NEW DELHI, Nov 18 — The Election Commission has turned down a request to allow Punjab Chief Minister, Mr Parkash Singh Badal to use the official helicopter on payment basis for campaigning in the Assembly polls.

Yeltsin deputes Primakov for India visit
