SHSAD releases report on dera
attack LUDHIANA, Dec 5 Even as the Chief Minister, Mr Parkash Singh Badal, today expressed grief over the attack on the dera of Baba Darshan Singh at Dhakki Sahib, Maqsoodaran, on December 2 and claimed to have issued instructions to the administration not to spare any of the accused, the Sarb Hind Shiromani Akali Dal (SHSAD) denounced the attack and said that it was reminiscent of state repression during Operation Bluestar and the Chandokalan incident. The SHSAD General Secretary, Mr Prem Singh Chandumajra, while releasing the inquiry report of the incident, alleged that the incident could not have happened without the connivance of the police and the accused. He demanded the resignation of the Chief Minister and asked him to seek forgiveness from the Khalsa Panth for this incident. He also demanded that the Khanna SSP be transferred for his alleged failure to stop the attack on the dera, resulting in injuries to the inmates, burning of several structures, 500 gutkas and a large stock of audio-cassettes of gurbani and several items in "amrit prachar". Demanding a CBI probe into this incident, Mr Chandumajra said that the SDM entrusted with conducting an inquiry into the incident would "not be in a position to name" the main accused in the incident. He alleged that the attack was the brainchild of two local Akali MLAs, Mr Jagdish Singh Garcha and Mr Sadhu Singh Ghudani, and a villager, Mr Tara Singh, while the village Sarpanch, Bibi Amar Kaur, had led the attack. Bibi Amar Kaur is the sister of Mr Jagdish Singh Garcha. Ridiculing the claims made by the administration on booking the accused, the former MP said that though these people had looted the dera and the police had also recovered cattle and other belongings of the dera from them, they had not been charged with dacoity under Sections 395, 397, and 295-A of the IPC. Further alleging police connivance with the accused, he said that the picket near the dera should have had also 11 police personnel on duty but only four were present at the time of incident. The police reached the dera one hour after the attack although the police post was only 500 yards away, he alleged. Giving an ultimatum to the Chief Minister, Mr Chandumajra said that if their party's demands were not met within one week, the Sant Samaj and the SHSAD would organise a sarb dharam sammelan to chalk out a plan for satyagraha to seek justice. He however, evaded questions about the whereabouts of Baba Darshan Singh and said that the silence of the baba on the incident was probably because of ill-health. Meanwhile, Mr Parkash Singh Badal, who had visited Narangwal village, 20 km from here, today, told newsmen that 74 persons had already been arrested in this case and the four policemen posted outside of dera had been placed under suspension. Answering queries about
the alleged involvement of a sister of an Akali MLA in
leading the attack on the dera, Mr Badal said that
"whosoever was guilty would be brought to
book". |
Paddy storage issue to be
resolved soon ANANDPUR SAHIB, Dec 5 Mr Madan Mohan Mittal, Food and Supplies Minister, Punjab, today said the problems like the milling rate of paddy and its storage would be sorted out soon as the attitude of the Union Consumers Affairs and Public Distribution Minister, Mr Shanta Kumar, towards Punjab was positive. Mr Mittal was talking to newsmen after presiding over the morning session of Punjabi Universitys Zonal Youth Festival at Sri Guru Teg Bahadur Khalsa College here. The minister claimed that the state had procured 1.08 crore tonnes of paddy against the target of one crore during the current paddy season. The record procurement could create some problems of paddy storage, he said, but hoped that speedy lifting of wheat crop from the stores of the state would solve the problem. The movement of wheat from the states to other states would start soon because Mr Shanta Kumar had provided a good number of special goods trains to Punjab for the purpose. Mr Mittal welcomed the duty imposed on the import of wheat by the Union Government. He said it would help in the lifting of wheat from the state and clear the stocks. In reply to a question, he said there would be no cracks between the SAD and BJP on the issue of ministerial berths at the time of ministry expansion in the state. Regarding the BJPs share in the ministry, the president of the partys state unit had already made its stand clear, he said. Mr Mittal expressed grief and shock over the untimely death of Jugal Mahajan, a general secretary of the Punjab unit of the BJP. Earlier, addressing the gathering at the youth festival. Mr Mittal called upon the people to give due respect and honour to women. Women had a special place in society. He appealed to the youth to fight against social evils, especially female infanticide. Mr Mittal was presented
with a memento on behalf of the college. |
Warm conditions hit wheat
germination BATHINDA, Dec 5 Warm in the month of November seems to have spelled doom for farmers of this region as it has disturbed natural growth process of wheat and farmers have to do resowing of the crop in large scale. Sources said that farmers who had resowing wheat had to spent Rs 600 to Rs 800 per acre extra for arranging seed, DAP fertiliser and diesel for running tubewells to irrigate fields. Sources said that phenomenon resowing of wheat was witnessed in the areas where the farmers had sown wheat in advance to normal sowing period. Sowing of wheat required cold weather conditions which did not prevail during the month-long sowing period of wheat in the region. Mr Kattar Singh Jeeda, member, Advisory Board, Punjab Agricultural University, said that according to his information, resowing was done in more than 10 per cent of the total area under wheat crop in the Malwa region. He alleged that farmers had to resow wheat as the PAU as well as the state Agriculture Department failed to inform them about warm weather conditions in advance. He claimed that it would affect total yield of the crop in Punjab. On the other hand, Mr Gurdial Singh Sahota, Director Agriculture Department, Punjab said that department had not received any report regarding the resowing of wheat in major areas of Punjab. He added that it might be in some pockets which was yet to be found out. He claimed warm temperature did not affect the germination of wheat seed. He added that wheat sown in advance might give lower yield due to slow ripening in the absence of conducive temperature at the end of season. The local agriculture authorities, however, said that resowing of wheat was done in this district only on one per cent area. The authorities claimed that it was a routine matter and it happened every year. However, Mr Jeeda
claimed that taking the present pattern of sowing of
wheat in Punjab into account, it could be said with
certainly that Punjab might not be able to maintain its
previous production record. He added that delayed onset
of winter would certainly affect the production of wheat. |

Talking to reporters at Punjab Police Academy at Phillaur after inaugurating the 43rd national shooting championship, he said shortage of funds was causing delay in starting work on Ludhiana-Chandigarh and Udhampur-Baramula rail lines. The minister sought executive powers for the Railway Protection Force (RPF) to curb crime. He said the alphabet "R" in the Government Railway Police (GRP) was a misnomer because for all practical purposes the GRP was a state police and comprised of police personnel from respective states. He said either the state police should take full responsibility of law and order in the Railways or let the RPF get the power to register and investigate cases. Mr Digvijay Singh said he had requested the Union Home Minister to convene a meeting of state Chief Ministers next month to persuade them to give the executive powers to the RPF through an enabling legislation so that the RPF could be entrusted with the responsibility of maintaining law and order. Mr Digvijay Singh said his ministry would soon launch an anti-encroachment drive to evict encroachers on railway land and make commercial use of the land by roping in the private sector to generate resources for funding and maintaining the vast network of the Railways. Admitting flaws in the railway safety, the Minister said the Konkan Railway Corporation had given some suggestions and equipment to the Railways to improve the safety standards and the Railways were considering making use of them. On the construction of a
flyover at railway track at Dumuria Bridge in Jalandhar
city, the Minister said the Railways had sent a map for
this to the Punjab Government which, he added, would have
to bear 50 per cent cost of the flyover. |
Badal for fiscal autonomy to
states NARANGWAL (Ludhiana), Dec 5 Claiming that more fiscal autonomy to the various states was a sure way of solving financial crisis. Punjab Chief Minister Parkash Singh Badal today said that the Chief Ministers of various states had demanded that the Centre give at least 50 per cent of all taxes collected in the state for development of that particular state. Mr Badal was addressing a gathering 20 km from here after inaugurating a new nursing institute in the Bhagwant Memorial Hospital. He said that fiscal autonomy would also ensure that the states not having to look to the Centre for funds and clearance of large development and industrial projects. The Chief Minister said that education in the state would be vocationalised to check rapidly increasing unemployment amongst the rural youth. For this purpose, the committee set up by his government under the chairmanship of Dr Amrik Singh, a former Vice Chancellor and eminent educationist to suggest changes in the education system had submitted its report, which would be implemented after discussions on it. He regretted that the traditional education system was responsible of producing non-professionals resulting in increasing unemployment. He said that at the international level, with the fast development of modern information technology, the whole world had shrunk and there was fierce competition for the coming generations which could be met only with quality education on a par with the developed countries. The Chief Minister said that the Centre should give main attention to bring about major changes in education system as no further development was possible without providing quality education to all persons of the country. Stressing the need for womens education, the Chief Minister said that no society could develop harmoniously without educating girls as women had to play role in the transformation of our traditional, cultural and social values to the next generations. The Chief Minister said that the village panchayats and other organisations should come forward to persuade the youth to utilise their energies to adopt self employment ventures and assured that state government would provide vocational training regarding small ventures and loans to start self-employment ventures. He said that the state government would also arrange to guide the youth regarding the proper marketing of their agricultural produce. Mr Badal also announced a grant of Rs 5 lakh to the institute and assured to sanction pharmacy course in the hospital. Among others who spoke

25,000 kikar trees dry up FEROZEPORE, Dec 5 Even as 25,000 kikar trees are feared to have dried up in two successive years in the district, the Forest authorities are still groping in the dark as to what exactly led to the massive destruction of trees. As of now, the Forest authorities attribute it to the prolonged dry spell on account of fog in the northern region that adversely affects photosynthesis process of the plant. However, the possibility of the climate change and subsequent drying up of kikar due to the global warming is not being ruled out. Loss of trees in the district is only a tip of the iceberg, as the figure is expected to go up after the reports of vegetations being hit throughout the region began pouring in. To ascertain where this is a direct fall-out of the global warming, the Forest Department is considering to engage expertise from the Solan-based University of Horticulture and Forest, it is learnt. Besides, kikar, sheesham and gulmohar trees are also learnt to have dried up during the period. Most of the affected species were those planted along the highways, where biotic interference was high, compared to the forests along the canals. To save the trees from drying up further the Forest officials are now watering the species along the highways. Since, the dried up species come from the same family, the authorities are also considering to shed monoculture of plantation by way of sowing variety of saplings in future. The problem of drying up of the species is already on the priority of the state forestry research plant that was prepared by the local Divisional Forest Officer Mr Dharminder Sharma among others. Mr Sharma disclosed that plantation of variety of species will help the entire stock of kikar or sheesham from being dried up in one go. Adding that the problem is not on account of any disease, as is being perceived by many, he said, This was certainly due to climate change, but that needs to be substantiated through research. Explaining the fate of the trees along the highways, he said, As compared to the species planted along the canals, those along the highways have a lower amount of contact with water, leading to higher share of drying up. Mr Sharma also disclosed that a similar problem was faced by Uttar Pradesh and Bihar Forest Departments, where the trees during the successive two years have dried up on the same count He further disclosed that special variety of kikar was now, being planted to ensure its longevity even during the dry spell. Israeli Babul, Jand and Vilayti Babul are some of the kikar varieties that can withstand the threat form dry spell and now being planted to avoid further loss of vegetations, he said. The kikar species that
earlier dried up was of the local nature, he tried to
reason. |
Badal asks arhtiyas to help
eradicate graft BATHINDA, Dec 5 Punjab Chief Minister, Parkash Singh Badal today appealed to commission agents to weed out corruption from state. Addressing a function organised by the Aggarwal Sabha, Bathinda, in connection with the unveiling ceremony of statue of Maharaja Aggarsain here, he said that commission agents in association with the inspectors of procurement agencies indulged in looting of the farmers and in this way they had made the inspector crorepati. He said that all traders should come forward to pay tax in honest manner so that all round development of state could be carried out at faster pace. He added that corruption and inspector raj in Punjab could not be finished as traders were partners in the mess-up being made by inspectors. Citing examples of rule of Maharaja Aggarsain, he said that religious barriers should be dismantled to make Punjabis one community and added that one should contribute his mite to promote welfare of society. He said that all hands should take pledge to spare. Some money for varying jobs relating to welfare of mankind. He urged that in all towns Maharaja Aggarsain Fund should be set up and educational and other institutions from these funds should be opened for the welfare of people. He that said for the progress and development of a country we should be secular and should promote communal harmony. The people should also develop positive attitude for peace and progress of the country. He alleged that politicians were dividing people on religious, occupation, caste, class and regional lines for their own vested interests. He added that for the past 40 years, the Congress party was indulging in these activities. He reiterated that he was making sincere efforts to solve the problems of people and provide Maharaja Ranjit Singh type rule. He alleged that Congress governments in Punjab had harmed the interests of state for furthering their own political interests. Mr Badal said that the Punjab government would consider the demand of declaring official holiday in the name of Maharaja Aggarsain and announced Rs five lakh grant for the construction of Aggarwal Bhavan. BJP leader Jugal Mahajan
dead KAPURTHALA, Dec 5 BJP state unit general secretary Jugal Mahajan (46) died following a cardiac arrest early this morning. Hailing from this town, Mr Mahajan was admitted to a private nursing home in Jalandhar following breathing problem on December 3. Mr Mahajan leaves behind a son, Raghav, and wife, Shasi. He was a worker of the RSS since childhood and joined active politics in the early 80. He did his graduation from the local Randhir Government College. He was appointed president of the state BJP yuva morcha in 1990 and later was appointed secretary of the state party unit in 1992 and vice-president in 1994 and was holding the post of state general secretary since 1996. He was appointed an observer in Gurdaspur from where Mr Vinod Khanna won the election. He was a delegate of the party at the national level. The town plunged into grief on hearing the news of his death. Party workers and residents of the town thronged his residence. Prominent among those who visited the house of Mr Mahajan, include Mr Manoranjan Kalia, state Health Minister, Dr Upinderjit Kaur, state Technical Education Minister, Mr Narotam Dev Ratti. Punjab Food and Supplies Minister Madan Mohan Mittal condoled his is death and described it as a great loss to the party. Several political, social and religious personalities attended his cremation here today. Dhindsa hopes to get better
portfolio PHAGWARA, Dec 5 HUDCO would construct 20 lakh houses annually for those living below poverty line and also for the MIG category. Stating this here today, Union Minister for Poverty Alleviation, Urban Employment, Works and Estates Sukhdev Singh Dhindsa said HUDCO had adopted Bhindi Saidian village, near Ajnala, for building a satellite town there. He said Rs 50,000 would be given as subsidised loans to unemployed for self-employment. On the issue of insignificant portfolio allotted to him, Mr Dhindsa claimed that he hoped to get a portfolio with which he would be able to serve Punjab and the country better. He assured to take up the issue of an international airport in the Doaba region with Prime Minster Atal Behari Vajpayee. Talking to newsmen, he appealed to the BJP leaders to be cautious while commenting about the SAD-BJP alliance. He said this while referring to the statement of Mr K.L. ABVP leader attacked PATIALA, Dec 5 An ABVP leader was today attacked by a group of youths at the Punjabi University campus. He has been admitted to Rajindra Hospital here with severe injuries. According to Mr Subhash Sharma, vice-president, ABVP, ABVP president Punjabi University unit, Sandeep Kapoor, a II-year law student was attacked by a group of 10 youths when he had come here in connection with the marriage of a friend. While the police has not registered a case till evening, an ABVP press note alleged that members of the rival student group were behind the attack. The press note also said
a delegation of ABVP activists would meet the
Vice-Chancellor and the SSP here tomorrow to demand
stringent action against the culprits. |
College teachers not paid
salaries PATIALA, Dec 5 The Punjab Government Teachers' Association has expressed concern over a snail's pace of work in the Department of Higher Education. In a press statement the president and the general secretary of the association said the department was under the Chief Minister who had to look after other works also. Even the routine files take months to clear. They said never before the higher education was in such a pitiable condition. At least 13 colleges in the state were running without regular principals. The list included prestigious colleges like the local Government Mohindra College and other colleges in Ludhiana, Sangrur and Gurdaspur. The statement said so slow had been the pace of work that the Department Promotion Committee had failed to meet twice. A file pertaining to the transfer of lecturers had been pending with the Chief Minister since June. The president said the
Punjab Government College Lecturers had not been paid
their salary arrears although nine month had passed when
the grades were revised. |

funeral will take place tomorrow at her native village,

ST evasion detected PATIALA, Dec 5 The Department of Excise and Taxation has detected sales tax evasion worth Rs 30 lakh in separate cases and also served notices to the transport companies to maintain statutory records within a week after which they will be thoroughly checked. In a press statement issued here yesterday, Mr Sarvjit Singh, Additional Excise and Taxation Commissioner, Punjab said the recent award scheme initiated by the government under which 10 per cent of the sale tax and penalty imposed on the violator would be given to the informer had returned rich dividends. He informed that on
Friday eight trucks carrying unaccounted goods were
seized in Ropar district while two others were seized in
Jalandhar. He said the sale tax and penalty to be imposed
in these cases were Rs 17 lakh. Similarly on the basis of
information, two stocks of unaccounted paddy worth Rs
1.65 crore were seized in Rajpura last weekend. A penalty
of more than Rs 10 lakh was imposed on it. |

compulsory: Governor AMRITSAR, Dec 5 The newly-appointed Governor of Punjab, Lt-Gen J.F.R. Jacob (retd) today underlined the need to bring qualitative changes in the educational system so that the new generation could face the challenges posed by the next millennium. The Governor made these remarks while addressing the deans of various university faculties and members of the planning board of the university here. He said while the world had today become a global village with increasing flow of information through the Internet, it was important that computer education was given new thrust and made compulsory. He felt the vocational
and technical courses with the latest syllabuses were
required to be offered to the students so that they could
compete with the best in the world. Earlier,

224 cases settled in lok
adalat AMRITSAR, Dec 5 A state-level lok adalat organised by the District Legal Services Authority was held at the sessions and district courts complex here yesterday. A total of 338 cases were taken up, out of which 224 were disposed of through on-the-spot compromise. A total compensation of Rs 59.25 lakh was awarded. In the motor accident claims tribunal, 22 cases were settled and a compensation of Rs 29.29 lakh was provided. The lok adalat was
presided over by Mr Justice H.S. Bedi of the Punjab and
Haryana High Court, who is also the Executive Chairman of
the Punjab State Legal Services Authority. |
5 women thieves arrested GURDASPUR, Dec 5 The police has busted gang of women thieves involved in thefts of readymade garments and unstitched clothes from shops in the area of Jammu, Pathankot, Amritsar, Qadian, Batala, and Gurdaspur. Gang members visited shops on the pretext of buying clothes. According to Mr Varinder Kumar, SSP, the police yesterday arrested Kamla and Shakuntala of Joura Chhattran, Kunto, Kishno and Gurmeeto of Paniar from here and recovered stolen readymade garments worth Rs 24,500 from their possession. These garments were stolen by them from Amritsar. The women confessed that they were in this business for many past years. A case under Sections
379 and 411, IPC, has been registered against them at
Dina Nagar police station. |

Development works suspended MOGA, Dec 5 All development works for which the state government had given sanction during the past year had been suspended in the district, a spokesman of the district administration said. 2 killed in accident PATHANKOT, Dec 5
Two persons were killed on the spot when their car hit a
truck near Jandwal Chakki village, 3 km from here at
Pathankot-Kangra National Highway road this morning. The
police has registered a case. Later, one person was
identified as Navneet (29), a resident of Mandi. |
