Goindwal Sahib power project: CHANDIGARH, Oct 9 Is the Punjab Government anywhere closer to setting up the jinxed Goindwal Sahib 500 MW thermal power station? At least officers believe so. Officers here disclosed that the project had finally crossed the last hurdle and Mr Ajit Roy, Union Minister for Coal, had agreed to allocate the Mahanadi coalfields to supply coal to the proposed thermal plant. Here too a Punjab cadre senior IAS officer, Mr Swaran Singh Boprai, came to the government's help, officers said. The project, planned years back at an estimated cost of Rs 800 crore, is now expected to cost a whopping Rs 2000 crore. Initially, it was planned to build the plant in the public sector, but now a private company, GVK Industries, Hyderabad, had been awarded the contract on build, own, operate basis. It needed a lot of big effort to get clearances at various levels, but a tie-up for coal supply was not forthcoming. The standing linkage committee (long term) had accorded sanction in principal way back in January, 1994. It was further confirmed three years later in 1997 by the Central Electricity Authority. It was also listed in the Ninth Plan projects. Even the source of coal was indicated as North Karanpur. But 10 months later came a damper. The Punjab State Electricity Board was told that the coal linkage of this project had been dropped. It was suggested that the PSEB should approach the Ministry of Coal. The position as explained to the government was very simple. First, the proposal was at a very preliminary stage and availability of a suitable coal mine block was uncertain. Even if a coal block was allocated to the PSEB and later developed through private investment or as a joint venture, the time required could range between six to eight years; the PSEB was demoralised. The State Government's assessment was that work must start immediately if a serious power shortage was to be averted. As per the power development programme for the Ninth Plan (1997-2002) submitted to the Central Electricity Authority by the PSEB, capacity addition of 3532 MW was proposed to be made. Out of this, new projects, with a total capacity of 2300 MW, were planned to be commissioned in the Ninth Plan. Even with this capacity addition, peak deficit varied from 34.36 per cent to 16.08 per cent and energy deficit varied from 21.57 per cent to 0.29 per cent. The above projections took into account commissioning the 500 MW Goindwal Sahib thermal plant by 2002. The way the project has
moved is a sad commentary as how the government functions
in a priority sector. Environment clearance was obtained
in July, 1992. Later, the Pollution Control Board also
cleared the project. But it took 18 months for the forest
department to clear it in September, 1993. In between the
National Airport authority cleared it. Then finally it
was cleared by the Central Electricity Authority. But
then a major snag of confirmed coal supply cropped up. |
CPM 'divided' over extending
support CHANDIGARH, Oct 9 Prof Kirpal Singh Bandungar, Secretary of the Shiromani Akali Dal headed by Mr Parkash Singh Badal, said here today that there were serious differences within the CPM over the issue of extending support to the Congress Party for forming a government at the Centre. He said that Mr Harkishan Singh Surjeet and Mr Jyoti Basu had to face a lot of criticism from party delegates at the party congress being held in Calcutta for the past few days. The Akali leader said that there were serious ideological differences between the Congress and CPM and both parties could not pull together for a day. He said that the leadership of the CPM had to change its statements during the party congress as CPM delegates were not agreeing with its stand regarding extending issue-based support to the Congress Party. Prof Kirpal Singh said that the Congress Party had never sought the support of the CPM but leaders like Mr Harkishan Singh Surjeet were making the offer of support voluntarily. He said that only a few months ago the CPM leadership was condemning the Congress for all ills, including corruption, scandals and communal riots facing the country. He said the CPM wanted to capture power at the Centre through the Congress Party and resorting to various sorts of political dramas for this purpose. He said the CPM leadership had been exposed due to its compromising policies and statements and it had gone astray from its declared goal of working for the poor and exploited sections of society. Meanwhile, in a separate
statement, Prof Kirpal Singh has urged Mr Harkishan Singh
Surjeet to apologise for using derogatory language
against Akali leaders. The talk of forming a third front
was just a joke, he added. Criticising the Congress Party
on the issue of Udham Singh Nagar district, the Akali
leader said that the Congress Party had failed to take a
clear stand on this issue so far. |
Eight boys rusticated for
ragging PATIALA, Oct 9 Terrorised by ragging and dread caused by a threat of a further dose resulted in a first year student of the Thapar Institute of Engineering and Technology fracturing both his legs after falling from the second storey of his hostel following a bout of giddiness. The youth, Ajaypal Singh of Pathankot, had come under intense pressure after a bout of ragging on the evening of October 7 when second year students of the institute ragged him. Reclining in the orthopaedic section of Rajindra Hospital here, Ajaypal said: "I had become afraid as they had said they would come back the next day to rag us further. They had also warned us against telling anyone of the ragging incident which caused me to come under depression." Ajaypal said he went to the roof of his room where he had a bout of giddiness which caused him to fall from the roof. A visibly shaken Ajaypal was not clear as to what had happened and replied only after some thought that he had gone to hang his clothes on the roof. Similarly when asked about the ragging he had undergone, Ajaypal said: "They had crossed the limits." When asked about what had happened he was reluctant to talk about it saying only that the seniors had made the juniors abuse each other besides making vulgar comments. "I felt I could not go through this again due to which I became very depressed," he said. Ajaypal's father Joginder Singh, who is a government servant at Bathinda, said his son was very sensitive and could not take the ragging. "He has never set foot out of his hometown earlier and is very religious as he does prayers two times a day. How can such a boy tolerate such behaviour," he said. The hostel warden of the State College of Education, when Ajaypal and few other students of the engineering institute are staying due to lack of accommodation at the institute, was also present when The Tribune visited the hospital. The hostel warden said Ajaypal had never mentioned the ragging incident to him nor had he complained that he was under tension due to the incident. However, when asked if he knew details of the ragging incident which had taken place in the hostel he replied in the negative. Meanwhile, the institute has rusticated eight students who were allegedly responsible for the ragging incident. The institute Registrar, Mr A. Juneja, confirmed the rustication, saying that the students had been rusticated for ragging certain students of first year living in the physical education hostel. The names of all eight rusticated students have been displayed on the notice board of the institute. Senior officials disclosed the students would not be allowed to attend classes until an inquiry was held into the matter. Meanwhile, no police case has been registered in the matter. Ajaypals father told TNS he did not suspect any foul play. Police officials visited
Ajaypal today and took his statement. Officials said no
case had been made out as no cognisable offence was
committed and no complaint had been made. |
Akalis have no option but to
'honour promise' CHANDIGARH, Oct 9 Former Advocate-General of Punjab G.S. Grewal today said enquiries conducted by the State vigilance department and the CBI had established charges of corruption and abuse of power against a number of high-ranking IAS officers of the state. Reacting to a statement issued by Capt Kanwaljit Singh, Finance Minister of Punjab, on Doordarshan that the policy of the government was that unless the allegations of corruption were proved against civil servants, the government was not in a position to proceed against them and was duty-bound to defend them. "I fully endorse the stand of the minister and hope he will use his good offices to ensure implementation of this policy. Should we now expect that the government would refuse to defend corrupt people in courts because the involvement of certain IAS officer had been proved by the state's own agency?', he asked. Mr Grewal reminded the Akali Dal-BJP coalition of its election manifesto that it would provide a corruption-free government. He said a by-election was due to be held in November. Can the ruling party approach the electorate with the promise of providing corruption-free government without proceeding against corrupt officers? Instead of castigating the corruption-ridden regime of the Congress, the present regime should not shield its corruption-ridden civil servants. As various enquiries
conducted by the government against politicians and IAS
officers had held them guilty, it would not be possible
for the government to punish one and exonerate the other.
The Akalis still had three years to rule the State. If it
wanted to rebuild its image, it had no option but to
honour its promise to punish the guilty. |
Two EOs on one post BATHINDA, Oct 9 The Punjab Government has posted two EOs on a single post in the local municipal council and improvement trust. Two EOs Mr Gurbachan Gupta and Mr Harbhagwan are drawing their salaries from the municipal council, despite the fact the body is facing severe financial crises. Official sources said Mr Gupta was working as EO (regular) while Mr Harbhagwan was working as additional EO. The latter was looking after house tax. On the other hand, in the improvement trust, Mr Harbhagwan was working as EO (regular) and Mr Kamal Kant was working as additional EO. Interestingly, Mr Gurbachan Gupta, who had attained superannuation on July 31, 1998 was given extension in service by the Punjab Government on the plea that there was an acute shortage of staff in the municipal councils in Punjab. It is pertinent to mention here that even with the presence of two EOs, octroi theft is rampant and house tax recovery negligible. Mr Kamal Kant, EO, Improvement Trust, stayed put after his transfer due to the orders of the Punjab and Haryana High Court, directing that the Local Bodies Department send all EOs of municipal councils and improvement trusts back to their parent cadre. Official sources said
following the court orders, the Punjab Government shifted
12 EOs from improvement trusts to municipal councils.
However, Mr Kamal Kant has not been shifted sofar due to
reasons best known to the authorities concerned. |
Work on Sutlej bridge at
snail's pace JALALABAD: Nobody seems to care about the woes of about 20,000 residents living across the Sutlej river on the Pakistan border. The residents of Mahatmanagar, Jhanger Bhaini and dozens of other villages have suffered a lot, as they have not been able to get all facilities extended to other villages. In the 50 years since Independence, they had to struggle to earn their livelihood. They were forced to cross the river through ferry or Army boats to come to the market or nearby town. But suddenly a glimmer of hope appeared when the newly elected Chief Minister decided to visit this area before the last parliamentary election. He patiently listened to the problems of villagers in the presence of state officials. The Chief Minister was so moved on hearing their woes that he contacted the Army authorities asking its engineers to construct a temporary bridge on the river. The Army engineers swung into action and within 15 days from the announcement there was a pontoon bridge. A focal point came into existence at the behest of the Chief Minister and the local MLA, Mr Sher Singh. With an improvement in transport facilities and easier movement across the river, more schools were opened and the government school was upgraded to a higher secondary one. A project to build a pucca road linking all villages on this strip was also cleared. The villagers were basking in the sunshine of progress after many years. But this relief was short-lived. Suddenly the people watched the bridge being dismantled by jawans. When asked for the reason, they were told that it had to be done owing to a rise in the river's water level. In the absence of an
alternative, hundreds of tonnes of paddy is scattered in
the villages with no way of moving it across the river to
the market. Removal of the floating bridge has also
hampered other development projects. Now the residents of
the area pin their hope on a permanent bridge, which is
being constructed at a slow pace. Only the time will tell
how long the people would suffer. |
Farmers a shattered lot MANSA, Oct 9 Farmers belonging to the cotton belt are dismayed at the failure of cotton crop for the fourth successive year. Prices of farm land have crashed and all efforts to save the crop have failed. All talk of "effective surveillance" on the crop against pest attack by government agencies has proved to be a joke. American bollworm has once again hit the crop. The farmers' ire is directed against the Badal Government. "No one will come to our rescue. Therefore, we are cursing our fate", says Mr Sandhura Singh, a resident of Ramdittewala village. "I was expecting 30 quintals of cotton from 5 acres but it will not be more than 6 quintals", he adds. He said though he had taken all measures suggested by Mr Bakhshish Singh, an officer of the Agriculture Department, these proved ineffective in protecting the crop from pest attack. The price of land which was Rs 11 lakh per acre about two years ago has now come down to Rs 4 lakh. Many farmers of Ramdittewala village have ploughed their fields as they are expecting no return from the crop. They include Hardam Singh and Gulzar Singh. Gurlal Singh of Musa village and Sukhdev Singh of Kamalu village have followed suit. Another farmer, Jugraj Singh had taken seven acres on contract to sow cotton crop. He paid Rs 42,000 as rent and spent Rs 2000 per acre on spraying pesticides and about Rs 700 per acre on fertilisers. However, after spending so much money, he will not earn more than Rs 15,000. He expected to replay a loan of Rs 1 lakh which he had taken last year for the marriage of his daughter. But in vain. Jagir Singh of Makha village told TNS that he had planned to get his 18-year-old daughter married off this year, but he has now postponed it for a year. Farmers of Makha, Raipur, Kamalu and several other villages say that they have no other option but to sell their land to repay the loans. But here are no buyers. The price of land has come down from Rs 3 lakh per acre to Rs 1 lakh in these villages. Crop failure has also affected commission agents. Lakhs of rupees have been advanced by them to farmers who are unable to repay the loans. Substandard pesticides are also to blame. The government has failed to check their sale. From the top cotton producing state, Punjab has become the lowest in cotton production. Even states like Rajasthan figure above Punjab in so far as the production of cotton is concerned. From the cotton belt comprising Punjab, Haryana and Rajasthan, the officials concerned had initially estimated the production of 40 lakh bales this year but after reports of widespread damage to the crop they now expect 25 lakh bales. It is learnt that Haryana and Rajasthan, the crop has not been damaged much. The total production, in the country is expected to be 160 lakh bales. The Cotton Corporation of India has announced a quota of five lakh bales for export and Markfed has been allocated 10,000 bales for the purpose from the quota. The maximum share has gone to the CCI itself which has got an allocation of 1.25 lakh bales. Sources said the quota was released to make the country's presence felt in the international cotton market. The opening price of
cotton this year is Rs 2000 per quintal and the crop has
started arriving in markets. So far, about 12,000 bales
have been purchased mostly by private traders. |
State may give bonus on paddy ROPAR, Oct 9 The Punjab Government is planning to give bonus on paddy crop this year. This was disclosed by Capt Avtar Singh Randhawa, Director, Agriculture, Punjab, while addressing a district-level farmers training camp regarding rabi crops, here yesterday. The bonus issue was raised by the farmers in view of the damages to the paddy crops due to untimely rains. The Director said the Agriculture Department had taken up the matter with the state government. Captain Randhawa said the state government had been strictly, implementing the Seed Control Act and announced that no body would be allowed to sell seeds without a licence. He appealed to the farmers to sow 343 variety of the wheat from October 25 to November 3 for getting maximum yield. Earlier, inaugurating the farmers camp, the Deputy Commissioner Mr K.S. Sidhu, appealed to the farmers to adopt new farm techniques. He also distributed cheques worth Rs 1.25 lakh as subsidy on threshers to 12 farmers and released a book for imparting technical knowledge and maintenance of agriculture equipments. The book would be distributed among the farmers free of cost. FARIDKOT: Over 2 lakh bags of paddy have been lying in the open in grainmarkets for the past several days due to lack of storage capacity. Most of the produce has been purchased by the Food Corporation of India (FCI). It is learnt that many godown owners and rice millers have refused to rent out their godowns to the FCI following the inordinate delay in payments. They have already brought the matter to the notice of senior FCI officials. State agencies including the Food and Supplies Department, Markfed Punsup and the Warehousing Corporation, and the FCI have procured 1.45 lakh metric tonnes paddy so far in the district. According to official sources, the District Food and Supplies Department has suspended the licences of five grain dealers for committing irregularities in the purchase of paddy. Show cause notices had also been issued to nine firms in this connection in the district. The department has also seized two trucks carrying over 400 bags of paddy for evading market fee and other taxes near Jalalabad. HOSHIARPUR: To review the progress of paddy procurement, Mr Iqbal Singh Sidhu, Deputy Commissioner, Hoshiarpur along with officials of the District Food & Supplies Department inspected procurement centres at Tanda, Jalandhar, Miani and Dasuya on Thursday. After inspecting the centres, Mr Sidhu showed his satisfaction over the procurement works. He said 50 procurement centres had been set up in the district where 29000 tonnes of paddy had been procured so far. He said despite unprecedented rain, 1.90 lakh tonnes of paddy was likely to be procured during this season against 1.76 lakh tonnes during last year. He said that all rice sheller owners of the district had already cleared the arrears of farmers. FATEHGARH SAHIB: Although the District Food and Supplies Controller claims that the arrival of paddy is slow due to unseasonal rain, the markets of the district are overflowing with paddy. The claims of the state government that its various procurement agencies are purchasing paddy have been proved wrong. Till today, the agencies had purchased 18849 mt of paddy in different markets of the district whereas last year the arrival till date was 65057 MT. After visiting various markets, farmers told this reporter that they were being fleeced by buyers. The paddy is being purchased by millers at the lowest rate from Rs 350 to Rs 450.

SBP staff strike work PATIALA, Oct 9 Employees of the State Bank of Patiala today observed a strike in the head office branch on the Mall Road here besides staging a dharna in front of the head office and taking out a procession through the main bazars. Addressing the rally the federation general secretary, Mr N.K. Gaur, alleged that due to the anti-bank policies of the present management the performance of the bank had gone down to the lowest level in the past one year. He said despite suggestions from the federation for improving health of the bank, no steps had been taken by the management. He said the deposits of the bank in the last financial year had increased merely by 6.87 per cent and advances by 8.1 per cent. Mr Gaur said no decision regarding high-level advances, short-term deposits and increase in miscellaneous business had been taken by the top management. He said no expansion of branches was allowed by the management despite the fact that a number of south based public sectors as well as private banks were coming in its traditional area of operation. Mr Gaur said union's demands and suggestions made to the management for the immediate computerisation of branches as per industry wise settlement for the improvement of customer service, staggering of office hours for staff at urban centres for preparing clearing job for speedy collection, seven days' banking in fully computerised branches and increase in business hours in computerised branches had not been given any heed. Other demands included suitable arrangements for the recruitment for minimum intake of 1.5 per cent as per government guidelines for next year, the notification of vacancies, compassionate appointments of the dependants of the dead employees, sanction of housing loans and the formulation of medical scheme for retired employees. Reports of strike have
been received from Amritsar, Bathinda, Mansa, Faridkot,
Ferozepore, Batala, Pathankot, Barnala, Ropar and Samana. |
"Reappear" student now gold
medalist PATIALA, Oct 9 A senior defence officer, who had taken study leave to complete masters in physical education at a college under Punjabi University and was handed over a "reappear" result for examinations conducted in April-May this year, has not only passed after re-evaluation but obtained marks making him eligible for a gold medal. The officer (roll No 5187) appeared as a regular student of Government College of Physical Education here. The first result declared in July put him under the "re-appear" list. Mr S.S. Chauhan, Principal, of the college, said he advised him to apply for re-evaluation in two subjects research methodology in which he had "failed" with 24 marks and the second in 'science of coaching' in which he had got 47 marks. The Principal, showing copies of the marks certificate, said now his student has got 51 marks in research methodology (an increase of 27 marks) and 52 in science of coaching. Consequently, he had now
secured the highest marks in M.Ed with an aggregate of
492. |
Resentment among candidates FEROZEPORE, Oct 9 Resentment prevails among candidates who were denied permission to appear in the exam for the posts of the Planning Officer and accountant (Grade-1) which was to be conducted by the Department of Local Government at Jalandhar on October 5. This was alleged by Mr Devinder Pal Singh, a local resident here today. He said that he and several other candidates from various parts of the state went to the examination centres 301 and 307 set up at Jalandhar at 11.30 a.m. when the examination was to start. But, they were surprised to learn that the examination had already been conducted between 9.30 a.m. and 11 a.m. The staff at the centres expressed their inability to help them. However, they were asked to go to the office of the Deputy Director, Local Government, Jalandhar. The candidates went to the
Deputy Directors office. But, the officer concerned
was not available in the office. They demanded the
cancellation of the examination and the holding of fresh
examination. |
ASI suspended for harassing couple FARIDKOT, Oct 9 Mr Harchand Singh Sidhu, SSP, has suspended Assistant Sub Inspector Avtar Singh on the charge of illegal confinement of a husband and his wife at Bajakhana police station. According to reports Charanjit Kaur and her husband Balbir Singh, resident of Sirsa, were taking their meals at a dhaba in a nearby village on September 27 when three persons Jaswinder Singh of Dodha village, Gursewak Singh of Wandran and Sivraj Singh of Dabri Khanna arrived there and started abusing Charanjit Kaur. They were reportedly under the influence of liquor. The owner of the dhaba informed an SPO on duty in the area who immediately informed his superiors. Later Mr Avtar Singh, accompanied by some of his juniors, reached the dhaba and took all of them to the police station. He released the three accused later on but detained the couple for the night. The couple was released in the morning. They reported the matter to the village sarpanch Jasmail Singh who in turn informed the senior police officials. The SSP said efforts were
on to arrest the three accused who had absconded. |
"Bid" to grab stadium land JALANDHAR, Oct 9 The District Sports Department has alleged that certain persons are trying to take forcible possession of a large portion of the local Hans Raj Sports Stadium. A deputation of senior department officials and eminent sportspersons which met the Deputy Commissioner, the SSP and the Mayor of the Municipal Corporation here yesterday alleged that on the night of October 4, these persons entered the stadium and went on the rampage. The matter was reported to the police which arrived after a long time. The deputation said the investigation by the police was not satisfactory. The Sports Department has
urged Chief Minister Parkash Singh Badal to intervene and
order an inquiry into the incident. |
Badal
should quit: SAD(A) AMRITSAR, Oct 9 The Shiromani Akali Dal (Amritsar) has sought immediate resignation of Mr Parkash Singh Badal as Chief Minister for coming back "emptyhanded" from Delhi. Chairing an emergency meeting of the SAD (Amritsar) Bhai Ram Singh, general secretary of the party, said Mr Badal and his colleagues had 'stabbed Punjabis in the back' on the Udham Singh Nagar issue. The constitution of the three-member committee on the Udham Singh Nagar issue was nothing more than an "eye wash". The SAD also wanted to divert the attention of Punjabis from the issue in view of the forthcoming Adampur byelection. Bhai Ram Singh said that the traditional SAD leadership was hankering after power and was not sincere about the genuine demands of Punjabis, especially Sikhs. The SAD (Amritsar) while

Quality
inspectors suspended PATIALA, Oct 9 Food Corporation of India Senior Regional Manager D.P. Reddy during a review meeting of paddy procurement operations in Patiala and Sangrur districts has suspended two quality inspectors for being absent from duty yesterday. An FCI release here today said one quality inspector each had been suspended in Dirba and Kakrala mandis. He said in both mandis procured filled bags were also found to be not conforming to the specifications. The release said it had been revealed that Kakrala Mandi arhtias were not using power cleaners for cleaning the paddy. It said a case for initiating action against kutcha arhtias not using power cleaners had been forwarded to the Director, Food and Supplies. Meanwhile the Bharatiya Khadya Nigam Karamchari Sangh today claimed that FCI employees were being victimised for no fault of theirs. It said paddy coming to mandis was not up to specifications provided by the Union Government of 3 per cent damage and discolourisation. Sangh district secretary S.P. Sood said paddy stock coming to mandis had specification varying from 4 per cent to 7 per cent. He said due to this farmers were pressing officials to get their stocks purchased at government rates irrespective of the quality. Mr Sood said on the other hand the management would take action against employees who purchased paddy not meeting with central government specifications. He said this had resulted in the demoralisation of the staff. The employees leader said
despite best efforts of the management and employees of
the corporation, the situation remained unchanged due to
the poor infrastructure provided in the mandis. |
Burail
jail case adjourned CHANDIGARH, Oct 9 The Additional Sessions Judge, Mr S.S. Lamba, who held court in the high-security Burail jail, today adjourned the Burail Jail blow-up conspiracy case to November 13 for the purpose of framing charges against all suspects. The suspects are D.S. Rajput, Jaspal Singh Dhillon, Satnam Singh, Balvinder Singh, Jaswant Singh, S.P. Misra, Jaswinder Singh, S.P. Misra, Jaswinder Singh, Jagtar Singh Tara and Jagtar Singh Hawara. The adjournment was granted on a request made by the Public Prosecutor. Mr Lamba earlier turned down an application moved by Rajput, urging the court to implead Lakhvinder Singh, Gurpreet Singh and Gahrish Ahluwalia as suspects in this case because they had made certain statements about the case. In the conspiracy to kill former Haryana Chief Minister Bhajan Lal case, the judge framed charges against Kulbir Singh and Jagtar Singh Hawara under Sections 3, 4 and 5 of the Explosive Substances Act. Mr Lamba ordered that the court would record the statement of prosecution witnesses on January 12 in the case of Kulbir Singh. As for the case of Hawara, he directed the prosecution to produce witnesses on January 6. The judge also ordered that the trial of Kulbir Singh would be held in the district courts premises, while the trial of Hawara would be conducted in Burail jail. This is being done in view of the notification issued by the Administration, banning taking out of Hawara from the jail premises.

officer gheraoed PATIALA, Oct 9 The Punjabi University Teachers Association (PUTA) executive today gheraoed the Deputy Controller, Local Audits, here for one hour and warned him to work within the autonomous framework of the university. In a statement here, PUTA President, S.S. Khaira and Secretary N.S. Atri, said executive along with a large number of teachers sat on dharna in front of the Vice-Chancellor's office to lodge their protest against non-release of their salary for the month of September. The association has also
met the Vice-Chancellor, Dr Joginder Singh Puar, who, it
claimed, had assured them that their problem would be
solved by tomorrow. |
