Soldiers' vote: BJP flays Congress FATEHABAD, July 6 The Bharatiya Janata Party Scheduled Castes and Scheduled Tribes Morcha chief, Mr Mahavir Prasad, has criticised the Congress for opposing the government plan of granting proxy vote to the brave soldiers of the country who are fighting against Pakistani intruders in the Kargil sector. Mr Mahavir Prasad was addressing mediapersons here last evening. He was accompanied by Mr Dev Kumar Sharma, president of the Bharatiya Janata Party Yuva Morcha. Mr Prasad, who is in-charge of Hisar, Sirsa and Fatehabad district units of the morcha, said it was a matter of regret that the Congress could not give the slightest favour to the soldiers who had been endangering their lives for the country. He alleged that till the time the congress remained in power it did not care to pass the legislation of granting proxy vote to the soldiers, and now when the BJP wanted to take an initiative in that direction the Congress was trying to put hurdles in the way of the BJP. He said this was the least the Congress could do for the brave soldiers. He also criticised the
Congress President for not attending the all-party
meeting on the Kargil issue called by the Prime Minister.
He said it was ironical that Ms Sonia Gandhi chose to
attend an election meeting rather than attending a more
important meeting which concerned the security of the
country. He said the attitude of the Congress President
reflected how serious she was about the issues of
national importance. He said Ms Gandhi must speak out her
priorities to the nation. On one hand she had been
demanding a special session of the Rajya Sabha to discuss
the Kargil issue where she had no right to express her
view as she was not a member of the Upper House while on
the other hand she wilfully absented herself from the
all-party meeting where she had every opportunity to
express her views. He alleged that it reflected the lack
of seriousness on the part of Ms Gandhi towards issues of
national importance. |
HPCC emergency meeting today HISAR, July 6 The Pradesh Congress Committee (PCC) has called an "emergency" meeting of its executive members at the AICC headquarters in New Delhi tomorrow. The sources in the PCC told TNS that the meeting had been called, at a short notice, in view of the latest political developments in the state, after Mr Bansi Lal reportedly refused to step down as the Chief Minister. All 35 executive members of the PCC have been asked to attend the two-day meeting from tomorrow to discuss the fallout of the current situation. While no one could tell why the emergency meeting had been called, it is felt that the future relationship of the Congress with the ruling Haryana Vikas Party will be the main agenda of the discussion. The executive committee may also discuss the strategy to be adopted during the Lok Sabha elections. Sources said the meeting is likely to be stormy, keeping in view the fact that Bansi Lal continues to be the Chief Minister. Several Congressmen feel that he is not going to make way for a Congress nominee. Cong leaders particularly those belonging to the Bhajan Lal camp, who had opposed support to the HVP government during the confidence motion may feel vindicated over their stand. Senior Congress leaders, Mr Pranab Mukherjee and Mr Anil Shastri may also attend the meeting as observers. There is a general feeling among the Congress leadership in the state, that it will be difficult for it to face the public. Because it was the PCC led by its president Mr Bhoopinder Singh Hooda, who organised a massive rally at Jind demanding the dismissal of the Bansi Lal government. It was now the same party that had bailed out the same government. One executive member of the PCC admitted. "It will be difficult to explain it to the people". The mood, however, in the Bhajan Lal camp is upbeat. A leader owing allegiance to this group claimed, "now the party high command will realise its mistake by ignoring the viewpoint of Mr Bhajan Lal". Mr Bhajan Lal had opposed till last moment, the decision to bail Mr Bansi Lal out. As of now, Mr Bansi Lal is reported to have made it clear that it will not be in the interest of the Congress to force him step down. He has reportedly argued that he is enjoying popularity in the state after the successful power reform, which according to his claims, have made power supply available for round the clock in the state. For the PCC which has
been dogged by factionalism things, are not likely to be
better, as both Hooda group and Bhajan Lal group are
likely to use tomorrow's meeting to show who is powerful. |
MDU EC meeting likely to be
stormy ROHTAK, July 6 The proposed meeting of the Executive Council (EC) of Maharshi Dayanand University (MDU) here on July 9 is all set to take up the controversial issue of the approval of several appointments and the matter of regularisation of services of the daughter of a former Vice-Chancellor (VC) of this varsity, despite the state government's ban on fresh appointments. The meeting of the EC had been postponed twice reportedly on the directions of the state government when the body attempted to take up the issue of approval of appointments. Although the university authorities had made selections to several posts of Lecturer, Reader and Professor in July-August last year, yet these were not approved by the EC due to the ban. The selection to about a dozen posts of teaching had been made between July 27 and August 1, last year. The blanket ban on all type of appointments came into effect after August 12. The government reportedly received complaints that there had been certain irregularities in these as the authorities wanted to favour some persons. The authorities, however, denied such allegations and said the appointments were need-based as teaching had been seriously affected due to the shortage of staff. The EC in its 141st meeting is likely to take up 54 items. The most controversial item could be regarding the regularisation of the services of Ms. Minakshi Vashista, daughter of a former Vice-Chancellor of this university, Mr Vivek Chander Sharma. Ms Vashista had been appointed as Lecturer in the bio-sciences department against a leave vacancy post in 1995 when Mr Sharma was the VC. Her appointment was made against a regular post in 1996 which invited a court case from some aggrieved persons. It is claimed that since the court had decided in her favour, the university decided to regularise her services from the date of appointment. The present VC, under the emergency power (Section 9A-5) of the MDU Act had regularised the services of Ms Vashista recently. The then Registrar, Mr. T.C. Gupta, had written a letter to the then Secretary to the Chancellor raising objection in the manner the appointment had been made. He had alleged that the post against which the appointment was made was meant for an SC candidate. The VC, Lieut Gen O.P. Kaushik (retd) could not be contacted. The other issues likely
to be taken up in the meeting include authorising the VC
for raising loans from banks, revision of pay-scales of
university and college teachers, grant of affiliation to
new colleges or institutions, adoption of some new
ordinances and revision of fee structure for various
exams. |
Resentment over cremation ground PANIPAT, July 6 Residents and the gram panchayat of Shimla Molana village have expressed resentment over the building of a cremation ground on their village land by some influential persons of Babarpur Mandi village. This is first example that a cremation ground of one village has been built on the land of other village, they pointed out. A number of prominent residents and members of the gram panchayat said some influential persons of Babarpur Mandi managed to purchase a piece of land within the revenue boundary of Shimla Molana village adjacent to National Highway No. 1, for building a cremation ground for the people of Babarpur Mandi village. In protest against this, the gram panchayat of Shimla Molana village passed a resolution alleging that the cremation ground was built illegally with Police Assistance and no permission was taken either from the gram panchayat or from the farmers whose agriculture land was located around the cremation ground. The gram panchayat has
demanded the immediate closure of the cremation ground. A
copy of the resolution has been sent to district
administration for necessary action. |

The officers and officials of the District Public Relations Office, Faridabad, have donated a days salary towards the fund. A fixed deposit receipt for Rs 5100 in the name of Jyoti daughter of martyr Har Parshad, resident of Faridpur village, was presented to Mrs Usha Devi, widow of the martyr. Mr Jagdish Nayyar, a minister, gave Rs 1.25 lakh out of his discretionary fund for the construction of a dharamshala after the name of martyr Har Parshad. The officers and
employees of all the cooperative sugar mills and the
Haryana Sugar Federation have contributed Rs 14.55 lakh
towards the Chief Ministers War Heroes Relief

BKU dharna in support of
martyrs PANIPAT, July 6 The district unit of the BKU today staged a three-hour dharna in front of the Deputy Commissioner's office in support of their demands regarding the bereaved families of the Kargil martyrs and farmers. A number of farmers led by the district president of the BKU Mr Nissan Singh Malik, staged a march from the local Kisan Bhawan to the Deputy Commissioner's office. The participants raised slogans of "Jai jawan jai kisan" and "Kargil ke saheed amar rahen". Addressing the farmers, Mr Malik said the union would hand over a memorandum to the Deputy Commissioner urging the state government to increase the ex-gratia grant to the martyrs' families up to Rs 10 lakh and to pay the amount within a week. Other demands of the union, included government job for atleast one member of the bereaved family at the earliest, free education to the wards of martyr and also free residential accommodation for the martyrs' families. The union also sought
round-the-clock free power supply for the farmers and
payment of pending amount to the cane growers by the
sugar mill authorities within a week. |
Blood donated for Kargil
injured CHANDIGARH, July 6 The Haryana Raj Bhavan organised a voluntary blood donation camp here today as a mark of solidarity with the soldiers who were injured while battling against the Pakistani intruders in Kargil-Dras-Batalik sectors. As many as 35 persons donated blood. Mr Manik Sonawane, Secretary to the Governor, and Dr Manoj Gupta were among those who donated blood. The Haryana Governor, Mr Mahabir Prasad, inaugurated the camp at the Raj Bhavan premises and pinned the Haryana State Red Cross Blood Donor badges on the donors to boost up their morale. Haryana Raj Bhavan has
also sent two bank draft amounting to Rs 51,193 which
includes Rs 28,500 as one months salary of the
Haryana Governor, Mr Mahabir Prasad, and Rs 22,693 as one
days salary of all officers and officials of the
Raj Bhavan, towards the Haryana Chief Ministers War
Heroes Relief Fund. |
Homage paid to CRPF man NARNAUL, July 6 The body of Constable Tej Ram, a resident of Goad Balaha village, was cremated here today with honours. He was on duty at 84 CRPF at Guwahati in Assam. Several thousand residents from various parts of the district paid homage to the brave constable. On behalf of the Haryana Governor, Dr Dharamveer Singh, Haryana Health Minister, laid a wreath on the body of the martyr whereas on behalf of the Deputy Commissioner of Mahendragarh, Mr S.P. Gupta, Additional Deputy Commissioner, placed a wreath. Tej Ram has left behind
his father, his wife, a son and two daughters. |
Awards for gram panchayats on
July 8 CHANDIGARH, July 6 The Haryana Non-Conventional Energy Sources department has decided to give state, district and block-level awards to the gram panchayats that have done excellent work in implementing integrated rural energy programme in the state. An official spokesman said such awards would be given to the panchayats at a state-level annual prize distribution function to be held in Chandigarh on July 8. The Haryana Minister of State of Power and Non-Conventional Energy Sources, Mr Attar Singh Saini, will preside. The spokesman said the first prize at state level would be awarded to Mrs Angrejo Devi, sarpanch of Gram Panchayat, Siwan (Kaithal). It would carry a shield and a cash award of Rs 2 lakh or 1 KW SPV power plant. The second prize of Rs 1 lakh and a shield would be awarded to Mrs Shanti Devi, sarpanch of Gram Panchayat Khuian Nepalpur (Sirsa). Similarly, the third prize of Rs 50,000 and a shield would be given to Mrs Kartar Kaur, sarpanch of Gram Panchayat, Masana (Kurukshetra). He said the first prize at district level of Rs 25,000 and a shield would be awarded to gram Panchayats, Siwan (Kaithal), Masana (Kurukshetra), Plasara ( Panchkula) and Khuian Nepalpur (Sirsa) and second prize of Rs 10,000 and a certificate of appreciation would be given to Gram Panchayats, Chandlana (Kaithal), Kalsana (Kurukshetra ) and Baldwala (Panchkula). The spokesman said that
the prize at the block-level would carry Rs 10,000 and a
certificate of appreciation. It would be given to the
Gram Panchayats of Neerpur (Mahendragarh), Kheri Rai Wala
(Kaithal), Barana (Karnal), Nangal Nimodhi
(Mahendragarh), Chajjal Majra (Ambala), Alduka Majra
(Gurgaon), Jalhaka (Faridabad), Habri (Kaithal), Dau
Majra (Kurukshetra) and Jyotisar (Kurukshetra). |
Chandigarh blast suspects held PANIPAT, July 6 The district police has arrested three persons allegedly involved in planting three RDX bombs and electronic detonator in the Lal Batti Chowk area here on April 14. Their arrest has also solved the June 30 blast case in Chandigarh. Disclosing this to mediapersons here last evening, the SP, Mr Manoj Yadav, said the local police was suspecting the involvement of Babbar Khalsa in the planting of explosives in front of a shop in the Lal Batti Chowk area. During investigations, it was established that Gurbax Singh of Thaska Ali in Kurukshetra, Satnam Singh, Sher Singh and Raman Preet, all from Rohad village in Safidon tehsil of Jind district, were involved in the crime. A police team organised a raid at Rohad village, and succeeded in arresting the three culprits. However, their fourth accomplice Raman Preet managed to escape. Mr Yadav said the three had disclosed after interrogation that the scooter which was used in Chandigarh bomb blast was bought by Sher Singh from one of his relative. The district police has
already informed the Chandigarh Police about the arrest
of the alleged accused. |
17 Haryana officials under
suspension CHANDIGARH, July 6 The Haryana Government today placed under suspension 17 officials, including two HCS officers, for allegedly proxy punching of the automated attendance card. These officials were posted in the new Secretariat in Sector 17 here. The HCS officers who have been placed under suspension are Mr C.L. Sankhla and Mr Prithvi Singh Bishnoi. The officials suspended
include two Superintendents, six assistants, five clerks
and two peons. |
1116 employees found surplus
in Haryana CHANDIGARH, July 6 While the Haryana Government has decided to exercise strict economy in all spheres in view of its tight financial position, it has identified 1,116 surplus employees appointed in various boards and corporations in the state. It is understood that a majority of these employees owe their recruitment to political pressures brought upon the administration amid political uncertainties with several ruling party members threatening to quit and cross floors. Although the government has made it clear that it is not mandatory to absorb all the surplus employees, it has set up a surplus staff cell under the care of the Chief Secretary, Mr R.S. Verma, in order to make efforts to absorb them. Of the surplus employees the largest number of them 682 are in the Haryana State Minor Irrigation and Tubewells Corporation. Of the rest , 311 are in the Haryana State Federation of Consumers Cooperative Wholesale Store Ltd, 91 are in the Haryana State Small Scale Industries and Export Corporation, 28 in the Haryana State Handloom and Handicrafts Corporation and four in the Haryana Slum Clearance Board. Almost every case of absorption will have to be cleared by the Council of Ministers on merit. The General Administration department (GAD) will take up these cases individually. Whenever there is any vacancy, the department concerned will be required to verify as to whether a surplus employee is suitable for the post or an identical post with the surplus staff cell. The department then will approach the General Administration department for filling the said post. The GAD will give clearance to the availability, to the post. If no proper person is available, the GAD will give a non-availability certificate in that case. Also, such posts to be filled will have to be taken out of the purview of the Haryana State Staff Selection Commission/Haryana Public Service Commission. Another clearance of the GAD will be required in all such posts taken out of the purview of selecting authorities. Only after the approval of Council of Ministers, concurrence will be given to the department concerned for issuing a regular appointment letter to the surplus employee concerned provided he has the requisite qualifications and experience. Decisions taken earlier
in December, 1988, and October,1998, will also remain in
force in respect of surplus employees. |
70 free trippes fined PANIPAT, July 6 In a surprise check at the railway station here the Senior Railway Magistrate, Mr Kamal Kant, fined about 70 passengers found travelling without ticket last evening. According to available information, fines totalling about Rs 30000 were recovered from as many as 40 passengers. The fines ranged Rs 400 to 500. Thirtyone passengers who
were without ticket and were unable to pay the fines
imposed on them were sentenced to simple imprisonment
from four to five days sent to Ambala jail. |
One arrested for manhandling
cop PANIPAT, July 6 The police has arrested one Jitender of Matloda village for allegedly manhandling and tearing off the uniform of Assistant Sub-Inspector Mahinder Singh of Matloda Police Station and registered a case under Section 332, 353 and 186, IPC against him. According to available
information, the Matloda Police has arrested Sombir and
Veer Singh Saini of Bharangarh village under Section 323,
324, 314, 148 and 506 IPC. Jitender, it is alleged, came
to the police station and asked the policeman to release
Sombir and Veer Singh. When the police man on duty
refused to oblige him, Jitender picked up a quarrel with
the policeman and manhandled the ASI. In the scuffle
Jitender tore off the uniform of the ASI. He was taken
them into as custody. |
Chautala lambasts Bansi Lal SIRSA, July 6 Mr Om Parkash Chautala, former Chief Minister of Haryana and Indian National Lok Dal supremo, during his mass contact programme, toured more than one dozen villages of the Sirsa, Assembly segment yesterday. While addressing a rural public meeting at Bajekan village, about 10 km from here, Mr Chautala alleged that Mr Bansi Lal had surrendered before Ms Sonia Gandhi only to continue as the Chief Minister. He alleged that Mr Bansi
Lal had sacrificed the interests of the state for
personal gains adding that he had miserably failed in
providing 24-hour power supply to the people of the
state. He also claimed that the Congress had lost
credibility after extending support to the Bansi Lal
government. He said the Bansi Lal government would not
continue for long and called upon the party workers to be
ready for Assembly elections. |
Teachers sore over pension
cut-off date YAMUNANAGAR, July 6 Prof K.C. Thakur, President of the Haryana Retired College Teachers Association, said here today that the state government had announced many times to grant pension benefits to teachers with effect from April 1, 1995 but it had backed out of its promise and had notified to grant pension benefits to teachers, working or retired, with effect from May 11, 1998. On the other hand the government had allowed pension benefits to lecturers in Kurukshetra and Maharshi Dayanand Universities from April 1, 1995 and in Haryana Agriculture University from April 1, 1992. Professor Thakur, said
the retired teachers were ready to take the matter to
court to make the government listen to them. He said they
had united to fight for their right. He urged the state
government to release the pension benefits and enhanced
gratuity from April 1, 1995, as declared by government on
May 6, 1995. |
