House-building loan limit raised

CHANDIGARH, Aug 13 — The Haryana Government has raised the limit for grant of house building allowance (HBA) to Rs 7.50 lakh from Rs 3.50 lakh.

A notification on new norms of granting loans and advances on the basis of revised pay scales of the employees said the rates and norms of admissible loan to government employees for house construction or purchase of built-up house allotted by government agencies or registered societies had also been revised. Other revised norms include those on repair of house, extension of house and for purchase of plot.

The employees would now be entitled for 50 months' basic pay along with special pay subject to a maximum of Rs 7.50 lakh or cost of built-up house, whichever is less recoverable in 150 monthly instalments.

The notification further stated that eight months' basic pay plus special pay subject to a maximum of Rs 1 lakh would also be admissible to the employees for repair of house, which would be recoverable in 96 monthly instalments. Loan for extension of house had also been increased to 12 months' basic pay plus special pay subject to a maximum of Rs 1.80 lakh, recoverable in 96 monthly instalments.

However, the maximum house building advance including repair of house and extension of house would not cross the limit of Rs 10 lakh.

For the purchase of plots, 60 per cent of the total admissibility of HBA has also been fixed. These orders would be applicable from August 5, 1998. All other conditions governing the grant of these advances would remain the same as laid down in rules and instructions issued by the Finance Department from time to time.

The notification clarified that no benefit would be given to those who had already drawn the first instalment or part payment of HBA. The HBA rules for all-India services would be applicable to members of all-India services.

The limit of loans and advances for the purchase of motor car, motor-cycle, scooter, moped and bicycle by the employees has also been revised. Loan for personal computer has been introduced for the first time.Top

 

Punjabis to revive drive

GURGAON, Aug 13 — Punjabi leaders in the Haryana Congress have decided to revive their campaign under the aegis of the Punjabi Sabha for a just share in the decision-making process of the government in the state. A meeting of the leaders of the sabha, headed by former minister of Haryana and senior Congress leader Harpal Singh, has been convened at Chandigarh on August 23 in this connection.

A former home minister of the state and spokesman of the sabha, Mr Subash Batra, told TNS that the earlier campaign of the sabha was shelved in view of the byelection in Adampur.

The sabha, which was revived a couple of months ago after being in a limbo for almost a decade, took the decision to revive the campaign after a series of informal talks among leaders of the community and senior Congress leaders, including Mr Harpal Singh, former home minister, Mr Subash Batra and Congress MLA from Gurgaon, Mr Dharamvir Gabba, in the past two days. Significantly, former union minister, Sheilja, was also involved in the exercise.

The sabha was revived after prolonged discussions among Punjabi leaders of the Congress after the last parliamentary elections. The leaders were reportedly piqued at the community being ignored in the distribution of ticket by the Congress in Haryana.Top

Some leaders had alleged that in order to adjust an"adamant" former chief minister, (Mr Bhajan Lal) for the Karnal Lok Sabha seat, dominated by the Brahmins, a Punjabi leader was denied the ticket from Kurukshetra- dominated by the Punjabis. A member of the Brahmin community was given the ticket from Kurukshetra, without any consideration for the aspirations of the Punjabis.

The leaders are of the view that the Punjabis who had migrated to this country after partition were originally tilted towards the Jana Sangh. But the community started looking towards the Congress in 1982 when Mr Harpal Singh was made the president of the Haryana Pradesh Congress Committee.Then at least 12 Punjabi leaders won the assembly elections as the Congress nominees.

Significantly, the Punjabi leaders in the Congress reportedly at the persuasion of Mr Harpal Singh, have decided in favour of a change in the sabha strategy. The sabha will try to rope in leaders from all communities and sections of society. Mr Harpal Singh, one of the most respected leaders in the community in the state, is credited with the view that the campaign by the community would be further strengthened if it gets support from outside sources.

However, this strategy is being interpreted in political circles as a move to widen the campaign against Mr Bhajan Lal in the Haryana Congress, especially among the non-Jat sections. It is a well-known fact that Mr Bhajan Lal was the focus of attack of the Punjabi leaders during the meetings of the sabha before the campaign was temporarily put off. The significance of the move can be well understood in the context of Mr Bhajan Lal’s repeated claims of being the undisputed leader of the non-Jats.

The leaders of the sabha plan to meet the president of the Congress, Mrs Sonia Gandhi, under the leadership of Mr Harpal Singh to apprise her of their campaign and on state politics.

There are indications that during the revived campaign the sabha will depute leaders to contact leaders of all political parties in the state.Top

 

5 held for Dr Dhingra's murder

FARIDABAD, Aug 13 — Dr Ravinder Dhingra of Sector 14 who was kidnapped on January 24 had been murdered by the kidnappers said Mr Mohammed Akil, Superintendent of Police here today.

Five members of the gang, including its leader Ramu Pandit alias Dushyant of Jind district, Raju, Rakesh Bali, Zile Singh and Chander had been arrested, more arrests were likely soon, added Mr Akil.

Dr Dhingra, who ran a slimming centre in NH-4 was kidnapped near the crossing of Sector 14-15 while he was returning to his house in Sector 14 in his Maruti Zen car. The kidnappers forced Dr Dhingra out of the car after stopping their car in front of his vehicle.

The motive of the kidnappers according to the SP was to deprive the doctor of his car and not to kill him. The kidnappers were drunk. When one of them called the name of another member of the group they decided to kill the doctor fearing that they would be identified if the doctor was allowed to go.

When they reached Hasanpur, the doctor was deprived of Rs 4,500, gold chain, and wrist watch and strangled with the doctor's belt.

When they took the body out of car it was found that he (Dr) was breathing. Then Ramu fired a shot from his country-made pistol into the head and threw the body into the Agra canal near Bela village. Later the car was sold in Gurgaon. The body has not been found yet.

The gang had earlier deprived a Faridabad industrialist's son of his Maruti Esteem car on the Gurgaon road, in addition to it they had also stolen 13 more vehicles from Faridabad and Delhi.

Ramu was arrested in a murder case but was freed on bail in November 1997. Top

 

Enteritis death toll rises to 8

JIND, Aug 13 — Death toll due to suspected gastroenteritis in this district has risen to eight with four more deaths reported from Safidon subdivision. According to reports received here, four persons had died of gastroenteritis at Karamgarh village of Narwana subdivision and four persons died at Bagru Kalan, Bagru Khurd and Karkhana villages of Safidon subdivision during the past two weeks. But Health Department authorities have admitted five deaths in the district due to vomiting and diarrhoea, two in Narwana subdivision and three deaths in Safidon subdivision.

According to reports many residents of Karamgarh, Bagru Kalan, Bagru Khurd and Karkhana villages had been suffering from vomiting and diarrhoea. Health Department had sent medical teams to the affected villages and medical check up camps were organised to treat the patients. More than 300 patients suffering from various diseases were treated in the affected villages.Top

Stating this here today Ms Durga Yadav and Ms Santosh Hooda, president and general secretary, respectively of the Nursing Association said the decision had been taken following the assurance given by the minister that their demands would be given a sympathetic and favourable consideration on his visit on August 15. Buried alive

FARIDABAD, Aug 13 — A resident of Narsimha Rao Basti here was buried alive when the wall of his kutcha house collapsed in heavy rain last night.

The dead has been identified as Rajinder. Other members of his family were rescued from the debris.

Sanjay Singhal, owner of a petrol station at Palwal was looted of the day’s earnings at Agra Chowk last night. The criminals who were in a car (HR-29-8088) also seriously injured him.

He has been admitted to a Delhi hospital in a serious condition.Top

 

Fate of Murrah buffalo uncertain

CHANDIGARH: The fate of Haryana's pride, the Murrah buffalo, is uncertain. It could be under serious threat of extinction, animal husbandry experts feel. Each year nearly two lakh young high yielding buffaloes, the top 20 per cent of the best genotypes, leave the state for metro cities and after lactation almost all end up in slaughter houses. These leave no offsprings.

The fate of the "Hariana" breed of cows and bullocks is equally bad. This dual purpose breed of cattle — good milk yield and good bullocks — known for standing to adverse weather conditions has been the pride of the state for times immemorial. According to experts cows and oxen also end up in slaughter houses in the big cities.

One micro level survey conducted in Mumbai showed that 70 per cent of the Murrah buffaloes were of Haryana origin. These after one to three lactations finally end up in the slaughter houses.

Up to now nearly 50 lakh buffaloes and 15 lakh cows have ended their lives in this fashion, the experts calculated. The ever expanding markets for milk in the metro cities in the country exert a vicious pull on the high-yielding milch animals in Haryana, especially the Murrah buffalo.

According to Animal Husbandry Director; Dr H S Dahiya," with a total adult female population of only two million and an annual female calf crop less than 0.50 million, the drain actually amount to selective removal of the top 20 per cent of the best Murrah genotypes born each year, denying the population all chances of genetic progress from generation to generation. Even though the State Government has legally restricted export of milch animals in the third lactation and above, studies indicate that over 70 per cent of the Murrahs in the city stables are of Haryana origin and in their first to third lactation."Top

This negative selection of the Murrah buffalo and the consequent genetic drain from their population, had been going on for decades, progressively increasing as the demand for milk builds up in the metro cities; and the organised dairy industry unable to satisfy the city markets, leaving the Murrah population in Haryana in a quagmire of genetic stagnation.

According to another expert, Dr K S Dangi, " the export trade in high yielding buffaloes, however, is the prime mover for development of the buffalo and can under no circumstances be restrained. What is needed, therefore, is strategic plans to increase the frequency of the best genotypes in the population, faster than they are depicted, progressively building up their numbers in the population. This calls for astute state policies and science and technology interventions."

Though the buffalo population in the state far outnumber cattle almost three- fold and though the buffalo is the mainstay of the organised dairy industry, and in spite of the burgeoning demand for good buffaloes from the rest of India, state intervention in Haryana for genetic upgradation and development of the Murrah buffalo breed is grossly inadequate, experts said.

Now mainly poor quality cattle are left in Haryana and the rest are moved out each year. Recently some farmers sold some of the best variety of Murrah for Rs 50,000 to Rs 1 lakh and these were exported. Some years back, Haryana gifted this breed to Australia and was promised some high quality sheep. But that country did not supply the promised sheep. With intellectual property rights and the GATT regime in operation, the state can ill-afford to lose its great genetic wealth in this cavalier fashion.

Haryana produces 3.81 million litres of milk each year and ranks fourth in the country. Adult female cattle population is 0.70 million and buffaloes 2.22 million. The mainstay of the people being still farming, the cattle provide not just supporting income, but is also the main wealth.

All this have made the experts sit up and think of ways and means to save the Murrah breed. A project now under implementation envisages strengthening of artificial insemination network, converting them from stationary to mobile, strengthening of the semen production stations and semen banks, investing on a streamlined liquid nitrogen storage and delivery system; and setting up of a centre of excellence for northern region for quality assurance at all levels.

The project will provide Haryana approximately Rs 27 crore as project grants along with credit facility of over Rs 7 crore over five years. The project also proposes to establish private veterinary practice by helping 150 young unemployed graduates. From the national point of view it is considerably more important than to the State itself, as Haryana is the supplier of the best Murrah germplasm to the rest of the world.Top

 

Haryana changes leave rules

CHANDIGARH, Aug 13 — The Haryana Finance Minister, Mr Charan Dass Shorewala, today announced that now the State Government employees would be entitled for encashment of unutilised earned leave to 300 days instead of 240 days at present with effect from July 1, 1997.

He said that the government had introduced for the first time that the employee who resign or quit service would be entitled to cash equivalent in respect of earned leave at credit on the date of cessation of service, to the extent of half of such leave at his credit, subject to a maximum of 150 days.

He said that the employees would be entitled for encashment of 300 days earned leave in case of retirement on attaining the age of superannuation.Top

Bandh in Sirsa

SIRSA, Aug 13 — A complete bandh was observed here on Thursday against the "callous and dictatorial attitude" of the state government against people of Sirsa district for not supplying adequate irrigation water and power to the tubewells.

The call of bandh was given by the Sirsa Kisan Sangharsh Samiti, which was supported by various political parties, including the Congress, the Rashtriya Janata Dal, the Haryana Lok Dal (R), the CPI, the CPM and the Haryana Beopar Mandal's local unit.

Two arrested for stealing cameras

FATEHABAD, Aug 13 — The police has recovered three cameras, two still and one video stolen from a shop here and arrested two persons in this connection.

According to the S.P. Mr Rajbir Deswal, Rajvinder Singh, a resident of Banawali Sottar village, had lodged an FIR with the police on March 10, 1998, regarding the theft of the cameras worth Rs 80000 from his shop.

The police solved the case by arresting Amandeep alias Kaka and Rajesh, both residents of Hijrawa Kalan village on August 8. They were produced in the court, which remanded them in police custody till August 12. The stolen cameras were recovered from Palam Delhi village.

In another case of power theft, the police has arrested a local factory owner. According to reports, the vigilance department of the HSEB and the police raided Multi Tech Polytubes situated at the local Bighar Road and found that the owner had been stealing power by taking a direct connection from the main line. The police has registered a case and produced the owner in the court after arresting him. Top



Commission asks SP to probe murder

REWARI, Aug 13 — The National Commission for Women has urged the Superintendent of Police to depute an official to investigate the alleged abduction and murder of Sarita, a minor Dalit girl.

The body of the girl was found by the police in the Harijan Chaupal of Masani village, 10 km from here, on March 29.

Seeking a report about the action taken so far in this regard by the district police, the commission has demanded the arrest of the persons involved in the case.

The commission acted on a representation sent by Mr Phool Singh, father of the deceased.

HSEB signs PPAs with 20 firms

CHANDIGARH, Aug 13 — The Haryana State Electricity Board (HSEB) has signed power purchase agreements (PPAs) with 20 companies for setting up power plants of 500 MW total capacity to produce 120 lakh units per day.

The board chairman, Mr Ranjit Issar, here said that the HSEB had also signed a PPA with M/s Magnum Power Generation Corporation here yesterday for generation of 25 MW power at Sihi village in Gurgaon district.

M/s Magnum Power Generation Corporation has already put up four generating sets of 6.3 MW each. Each unit consists of a DETUZ (Germany) Diesel engine coupled to a Brush (UK) make alternator. The project is ready in all respects and will start supplying power to the Haryana grid by end of August 1998.

The power from 25 MW unit at Sihi will be evacuated on 66 KV line to Manesar and Badshapur substations of HSEB. The HSEB has already completed the work of laying the 23 KMs of 66 KV link lines to Badshapur and Manesar sub-stations at a cost of Rs 70 lakh.

The power so generated will improve the power supply position and also the voltage of the area.

This will be the first independent power producer (IPP) in the States and will encourage more IPPs to venture into the power generation in the state, Mr Issar said.Top
