Prohibition cases to be disposed of CHANDIGARH, Jan 27 The Haryana Cabinet at a meeting held here today under the chairmanship of the Chief Minister, Mr Bansi Lal, decided to dispose of certain excise cases registered during the prohibition period. It approved a draft Bill to amend Section 80-A of the Punjab Excise Act, 1914, to make provision for the disposal of pending cases registered during the period from July 1, 1996, to March 31, last. These related to offences such as possession, sale and purchase of up to 12 bottles of liquor or 36 bottles of beer or consumption of liquor by making these offences compoundable. The proposed amendment would be as follows:
The Cabinet also decided to amend Section 12 of the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act, 1963 so as to curb unauthorised construction along scheduled roads and controlled areas. As per the amendment, the Director, Town and Country Planning may by notice, without prejudice to the provisions of sub-section (1), call upon any person, who has committed a breach of provisions of the Act to stop further construction and appear and show-cause as to why he should not be ordered to restore to its original state or bring it in conformity with the provisions of the Act or the rules as the case may be. If such a person fails to show-cause to the satisfaction of the Director within a period of seven days, the Director may pass an order requiring him to restore such land or building to its original state or bring it in conformity with the provisions of the Act or the rules as the case may be within a further period of seven days. The Cabinet also decided to amend Section 20 of the Punjab Warehousing Act, 1957 with a view to implementing a scheme for providing easy credit to bonafide farmers against their stocks deposited in the warehouses operated by the Haryana Warehousing Corporation (HWC). A draft of a Bill be introduced in this regard in the ensuing Vidhan Sabha session. The proposed amendment will enable the corporation to implement a pro-farmer scheme. The farmers will be provided credit to the extent of 75 per cent of the assessed value of their produce despotised in the warehouses of HWC which they can draw according to their need. They can sell their produce as and when they are able to get a good price for it. A limit of the benefits under the scheme will be fixed on the basis of their land holding. |
Gang of dacoits busted GURGAON, Jan 27 The police has nabbed members of a dreaded inter-state gang involved in several loot, murder and dacoity cases here and in Delhi. More than a 100 rounds of ammunitions and weapons have been claimed to have been recovered from its members. The district police chief, Mr Khushi Ram Dahiya, today disclosed at a press conference that the police prevented the looting of Agro Petrol station on the Gurgaon-Mehrauli road and the Naurang crusher zone, near here. Members of the gang were planning to simultaneously loot the two places. Six members of the gang were produced before the scribes along with weapons and ammunitions seized from them. The identities of those nabbed are: Anil, alias Bittu Solanki of Matiala, Brahmjit, alias Sonu of Uttam Nagar village, both from Delhi, and Badal of Kapru village in district Hisar. They were arrested while they were about to loot the petrol station. Somveer of Sidipur Loha village, Bahadurgarh, Sushil and Vinod of Uttam Nagar were nabbed in connection with the aborted move to loot the crusher zone. Yogesh, Jagbir, Ajit and Ajay alias headlight, respectively residents of village Nawada, Nangal Dairy, Mittrau and Nawada in Delhi and Mahesh, alias, Attack from Jharsa village here are among those absconding. The police said those nabbed confessed that the gang was involved in the robbery of the local post office, double murder case in Sector 31 and looting of Pasco automobiles office, a liquor vend and shoot-out incident in 32nd Milestone Restaurant all in Gurgaon. Also, it was alleged to be involved in looting of the Punjab and Sind Bank and a jewellery shop, and Kamal murder case all in Delhi. Meanwhile, the police has launched a campaign to verify the identities of rickshaw-pullers in the city. So far, identities of about 150 persons had been verified. The police lamented the Municipal Council was not following the norms in granting licences to rickshaw-pullers. The identities of persons from other states, especially the migrant labourers would also be checked. |

Situation became tense when many people of Jahri, Tharia and surrounding villages gathered in front of the factory in protest against the disposal of waste water which usually stagnates in residential areas and hinders movement of residents and on several occasions it has been cause of tension among residents and management of the factory. Residents approached officials of the factory to request them not to release the waste water in their fields and residential areas as it had destroyed farm land and crops besides several heads of milch cattle had died after drinking this water, a factory official misbehaved with them. This led to altercation and an attack on this official by the irate people. Due to this, the official received head injuries. The irate people snatched the gun kept by the official. On receipt of information, a contingent of the police reached the village and dispersed the people peacefully. Later, the Deputy Commissioner Convened a meeting of both sides. It was attended by officials of the factory and representatives of the villages besides some district officials. Mr Rajiv Jain, political Press Adviser to the Chief Minister, also attended the meeting. The meeting decided that the management would pump out the waste water in the Drain No. 6 in a week and if it was not done, the authorities of the Pollution Control Board would launch a legal action against the management. The Deputy Commissioner appealed to the villagers to keep cool and not to take the law into their hands. He also warned that the district administration would take stern action against those who created trouble on this issue. |

from several parts of the state: GURGAON: Probably for the first time in the history of Gurgaon, journalists working for AIR, national dailies and local weeklies were not invited to the flag-hoisting function at the police lines here on Tuesday, where Mr Shushipal Mehta, State Minister for Industries, unfurled the national flag. The 44 members of the Gurgaon Press club here have demanded a high-level inquiry into this issue. JIND: Mr Charan Das Shorewala, Finance Minister, unfurled the national flag at a Republic Day function organised at Government Post-Graduate College. He took the salute at a parade presented by contingents of the district police, NCC, Home Guards, Scouts and Girl Guides. He awarded certificates to 17 persons of the district for their commendable work in different fields. He also distributed tricycles among 30 handicapped persons. Students of various local educational institutions presented a cultural programmes. Republic Day functions were also organised at Narwana and Safidon, the two subdivisional headquarters of the district. FATEHABAD: The Haryana Public Health Minister, Mr Jagan Nath, hoisted the national flag at a function held at the local M.M. College. Earlier, the minister inspected the parade along with the SP, Mr Rajbir Deswal, and took the salute at a parade. The minister said a masterplan to combat floods, waterlogging and salinity had been prepared at an estimated cost of Rs 2,278 crore and the construction of Hathnikund barrage had already been started. INLD to back no-trust move AMBALA, Jan 27 The Indian National Lok Dal (INLD) will support no-confidence motion against the HVP-BJP government in Haryana even if it is brought in the House by the Congress or by an Independent. Mr Om Parkash Chautala, Leader of the Opposition and a senior leader of the INLD, said this at a press conference here today. Mr Chautala said the state Congress President, Mr Bhupinder Singh Hooda, was trying to befool the people of the state by announcing that the party would bring a no-confidence motion in the current session of the assembly without even consulting the MLAs. He said the Congress did not even have the requisite one-fifth strength in the House to bring the motion. He alleged that Mr Hooda was trying to save the Bansi Lal government as he had a tacit understanding with the Chief Minister. Mr Chautala said the law and order situation in the state was bad and corruption was rampant. The INLD had launched a membership drive in Haryana and the target was to enrol 10 lakh members. Training camps for workers would be held all over the state to make them aware of the issues in the country, he added. |
Bansi Lal to fast in Gandhi's
memory CHANDIGARH, Jan 27 The Haryana Chief Minister, Mr Bansi Lal, has decided to observe a fast like the Prime Minister, Mr Atal Behari Vajpayee, on January 30, the 50th anniversary of the martyrdom of Mahatma Gandhi, to promote "sarva panth sambhav". Mr Bansi Lal today appealed to the people to join the Prime Minister in the fast. Meanwhile, the state government has decided to organise a week-long observance of the martyrdom of the Mahatma commencing from January 30. Various programmes like recitation of prayers from all scriptures and speeches of religious leaders would be held at all district headquarters, schools, colleges and universities. Students will congregate at 11 a.m. on the day and participate in a prayer. A pledge will also be administered to people for promoting communal harmony. |
Strategy discussed on Budget
session CHANDIGARH, Jan 27 A joint meeting of legislators of the Haryana Vikas Party and the Bharatiya Janata Party was held here today to plan a strategy for the Budget session of the Haryana Vidhan Sabha commencing tomorrow. The Chief Minister, Mr Bansi Lal, presided. In view of the Congress plan to move a no-confidence motion and the Opposition parties' efforts to have floor coordination, the legislators of the two ruling parties were asked to remain present in the Vidhan Sabha all the time and counter opposition attacks effectively. The meeting was also attended by a majority of the independents. |
HVP-BJP policies 'anti-farmer' CHANDIGARH, Jan 27 Mr Ajay Singh Chautala, President of the youth wing of the Haryana unit of the Indian National Lok Dal, today described the policies of the HVP-BJP government as anti-farmer. While nature had been unkind to farmers by destroying major crops, on the other hand the state government did not give them any relief, he said. He demanded 50 per cent
subsidy on seeds and pesticides purchased by farmers and
remission of loans taken by them from cooperative banks. |
Complete work on barrage by May: CM YAMUNANAGAR, Jan 27 Chief Minister Bansi Lal directed officials of the Haryana Irrigation Department to complete the Hathnikund barrage before the scheduled date after an "At home function" at Tejli complex here yesterday. The Chief Minister directed the officials to ensure the completion of the barrage by May, 1999, instead of June, 1999. Mr T.V.S.N. Prasad, Project Director, briefed the Chief Minister on the progress of the work. He said the work on western head regulator was completed. Work on the eastern head regulator had begun. Chief Secretary R.S. Verma, Commissioner, Irrigation, Engineer-in-Chief J.K. Chugh and Chief Engineer R.K. Ailawadi were also present. |
4 killed in road mishaps HISAR, Jan 27 (PTI) Two persons were killed and one person received injuries when a Maruti crashed into a truck near Anipura on the Hisar-Delhi highway yesterday, the police said today. The car was on its way from Delhi to Tohana in Haryana, while the truck was going towards Delhi. The deceased are Sonu and Tribhuvan, both residents of Delhi. In a separate incident, a

Truck driver, cleaner murdered KAITHAL, Jan 27 Miscreants killed the driver and cleaner of a truck last night near Sirsa branch canal and took away the vehicle. According to information, the driver loaded rice worth Rs 8 lakh on the truck, which was to go to Kandla. This rice had been bought from a local firm, Lekh Raj Narinder Kumar. The driver received an advance of Rs 6,000 as freight. As the truck reached the canal bridge on the Kaithal-Jind road, the miscreants murdered the driver and cleaner and threw their bodies in the canal. This incident came to light when Baljeet Singh, deputy sarpanch of nearby Peoda village, noticed the bodies in the canal and informed the police. The police has registered

Bansi Govt faces no-trust motion FARIDABAD, Jan 27 Mr Om Parkash Chautala, a former Chief Minister of Haryana and a senior leader of the Indian National Lok Dal, has said that a "no-confidence motion" will be tabled against the Bansi Lal Government during the coming assembly session.
