chargesheeted HISAR, Nov 19 Guru Jambeshwar University has charge-sheeted one of its officials for his alleged involvement in a scandal in a minority educational institution, which was earlier affiliated to the university, according to sources. The sources told TNS here that the said official had helped the management of the Al Falah Institute of Engineering, Gurgaon, in allowing its students to appear in the examinations, which legally they could not. The said official, who was in charge, registration and colleges allegedly kept the higher authorities of the university in the dark, while letting the students to appear in the examinations. The Al Falah Institute of Engineering was earlier affiliated to Guru Jambeshwar University, Hisar. However, now the institute is affiliated to Maharshi Dayanand University, Rohtak, after the GJU was converted into a residential university and all its affiliated educational institutions were either affiliated to Kurukshetra University or MDU Rohtak. The Al Falah Institute of Engineering is a minority educational institution. Fifty per cent of the seats were to be reserved for the candidates belonging to a particular minority community. However, the college management allegedly admitted some candidates from other communities also after charging hefty donations. One of the aggrieved candidates, who could not get admission reportedly approached the court. Under the directive of the legal adviser to the university, the students of the institute were not to be allowed to appear in the examinations till the disposal of the case. The university accordingly ordered that the students could not appear in their examinations. The management of the
institution allegedly in connivance with the said
official helped students appear in the examinations. All
of them cleared their examination. When it came into the
notice of the university administration, the charges were
framed against the said official. |
Travails of
bus commuters SONEPAT, Nov 19 Chaotic conditions prevail at the general bus stand of the Haryana Roadways here. About 2,000 commuters, mostly government employees, teachers and hospital staff, commuting daily between here and Gohana have to undergo an ordeal. There are about a dozen buses linking Sonepat with Gohana and Jind between 6.30 a.m. and 8 a.m., but not a single bus plies in accordance with the schedule. The buses are generally overcrowded and commuters have to wait for long hours. Passengers said the authorities concerned had failed to maintain the punctuality of the buses. Representations made to the General Manager, Haryana Roadways, for increasing the number of morning buses on this route had borne no fruits so far, they said. The tickets issued to the passengers do not seem to guarantee a seat as more tickets are sold than the seats available in the buses. Similar conditions prevail at the ISBT in Delhi in the evening when the passengers face difficulty in boarding Sonepat-bound buses. The Daily Bus Passengers Welfare Association today demanded a high-level probe into the complaints about the irregular bus service between Sonepat and Gohana. It also urged the roadways
authorities to ensure the plying of buses on time. |

revenue collection falls ROHTAK, Nov 19 The average revenue collection of the Haryana Vidyut Prasaran Nigam (HVPN) has declined, notwithstanding the hike in the power tariff since June 15. The remittance in the bank ending August 30 from the Bhiwani, Sonepat and Jind circles was Rs 114.76 crore, less by Rs 25 crore as compared to the corresponding period last year. The collection efficiency for 1998-99 up to June, had been only 79.9 per cent, which was even less than that of 1997-98. Against the supply cost of Rs 2.82 paise, the average assessment was Rs 1.85 paise per unit and the actual realisation was only Rs 1.58 thus the nigam could hardly realise 56 per cent of the cost. While negotiating the World Bank loan, the Haryana Government had given the assurance to improve the collection of revenue, but during 1997-98, the average collection of revenue was 85 per cent as compared to 92 per cent in 1996-97. The realisation of revenue was very poor from government departments and areas affected by the Bharatiya Kisan Union (BKU). There are 202 villages in the Bhiwani circle having about 38,000 consumers which were affected by the BKU agitation. It has been observed that even the concessional tariff for agricultural pumping supply, had not shown positive results in Bhiwani. Out of 10,923 bills issued, only 1,155 consumers had made the payment during the period ending August 30. The defaulting amount, ending May 1998, for the Jind, Bhiwani and Sonepat circles, was Rs 46.66 crore, Rs 44.95 crore and Rs 6.87 crore, respectively. The figures are mounting with every passing day. The line losses, too, presented a very dismal picture. There are 82 feeders in Bhiwani city and Charkhi Dadri division which had shown line losses of more than 30 per cent from January to March. The Kithana feeder recorded line losses of more than 80 per cent from January to March this year while the Model Town feeder at Narwana had line losses of about 48 per cent. Meanwhile, the HVPN has installed a new 33 KV grid sub-station in the Maharshi Dayanand University complex to strengthen the transmission and distribution system. The project, costing over Rs 75 lakh, will benefit the medical college, campus, Housing Board Colony, Azad Nagar, Kamla Nagar, Preet Vihar, Shiri Nagar and Ambedkar colonies. The sub-station will be inaugurated on November 21 by the Urban Development Minister Siri Kishan Dass. The first phase of the 220
KV sub-station being installed on the Bahalgarh road at
Sonepat at a cost of Rs 2.5 crore will be inaugurated on
November 20. The project will provide better quality of
power and improved voltage to Sonepat and the industrial
area. |
Economic crimes on rise in
Faridabad FARIDABAD, Nov 19 The rate of economic crimes in the industrial city of Faridabad is the highest in Haryana. It is also double the national average, official sources have said. Against the national average of five crimes per 1 lakh population per year, it is 10 in Faridabad. Last year the police registered 149 cases by the middle of November, but these have risen to 179 so far involving frauds of crores of rupees. The crimes included those relating to bounced cheques, fake registration of land deeds, forgery of documents involving financial transactions, evasion of tax and cheating by finance companies. The case of a finance company whose officials went underground has already been handed over to the CBI for an enquiry. A few officials of the finance company which had its establishments in various parts of the country have already been arrested. But none of them belonging to Faridabad has been arrested . A number of scandals have also been committed in government undertakings including Haryana Minerals Ltd here in which embezzlement of lakhs of rupees was committed by manipulating the records. The police recently arrested four persons including an employee of the Telecom Department, who had made illegal telephone calls to Saudi Arabia. Another person was nabbed for purchasing buffaloes through a fake bank draft. When contacted Mr Mohammed Aqil, superintendent of police, admitted the high incidence of economic crimes in the district. He said a special cell to deal with such crimes had already been set up. He blamed the rise in the
economic crimes on the tendency to become rich overnight. |
Call to maintain unity,
integrity CHANDIGARH, Nov 19 The Haryana Home Minister, Mr Mani Ram Godara, today called upon the people to rise above parochial differences of caste, creed and colour and maintain the unity and integrity of the country. The Home Minister was speaking at a function organised at Haryana Civil Secretariat complex here to observe 'Quami Ekta Diwas' on the occasion of the birthday of the late Mrs Indira Gandhi. Mrs Gandhi, he said, died while safeguarding the integrity, unity and dignity of the nation. He said the members of her family had also sacrificed their lives for the sake of the nation. He said that the Quami Ekta Diwas was being observed to renew our pledge for maintaining the unity of the country. He said the people of the country, irrespective of their caste and religion, had unitedly fought in the freedom struggle as they had only one goal of achieving independence. The Minister also administered the pledge to the senior officers and employees of the State Government to work with dedication to preserve and strengthen the freedom and integrity of the nation. They also pledged that they would never resort to violence and continue to endeavour towards settlement of all differences and disputes relating to religion, language or other political or economic grievances by peaceful and constitutional means. The Principal Secretary to Chief Minister, Mr L.M. Jain, Additional Principal Secretary to Chief Minister, Mr D.S. Dhesi and other senior officers of the State Government were also present on the occasion. The Haryana Chief
Secretary, Mr Ram S. Varma, also presided over a similar
function at the new Haryana secretariat here in Sector
17, where he administered the pledge of national
integration to the officers and officials of the State

municipal poll on Dec 30 CHANDIGARH, Nov 19 The State Election Commission, Haryana, has issued fresh election programme to hold municipal election to the Municipal Committee, Pinjore, on December 30. Mr J.K. Duggal, State Election Commissioner, Haryana, said here today that notice would be published by the returning officer for inviting nomination on November 19. Nomination papers would be presented from November 30 to December 4 between 11 a.m. and 3 p.m., scrutiny thereof would be held on December 5 between 11 a.m. and 3 p.m. The last date for making application for the revision of order of the returning officer scrutinising the nomination papers to the Deputy Commissioner would be December 8 and the same would be disposed of by the Deputy Commissioner by December 9. The last date for withdrawal of candidature by the candidate would be December 10 and the poll, if any, would be held on December 30 between 8 a.m. and 4 p.m., he added. He said that the State Election Commission had issued directions to the returning officer, Municipal Committee, Pinjore, to send copies of the notices displayed at his office, office of the committee and at such other places as he may determine, required under Rule 20, 25, 26, 27, 28 and 30 of the Haryana Municipal Election Rules, 1978, to the State Election Commission on the same day. He said the model code of
conduct in respect of the aforesaid committee would come
into force from today. No officer or official connected
with the election work in the aforesaid municipality
would be transferred till the completion of the election
process, he added. |
31 cases of power theft registered SIRSA, Nov 19 As many as 31 cases of power theft have been detected in the district during the past two days. Mr B.S. Sandhu, Senior Superintendent of Police, said here today that a joint campaign by the police and the Haryana Vidyut Prasaran Nigam officials had been launched in the district and criminal cases under Sections 39/39-A of the Indian Electricity Act and under Section 319 of the IPC had been registered against the accused. He said 19 persons of
Darba village, including Devi Lal sarpanch of the village
and Bharat Singh Beniwal, former chairman Nathusari
Chopta Block Samiti, had been found indulging in power
theft. He further said that a penality of Rs 1.67 lakh
had been imposed on all accused in the district. |
Farmers, arhtias feel let down FATEHABAD, Nov 19 The indifferent attitude of officials of the Haryana State Cooperative Supply and Marketing Federation Limited (Hafed) and some local rice millers has left 'arhtias' and farmers of the Alika paddy purchase centre of the district high and dry. Though Hafed has already procured about 26000 bags of paddy from the purchase centre, the rice-millers have refused to accept the same. According to reliable sources Hafed which was entrusted with the task of procuring paddy from the Alika purchase centre of purchased 26,000 bags of paddy from October 14, 1998, to November 9, 1998. The paddy valued at about Rs 78 lakh was sent to the millers by Hafed. But now the millers have rejected the paddy saying that it was of inferior quality. With the millers refusing the delivery, truck owners have unloaded the paddy at their own places as their freight has also not been paid by Hafed. This has put the traders,
farmers and the truckers in a jeopardy. The traders are
visiting Hafed officials for the payment as their paddy
was duly purchased by the agency and gate passes were
given to them in lieu of it. But they are informed by
Hafed officials that their goods have not reached the
millers yet. The farmers too are waiting for the payment
of their produce. Truckers, on the other hand have kept
the consignment with them and are not ready to release
the same till they get their payment. |
Cops resent reduction in pay
scales FARIDABAD, Nov 19 Resentment prevails among policemen in Haryana over the reduction of their pay scales from those recommended by the pay commission. Mr Rajpal Qadian, president of the Faridabad unit of the association, said here today that by an order dated October 15 the pay scales of ASIs and Head Constables had been reduced from Rs 5000-7800 to Rs 4400-6000. He urged Chief Minister Bansi Lal to intervene so that the order was withdrawn. He said the pay scales recommended by the commission were not commensurate with the duty the policemen had to perform. Before 1974 the ASIs and Head Constables were getting salary at par with JBT teachers which was not the case now, Mr Qadian said. He said the ration money
admissible to policemen was only Rs 100 per month,
whereas it was Rs 500 in Delhi. |

3-year-old raped GURGAON, Nov 19 A three-year-old girl was allegedly raped by one Jabbar Singh of Jatauli village, near Pataudi last evening. In an FIR lodged at Pataudi police station, the victim's father has alleged that Jabbar, who lived in the neighbourhood, committed the crime at his house. He alleged that the girl was playing out side the house in the evening. After some time her cries were heard from Jabbar's house. The accused, however,
managed to run away after committing the crime. The girl
has been admitted to a hospital. |
