SIRSA, Dec 23 — A child abducted on Monday from Ellenabad has been rescued by Ellenabad police. One arrest was made in this connection in the district.

YAMUNANAGAR, Dec 23 — The Pensioners Welfare Association, Yamunanagar, has demanded an increase of 5 per cent and 10 per cent in the basic pension on attaining the age of 70 and 80 years, respectively, as is being done in Punjab and other states.

CM inaugurates 60-bedded hospital

MANDI DABWALI, Dec 23 — Haryana Chief Minister Om Prakash Chautala today announced that medical specialists would be recruited in the state to provide better health care facilities to the people especially in rural areas. Besides adequate quantity of medicines would be made available in the government hospitals for the needy.

The Chief Minister was addressing a gathering here after inaugurating a 60-bedded hospital built at a cost of Rs 2.65 crore. Earlier, he also inaugurated a community centre constructed at a cost of Rs 52 lakh in the memory of Dabwali fire victims on the occasion of the fourth anniversary of the tragedy.

Mr Chautala directed the health authorities to fill the vacant posts in the hospital with specialists so as to provide better treatment facilities to the victims of the fire tragedy.

He said the hospital would have all modern facilities like X-ray, an operation theatre and a laboratory. Besides, a physiotherapy centre had also been set up for the rehabilitation of the fire victims and equipment worth Rs 2 lakh had already been purchased for the purchase.

The Chief Minister said a grant of Rs 10 lakh had been given for the community centre by former Deputy Prime Minister Chaudhary Devi Lal and Rs 5 lakh by the local MP, Dr Sushil Indora, out of his M.P. quota. He said that a sports stadium was also being constructed at a cost of Rs 50 lakh in the memory of the children who died in the ghastly incident. A sum of Rs 22 lakh had already been spent for the purpose.

Mr Chautala also laid the foundation stone of a cattle feed plant and a storage complex to be set up by HAFED at Sakta Khera village at a cost of Rs 3.30 crore.

He said at the initial stage the production capacity of the plant would be 50 MT per day which could be expanded to 100 MT. Besides a godown of 10,000 MT capacity would also be set up in its premises for the storage of foodgrains. This plant, he added, would be helpful in providing balanced cattle feed, particularly to the farmers of Sirsa district, at reasonable rates. It would provide direct employment to 50 persons and indirect employment to 150 persons. It would be completed within year and a half.

Later the Chief Minister also laid the foundation stone of a rice mill and a godown to be constructed at Kalanwali by HAFED at a cost of Rs 3 crore. He said the mill would have a godown of 5,000 MT capacity and would be ready within a year.

Murder case: mob attacks villagers

JHADLI (Mahendergarh), Dec 23 — A 200-strong irate mob from the nearby Chitroli village attacked residents of this village, set ablaze one house and partially damaged six houses. Two persons are reported to have received injuries in the mob violence.

The incident is related to murder of four brothers of Chitroli here on December 10. The suspect in the murder case, some of them reportedly relatives of a BJP leader in the dissolved Haryana Vidhan Sabha, had murdered one of the brothers Mr Nityanand, when the latter had allegedly tried to kidnap a boy. The brothers of the deceased along with some residents of Chitroli had reached the spot to avenue the death leading to assault on them. Nine of the 10 suspects in the case have been sent to judicial custody.

Today’s incident was a result of alleged rumour that one more person of Chitroli has been murdered by residents of this village. The rumour was allegedly circulated by some vested interests at a time when a crowd had assembled at the residence of the deceased brothers on the occasion of their “terehwi”. The crowd got furious at the news of one more murder and it headed towards this village. Many of its members were armed their sharp edged weapons.

The police has not registered any case.

The mob first attacked the house of Sarpanch of this village, Mr Datt Ram Sharma. Women folks and children jumped from the terrace to save their lives.

Later the crowd attacked the house of a former panch of the village. The inmates had a providential escape. Similar was the fate of other house and their inmates.

The crowd torched the house of Ramanand. His house was gutted in the fire.

The two persons who received injuries are said to be out of danger.

The entire village presented the look of a police barrack.

According to the Inspector-General of Police, Gurgaon Range, the situation was under control. The Police Chief of Mahendergarh district and the Deputy Commissioner, Mr R.C. Sharma and Mr S.S. Jowal respectively reached the spot and were monitoring the situation.

According to the residents, a major tragedy was averted as majority of the menfolks had gone out to tend their fields at the time of the incident.

The aggressors were from a particular caste. This village is dominated by Brahmins.

BJP demands Sohana seat

BADSHAHPUR (SOHANA), Dec 23 — The BJP today sought to put pressure on its ally, the ruling Indian National Lok Dal (INLD) in Haryana, for the Sohana seat.

Senior BJP leaders from Haryana demanded the Sohana seat at a public meeting organised here. Badshahpur falls in Sohana assembly segment, which was represented by Mr Narbir Singh, who joined the INLD after quitting the HVP, in the dissolved assembly. The President of the Haryana unit of the BJP, Mr OM Prakash Grover, the General Secretary, Mr Kailash Sharma, the leader of the party in the dissolved state assembly, Prof Ram Bilas Sharma, Mr Sita Ram Singla, Mr Karan Dalal and Mr Chand Ram were among those who addressed the public meeting.

Prof Sharma, who was the star speaker, responded to the demands of his party leaders for the Sohana seat, saying that their sentiments would be kept in mind during talks with the INLD on seat adjustment.

Significantly, he himself did not raise the demand for the seat but only responded to his partymen’s call.

He alleged that the Congress remained apathetic to the shrinking water table in south Haryana for the past three decades. He further alleged that the Sutlej Yamuna Link Canal (SYL) project, which was essential for south Haryana, was taken lightly by the Congress.

The Haryana unit of the BJP would soon meet the Prime Minister to demand the Ravi-Beas waters be brought to this area through the SYL Canal.

Mr Sita Ram Singla said that the government headed by Mr Om Prakash Chautala “came into being” and “functioned” due to the support of the BJP. The government recommended the dissolution of the Haryana Assembly after getting the approval of his party, which had prevailed upon the government to abolish octroi. Mr Singla claimed that the people of the state had voted overwhelmingly in favour of the INLD-BJP nominees due to Mr Atal Behari Vajpayee. Mr Singla is seen as part of a lobby in the BJP which favours the party going it alone in the election.

Mr Grover, along with other BJP leaders, showed keenness for the Sohana constituency.

Mr Kailash Sharma alleged that the Congress had the record of destabilising the governments in the states and at the Centre. It had also tried to do so in Haryana, the BJP was committed to giving a stable government in the state, he added. Mr Karan Dalal, a former Minister, said that the BJP should get the Sohana and Palwal seats. He represented the Palwal seat in the dissolved assembly.

However, the BJP leaders faced on embarrassing time during today’s meeting. A number of ad hoc teachers and those appointed on contract basis raised slogans demanding that their services should be regularised before the assembly election. They demanded the BJP to clarify its position on the issue. They submitted a memorandum to the BJP leaders, expressing the apprehension that the state government was making moves to terminate the teachers appointed on ad hoc and contract basis.

The teachers were pacified only after an assurance from Prof Sharma that their services would not be terminated.

Libraries need to 'share' information

HISAR, Dec 23 — In the modern age of information technology, libraries will need to keep pace with the latest advances by going in for computerisation. Moreover to fulfil a growing urge for more knowledge, the traditional library system needs to be transformed to a digital one. These were some of the observation made at the inaugural session of a four-day convention of the Indian Library Association (ILA).

Inaugurating the convention, Dr A.L. Chaudhary, former Vice-Chancellor, HAU, said there was an explosion of information all over the world and dissemination of information was growing at a very fast rate. "The huge amount of information being produced today and the speed with which scientists aspire to acquire this information cannot be handled with the traditional techniques employed in most Indian libraries", he pointed out.

Emphasising the need for automation of libraries in India, he said: "No library in the world can dream of having enough funds to acquire every piece of information that will be of interest to its patrons". This, he added, was possible only if libraries shared information, which would require computer networking.

Mr Vinay Kumar, Vice-Chancellor, HAU, pointed out in his presidential remarks that Indian libraries were in a transitional phase of automation. "If they fail to keep pace with time, they would fail in discharging their duties", he said.

It was the right time for library and information scientists to assess the strengths and the weaknesses in the library system and evolve strategies to meet the future challenges, he added.

Making observations on library use, the Vice-Chancellor expressed his dissatisfaction saying "the libraries are not used to the extent they should be used". He said" "A library with lesser resources but used to its full extent was better than one with more resources, but not adequately used".

Dr K.L. Johar, former Vice-Chancellor of Guru Jambheshwar University, said exhaustive and quick dissemination of information to the user should be our primary goal.

Prof J.L. Sardana, President, ILA, said the growth and the development of libraries and information centres in the country had so far been haphazard and unplanned.

The convention is being attended by over 300 library and information scientists from all over the country. Mr Prem Singh, Organising Secretary of the convention said the theme of the conference was "Indian Libraries and Librarianship in Retrospect and Prospect". He said the participants will prepare an agenda to meet the challenges of the ensuing millennium.

Civic body term over

FARIDABAD, Dec 23 — The five-year term of the elected House of the Faridabad Municipal Corporation ended yesterday. But the government has not yet announced any policy to run the affairs of the civic body.

It is stated that there is a proposal to set up a committee of officials and non-officials to run the corporation. But a government announcement in this connection is still awaited.

On the other hand Subedar Suman, the former mayor, suggested that the corporation should be run by him with the help of a statutory finance committee till the new House was constituted.

There is no provision in the Haryana Municipal Corporation Act to extend the term of the House beyond five years.

The working of the corporation during the past five years has been far from satisfactory. Even court directions to remove encroachments have not been implemented. Sale outlets have been set up by liquor contractors on pavements and in the green belts.

Due to paucity of funds development works could not be completed. Abolition of octroi has further worsened the financial position of the corporation. As against the revenue of loss of Rs 4 crore during the past two months, the government has sanctioned a grant of only Rs 1.05 crore which is not even sufficient to meet the salary of the 6,000 odd employees.

The corporation is unable to provide street lights on the Delhi-Mathura National Highway passing through the city. The plea of the civic body to charge domestic and not commercial rates for street lights has not been accepted by the State Electricity Department.

SHSAD to field nominees in Haryana

AMBALA, Dec 23 — The Sarb Hind Shiromani Akali Dal has decided to file its candidates in the forthcoming Haryana Assembly poll. It was disclosed by Mr Kartar Singh Takkar, organising secretary of the SHSAD, here today. He said the final announcement in this regard would be made at the State-level conference of the SHSAD to be held at Asandh (Karnal) on January 1.

Mr Takkar said initially the party had decided to contest as many as 15 Assembly seats, most of them dominated by Sikh voters. The seats included Ambala City, Naggal, Mulana, Jagadhri, Chhachharauli, Shahbad, Pehowa, Guhla, Fatehabad, Dabwali, Rori, Jundla, Asandh, Safidon and Sirsa.

He said the President of the SHSAD, Mr G.S. Tohra, and the former Akal Takht chief, Bhai Ranjit Singh, would also participate in the conference. He urged the political parties of the State to adjust at least five Sikh candidates while deciding the tickets for the forthcoming Assembly election of Haryana.

Kin of eye donors to be honoured

CHANDIGARH, Dec 23—The Ambala district administration has decided to honour the next of kin of eye donors in the district on the Republic Day and Independence Day celebrations.

This was announced by the Deputy Commissioner and District Red Cross Society President, Mr Ram Niwas, here today.

He said recently Mr Joginder Singh, a resident of Ambala city, had donated his eyes after death, which helped two persons of Ropar and Patiala districts in Punjab to see the world again.

The beneficiaries are Mr Sri Ram and Mr Inder Singh.

Academy to honour 3 Punjabi writers

CHANDIGARH, Dec 23—The Haryana Punjabi Sahitya Academy will honour three prominent Punjabi story writers, namely Mr CR Maudgil of Kurukshetra, Mr Devender Mohan Singh of Ambala city and Mr Surender Kamboj of Sirsa at a function to be held at Panchkula on December 30.

The Director of the academy, Mr S.S. Arshi, said these writers had won the first, second and third places, respectively, in the Punjabi story competition held in 1998-99. The Principal Secretary to the Chief Minister, Mr Vishnu Bhagwan, would be the chief guest and Editor, Punjabi Tribune, Mr Gurbachan Singh Bhullar, would preside.

A souvenir on 300 years of Khalsa Panth will also be released on the occasion.

2 get life term for murder

FARIDABAD, Dec 23 — Mr P. L. Goyal, Additional District and Sessions Judge, yesterday sentenced Girraj Singh and Niranjan of Chandewali village to life imprisonment for kidnapping and murdering Rinku, a seven-year-old son of Nanak Chand in August 1997.

According to the prosecution, the convict had an altercation with Nanak Chand a year before the crime. The matter was settled by the panchayat but he continued to nurse a grudge against Nanak Chand. On August 31, 1997 Girraj, Niranjan and Anil kidnapped Rinku, murdered him and threw the body in the Agra canal.

Anil, son of Girraj, who was below the age of 16 in 1997, is being tried in a juvenile court.

Abducted child rescued

SIRSA, Dec 23 — A child abducted on Monday from Ellenabad has been rescued by Ellenabad police. One arrest was made in this connection in the district.

According to a police press note issued today, Dheeraj Kumar, son of Mr Raj Kumar of ward number 4, Ellenabad, was kidnapped on Monday at around 6.30 p.m. The police registered a case under Section 364, IPC, and started the search. On Tuesday, on receiving a tip-off, a policy party conducted a raid at Dhani Neemwali, near Harini village, and found the boy chained to a tree. The police arrested one Bagga Singh. Meanwhile, one more person was arrested in the kidnapping case of Gurcharan Singh in the district. According to the district police chief, the police arrested the owner of a maxi cab, Bhola Singh, of Kotli village in the district yesterday. Four suspects, involved in case, have already been arrested. Gurcharan was kidnapped on October 25 near Phaggu village.

Hike in pension sought

YAMUNANAGAR, Dec 23 — The Pensioners Welfare Association, Yamunanagar, has demanded an increase of 5 per cent and 10 per cent in the basic pension on attaining the age of 70 and 80 years, respectively, as is being done in Punjab and other states.

Mr S.C. Kapila, president of the association, who gave a memorandum to the Deputy Commissioner to be sent to the Chief Secretary to Haryana Government said here yesterday that they stressed the need for grant of LTC equal to one month's basic pension to the pensioners on the Punjab pattern and grant of fixed house rent allowance at the uniform rate of Rs 100 per month be given to all the pensioners. They further demanded that there should be monthly medical checkup of pensioners and senior citizens.

Other demands include hike in medical allowance from the present amount of Rs 125 per month to Rs 250 per month on the Punjab pattern in view of the high cost of medical care etc, implementation of the latest formula issued by the government of India for computing the pension of those persons who had retired within 10 months from the date of coming over the revised scale of pay i.e. between January 1, 1996 to September 30, 1996 etc. etc

Anil Vij to contest as Independent

AMBALA, Dec 23 — Mr Anil Vij, a former Independent MLA from Ambala Cantonment, has said some of the senior leaders of the BJP, including Mr Ram Bilas Sharma, had offered him to contest the forthcoming Assembly elections on the BJP ticket from Ambala Cantonment a few days back in the chamber of the Deputy Speaker, Haryana Vidhan Sabha, in Chandigarh. "But I decided to contest as an Independent candidate this time also", he added.

Talking to mediapersons here yesterday he said earlier he had supported the Bansi Lal government in the interest of the constituency. He said after the forthcoming election he, after consulting his workers, would decide the future strategy, including the proposal of "homecoming" if the BJP honourably invited him for it. He ruled out any possibility of joining hands with the Congress at any stage.

Mr Vij said the proposals of a new grain market and the canal-based water supply scheme had already been approved by the government. He said the two phases of the flood-prevention project had already been completed on priority basis.

Replying to a question he stated that he had not left the BJP himself but some of the leaders had forced him to resign a few years back.

Assembly poll: Jan 7 last date for Congress application

CHANDIGARH, Dec 23—January 7 has been fixed as the last date for the submission of application for the Congress ticket for the Haryana Assembly elections.

The aspirants will have to submit their applications on a prescribed proforma along with an application fee of Rs 3000 each for general seats and Rs 1500 each for reserved seats, a Congress party press note here today said.

The statement, quoting the HPCC chief, Mr Bhupinder Singh Hooda, said that the application forms could be obtained from the headquarters of the HPCC at Chandigarh. The forms would also be available at all the DCC headquarters as well as Mr Hooda's 20, Willingdon Crescent residence, in Delhi, which is being used as a camp office.

The completed forms will have to be deposited at the PCC office here, the press note added.
