Punjab to follow Central policy HOSHIARPUR, Nov 1 The Punjab Government will strictly follow the Central Government's policy to control the price hike of essential commodities in the state. This was announced by Mr Parkash Singh Badal, Chief Minister, while talking to mediapersons here today. He said that he would instruct all district heads to ensure the display of rate list of essential items by shopkeepers, including rehriwalas, so that they could not overcharge consumers. He warned of action against hoarders and black marketeers. Referring to the corruption in government offices, especially the Revenue and Transport Departments, Mr Badal said the timings for land registrations would be fixed from 2 p m to 4 pm daily in all tehsils of the state so that purchasers and sellers were not harassed and saved from delays. The presence of the seller, purchaser and witnesses would be made compulsory during registration. Similarly, it would also be ensured that the mutation of land takes place within one month of the registration. The government would also authorise all vehicle dealers to do registration of vehicles soon after their sale. The government would also ensure the joint inspection of vehicles by the District Transport Officer and Motor Vehicles Inspector before the passing of buses and trucks. Licences would also be provided to agents for driving licences, etc. Regarding procurement of paddy, he said 1.36 lakh tonnes of the crop had been procured in this district so far as against the target of 1.90 lakh tonnes. He convened a meeting of officials of various procurement agencies and reviewed the progress in procurement. Referring to allegations by Congress leaders of violation of code of conduct by SAD leaders in the Adampur byelection, he said the allegations were "baseless". Earlier, Mr Badal, at a
meeting with Mr Iqbal Singh Sidhu, Deputy Commissioner,
Mr R.P. Mittal, SSP and other district officers, reviewed
the progress of developmental activities and the law and
order situation in the district. |
Mittal
denies hoarding in Punjab NANGAL, Nov 1 "There is no hoarding in Punjab" said Mr Madan Mohan Mittal, Food and Civil Supplies Minister, Punjab while answering questions on rise in prices of essential commodities at a press conference here today. Punjab is a surplus production state and there is no shortage of anything here. The rise in prices in Punjab is due to inflation in the entire country, he added. Regarding the steps being taken by the Punjab government to check the price rise he said that PUNSUP was procuring essential food items and it would supply the same to people at lower prices. He also said that the Punjab government was considering making display of price list mandatory to check the price rise. On the allocation that most of the hoarders were supporters of the BJP, Mr Mittal said hoarding was done by big traders who were patronised by the Congress to malign the BJP government. About mismanagement in the procurement of paddy in various mandis of Punjab, Mr Mittal said that it was a "false propaganda". "I am personally touring the entire state and keeping vigil over the procurement process", he added. On the question of setting up any industrial unit at Nangal, he said that Nangal had the scope of Chemical Units, but the pollution level in Nangal had already reached the saturation point due to the existing units. So, there was no immediate plan of setting up an industrial unit here he added. He also dismissed the rumours that bus depot of Nangal and ITI institutions were being shifted to Anandpur Sahib. Later, Mr Mittal laid the
foundation stone of a water tank at Dobeta, a road to
cremation ground at Sharma Store, water supply scheme at
Purana gurdwaras, sewerage system in Raj Nagar and
inaugurated tubewell on the Railway road. Mr Mittal

BAMS examination not held for 2 years MOGA, Nov 1 For not holding examination for the past two years, a fraud allegedly committed by the management of the local Lala Lajpat Rai Memorial Ayurvedic Medical College with more than 70 students has come to light. The management of Lala Lajpat Rai Memorial Ayurvedic Medical College which had admitted more than 70 students in the past two years (1996-97 and 1997-98) for Bachelor of Ayurvedic Medicine and Surgery (BAMS) course without having affiliation for the college with any university and earning crores of rupees through "underhand deals" in the shape of donations, has left the students high and dry. Management sources said that admission of students in the BAMS course was made after due approval from the Punjab government and the Central Council of Indian Medicine (CCIM). But the management did not apply to any university for affiliation. The Management had written to the Punjab government for making arrangements for holding the examination for the year 1996-97 batch and 1997-98 batch by the Punjab State Faculty of Ayurvedic and Unani System of Medicine. On the other hand students in a written complaint made to the Deputy Commissioner has alleged that the college management had made "illegal" admissions without taking affiliation from any university. They alleged that the college management had admitted more than 50 students in 1996 against the approval of only 30 students given by the CCIM. The students further alleged that when they approached the General Secretary of the Management of the college, Dr Rohin Sachdeva for holding examination they were given rough treatment and a threat to close the college was also held out by him. Mr Chaman Lal Sachdeva, father of Mr Rohin Sachdeva who was looking after the affairs of the college in the absence of Mr Rohin Sachdeva told The Tribune that it was not the time for fighting with each other. He said that students should cooperate with the management so that examination could be held by pressing the Punjab government. When asked about the whereabouts of Mr Rohin Sachdeva, he said that Mr Rohin was away to Delhi but he refused to give Mr Rohin's mobile telephone number to this correspondent. Dr Sat Pal Bhateja, father of a student alleged that Mr Rohin had fled after collecting crores of rupees from the students. He said that he was trying to contact him for the past 20 days but told that Mr Rohin had left the town. Mr Kulbir Singh Kang, D C had asked the Additional Deputy Commissioner, Mr D.K. Tiwari to probe into the matter after receiving the complaint from the students. Sources said that Mr Tiwari had found that college management had tampered with the record and had made admission "illegal". It had also come into light that management had no arrangement for 100-bed hospital required for running a medical college. Mr Rohin who was also running an engineering and polytechnic college in the town had invested all the donations in the engineering college. On the other hand, students demanded that inquiry should also be conducted by a police officer not below the rank of SSP into the case. They apprehend that by using their political connections, the concerned persons in the management could go scot free. Mr Sharad Chauhan, SSP, when contacted said that matter was already being probed by the district administration. He said that police would register a case against the management if it was found guilty in the probe. Dr Bhateja, on the other
hand alleged that management was now sponsoring the
agitation of students who were staging Dharna in
Chandigarh just to shift its blame on the Punjab
government. He further alleged that in absence of any
staff member of the college, the safety of girl students
at the Chandigarh was not ensured. |
Farmers' cup of misery full FAZILKA: Hundreds of farmers of this border subdivision all paddy cultivators, have had their paddy crop damaged due to rain. They face a lot of agony as about one lakh bags are lying unsold in the Fazilka grain market. Even as inclement weather continued to play havoc in this harvesting season, about 9,13,290 quintals of paddy had arrived in the grain market this year, as compared to 9,48,000 quintals during the corresponding period last year. The arrivals till now comprise more than about three-fourths of the total arrivals. Last year the total paddy arrivals in the Fazilka market were 11,65,337 quintals. Out of the total arrival of 9,13,290 quintals so far, this year rice millers of Fazilka and surrounding areas made brisk and bulk purchase of paddy totalling 9,06,085 quintals. Most of the purchases by rice millers have been at prices around Rs 480 per quintal as against the support price of Rs 470 for the popular fine variety PR-106. The procuring agencies have made a token presence in the market by purchasing just 7,205 quintals of paddy. Out of the five government purchasing agencies, Punsup and Punjab State Warehousing Corporation have not procured any paddy. While commission agents and farmers are worried over the glut of damaged and discoloured paddy lying unsold for more than a fortnight, rice millers, on the other hand, are not keen to buy the damaged paddy, as there are no buyers for the discoloured parboiled (sela) rice produced out of the discoloured paddy. Moreover processing this paddy is not profitable for rice millers. In this piquant situation, all eyes are focussed on the government initiative with reluctance of the government agencies to purchase the damaged paddy, official instructions notwithstanding. The low price offered by rice millers is not tenable to farmers as they would not be able to realise their inputs. Mr Sham Lal, a marginal paddy cultivator of the border village, Mohammadpira, having a land holding of eight acres has been camping in the grain market for more than a week to sell his damaged paddy. He says he has been ruined as he had to sell whatever could be salvaged of his paddy for Rs 320 per quintal. Like him scores of other farmers along the flood-prone border belt were compelled to sell their paddy at low prices varying from Rs 250 to Rs 350. The government agencies are unwilling to procure the damaged paddy because no rice miller is ready to mill such paddy due to low yield and inferior quality. The only viable solution is to allow a relaxation in quality specifications. The rice millers are also demanding relaxation. Mr Ashok Aneja, press secretary of the Rice Millers Association Punjab, urged the government to permit the purchase of 15 p c discoloured rice against the existing 5 p c limit. He maintains that in view of the rough weather last year, the government had raised the discolouration limit to 13 p c. He pleads for enhancing the permissible broken rice limit from 17 pc to 25 p c in levy rice for procurement. The farmers, commission
agents and rice millers want the government to come to
their rescue. |
Vikas patras worth 3.8 lakh
recovered AMRITSAR, Nov 1 The anti-smuggling staff today arrested Raman Kumar and recovered stolen Indira Vikas Patras (IVPs) worth Rs 3.80 lakh. According to the police here it had received reports that some unauthorised persons were dealing in IVPs and were selling them clandestinely to some persons here. On interrogation Raman Kumar a resident of Gali Gandawali, revealed that these IVPs were stolen from train carrying them from Government Security Press at Nasik in Maharashtra to Guwahati. Giving details of the modus operandi, Raman Kumar said he first bought about six certificates from the kingpin Ashok Kumar of Patna. This operation was being carried for the past eight to nine months and some other persons too were involved in the racket which included Laddi, a resident of Kot Khalsa, his brother-in-law Ravinder, alias Titi. During this period, Raman had made about 16 trips to Patna and brought roughly 250 IVPs each time to sell them here. According to a rough estimate IVPs over Rs 10.30 lakh were transacted during the period and were sold in small batches to local buyers. The police has registered
cases under Sections 411 and 420 of the IPC and efforts
were on the arrest the others. |
Salary not paid for more than a year AMRITSAR, Nov 1 (UNI) While there are protests and agitation by the state government employees demanding revision of pay-scales as per the pay commission report, virtually no one seems bothered about the plight of certain employees of the Social Welfare Advisors Board who have not been paid for three monthly over a year. These unpaid employees include craft teachers, bal sevikas and trained dais (maternity nurses), a majority of whom are working in centres run by the board in remote rural and semi-urban areas of the state by and large these employees are women who come from economically weak families. According to statistics provided by the Punjab Istri Sabha, patron, Mrs Vimla Dang, in a recent letter to Chief Minister Parkash Singh Badal. In the three border districts of Amritsar, Gurdaspur and Ferozepur alone there are about 150 plus employees of the board who have not received their salaries. An interesting fact revealed in Mrs Dang's letter is that the money for the salaries of the boards staff is shared by the central and state government's while the central government accounts for 67 per cent of the money to be paid the rest is provided by the state government. The letter further revealed that while the central government had been contributing its share to the board. It is the state government which is the defaulter. Interestingly, the officers who supervise the work of the board and also keep a tag of the schemes and projects being launched in consultation with departments concerned of the Union Social Welfare Ministry are being paid their salaries in time, the expenditure incurred on the salaries of the officer class as are shared in equal proportion by both the central and state governments. The letter by Mrs Dang
urged the Chief Minister to take immediate steps to
ensure the payment of the salaries as those who have been
working without pay have been attending to their duties
regularly and also incurring travel expenses on a daily
basis. |
Fruit,
vegetable sellers go on strike AMRITSAR, Nov 1 The Fruit and Vegetables Union here has suspended receiving supplies as the state government had decided to shift the fruit and vegetable market with immediate effect from in the heart of the city to a distant mandi at Vallah 10 km from here. The association general secretary Mr Harsh Taneja in a press note criticised the government for the suspension of work at the local mandi much to the discomfiture of local commission agents and residents. Mr Taneja and other members of the association had a prolonged discussion with officials of the district administration to resolve the issue but the "uncompromising " attitude of officers created a stalemate resulting in huge losses to producers and the consumers. The spokesman of the association pointed out that the Vallah mandi was not yet fully equipped to handle operations as it lacked basic facilities like water, power and was not fully protected from theft as the proposed mandi lacked security arrangement. The association has protested against the "highhandedness" of the administration and all members staged a dharna and blocked traffic on the Bhandari bridge demanding "amicable" settlement with regard to allowing local agents to operate here at the Vallah mandi till the later was developed fully with all facilities. Mr Taneja regretted that the administration vindictive measures stopped all trucks, trailer bringing supplies causing hardship to people and the producers. The association would continue to remain on strike till the government relented, the association spokesman said. The association members pointed out that the shops and godowns at Vallah mandi were not allotted to them and last date for seeking application was November 20 but the sudden action by local authorities with police help had forced them to harden their stand. Meanwhile, the district administration has announced that vegetable market stands shifted to new mandi at Vallah, Mandi officers here claimed. The mandi was shifted in view of the stay vacated recently by the Punjab and Haryana High Court and the entire operations would now be carried out at Vallah with immediate effect. The spokesman of the
administration added that trucks or trailers carrying
vegetables and fruits would not allowed to enter the
city. Officers appealed to commission agents and buyers
to start operations at Vallah without delay to ensure
smooth supplies of the goods to the consumers. |
Cleanliness fortnight launched LUDHIANA, Nov 1 The Local Bodies Minister, Mr Balramji Dass Tandon, today inaugurated the state-level cleanliness fortnight here. The drive is aimed at cleaning 140 cities of the state from November 1 to 15. Broom in hand, Mr Tandon, along with other senior officials and elected representatives, swept the Chaura Bazaar area at a state-level function held here. He said the campaign would help in creating awareness among the masses regarding the importance of cleanliness. The entire city could only be kept clean if every resident extended his cooperation to the municipal staff. He urged the people of unplanned colonies to pay development charges if they wanted all civic amenities in their areas. Though the state government had chalked out a comprehensive development plan for the city, its problems could only be solved by the mobilisation of resources by the corporation and by enhancing the income from octroi and other taxes. The minister directed the municipal corporation authorities to launch another campaign to clear the encroachments along the Budha nullah. Mr Sat Pal Gosain, MLA, asked the municipal councillors to make maximum use of the campaign in their respective wards. Dr S.S. Sandhu, Commissioner, Municipal Corporation, said that the corporation had also launched a mohalla sanitation scheme, under which committees would be set up to supervise the work of safai karamcharis in various localities. Jathedar Surjan Singh, Senior Vice-President, SAD, and Mr Apinder Singh Grewal, Mayor, were among those who spoke. PATIALA: Mr Harmail Singh, state PWD Minister, inaugurated a cleanliness drive here on Sunday. He said that mohalla sudhar committees would be set up to monitor the progress of sanitation in each area. He appealed to shopkeepers to remove encroachments on link roads, adding that a drive to remove them would be launched soon. Mr Harkesh Singh Sidhu, Commissioner, Municipal Corporation, said milk dairies were being shifted outside the walled city. Mr Chajju Ram Sophat, member of the SAD Working Committee, and Mr Jagtar Singh, MLA, also spoke. AMRITSAR: The Punjab Government has decided to accord priority to the overall development of all historic cities in the state. This was announced on Sunday by the Minister for Higher Education and Languages, Mr Manjit Singh Calcutta, on the occasion of Punjab Day, which was marked by the launching of a cleanliness drive from Ghanta Ghar chowk. The Deputy Speaker of the Punjab Vidhan Sabha, Mr Baldev Chawla, appealed to non-government organisations, school and college students to take part in the cleanliness drive in the city. The Mayor, Mr Subhash Chander Sharma, said more than 400 ad hoc employees had been deployed to remove garbage from the city. JALANDHAR: Both the Chief Minister Mr Parkash Singh Badal, and the Health Minister, Mr Manoranjan Kalia, on Sunday failed to turn up here to launch the statewide cleanliness fortnight on the occasion of Punjab Day. Congress councillors boycotted the function, alleging that they had not been associated with the drive by the corporation authorities. In their absence, the drive was launched by the Hind Samachar group of newspapers Chief Editor, Mr Vijay Chopra, who urged the ruling BJP-SAD-BSP combine in the corporation to work with unity of purpose in the interests of city residents. Twelve councillors lined up before the dais in Nehru Garden, urging Mayor Suresh Seghal and Senior Deputy Mayor G.S. Narula to end their fued, which, they said, was hampering development works in the city. BATHINDA: Mr Chiranji Lal Garg, State Food and Supplies Minister, on Sunday said that the Municipal Council would recruit temporary safai karamcharis for improving cleanliness in the city. Launching the cleanliness drive here, he said that entire city would be cleaned in a phased manner. Mr Bhupinder Singh Pitho, President, Municipal Council, also spoke. Reports of the inauguration of cleanliness fortnight were also received from Phagwara and Nawanshahr. SAS NAGAR: "Safai fortnight" covering the entire town was inaugurated from Mohali village here today by the municipal council president, Mr Harinder Pal Singh Billa. The council Executive Officer, Mr K.S. Brar, said 50 additional safai karamcharis besides five tractor-trailers had been deployed for the cleanliness drive. Also, 116 safai karamchari of the council had been assigned work only for today apart from bringing in three tractor-trailers, two dumper-placers, one refuse collecter and one bulldozer to facilitate the drive. Mr Brar said the engineering wing of civic body would also involved in the campaign. The state government had
decided to give awards to civic bodies of all categories
at the end of the cleanliness drive, he added. |

sought CHANDIGARH, Nov 1 Mr Gurcharan Singh Dadahur, a senior Congress leader, has sought unconditional release of Mr Gurbir Singh, a senior Congress leader, who was arrested by the Ludhiana police last evening. Mr Gurcharan Singh said that Mr Gurbir Singh, a former schoolmate of Mr Rajiv Gandhi and son of the first Akali Chief Minister, the late Gurnam Singh, had been implicated in a case by the Ludhiana police at the instance of an Akali minister. He has alleged that the

opponents by registering false cases against them. |
Master plan on canal water supply FARIDKOT, Nov 1 (UNI) The district administration has prepared a master plan for bricklining work to ensure the supply of canal water to over a dozen rural water supply schemes. The plan has been sent to the state government and its approval is expected within the next few days, Deputy Commissioner G S Grewal said at a "sangat darshan" programme at Pipli village, near here, yesterday. The panchayats of Pehluwala, Dalewala, Hasan Bhatti, Beguwala, Bhagthala Khurd, Bhagthala Kalan, Hardyaleana, Sadhanwala, Machaki Khurd and Pipli participated in the programme. The Deputy Commissioner gave an assurance on the early redressal of the grievance relating to potable water. The Deputy Commissioner directed block development and panchayat officers to ensure the immediate shifting of telephones to the residences of newly elected sarpanches of the area. The Telephone Department was directed to shift a telephone from the village post office to the residence of the newly elected sarpanch of Bhagthala. He announced a grant of Rs
10 lakh for the village water supply scheme and Rs 40,000
for the repair of the village school building. |

girl recovered BATALA, Nov 1 The Dera Baba Nanak police has recovered a minor girl who was allegedly abducted and raped by Ranjit Singh of the same village. The SSP, Mr Lok Nath Angra, told newspersons here yesterday that Kunan Singh, father of the girl, had lodged a complaint regarding the abduction of his daughter with the police on October 19. Ranjit Singh has been
arrested and cases under Sections 363/365/366 and 376 of
the IPC registered against him. |

win band competition FEROZEPORE, Nov 1 Dogra won the three-day Western Command Inter Battalion Band competition which ended on Saturday evening at the local Jyoti Stadium. After the competition, which was organised under the aegis of Golden Arrow Division, the bands took part in the mass band display in which 81 pipers and 54 drummers participated and performed in perfect harmony and enthralled the audience. that music had been associated with warriors since

Mandal threatens stir JALANDHAR, Nov 1 The Punjab Pradesh Beopar Mandal threatened to launch a state wide stir if the government remained indifferent to its problems. Briefing reporters here today after the state body meeting of the mandal Mr Amrit Lal Jain, president of the Punjab Pradesh Beopar Mandal said that Sales Tax officials collected bribe from traders. He alleged that the department had fixed the target of Sales Tax collection 25 per cent more than earlier. Traders, leaders also to charged the Sales Tax officials in the state with taking more than Rs 9 crore as bribe during the Divali season as Sales Tax collection, he alleged. Mr Jain said that trading
community was facing a lot of difficulties. He said the
SAD-BJP Government had failed to solve problems of the
traders. He said that the association would hold
demonstrations before the district Sales Tax headquarters
on November 11. After that five traders will sit on relay

to set up biogas plant BATHINDA, Nov 1 The Punjab Energy Development Agency (PEDA) will set up a common biogas plant at Kaljharani village where a total rural employment project is being implemented by the state government. In a press note issued here today, Mr Jagjit Puri, Executive Director, PEDA said cowdung from the multipurpose agriculture-cum-dairy complex set up in the village would be used for the biogas plant. He said PEDA had already set up a centralised solar power plant to generate electricity. He said PEDA would spend
Rs 50 lakh on three projects being implemented in the
village. |
Former CM's son arrested for
fraud LUDHIANA, Nov 1 Former Chief Minister Late Justice Gurnam Singh's son and senior Congress leader, Gurbir Singh was arrested by the police yesterday on the charges of fraud under Section 406/420 of the Indian Penal Code. Mr Gurbir Singh alias Baku was arrested yesterday evening following a complaint lodged by Dr Gurinder Singh Grewal, president of the Guru Nanak Education Trust and a brother of Mr Maheshinder Singh Grewal. Punjab Medical Education Minister, Dr Gurinder Singh had lodged a complaint with the police that Mr Gurbir Singh was involved in the embezzlement of the trust money of Rs 2 lakh and had distributed this money to his close associates. When contacted, the Senior
Superintendent of Police, Mr Dinkar Gupta, confirmed the
arrest of Mr Gurbir Singh. |

statement here today that the Dal empathises with
thousands of victims of 1984 massacre of Sikhs all over
the country 14 years ago from November 1 to November 4,
1984. He said that the SAD (Amritsar) and the SAD
(Democratic) had formed a joint committee for the Adampur
by-election campaign. The constituency had been divided
into zones and zonal committees formed to ensure that the
message reaches up to each voter of the constituency. |
