'restructure' Akali Dal CHANDIGARH, Dec 21 A new "package of practices" is being worked out by the Punjab Chief Minister, Mr Parkash Singh Badal, with a two-pronged strategy: his aim is to "rejuvenate" the Shiromani Akali Dal of which he himself is the President and provide an "effective and responsive" governance to the people, it is learnt. The present stand-off between Mr Parkash Singh and the SGPC President, Mr Gurcharan Singh Tohra, notwithstanding, the proposed strategy is to "restructure" the organisation wings of the SAD and also the Council of Ministers. These changes are expected soon after the Vidhan Sabha session concludes; the House adjourns sine die on Tuesday. There is an element of urgency in putting into practice the proposed changes in the light of the lessons learnt in the Adampur Assembly by, election and the apprehension of how the religio-political events unfold now that Mr Parkash Singh has taken a stand on dealing with Mr Gurcharan Singh. Any slip-up can prove costly politically, administratively and even personally to the SAD President, say sources. Some ministers and MLAs told TNS that there was an impression that despite the SAD's known stand on "Punjab, Punjabis and Punjabiat", the turnout of the Hindu voters in favour of the SAD-BJP combine was less than the expected numbers. Since Mr Parkash Singh had carved a niche for himself as a "moderate" Akali, acceptable to the Hindu Punjabis, the low turnout had caused him anxiety. That such a development should take place within less than two years was all the more a matter of concern, particularly, when some key portfolios are with the BJP Ministers, who have "urban orientation" the Local Bodies is with Mr Balramji Das Tandon; the Food and Supplies is with Mr Madan Mohan Mittal, Health and Family Welfare is with Mr Manoranjan Kalia, Forest and Legal Affairs with Master Mohan Lal, and Higher Secondary with Mr Swarna Ram. The Deputy Speaker, Dr Baldev Chawla is also a BJP MLA. Thus despite such a line-up Hindus are feeling somewhat alienated has surprised Mr Parkash Singh Badal and his colleagues in the SAD "think tank". The Chief Minister rarely interfered in the functioning of BJP colleagues and left it to them to see how effectively they would perform and keep the Congress away. But things have not worked out that way. One of the hotly debated subjects, therefore, before the SAD President is why not have a "sehajdhari" wing of the SAD itself and appoint one of the Hindu MLAs, who contested on the SAD symbol of "scales", to "win over" the confidence of the Hindu Punjabis, who, particularly, in Malwa belt do owe allegiance to the SAD. Of the several names
making round for such a development is that of Minister
of State of Food and Supplies, Mr Chiranji Lal Garg, who
successfully contested from Bathinda. He is considered
close to Mr Parkash Singh. |
Tohra regrets rushing to Press CHAMKAUR SAHIB, Dec 21 The SGPC President Mr Gurcharan Singh Tohra, today admitted in public that he had committed an error by rushing to the Press which led to the current crisis in the Shiromani Akali Dal (SAD). Addressing a Shaheedi Jor Mela conference here, he, however, maintained that he had only spoken in the interests of party workers. Mr Tohra said he was ready to make any sacrifice for the Panth and party unity. He said the SAD Government should complete its full term. The SGPC president said some people had been saying that the peace in Punjab was in danger. He assured the gathering that the peace would be maintained at all costs. Mr Tohra said that he and Mr Badal had given a commitment to the public that the SAD Government would complete its term and there would be no dispute in the party. The SGPC President also said that he would not comment on current crisis as he had decided to abide by the appeal of the Jathedar of Akal Takht. Mr Tohra condemned the
Punjab police for detaining Sant Baljit Singh and others
yesterday in the police station at Damdama Sahib. The
Sant had started religious diwans at Kot Fatta, but the
police had imposed a "ban" on the diwans, he

AISSF seeks action against Talwandi JALANDHAR, Dec 21 (PTI) The AISSF faction led by Mr Harminder Singh Gill today demanded disciplinary action against SAD leader Jagdev Singh Talwandi for serving a show cause notice on SGPC president G.S. Tohra despite Chief Minister Parkash Singh Badal's statement that no action was being taken against Mr Tohra. "Mr Badal had clearly said in Amritsar that there was no question of any action against a senior leader like Mr Tohra. But despite that, Mr Talwandi went ahead with the show cause notice", AISSF general secretary, Ajitpal Singh Sethi told reporters here today. He said the Gill faction of the AISSF fully supported Mr Tohra's demand for the appointment of an acting president of the SAD to improve its functioning. Mr Sethi said Mr Talwandi, who was chairman of the SAD Disciplinary Action Committee, was trying to become the SGPC chief by easing out Mr Tohra, "but we would not let his machinations succeed". He said Mr Badal and the Disciplinary Action Committee should take immediate and examplary action against all those who had made derogatory remarks against the SGPC chief. Mr Sethi said all Sikh organisations should unite under the aegis of Akal Takht to celebrate the tercentenary of the birth of the Khalsa. He said Mr Tohra and Mr
Badal should resolve their differences, so that the
"Congress does not benefit from it". |
Jor Mela: SGPC, SAD in dilemma AMRITSAR, Dec 21 While the Jathedar of Akal Takht, Bhai Ranjit Singh, has ruled out leading the religious procession at the three-day Jor Mela being held at Fatehgarh Sahib from December 25 in case the SGPC invites Prof Manjit Singh and Giani Kewal Singh, the two have decided to take part in the mela as members of the Sikh community, and not as head priests. Prof Manjit Singh has informed the SGPC that he wants to avoid any confrontation with his colleagues. "I shall be the last person to complicate the issues", he said. He also requested as well as the management of Fatehgarh Sahib gurdwara not to send him any "special invitation" for joining the religious procession. "I shall attend the same as a humble Sikh as was the case with the Khalsa march", he stated. He also said that he would continue to stay away from Akal Takht meetings till an "amicable" solution was found. On the other hand, the Shiromani Akali Dal (SAD) leadership and the SGPC seem to be in a dilemma about organising a political conference at the Jor Mela. It remains to be seen whether the Punjab Chief Minister, Mr Parkash Singh Badal, and the SGPC chief, Mr Gurcharan Singh Tohra, will address the congregation from the same platform. Meanwhile, Mr Sukhdev Singh Bhaur, acting president of the SGPC and a close confidant of Mr Tohra, held a meeting with committee members here today to take stock of the political situation. reporter, Mr Bhaur, however, said the meeting was

session
begins CHANDIGARH, Dec 21 The two-day winter session of the Punjab Vidhan Sabha commenced here today with the newly elected Congress MLA, Mr Kanwaljit Singh Lalli, taking oath and the House paying tributes to those eminent persons who died since holding of the last session. The Congress members thumped their desks as the Speaker, Mr Charanjit Singh Atwal, called out the name of Mr Lalli to take oath. There was complete silence in the treasury benches. Watching the proceedings from the VIP gallery was the Punjab Pradesh Congress Committee President, Capt Amarinder Singh, and several other Congress leaders. For the first time the Congress Legislature Party leader, Chaudhary Jagjit Singh, also took his seat opposite that of the Leader of the House, Mr Parkash Singh Badal. Ms Rajinder Kaur Bhattal was absent. But on the treasury benches at least four of the five Ministers who have quit sat in the new seats allotted to them. They were Mr Harmail Singh Tohra, Mr Inderjit Singh Zira, Mr Mahesh Inder Singh Grewal and Mr Surjit Singh Kholi. The House made obituary references to 14 persons and victims of two tragic incidents, the train mishap near Khanna and those who lost their lives in a landslide at Malpa in Pithoragarh district of Uttar Pradesh. Mr Parkash Singh read out the names of those to whom obituary reference was made: Mr Sarup Singh, Mr Jiwan Singh Umranangal, Mr Faqir Chand Sharma, Mr Rizak Ram, Mr Niranjan Singh Patti, Mr Tara Singh, Mr Deena Nath Aggarwal, Mr Maghar Singh, Mr Ishar Singh Kabra, Mr Amarjit Singh, Giani Sohan Singh Sittal, Mr Navtej Singh Paudhi, Mr Jagir Singh, father of CPI MLA, Mr Hardev Singh Arshi and also to the mother of BJP MLA, Mrs Lakshmi Kanta Chawla, besides Mr Tara Singh Hayer of Canada. The Chief Minister was followed by Chaudhary Jagjit Singh, Mr Balramji Das Tandon, Mr Hardev Arshi, Mr Ajit Inder Singh Moffar, and Mr Dhanwant Singh. A two-minute silence was observed by the House. The Minister of Revenue, Mr Parkash Singh Majitha, was escorted into the House by two aides, who held him from the sides. Another MLA, Mr Ranjit Singh Ballian, came in on a wheelchair. The House meets tomorrow to take up certain Bills or amendments thereto. As per the schedule of legislative business circulated today the Vidhan Sabha adjourns sine die tomorrow after transacting the business, which among other things involves the usual question hour, calling attention motions, laying of papers (some annual reports) on the table of the House, etc. Immediately after the
House rose for the day, the SAD and BJP members of the
Assembly went into a joint meeting convened by the Chief
Minister in the precincts of the Vidhan Sabha itself. |
Ruling group MLAs seek deferment CHANDIGARH, Dec 21 The joint meeting of the SAD-BJP MLAs held today in the precincts of the Punjab Vidhan Sabha immediately after the first day's session turned stormy for a while as certain MLAs, including some staunch supporters of the SGPC chief, Mr Gurcharan Singh Tohra, demanded deferment of the passing of the Punjab Municipal Bill, 1998, in the Vidhan Sabha tomorrow. At the same meeting, which lasted more than an hour and held under the chairmanship of the Punjab Chief Minister and Leader of the House, Mr Parkash Singh Badal, MLAs with one voice aired their grievances and demands. The tone of the MLAs at the meeting was clearly loud, it is learnt. Raising points about the Municipal Bill, the MLAs stated that there were several flaws and deficiencies in it which should be removed before passing it. They urged the Local Bodies Minister, Mr Balramji Dass Tandon, to remove their doubts about certain querries put forth by them at the meeting. Mr Surjit Singh Kohli, who only a few days back resigned from Mr Badal's Cabinet, Mr Hira Singh Gabaria and Mr Satpal Gosain were among the MLAs who raised queries about the Bill. The MLAs said that they had not got enough time to study the Bill and the government should not rush it though the House tomorrow. They urged Mr Badal to hand over the Bill to the Select Committee of the House for critical examination and remove the deficiencies pointed out at the meeting. The MLAs apprehended that with the passing of the Bill, prices of land within municipal limits in towns and cities would shoot up. Mr Tandon tried his best to remove the doubts and reply to the queries raised by the MLAs but most of them were not satisfied. They insisted that the Bill must be handed over to the Select Committee. Informed sources said that the Bill would be introduced in the Vidhan Sabha tomorrow as scheduled but it would surely be handed over to the Select Committee for careful study. The draft of the Bill is spread over 525 pages. The Bill mainly aims at giving more powers to the elected representatives and making mayors and presidents effective heads of the municipal administration. Provisions have also been included in it to decentralise powers and duties to provide better services to the community. At the meeting the MLAs urged the Chief Minister to fulfil their long-standing demands. They urged him to increase their quota of diesel to 690 litres and also provide them with stenotypists. They also inquired about the fate of the promised plots of 500 yards which were to be allotted to them either in Chandigarh or in nearby areas. Mr Badal and Capt Kanwaljit Singh, Punjab Finance Minister, told them to set up a cooperative society for this purpose. However, both Mr Badal and Capt Kanwaljit Singh were left with no answer when the MLAs told them that they had already established such a society . Mr Sujan Singh, MLA from Malout, was its secretary. A cross section of MLAs told TNS that they were keen to discuss the financial condition of the state but as Capt Kanwaljit Singh left the meeting early, they did not raise the issue. However, they told TNS that the bureaucracy was dictating terms as far as the functioning of the Finance Ministry was concerned. The MLAs said that they
were not happy the way development process in urban and
rural areas was being handled by the authorities
concerned. |
Akali Dal to oppose Bill on Uttaranchal NEW DELHI, Dec 21 (PTI) The Akali Dal will oppose the introduction of a Bill in the Lok Sabha on creation of Uttaranchal state comprising the hill districts of UP, Mr Prem Singh Chandumajra, chief whip of the party in Parliament, said today. Accusing the government of not taking the Akali Dal into confidence regarding the introduction of the Bill, Mr Chandumajra said the three-member high-level committee set up by the Prime Minister to give its opinion on inclusion of Udham Singh Nagar in the proposed new state had not yet given its report. He said the committee, headed by Defence Minister George Fernandes, had held only one meeting which ended without arriving at any decision. There was no progress on the ground as several representations from various groups had not been examined by the committee so far, he said. "In view of this, we
do not feel inclined to support the Bill in the
House," he said. |
Sekhon group to focus on 10th
Guru ROPAR, Dec 21 The Kendri Punjabi Lekhak Sabha (Sekhon) and literary societies affiliated to it will dedicate all literary functions to the tercentenary celebrations of the birth of Khalsa to be held next year. According to Dr Tejwant Singh Mann, general secretary, the sabha will organise its annual conference on March 14 whose main theme will be "Guru Gobind Singh Da Manvi Sankalp". A kavi durbar, dedicated to 52 poets of Guru Gobind Singh, will also be held. The sabha has also demanded from the state government to nominate its representatives on the Punjab Arts Council, Punjab Sahit Akademi and the Punjab State Language Advisory Board. It also demanded free bus
travel for Punjabi writers, besides an amendment in the
Punjab Language Act for making a provision of punishment
to all those who do not do their official work in
Punjabi. |
150 head of cattle burnt alive JALANDHAR, Dec 21 (PTI) About 150 head of cattle were burnt alive when the sheds where they were housed caught fire day before yesterday at Naugajja village in Kartarpur, 10 km from here, the police said. The cattle belonging to Murid Ali Gujjar were tied to their posts and could not escape when a fire triggered by short-circuiting set ablaze the straw huts housing them. The Punjab Agriculture

Punjab's fiscal policy decried GURDASPUR, Dec 21 Mr Ashwani Kumar, senior Congress leader and an AICC member, talking to newsmen here today said measures were being taken by the Punjab government to tide over financial crises in the state will further worsen the situation. The Punjab government orders to treasuries to go slow is both shameful as well as painful. The proposal to take loans from public sector units would make those units sick. He said diversion of funds from the Punjab Marketing Board as part of the measure to tide over the financial crises would adversely affect rural development. Mr Kumar said unemployment in the state has increased during the SAD-BJP rule due to wrong policies persued by the government. He reminded them that setting up to the Bathinda refinery would not resolve the issue. The only solution to the problem was to spread small and medium-scale industries in the sub-divisional level and follow a determined industrial policy to absorb the unemployed youth. Police role in 'robbery' case
questioned BATHINDA, Dec 21 Mr Inderjit Gupta, President, Rice Millers Association, Bhucho Mandi, was reportedly attacked by two truck operators Iqbal Singh and Bhachan Singh of the Bhucho Mandi Truck Union on December 15. He was severely beaten up and Rs 20,000 were snatched away from him by the attackers. An FIR was registered against Iqbal Singh and Bhachan Singh on December 18 in Nathana police station while Inderjit Gupta was hospitalised for three days. Mr Gupta alleged that the Nathana police acting under political pressure had neither charged the suspects with robbery nor arrested them so far. He alleged that the suspects were members of the truck union headed by a relative of the Chief Minister, Mr Parkash Singh Badal. Mr Rachpal Singh, Chowki

suspects were not charged with robbery under Section 392
of the IPC as the allegation of Mr Gupta was found untrue
during the preliminary inquiry conducted by him. |
Conference of LIC staff on Dec 26 FARIDKOT, Dec 21 A five-day national-level conference of LIC employees to check the implementation of the Insurance Regulatory Authority (IRA) Bill will be held at Hyderabad from December 26. This was announced by Mr R.P. Manchanda, President, All-India Insurance Employees Association, at a convention held here yesterday. He criticised the BJP-led government which had failed to fulfil its commitments made during the Parliament session in August, 1997, of not allowing the privatisation of the insurance sector in the country. Citing examples, Mr Manchanda said even many Asian and European countries were reconsidering their decision of privatisation of the insurance sector. Highlighting the achievements made by the LIC after nationalisation, he said the agency had advanced a loan of Rs 56,000 crore to different government and semi-government agencies on subsidised interests for development purposes. Last year an amount of Rs 18,000 crore was advanced for this purpose. A unanimous resolution was passed at the convention which would impress upon the Union Government to withdraw the IRA Bill in the larger interest of policy holders, employees and the national economy. praises
role of media NAWANSHAHR, Dec 21 The Public Relations, Revenue and Rehabilitation Minister, Mr Sewa Singh Sekhwan, while presiding over a seminar on the "role of press and media" organised by the Ajit group of publications, Jalandhar, at its sub-office in Banga, near here, today, said that the press had played a constructive role in bringing in an era of peace, social and communal harmony in the state. He said the press was also building up public opinion by highlighting both negative and positive aspects of the functioning of the government. He particularly praised the role played by the press during the turmoil in Punjab, which ultimately helped the state strengthen communal harmony by raising the voice of truth without any fear even though some media persons had to sacrifice their lives in the process. Sikhs, Christians lay stress on
service ROPAR, Dec 21 "To rid society of hunger, communalism, violence and other evils which beset it today, every religion must be able to inspire its followers to genuine service," said Prof Manjit Singh, Jathedar, Sri Kesgarh Sahib, at an inter-religious seminar on "Service in Sikhism and Christianity". The seminar was organised at Holy Family Convent School, Rupnagar, on Saturday. Fr T.K. John S.J., Professor of Theology, Vidyajyoti College, Delhi, explained how service ultimately originates from God, and is the basic principle which sustains creation. It's high point is seen in a mother's love. Dr S.S. Launghia, member of the organising committee, showed how modern science and the Sikh scriptures may be said to agreed in explaining the mutual convergence of the forces of nature in sustaining the universe. Buses stopped to protest
conductor's death PATIALA, Dec 21 Bus service to different cities remained paralysed in the first half of the day here today as employees of the PRTC protested against the death of their colleague, Balbir Singh, a conductor, in an altercation at Jammu last night and kept the bus terminal gates closed. Buses were allowed to ply only around 2 p.m. after the PRTC management informed the agitating employees that the Jammu police had registered a case against the persons with whom Balbir Singh had an altercation. Mr B Bikram, Managing Director, Pepsu Roadways Transport Corporation, said that he had sent a special team to Jammu to know more details about the unfortunate incident. Various employees
organisations of the PRTC are demanding action against
the persons responsible for the conductor's death and an
assurance for the security of PRTC employees who work on
longer routes. |

Vigilance Bureau cash rewards LUDHIANA, Dec 21 The Ludhiana range of the Vigilance Bureau has received Rs 2.5 lakh for distribution of cash rewards to the persons who had helped the bureau nab corrupt government officers and employees while accepting bribes in nine cases. A reward of Rs 50,000 would be given in case of the arrest of government gazetted officers and Rs 25,000 in case of other employees. Giving this information in

(Vigilance), said that the Vigilance Bureau had earlier
distributed rewards of Rs 25,000 each in 12 cases. |
