned to flames by his eldest son Anil. The police and Army jawans fired several rounds in the air to salute the martyr and reversed their weapons as a mark of respect to the departed soul.

A large number of people attended the cremation.

Naik Bhim Singh is survived by his wife Sunita, two sons — Anil (14), Sunil (10) and a daughter Anita (12).

Wreaths were placed on the mortal remains of the gallant soldier by Mr Jagbir Singh Malik, Minister of State for Horticulture and Marketing on behalf of the state government, Mr P.K. Mahapatra, Deputy Commissioner on behalf of the Governor of Haryana, Major Gen Gagan Verma, General Officer Commanding II Infantary Division, on behalf of the Army, Col. B.S. Deswal, Commanding Officer, 12th Haryana Btn NCC, Lt. Gaurav, Officer Commanding II Corps, Brig. R.P. Singh, Commander, 35 Infantary Brigade, Col D.P. Yadav, on behalf of the Haryana Sainik Board, Col D.V. Yadav, Secretary, Zila Sainik Board, Jhajjar, Col D.S. Arya of Zila Sainik Board, Sonepat, Mr K. Selvraj, SSP, Sonepat, and Mr Rajiv Jain, Political Press Adviser to the Chief Minister, Mr Bansi Lal.

Sunita, wife of Naik Bhim Singh, said she was proud of her husband who had sacrificed his life for the country. She also said her sons would follow the path shown by her husband.

HAU to raise money for defence fund

HISAR, June 17 — The Haryana Agricultural University has started a campaign to collect funds for the martyrs of Kargil.

A university spokesman said here today, that a meeting of senior officials of the university observed two minutes silence in memory of the martyrs and paid homage to Sukhbir Yadav, an ex-student of the university, martyred while fighting the enemy in Kargil.

The VC appealed all the employees of the university to contribute generously for the National Defence Fund.

Dera Sant Pura, Yamunanagar and its Educational Institutions including Guru Nanak Girls College, Guru Nanak Girls Senior Secondary School, Sant Nischal Singh College of Education and Giani & O.T. College have decided to provide free education to the children of marytrs belonging from the state of Haryana.

Sant Karamjeet Singh, head of the dera declared here today that free boarding, lodging, books and other facilities shall be provided free of cost to these children.

Kurukshetra "to be brought on

KURUKSHETRA, June 17 — By initiating various development projects in and around Kurukshetra, the Haryana Government is keen on bringing this holy town on world map.

This was stated by Mr Bansi Lal, Chief Minister, Haryana, after laying the foundation stone of the irrigation building and irrigation colony complex at Sector 4 of the Haryana Urban Development Authority (HUDA) here yesterday.

Mr Bansi Lal said three years ago before the assembly elections were held, he had promised that Kurukshetra would be developed in such a manner within five years that it would be identified as a separate entity. And in this direction, the Haryana Government had spent Rs 101.92 crore on development projects.

Mr Bansi Lal said the construction of the complex would be completed by February, 2002, and all state irrigation offices would be shifted here.

Mr Bansi Lal said that a memorial and a samadhi of the late Gulzari Lal Nanda would be set up here. Prime Minister Atal Behari Vajpayee, Home Minister L.K. Advani and other union ministers had been invited to the concluding ceremony of the birth centenary celebrations of the late leader here on July 4.

Bansi playing 'musical chairs'

ROHTAK, June 17 — Commenting on the dismissal of Agriculture Minister Jagan Nath, a former minister Krishan Murti Hooda said that the Chief Minister was treating ministers like a game of "musical chairs".

The minister, who finds no chair when the music is stopped has to leave the game (ministry), he said in a statement here today. It appears that Mr Bansi Lal wants to create a record in the dismissal of Cabinet ministers.

Mr Hooda pooh-poohed the Chief Minister's claim of uninterrupted power supply from June 30 onwards. As the day approaches scheduled and unscheduled power cuts are on the increase, he said with many villages and parts of the city suffering six to eight hour power cuts.

CHANDIGARH, June 17 — Members of the Haryana IAS officers' Association have decided to contribute their one-day's salary towards the Haryana Chief Minister's War Heores' Relief Fund.

Announcing this, the Chief Secretary, Mr R.S. Varma, who is also president of the association, said the country was engaged in a fierce battle to meet the challenge of the Pakistani aggression in the Kargil sector.
