HVPN accepts plea of industry

CHANDIGARH, Jan 25 — The Haryana Vidyut Prasaran Nigam (HVPN) will install separate meters in industrial units to measure consumption of power for lighting purposes, particularly during the peak load hours when restrictions are put on running industrial units.

Under the present arrangements, for any power used during the peak load hours, the industrial units have to pay Rs 2 per unit to Rs 4 per unit as penalty in addition the normal charges of Rs 4 per unit.

Several industrial organisations have been demanding that either two-phase supply should be given during the peak load hours, which are observed from 5.30 a.m. to 8 a.m. and then from 6 p.m. to 9 p.m., or a separate meter should be installed. Their argument is that even if no industrial activity is done during the peak load hours, the industries have to be lit during these hours for which there is no ban from the HVPN. But still the industry has to pay a penalty.

A delegation of the Haryana Chamber of Commerce and Industry led by its President, Mr Shiv Pratap Singh Bajaj, met the HVPN Chairman, Mr Ranjit Issar, here today in this connection. Mr Issar reportedly agreed to the suggestion of the chamber for installation of separate meters.

The delegation also apprised the Chairman of the problems the industry had to face if an industrial unit wanted to extend its load because the HVPN considered the application for extension of load as an application for a new connection. Mr Issar promised to simplify the procedure for extension of load and said that instructions would be issued to the field staff for demanding only one affidavit in this regard.

He also assured the delegation that the concerned staff would be directed to re-seal a meter in a time-bound manner. He said the meetings of the State-consultative committee of the HVPN would be held every quarter to remove the grievances of the consumers.

The delegation included the chamber's Senior Vice-President, Mr NC Jain; a former President, Dr Jai Dev; the President of the Haryana Solvent Extractor's Association, Mr Bharat Bhushan Jain; and the President of the Panchkula district unit of the chamber, Mr Dinesh Arora.

CM confident of staying in power

CHANDIGARH, Jan 25 --- While the Haryana Chief Minister, Mr Bansi Lal, is confident of sailing through the coming Budget session of the Haryana Assembly, the Opposition leaders are keeping up their pressure to see the government out.

Mr Bansi Lal's confidence is based on a number of factors that have been at play during the past some weeks in the otherwise slippery politics of the State. The Chief Minister has been able to assuage the feelings of most of those ministers and legislators from the Haryana Vikas Party who had threatened to walk out. Statements have come from Ministers, including Mr Narbir Singh and Mrs Kanta Devi. Others like Mr Karan Singh Dalal have also reposed full confidence and described the attempts in the past as wishful thinking of certain Opposition leaders. "The HVP is a united party and so is our ally, the BJP", the Chief Minister told TNS.

What is the significance of these statements? Why have those who wished to part company reconsidered and are back? HVP leaders give certain reasons. Any one defecting from one party to another has to make sure that he will get his pound of flesh and also a ticket when elections are held. In this context what can the Congress offer? It is true that the former Chief Minister, Mr Bhajan Lal, offered everything. But what is the hard reality? The Congress President, Mrs Sonia Gandhi, did not allot the party ticket to any of the 15 defectors in Rajasthan in the recent Assembly elections. The All-India Congress Committee's resolution at Talkatora Gardens recently and Mrs Gandhi's attempts to present a clean image provided a clear message. But then the former Chief Minister, Mr Om Parkash Chautala, made a similar offer. This was good on the face of it as Mr Chautala is his own master in his Indian National Lok Dal. Here these aspirants developed cold feet as they were not too sure. Added to this was the row among aspirants and there were at least five aspirants for the post of Chief Minister.

Another factor was that the central leadership of the Congress and the state unit president, Mr Bhupinder Singh Hooda, had not blessed these moves for their own reasons. The Congress would like the HVP-BJP coalition government to go, but under its own weight. It does not want to be seen playing the defectors game. But there is as yet no let up from leaders like Mr Bhajan Lal and others to make the central leaders see the advantage in seeing this government out.

Haryana is a land of "aya rams" and "aya rams". It has earned notoriety on that account. But it is also a fact that rarely has the state electorate forgiven those who play truant. The first one to leave his party and join the Gian Singh Rarewala Government in the erstwhile state of PEPSU in the early fifties was Mr Nihal Singh. His later attempts to enter the Assembly proved futile. The same was the case of Mr Harnam Dhanak from the double-member Dadri constituency in more recent times leaders like Mr Om Parkash, Mr Amar Singh Dhanak, Mr Dharam Pal and Mr Lahiri Singh met the same fate. One-time Lok Sabha member from Bhiwani, Mr Jangbir Singh, could not get a second term. This does not mean that some attempts were not successful. But in those cases, the leaders have to be big.

There were also apparent contradictions in the Opposition camp, particularly between the Congress and the INLD. And, the BJP from which one or two MLAs looked favourably towards this development, was more or less united. It had nothing to gain by playing the game of Mr Bhajan Lal and Mr Chautala. It had enough share in power and besides its central leaders were committed to keep the present arrangement.

Stone laid for power station

BHIWANI, Jan 25 — The Haryana Government plans to invest the major amount of the World Bank assistance on maintenance and expansion of power transmission and distribution system in the state which would improve the availability and quality of electricity supply, Mr Surinder Singh Member Parliament, said at a public meeting at Morewala village after laying the foundation stone of a 33-KV sub-station to be constructed by the Haryana Vidyut Prasaran Nigam at a cost of Rs 1 crore, 40 km from here, today.

He said in order to strengthen the power transmission and distribution system, with the assistance of the second instalment of the World Bank's Rs 1100 crore loan, the government would set up 93 new sub-stations and would augment the simply of 80 sub-stations. The plan included 45 sub-stations of the 220 KV level and 33 sub-stations of the 132 KV level. With the completion of the plan, Haryana would not remain dependent on other agencies for transmission of power at the 220 KV-level. Haryana already has 15 sub-stations at this level.

Under this plan, Mr Surender Singh said the government would erect 12,000 km long 11 KV lines and refurbish 56,660 km-long high tension and low tension power lines. Over 70,000 new distribution transformers would also be added to the power distribution system in the state.

Mr Surinder Singh said that during last over two years the government had constructed 28 sub-stations of various levels and augmented the capacity of 132 existing sub-stations.

He said that no efforts were made by the previous governments to bridge the gap between escalating demand of power and its supply. The transmission system had become weak to transmit the available power. The present government now was confidently determined to change all this to fulfil its election promise to supply power round-the clock. The government had already set up two autonomous corporations for generation and transmission of electricity. Two more corporations were in the offing power distribution .... of these one would be converted into a joint venture.

The Minister of State for Power and Public Relations, Mr Attar Singh Saini, said that obvious solution to meet the growing electricity demand would be to enhance investments for generating more electricity.

Under short term measures, the government had signed 43 power purchase agreements with 19 private firms for establishing 25 MW liquid fuel-based power plants. The renovation of first four units of 110 MW each at Panipat thermal plant would give additional 270 MW by way of increased plant load factor and capacity A 432 MW gas-based thermal plant was likely to come on bars this year at Faridabad. A power plant of 301 MW capacity was being constructed at Panipat Oil Refinery. And work of sixth unit of 210 MW at Panipat thermal plant was in progress, Mr Saini said.

While, under long term plan, three thermal plants of 1000 MW each would be set up in the state. The state would get electricity from central power projects like Hirma Thermal in Orissa, Uchahar and Rihand Super Thermal projects, Parbati Hydel Project, Nabinagar Mega Power Project etc.

Mr Saini said that the government had formed a policy for giving fiscal incentives to entrepreneurs willing to go in the power generation section. It had also liberalised the policy of allowing captive generation in the private sector.

Mr Sat Pal Sangwan, MLA, said the government planned to set up five more sub-stations in Bhiwani district raising the total number to 34 and augment the capacity of existing four sub-stations.

Historic face of Panipat to be highlighted

PANIPAT, Jan 25 — With a view to providing fillip to tourism in Haryana and to attract more foreign tourists, the Haryana Government has chalked out a plan for highlighting the historic importance of Panipat city.

For one, the state Tourism Department, under the stewardship of Ms Keshni Anand Arora, Managing Director and Director Tourism, has decided that the Skylark tourist complex in the historic city will have an airconditioned fastfood hall. The project would cost Rs 50 lakh, according to Mr M.L. Mittal, Tourist Officer at the Skylark complex.

Mr Mittal told this reporter that the petrol station at the complex has been upgraded from B to A class to provide more facilities to passengers on the G.T. road. Under a joint venture of Indian Oil Corporation and the Haryana Tourism Department, more facilities were being provided at the petrol station at a cost of Rs 1 crore. The complex would be provided between 15 to 20 oil outlets instead of 11 at present. The parking area of the Skylark complex would be further extended so as to make space for 200 vehicles. With this extension, the parking area would almost be doubled from the present one. Mr Mittal further stated that a multi-purpose hall in the complex with catering facilities has already started functioning.

Besides, four rooms in the complex have been renovated at a cost of Rs 1.50 lakh in order to provide near equivalent five-star facilities to tourists. Six more rooms were likely to be renovated soon, according to Mr Mittal. The new rooms have been provided with carpets, bathroom gadgets etc. The tariff has been increased from Rs 700 per room to Rs 900. Mr Mittal disclosed that last year net sales at the Skylark amounted to over Rs 20 crore, including the sale at the petrol station.

In order to depict the historic importance of Panipat, a meeting of senior officers of the state, which was presided over by Mr L.M. Jain, Principal Secretary to the Chief Minister, was held recently. The meeting, among others, was attended by Mrs Asha Sharma, Commissioner Archaeology, Mr Sanjay Kothari, Secretary Tourism, Mr Sunil Saxena, Director Archaeology and Mrs Keshni Anand Arora, Managing Director. The meeting was called as per the desires of the Haryana Governor, Mr Mahabir Parsad, to attract more tourists to the Kala Amb war memorial complex. The meeting decided to construct two gates on the Sanauli road leading to Kala Amb. These gates would depict the importance of the war memorial. Another gate, (Number-3) would be constructed on the main turning of Sanauli road towards the Kala Amb memorial. The Tourism Department is acquiring 20 acres for setting up a museum and a children amusement park near the Kala Amb war memorial. It is also proposed to provide boating facilities at the artificial lake there. Another existing lake would be converted into a lilly pond. The project is being undertaken in February. The Haryana Tourism Minister, Mr Ram Bhajan Agarwal, recently visited Kala Amb and directed the authorities to organise melas there on the pattern of Haryana Handicraft Mela being annually held at Faridabad. The mela at Kala Amb would depict the progress, Panipat city has made in the fields of handicrafts and handloom goods.

Lok Adalat settles 391 cases

KAITHAL: During the visit of Chief Minister Bansi Lal to the town on January 16, when he inaugurated the mini-secretariat building here, a special cleanliness drive was launched by the Municipal Council. The PWD B&R also repaired some patches on pot-holed roads. Heaps of garbage were removed and drains were desilted and cleared.

But most of these activities remained confined to the areas from where the VIP was to pass. On the other hand, many areas including Timber Market, Amargarh Colony Road, Hindu School-New Karnal road, Mall Godown road, New Sabji Mandi, Bhagat Singh Chowk-Railway Station road, Railway Gate-Chandana Gate and many other town roads remained stinking and covered with a thick layer of mud.

There were also a number of pot holes, and stinking drains, which not only put the residents to inconvenience but effected normal life. Such a situation put a question mark on the accountability of the elected representatives.

As many as 392 cases were decided at a Lok Adalat held here recently under the chairmanship of C.R. Goyal, Additional District and Sessions Judge and Chairman, District Legal Services Authority, Kaithal. Giving this information, Mr Satish Ahlawat, Chief Judicial Magistrate and Secretary, District Legal Services Authorities, said compensation amounting to Rs 14.98 lakh was awarded under the MACT cases. Besides this, 125 civil and 71 criminal cases were also decided. Few cases were decided under the Hindu Marriage Act, and five families were united after a very long time. Rs 23,650 was recovered from offenders under the Motor Vehicles Act. Lions Club, Kaithal, sponsored the Lok Adalat.

Addressing the advocates, litigants and lions Mr Goyal said all should join hands to make the Lok Adalat a success to provide much-needed peace in society.

A free cardiology check-up camp jointly organised by Escorts Hearts Institute, Delhi and a local cardiologist, Dr V.S. Dhaka, concluded here recently. About 200 patients were examined by a team of doctors led by renowned cardiologist Dr H.S. Rissam, of Escorts Heart Institute. Justice G.C. Garg of the Punjab and Haryana High Court, who inaugurated this camp, lauded the role of the institute in providing super-specialised facilities to heart patients in the country. He also appreciated the efforts of the institute in providing free service to the people of Kaithal area by organising this camp.

Dr Rissam said the purpose of organising such camps was to give a message to the people that "prevention is better than cure", because heart treatment was costly and some times it remained beyond the reach of the common man. Dr V.S. Dhaka said heart diseases were rising at an alarming rate. Hence there was need to create awareness among the people to take preventive steps.

The Deputy Commissioner Jaiwanti Sheokand was the chief guest.

Road safety week was organised in the district from January 4 to 11. The Deputy Commissioner Jaiwanti Sheokand and the S.P., Mr Sudhir Chaudhary, addressed a gathering of Haryana Roadways drivers and technical staff at the local bus stand and called upon them to observe traffic rules strictly to avoid road accidents. Free eye check-up camps for drivers were organised. A number of seminars were held to create awakening among the masses about the observance of traffic rules. When this week was being observed with much fanfare, Kaithal town witnessed a number of traffic jams as usuals, owing to non-observance of traffic rules by the public and illegal occupation of many important roads by shopkeepers and parking of vehicles on roads at a number of places.

The Agriculture Department organised number of seminars in different parts of this district to provide guidance to the farmers about the showing of late varieties of wheat and to control Mandoosi and steps to be taken to control rabi diseases. According to the Deputy Commissioner hundreds of farmers from a number of villages attended such seminars to get first-hand knowledge of the latest farming techniques from agricultural experts.

YAMUNANAGAR, Jan 25 — There is a strong resentment among university and college teachers over the Haryana government for inordinate delay in the implementation of new pay scales and release of salary for 26 days' strike period in response to nationwide stir call for which was given by the All India Federation of University and College Teachers Organisation (AIFUCTO). They feel delay means denial.

Dr K.R. Bhardwaj, General Secretary of the Haryana College Ph.D. Teachers Association said here today that college and university teachers had compensated the students of their loss in studies due to strike by forgoing their winter vacation and also by taking extra classes.

He added that negative attitude of the government in reference to only eight casual leaves instead of 15/20 days had been implemented without giving any benefit of new pay scales while the HRD Ministry and UGC circular of fifth pay Commission clearly stipulated that composite scheme in toto should be implemented.

He said that all counts including career scheme, enhancement of age of 62 years, Readership and Professorship in the college could not be separated from the scheme.

He stated that their main demands of pension scheme and Reader's designation had been scuttled by the Haryana government.

"Conspiracy to disturb peace"

CHANDIGARH, Jan 25 — The Kendriya Sanatan Dharam Sabha (Northern India) has urged the Haryana Chief Minister, Mr Bansi Lal, to initiate immediate and firm action against those responsible for an incident of cow-slaughter in Mukarampur village in Yamunanagar district.

In a statement issued here today the President of the Sabha, Mr Shiv Pratap Singh Bajaj, who is also a senior leader of the Haryana BJP, said following the incident of cow-slaughter there was tension in parts of Yamunanagar district, particularly adjoining Uttar Pradesh. He alleged that certain persons, who enjoyed the patronage of a local politician, were engaged in smuggling cows from Haryana to Uttar Pradesh through Yamunanagar district. Volunteers of religious bodies and the police had apprehended trucks carrying cows, allegedly for slaughter, a number of times.

Mr Bajaj alleged that there was a conspiracy to disturb communal harmony in the State by repeated acts of cow-slaughter in certain parts of Haryana.

The Vice-President of the Gaushala Trust, Ambala city, Mr Bharat Bhushan Jain, also joined hands with Mr Bajaj to urge the Chief Minister to curb such activities with a heavy hand before any untoward incident takes place.

Prisoners escape, rearrested

AMBALA, Jan 25 — Two prisoners serving term in the Central jail here escaped today but were nabbed later by the police.

According to a complaint lodged in this regard with the Baldev Nagar police station Ram Phal and Rishi Pal, hoodwinked jail authorities today and escaped. When jail officials learnt about it, the police was told to launch a manhunt. They were arrested within a few hours of the incident. While Ram Phal, a resident of Sanjauli village under the Samalkha police station is undergoing imprisonment for murder, Rishi Pal, a resident of Chhapra village in Yamunanagar district is undergoing sentence under Section 307 the IPC attempt to murder).

A case under Section 224 of the IPC has been registered against them in this connection.

Doctors flay govt move on varsity

ROHTAK, Jan 25 — The Resident Doctors' Association of the Pt B.D. Sharma PGI Medical Sciences has criticised the government for divesting MD University of powers to conduct the entrance tests for admission to medical institutes in the states.

The association, in a statement issued here today, described the action as an attack on the autonomy of the university which had been holding these examinations for the past many years in a very fair manner. The government action, it said, appears to be a calculated move to help wards of certain ministers in getting admission to the medical institutes.

Dr Jai Bhagwan Jatain, general secretary of the association said it had lowered the prestige of the university. This action has also posed a threat to the future of the brilliant students.

The government had acted in a similar manner in 1996 also and grave irregularities were committed in the admission then which had led to litigation, he said.

The association demanded that a fixed schedule should be followed for holding the entrance tests. Sometimes these were held in June or July and this time the university has fixed March 14. It said that the medical students of supplementary batch, whose internship would end on April 30 should also be entitled to take the examination for admission to MD/MS courses and the condition of Haryana domicile should be scrapped.

Wife kills husband

SONEPAT, Jan 25 — Hukam Chand, a resident of Durana village in Gohana Subdivision of this district, was allegedly murdered by his wife, Sumitra Devi, in their house yesterday.

According to preliminary reports, the victim, who was in the habit of drinking and beating up his wife almost daily, came to the house and thrashed his wife. He also tried to kill her with an axe but his wife, who has seven children, escaped. In retaliation she hit the husband with the axe. He died on the spot.

The father of the victim had transferred his 12 acres of land to the sons of the deceased. While failing to sell his land, the deceased had mortgaged the land and got money from a money-lender for liquor.

The Gohana police has registered a case under Section 304, IPC, on the report of the Sarpanch and arrested the woman.

Rani Gai Diliu’s birthday celebrated

BHIWANI, Jan 25 — Eighty-fifth birth anniversary of Naga Rani Bhushan Gai Diliu was celebrated here yesterday in the Halluwasia Vatika. Declamation on the 'Desh and Dharam' was organised on the occasion. Students of the local educational institutions participated in it. Mrs Prabha Vati Devi, State President of the Vanbasi Kalyan Ashram, presided over the function.

Rani Gai Diliu was born in Lunkao village, Tameglong district of Manipur state on January 26, 1915. She in league with her cousin Mr Jadunog fought against the British Government, and was hanged to death by the government and Rani Gui Diliu was arrested in 1932 and sentenced to life imprisonment. She was only 17 year-old then. She was released from the prison after the country attained freedom in 1947. By undergoing 15 years' rigorous imprisonment she earned the name of Naga Rani by Pandit Jawahar Lal Nehru. The three Jan Jatis of North East call her Rani Maa.

She was awarded Padam Vibhushan by the Government of India.

Haryana Budget on Feb 3

CHANDIGARH, Jan 25 — The Haryana Finance Minister, Mr Charan Dass, will present his Budget proposals for the next financial year in the State Vidhan Sabha on February 3.

The 16-day Budget session will have in all 11 sittings between January 28 and February 12. Of these, three sittings on Mondays — January 28, February 1 and 8 — will be held in the afternoon as per the tentative programme announced today.

While the Governor, Mr Mahabir Prasad, will address the Vidhan Sabha on the first day, the members will hold discussion on the Address on January 29, February 1 and 2. The Motion Of Thanks to the Governor will also be taken up on February 2.

Discussion on the Budget estimates will begin on February 5 and continue on February 8 and 9.

The Finance Minister will give his reply to the discussion on February 9.

There will be five holidays due to Saturdays and Sundays falling on January 30 and 31, February 6 and 7. The House will also observe holiday on February 11 owing to Maharishi Dayanand Saraswati Jayanti.

Mother, son killed in accident

ROHTAK, Jan 25 — A woman and a child were killed and another person was injured when a scooter was hit by a bus, on the Gohana road, near here, last evening.

According to a complaint lodged with the police, a private bus hit the scooter near Peer Bodhi. As a result Manju and her nine-month-old son, Sachin, died on the spot.

The driver of the bus fled from the scene.

The police has registered a case.

37 cows recovered

YAMUNANAGAR, Jan 25 — The police has recovered 37 cows which were to be taken to Uttar Pradesh.

The police recovered 15 cows from a truck last night at Mandhewala Ghat village near here.

The Superintendent of Police said here today that Surjit Singh had been arrested under the Cow Slaughtering Act at Chhachhrauli police station.

In another raid yesterday at Tajewala, Kulbir Singh and Joginder Singh were arrested for carrying cows in a truck bound for Uttar Pradesh.

The police also recovered eight cows during a special check.

71 cases settled

BHIWANI, Jan 25 — A Lok Adalat was held in the local judicial complex here by Mr Pritam Pal, District and Sessions Judge.

As many as 71 cases were settled in the Adalat. These cases included 23 motor accident cases, eight civil cases, 11 criminal cases, 14 summary cases. As many as nine cases were settled under the Hindu Marriage Act. A compensation of Rs 19.38 lakh was paid to the victims of motor vehicles.

M.Com course for Sirsa college likely

SIRSA, Jan 25 — Dr M.L. Ranga, Vice-Chancellor, Kurukshetra University, speaking at a function, organised by the Prof G.L. Bhatia Memorial Trust here yesterday assured that the demands for M. Com course in Government National Post-Graduate College here would be conceded.

He said there was more rush for courses while the rush for courses in technology was decreasing.

He said in order to check increasing problems of girl students in colleges women cells had been constituted in all 98 colleges affiliated to the university. These cells were working under the direct supervision of women lecturers. Directions have been issued to these cells to provide medical aid to needy girl students. He also said that in order to settle copying case at the earliest special arrangements have been made in the university.

Mr Jagdish Chopra, Chairman, District Consumer Grievances Redressal Forum, Jind, said that the literacy mission should perform its duty honestly. Six students in the commerce department were honoured with cash prizes by the Vice-Chancellor on behalf of the trust.
