State's afterthought on power privatisation

GURGAON, Nov 7 — Haryana is likely to withdraw clearance given to some firms in the private sector to set up power plants in the state. A broad indication to this effect was given by Haryana Chief Minister Bansi Lal here today.

Mr Bansi Lal, who was here to inaugurate the commissioning of 25MW power plant set up by a private firm — the first in the state in Sih Sikenderpur village, near here, said that the government had given clearance for 22 such plants. Now the government thinks that 12 such plants in private sector producing in all 300MW will suffice.

The Chief Minister said that the government was compelled for to rethink as the cost of power from these liquid fuel plants was higher. The plants are to be set up at Rewari, Rohtak, Panipat, Hisar, Panchkula, Ambala and Jhajjar districts.

The Chief Minister reiterated his government’s resolve to make Haryana a power surplus state by 1992.

The plant in Sih Sikenderpur, set up by Magnum Power Generation Ltd (MPGL), has the capacity to produce 5 lakh units of power each day. Incidentally, this is billed to be the first private power plant in North India. As per agreement with the Haryana government, the firm will sell all its produce to the Haryana Vidyut Parsaran NIgam(HVPN) at the rate of Rs 2.44 per unit. The cost incurred on the plant was Rs 50 crore.

According to the officials of HVPN, the supply of power from the firm, strictly for Gurgaon, would almost ensure no power cut in the district. The consumption of power in peak period, i.e. last summer, in the distirct was about three lakh units per day against the available 28 lakh units.Top


 

BKU to repair transformers
Not to pay higher water charges

ROHTAK, Nov 7 — Members of the Bharatiya Kisan Union (BKU) have decided not to pay the enhanced water charges and to repair burnt transformers on their own.

The decision was taken at a meeting held here today under the presidentship of its district chief, Mr Dharamvir Hooda.

In a resolution, the BKU criticised the government for linking the payment of power bill arrears with the replacement of burnt transformers in villages. The union has also criticised the government for increasing water rates while the farmers were not in a position to pay the ‘abiana’ due to the destruction of their crops.

The BKU members decided to repair all 35 burnt transformers in the district by collecting donations from villagers. The first phase of this programme would be started from Kiloi village, where five transformers had been out of order for the past several days, resulting in total darkness in the village.

Earlier, Mr Sampuran Singh, a youth leader and the president of Haryana Yuva Shanti Sena, had repaired burnt transformers in Badara village when the government refused to replace them till farmers paid arrears of power bills.

Later, talking to this correspondent, Mr Hooda and Mr Jagat Singh Khasa, president and secretary of the district BKU, respectively, said it was impossible for the farmers to pay the huge amounts of power bills. The farmers of this district had been financially ‘weakened’ and they would not pay ‘abiana’ and power bills if their demands were not considered by the government.

Meanwhile, the Bijli Nigam officials said crores were pending in the form of unpaid power bills. In Kiloi village alone, Rs 1.5 crore worth of power bills were pending. The officials said they had ‘verbal instructions from their seniors not to replace the faulty transformers until the power arrears were paid.Top


 

Replace damaged transformers: morcha

ROHTAK, Nov 7 — The BJP Kisan Morcha's Haryana unit has urged the government to immediately replace the damaged transformers in Bhiwani district.

In a memorandum submitted to the state party chief, Mr Om Prakash Grover, the morcha said that the government should replace the transformers without any precondition.This would help the farmers in sowing their crop and paying outstanding electricity bills.

The morcha suggested that the recovery of the outstanding bills should be in consonance with the period of non-payment. No surcharge or interest should be charged on the pending bills, it demanded.

It also demanded that criminal cases registered against the farmers in the wake of Satnali and other agitations should be withdrawn. However, the case registered in connection with the setting on fire of the ancestral house of Education Minister and BJP leader Ram Bilas Sharma should not be withdrawn, it said.

The memorandum sought that power connections for installing new tubewells should be granted without delay and the farmers who raise loans from banks should be put in a 'special category' for the release of new connections.

Canal water should be provided to the areas having brackish water. Till such provision was made, the electricity bills of the inhabitants of these areas should be changed on the pattern of 'seasonal connections'.

The kisan morcha also sought compensation for the loss of crops in the water-logged areas.Top


 

Verma to join Union Govt if BJP wins

HISAR, Nov 7 — The former Delhi Chief Minister, Mr Sahib Singh Verma, has claimed that the BJP will retain power in Delhi and Rajasthan and that he will not take oath as a Union Minister till Ms Sushma Swaraj takes over as an elected Chief Minister.

Mr Verma, who was here on a private visit, while talking to newsmen, maintained that he was not upset over the party high command's decision to replace him with Ms Swaraj as the Delhi Chief Minister.

Since the Congress was projecting Ms Shiela Dikshit as the chief ministerial candidate, the BJP had decided to project Ms Swaraj.

‘She is a woman, young, more attractive (than Ms Shiela Dikshit) and also a Brahmin (like Ms Dikshit)’, Mr Verma added. He explained that although the caste factor was going to play a part in the elections, but it would not be a dominant issue in Delhi. Underplaying the resentment among his supporters over his removal, he said, ‘I told them, it is the decision of the same party, which saw me to the Chief Minister's chair, so they should not feel upset now.’

Mr Verma said his replacement would have no bearing on the elections. "I have told my supporters, that if they want me to become a Union Minister, they must vote for the BJP. Because, if the BJP does not come to power in Delhi, I will never join the Union Cabinet. It is a commitment I have made to myself", he explained.

He refused to comment on Ms Swaraj’s reluctance to resign her South Delhi seat in the Lok Sabha. When asked whether it meant the BJP’s lack of confidence over the electoral outcome in Delhi, Mr Verma retorted, "Not at all".

Referring to Romesh Sharma’s links with senior and prominent politicians, Mr Verma sought a thorough and impartial probe into the matter, adding, ‘all those found to be involved have no place in politics’. Mr Verma also went round the CCS Haryana Agricultural University complex. Accompanied by the Vice-Chancellor, Prof JB Chowdhury, he went to see the research farm, Indira Gandhi Auditorium, Nehru Library and an exhibition.

Mr Verma lauded the initiatives taken by the Professor Chowdhury in tackling the problem of water-logging.

He also had discussions with the experts and scientists of the university.Top


 

Asked to take test for wrong post

ROHTAK, Nov 7 — A person who applied for the post of lecturer has been asked by the Haryana Staff Selection Board to appear in the examination for the post of patwari.

Ms Savita, MA, M. Phil, applied for the post of lecturer in Biology (female) in response to advertisement No. 6/97 that appeared in various newspapers on December 22, 1997. She also applied separately for the post of JBT teacher advertised along with the post of lecturers.

However, to her surprise, she received communications from the board asking her to appear in the written test for the post of patwari being held on November 29 at DAV College for Women, Karnal.

Interestingly, the board has issued her two letters with two different roll numbers (060183 and 060184) for taking the examination for the post of patwari, which was advertised vide number 4/97.Top


 

Steps to improve GJU functioning

HISAR, Nov 6 — The officiating Vice Chancellor of Guru Jambeshwar University (GJU) Mr Dharamveer yesterday said that the university was likely to reorganise its various departments to improve efficiency.

Addressing a press conference here on Friday Mr Dharamveer said that the purpose was to avoid duplication of different departments. Admitting that there was shortage of teachers in the university he said he was trying to identity the gaps in teaching.

However, he was non-committal on the issue of ban on recruitment in the university. Twenty new teachers were awaiting their joining, as the state government banned the recruitments, even after the selections were approved by the executive council of the university.

Mr Dharamveer said, the meeting of the executive council was scheduled to be held in Chandigarh on November 12, where some major decisions were likely to be taken.

The Vice Chancellor said a central computer laboratory would be set up in the university by withdrawing surplus computers from various departments and offices so that facility is made available to the students. About 30 computers with latest specifications will also be purchased for the purpose.

He said, the library of the university would be shifted to Guru Jambeshwar Bhavan in view of more space. The Library Department had been asked to prepare a catalogue and to automate its operations.

The university would concentrate on developing infrastructure and in particular the laboratories. So that the students could be exposed to the latest technology. Heads of department and deans have been asked to prepare a report and action plan of their departments.

Under the decentralisation programme, powers would be delegated to Registrar and financial powers of the heads of department would be raised. The VC also hinted at the possibility of introducing a postgraduate diploma course in remote sensing.Top


 

Junior engineers seek parity

JIND, Nov 7 — At a general session of the Diploma Engineers Association, Haryana, held here today various problems and demands of junior engineers working in the state were discussed.

Mr Surinder Singh, MP, was the chief guest. Mr Brij Mohan Singla, Industrial Training and Vocational Education Minister and Mr Sat Narain Lathar, state Minister for Housing, were among, those who attended the session.

Mr Jagdeep Singh, Secretary-General of the association, alleged that despite their valuable contribution in the development of the state, junior engineers had been ignored with regard to service conditions and pay- scales. He demanded that the pay scales of junior engineers should be on a par with naib tehsildars, police inspectors and veterinary doctors.

Mr Surinder Singh assured the engineeers that he would apprise the Haryana Government of their problems and demands.Top

ROHTAK, Nov 7 — The Haryana Samata Party today alleged that the law and order situation in the state had deteriorated and the government has failed to protect the lives of its employees.

The murder of Excise and Taxation Officer, Mr Lachhman Ram at Faridabad was a glaring example of the deteriorating law and order situation in Haryana. Such incidents not only demoralise government employees but also shake people's confidence in the administration. Mr Dhan Singh, president, Haryana Samata Party said in a statement here today.

Mr Dhan Singh said that Lachhman Ram should be declared a martyr and his family should be provided with facilities to which they were entitled as dependents of a martyr.

He also demanded stringent punishment to the assassins of Lachhman Ram.Top


 

Two youths rob wheat trader

ROHTAK, Nov 7 — A wheat trader was allegedly deprived of Rs 3.5 lakh by some unidentified youths near the Bajrang Bhavan locality here on Thursday.

According to the complaint lodged by the trader, Mr Vinod Kumar Goel, a resident of Hisar district, two youths who were standing outside a shop near Natraj Hotel on the Delhi road at about 7 pm on Thursday allegedly decamped with the bag containing the cash from the counter of shop, when he had gone to a toilet near the shop.

He claimed that he had told the shopkeeper and two others to keep a watch on the bag during his absence. When he returned back the two youths who were standing there took the bag and fled. He said the accused were not known to him.

The police has registered a case under Section 420 of the IPC against the accused and investigating.

Meanwhile in another incident three unidentified armed robbers snatched Rs 2500 and a truck from the driver and his helper near Bhali Anandpur village on the Rohtak-Bhiwani road about 25 km from here yesterday. According to the complaint lodged by Dayal of Barwala town in Hisar district three youths armed with pistol and some sharp-edged weapons stopped their truck near Bhali Anandpur village. He alleged that the miscreant beat them and took away cash and the vehicle.

The police has registered a case under Sections 392, and 394, IPC, against the accused. No arrest has been made.Top


 

DFO gheraoed

SONEPAT, Nov 7 — Workers of the Forest Department gheraoed the Divisional Forest Officer here yesterday in protest against the non-acceptance of their demands and the 'rigid' stand adopted by him towards them.

According to a press release issued by the Van Mazdoor Union, the DFO, on seeing the irate mob of workers, tried to slip away in the jeep. The DFO assured the irate workers that he would take necessary action on their demands. Thereupon the DFO was allowed to go outside from the office.

Later, the workers set on a day's dharna to press their demands. The main demands, among other things, include the regularisation of the services of all workers having completed 240 days, the preparation of a list of court cases in seven days, covering all the accident cases under the Workmen Compensation Act, strict enforcement of the Minimum Wages Act, the to payment of wages in accordance with the Act, early payment of bonus and the implementation of the agreement reached between the union leaders and the authorities of the Forest Department on October 10 last year.

The union leaders also submitted a memorandum to the DFO for forwarding it to the Chief Conservative Officer for action. Top


 

12 years' jail for dowry death

FARIDABAD, Nov 7 — Mr K C Gupta, district and sessions Judge, yesterday sentenced Sunil to 12 years rigorous imprisonment for harassing his wife Manorama on account of bringing insufficient dowry. The woman later committed suicide on consuming poison on December 20,1995.

The couple was married on May 29,1994.

Mr Gupta found Sunil guilty and convicted under Sections 448-A and 304-B of the IPC and father-in law, mother-in-law and sister-in-law of Manorama were acquitted. Sunil was sentenced to two years rigorous imprisonment (RI) and a fine of Rs 1,000 under Section 498-A of the IPC for causing harassment to Manorama for bringing insufficient dowry.

Sunil was also sentenced to 10 years rigorous imprisonment(RI) under Section 304-B of the IPC. Both sentences would run concurrently. In case of failure to pay the fine he would undergo another six months' rigorous imprisonment.Top


 

National song contest begins

ROHTAK, Nov 7 — The two-day national group song competition organised by the Bharat Vikas Parishad (BVP) started here today at Vaish Public School. As many as 1200 students from all over the country are taking part in the event.

The function, which was to be inaugurated by the Governor, was, however, opened by the Vice-Chancellor of Maharshi Dayanand University, Mr O.P. Kaushik. According to the organisers, the governor could not come due to important work at Chandigarh.

Mr Chander Sain Jain and Mr Vinay Sehgal, of the organising committee, said it was the first time such a programme was being held in Haryana since it started in 1986.

Patriotic Hindi group songs featured in the programme. Another competition of patriotic songs in regional languages was being held simultaneously, Mr Jain added.Top


 

Cheating case: Bail plea rejected

FARIDABAD, Nov7 — Mr P L Goyal, Additional District and Sessions Judge, yesterday, rejected the application of anticipatory bail of Om Prakash Rawat of Manpur village who had taken Rs 2 lakh from a farmer for getting his sons recruited constable in the Haryana police.

According to the prosecution, Udai Singh, of Bhulwana village had complained alleging that Om Parkash had taken Rs 2 lakh from him by giving an assurance that he would get his sons Kamlesh and Rajesh recruited in the Haryana police as constables.

It was also alleged by the complainant that Om Parkash told him that he had close relations with Mr Harsh Kumar, a Haryana Minister and Mr Surender Singh, MP and that he had passed on the said amount to both of them for getting the needful done.

When list of successful candidates recruited constables in the Haryana police was out, the names of his two sons did not figure in it. The complainant further disclosed that he was a poor farmer and had arranged this money by selling his farm land.

Mr Goyal rejected the application for the grant of anticipatory bail to Om Parkash by observing that there was no justification for releasing such type of persons on anticipatory bail.

The Judge also observed that during investigation Miss Mamta Singh, IPS had collected a sale deed dated July 10,1998 showing that the complainant had sold his agricultural land for a sum of Rs 1.95 lakh. According to prosecution case, this very amount was passed on to the accused on July 12,1998. The Judge also observed that serious steps had to be taken for eradicating corruption from the system.Top


 

Arrangements made for DAP supply

CHANDIGARH, Nov 7 — The Haryana Minister of State for Agriculture, Mrs Krishna Gahlawat, has said that the State Government had already made adequate arrangements for the supply of DAP fertiliser. She said that during the current month one lakh metric tonnes of DAP fertilizer would be reaching the respective destinations of all the districts in the state.

Mrs Gahlawat said that the senior officers of the Haryana Government at a meeting held in New Delhi yesterday with the Union Chemical and Fertilizser Minister, Mr Surjeet Singh Barnala, had discussed the situation regarding the availability of DAP in the State. In this meeting the State Agriculture Commissioner, Mr H C Disodia, the Director of Agriculture Mrs Shankutla Jakhu, and the Managing Director of Hafed, Mr Sajjan Singh were present. The Additional Secretary, Mr A V Gokak and the Joint Secretary, Mr D K Sikri, of the Union Chemical Fertiliser Department were also present.

Mrs Gahlawat said it was stressed at the meeting that more quantity of DAP fertiliser should be made available in Haryana and the railways should make adequate arrangement for rakes to carry the fertiliser to the destinations. She said that Mr Barnala after taking stock of the situation expressed satisfaction and said that with the present arrangements Haryana would not be allowed to suffer for want of DAP fertiliser.

Mrs Gahlawat called upon the farmers to purchase the DAP fertilizser from various agencies like HAFED, Haryana Agro Industries, HLRDC and the Mini Banks. She made it clear that the State Goverment had imposed no condition to sell to the farmers any agricultural input along with DAP fertiliser.

She said that the Deputy Commissioners had already been asked to inspect the sale depot in their respect time areas and to ensure that the farmers get good quality fertiliser. Mrs Jakhu also directed to the Deputy Directors, Agriculture, to inspect and visit all the sale centres regularly and ensure that DAP fertiliser was sufficiently available. Top


 

Departmental examination

CHANDIGARH, Nov 7 — The Central Committee of Examinations, Haryana has decided to hold the departmental examinations from November 30 to December 4 for Assistant Commissioners, Extra Assistant Commissioners, I.P.S officers, Block Development and Panchayat Officers, Sub-Judges, Tehsildars and officers of the Forest, Agriculture, Animal Husbandry, Fisheries, Jails, Excise and Taxation, Co-operative and Wild Life Departments.

The examinations will take place at Central Polytechnic College, Sector 26, here.

Those who intend to appear in the examination should send their names to the Under Secretary-cum-Central Committee of Examinations, Haryana Civil Secretariat, Chandigarh with particulars by November, 15.Top
