Now, pay house tax online
Dehradun, June 2
Two years after it was planned, the facility of paying house tax online finally saw the light of the day after it was started by the Dehradun Municipal Corporation here today. Speaking to the Tribune, Mayor Vinod Chamoli said the proposal was drawn up almost two years ago. The main reason for starting the online service is said to be to ease the inconvenience faced by locals standing in long queues for hours and waiting for their turn for house tax payment.

Nomination process for Panchayat polls begins

The process of filing nominations for various posts under the three-tier Panchayati Raj System began today, with a greater share of nominations devoted for members of Zila Panchayat (Dehradun). For the 12 posts of Zila Panchayat members, 12 nominations were received.

A 30-member team of the Indo-Tibetan Border Police (ITBP) that embarked on a mountaineering expedition for the Chaudhara peak on Sunday scaled the peak. The 14th battalion of the ITBP has made preparations to welcome the members of the mountaineering expedition.

Now, pay house tax online

Two years after it was planned, the facility of paying house tax online finally saw the light of the day after it was started by the Dehradun Municipal Corporation here today. Speaking to the Tribune, Mayor Vinod Chamoli said the proposal was drawn up almost two years ago.

The main reason for starting the online service is said to be to ease the inconvenience faced by locals standing in long queues for hours and waiting for their turn for house tax payment.

The online system has been started on a one-week trial basis, with 10,000 houses selected on random basis from the three circles of the city. As many as 10,000 houses have initially been shortlisted to test the system.

Feedback would be taken from the users. Shortfalls would thus be rectified and the facility would then be thrown open to all the 1,20,000 households in the city, said Chamoli.

To file the house tax, one can visit the MCD website, nagarnigamdehradun.co.in and pay tax online using a button on the main page.

Nomination process for Panchayat polls begins

The process of filing nominations for various posts under the three-tier Panchayati Raj System began today, with a greater share of nominations devoted for members of Zila Panchayat (Dehradun).

For the 12 posts of Zila Panchayat members, 12 nominations were received. Two nominations were received for the post of member Zila Panchayat from Raipur block, three nominations for the post of member Zila Panchayat from Chakrata, one from Kalsi block, four from Sahaspur block, no nomination received from Vikas Nagar, and two from Doiwala block.

The nominations that started today will continue till June 5. The scrutiny of forms (for all the three phases) would take place on June 6, 7 and 9. While the withdrawal of nominations (for all the three phases) would take place on June 10.

A total of 46,94,689 voters in the state will directly elect members of gram panchayats, pradhans of gram panchayats, members of Ksehtra panchayat and members of Zila Panchayats.

In the first phase, the elections would be held for 28 development blocks, in the second phase for 31 development blocks, and in the third phase for 30 development blocks.

PCC appoints supervisors

DEHRADUN: Suryakant Dhasmana, vice-president of the Pradesh Congress Committee (PCC), on Monday said state president of the PCC Yashpal Arya has appointed supervisors for the coming Panchayat elections in the state. He said the supervisors, after holding meetings with MLAs, district presidents and other office-bearers of the party, would submit a detailed report to Arya before June 7. Dr MS Pal has been appointed the supervisor of Udham Singh Nagar, Mukesh Mehandirata of Nainital and Prayag Bhatt of Almora district. Karan Mahara has been appointed the supervisor of Bageshwar, Sher Singh of Pithoragarh and KS Negi of Champawat district. Dr KS Rana, P Bahuguna, BS Negi, Sarojni Kaintura and Praveen Bhandari have been appointed the supervisors of Chamoli, Tehri, Uttarkashi, Dehradun and Rudraprayag districts, respectively.

Chief Minister Harish Rawat inaugurated a sports competition being organised by Johar Club at Munsiyari today. Munsiyari is part of the Dharchula Assembly segment, where rumours are doing the rounds that Harish Rawat might contest the bypolls from here.

Addressing a gathering, the Chief Minister said restoring normalcy in the disaster-affected areas and the border regions of the state was his top priority.

The CM said he was committed to the development of the backward regions. “We have made all possible efforts to redevelop basic facilities in the disaster-affected regions. Our efforts are still underway and the remaining works will be completed before the arrival of the monsoon," he said.

After the inauguration ceremony, the Chief Minister met Congress workers and directed them to publicise the achievements of the state government. He said due to lack of publicity, the Congress suffered massive defeat in the recent Lok Sabha elections.

Earlier, the organisers of the sports competition welcomed the Chief Minister and informed him they had been holding annual sports events in the club for the past 59 years.

“Our club also organises health camps, cultural competitions and seminars on various topics on a regular basis," said Kedar Singh Rawat, a member of the organising committee of the Johar annual sports competition.

Address public complaints on priority: Haridwar DM

District Magistrate D Senthyl Pendiyan has directed administrative and departmental officials to resolve public complaints on priority basis. Holding a ‘janta darbar’ here today at Roshanabad Collectorate, 15 km from the city, the DM clarified that any laxity on the part of officials would not be tolerated.

Taking cognisance of many public complaints registered in previous platforms not being resolved yet, Pendiyan said such complaints should be resolved immediately.

As many as 71 applications were received by the District Magistrate today. Of these, 12 were addressed on the spot.

Most of these applications were linked to Municipal Corporation, social welfare, Irrigation Department, food supplies, chakbandi, forest, education, village panchayat and statehood fighters.

The DM has also sought a progress report on the measures taken regarding these complaints from the officials concerned in a week's time.

On June 5, the Garhwal Commissioner will convene a meeting of government departments concerned and nodal agencies related with ‘Ardh Kumbh’.

The District Magistrate has sought proposals from the departments related with Ardh Kumbh works and projects, which will be submitted to Chief Development Officer Vishnu Singh Dhanik by June 4.

Among those present at the janta durbar were Senior Superintendent of Haridwar police Dr Sadanand Date, CDO Vishnu Singh Dhanik, Chief Medical Officer Dr Sushma Gupta, Additional District Magistrate (Finance) Harak Singh Rawat, ADM (Administration) Jeevan Singh Nangiyal, City Magistrate KK Mishra, Sub Divisional Magistrate Veer Singh Budhiyal, Deputy Collector Sohan Singh and district-level government department officers.

BSP MLA from the Jhabreda Assembly segment Hari Das took charge as the president of the Haridwar Development Authority (HDA) at Mayapur today. The new HDA chief gave an assurance that he would focus on time-bound working and ensure transparency.

He said the successful completion of the Ardh Kumbh fair in 2016 was his top priority. Hari Das said meetings to discuss preparations for the fair well in time would be called soon. He said they would make all possible efforts to ensure that better infrastructure and facilities were provided to the pilgrims.

“I will try to bring in transparency in the working of the authority. Although Ardh Kumbh will be held in 2016, we need to plan things in time to avoid any delay that time," he said.

He also made it clear that the HDA would take stern action against illegal constructions and encroachment.

He said they would also bring in changes in the working of the HDA as with increasing population and rapid urbanisation, cities like Haridwar, Rishikesh and Roorkee were required to be developed in a planned manner.

Earlier, the new HDA president was welcomed by Piran Kaliyar MLA Furkan Ahmed, Roorkee Mayor Yashpal Rana, Haridwar Mayor Manoj Garg, Mangalore Mandi Samiti president Beer Singh, HDA vice-president Harbans Singh Chugh, former Mangalore MLA Qazi Nizamuddin, former Haridwar MLA Ambrish Kumar, Waqf Board, Uttarakhand, chairperson Rao Kale Khan and HDA officials.

ITBP jawans clear snow-covered areas on Mansarovar route

Preparations for Kailash Mansarovar Yatra this year are on. The ITBP, which guides the pilgrims batches beyond the Gunji camp of this yatra, has started clearing 3-km-long snow-clad areas near Lipulekh, with red flags to identify the route as the entire area is covered with snow these days.

"We have started clearing the area, with red flags being used to identify the route, which is covered with 4 feet snow this year compared to one feet last year," said Kedar Singh Rawat, an ITBP commandant involved in flagging work at Lipulekh pass.

According to the ITBP commandant, besides flagging the route like in previous years, the force has deputed a batch of 20 women jawans in camps beyond Gunji. These women jawans, being deputed for the first time by the force on this yatra route, will guide women pilgrims of the yatra batches to cross the snow-clad and slippery routes beyond Gunji,? said the ITBP commandant.

According to ITBP officers, a control room for this yatra will be established at headquarters of 7th battalion of ITBP, at Didihat, for the facility of Kailash Mansarovar pilgrims and their family members to get information on the yatra, the condition of yatra batches and the route.?

The control room will start functioning from June 4,” said the ITBP commandant.

ITBP team scales Chaudhara peak

A 30-member team of the Indo-Tibetan Border Police (ITBP) that embarked on a mountaineering expedition for the Chaudhara peak on Sunday scaled the peak. The 14th battalion of the ITBP has made preparations to welcome the members of the mountaineering expedition.

“The team’s success is unique as they stayed in glaciers in the last two camps and had to scale the peak, which is situated at 85 degree elevation and is covered with ice wall around it,” said Ranvir Singh, commandant of the battalion.

Experienced mountaineer Logjam Sherpa, who had earlier scaled Mount Everest, was also part of the team. The team was launched on May 10 by IS Negi, Inspector General (IG) of the ITBP, from the ITBP headquarter at Jajerdeval in Pithoragarh district.

After traveling up to Lilam, Bhujali and Ralam Glaciers in Johar valley, the team reached Sipu Gwar and 10 expedition members, including one inspector and nine constables reached the peak, added Ranvir Singh.

Waste Warrior volunteers clean Gandhi Park

The Gandhi Park on the Rajpur road wore a new look after volunteers of a local NGO, Waste Warriors, held a cleanliness drive in the park. Starting from the entrance of the park, volunteers removed posters pasted on the walls and the main gate.

A large quantity of garbage was collected from the children’s playground. Interns and volunteers also emptied the overflowing dustbins and removed litter from the lawns and piles of leaves scattered in the park.

Later, the NGO submitted a proposal to Mayor Vinod Chamoli to conduct a free composting training workshop for the Nagar Nigam staff working in the park. It also offered to cover the costs of building the composting enclosures as the Nagar Nigam was not willing to release the funds.

The NGO set up an information stall outside the park to make the public aware of the correct disposal of waste, encourage use of dustbins and to recruit volunteers for the NGO’s upcoming clean-up campaigns.

DAV college students gherao principal

Students of BA (III) at DAV (PG) College gheraoed the college Principal, Devendra Bhasin, here today in protest against an inordinate delay in conducting a drawing and painting examination.

The students said there had been an incessant delay in holding the drawing and painting examination due to which they were facing problems.

According to students, their examination was scheduled for May 9 along with the geography paper but it got cancelled. Since then, they had not been intimated about the fresh date of the examination.

On the other hand, the Principal said the university was yet to inform the college about the new date of the examination.

Uttarakhand Power Corporation Limited (UPCL) carried out maintenance work at various substations here today. UPCL officials said the quality of power lines was checked to ensure disruption-free power supply and proper voltage.

In the wake of the inclement weather, several areas remained without power for hours on Sunday. Although department officials carried out repair works till late in the evening and managed to restore power supply to most of the colonies, residents of the remote areas had to face inconvenience for long.

UPCL spokesperson Madhusudan said the maintenance work was a regular feature in the department to ensure round-the-clock power supply to consumers.

He said the department would procure 3.6 MU to bridge the gap between demand and supply in the state.

Zila Chai Mazdoor Sabha celebrates annual function

The Zila Chai Bagaan Mazdoor Sabha celebrated its annual function at Tea Estate Factory at Arcadia here today. Issues pertaining to the workers at the tea estates were discussed during the function.

Chitra Gupta, chairperson of the union, said the wages of the tea estate workers was not sufficient.

“The wages should be increased by Rs 10,000 per month and efforts are being made to increase the wages of the workers,” she added.

“The issues pertaining to the wages was discussed with the previous Prime Minister Dr Manmohan Singh. The current government led by Prime Minister Narendra Modi will take the final decision. However, the workers should be ready for any kind of agitation for seeking their rights,” said Ashok Sharma, union leader. A 15 members working committee of the sabha was also chosen. Chitra Gupta, Narayani, Ashok Sharma, Sharda, Maharajia, Champa, Chandri, Parvati, Sukhiya, Bhagwandei, Shyamkala, Kamlesh, Vimla and Krishna were also present in the function. — TNS

Addressing the mediapersons here today, Anuj Tyagi, member of the executive management and head of corporate rural and agri-business, HDFC ERGO, said a total of 415 households have been benefited from the project. “With the implementation of the solar panel systems project, we are now going to focus on other Corporate Social Responsibility (CSR) projects in the state, such as dairy development and spice cultivation,” said Tyagi. “Our endeavour is to create opportunities that can lead to long term livelihood for most villagers in the region,” he added.

A few college union leaders spotted Arvind and nabbed him before he could flee and informed the police. Following checks, the police found in his possession two more purses and a mobile. He had allegedly stolen these from the main gate of the college in the morning.

Mussoorie author’s maiden book released

Another homebred author Ataur Rab joined the writers club of Mussoorie with release of his maiden poetry book “Lahu Mein Watan” in Mussoorie yesterday. Stephen Alter, noted author and resident of Mussoorie, released the book and welcomed him to the club of homegrown writers that boasts of names such as Ruskin Bond, Joseph Alter, Dr Venu Sanon, Late Sudhir Thapliya, Ganesh Saili etc.

Ataur Rab, a designated senior counsel practicing at the Uttarakhand High Court, was born and brought up in Mussoorie. He spent all his life here in “the most secular” city, as he fondly calls it.

He has a Master’s degree in Hindi literature. The book is a collection of poems inspired by this secular spirit.

The author, elated at bringing out his work, said the book is written in Hindi and comprises poems on several themes ranging from the philosophy of life to religious unity, peace and pain of the common person.

‘Aleeq’ literary society, of which Mr Rab has been a founder member, has assisted the author in the release of collection of some of his best works.

Cultural bonanza marks Oak Grove School’s Founder’s Day

Shivaji house and Mirabai house were declared winners of the cock house trophy in the boys and girls school respectively during the 126th Founder’s Day celebrations of Oak Grove School in Mussoorie yesterday.

Staff member of Railway Board Ministry of Railways AK Mittal inaugurated the function by lighting the ceremonial lamp. He hoisted the school flag and inspected the school NCC and scouts parade. A cultural programme was organised. The show began with a Saraswati prayer by students of the girls’ school, followed by a dance performance by students of junior school.

Students of the boys’ school presented a western dance. The students also demonstrated their skill through PT display.

Highlights of the show were items such as yoga dance, Goa carnival, Spanish puppet dance and African bamboo dance. The school principal Sandeep Trivedi read out the annual report highlighting the school's achievements.

The chief guest presented citations and awards to students for excelling in academic and sports. Raj Kishore and Shivang Gunjyal received the prize for the best science project. Piyush Kumar Jha and Ravi Raj received the award for the best natural science project. Arnab Sen received the award for best discipline and Shubam Kumar was adjudged as the most popular boy in the school.

The best scholar trophy went to Ankur Kumar and Priya won the most enterprising trophy. Devdrita and Antra Rai received the trophy for the most creative girl student in the school. Best all-rounder trophies went to Sakshi and Neeraj Kumar.

Chief guest AK Mittal said Oak Grove School had always been a source of pride for Northern Railways and the board would support the school in all ways possible.

CPO Northern Railway Anand Mathur, Meena Mathur, Regional Railway Manager Moradabad Sudhir Agrawal, Tanuja Joshi, Krishan Kumar, Amita Srivastava and others were present on the occasion.

Poet Kanhiya Lal Dandriyal remembered

Tributes were paid to renowned poet Kanhiya Lal Dandriyal on his remembrance ceremony held here yesterday. Dandriyal wrote a series of poems on Himalayas, the environment and social issues.

Abhigyan Dandriyal, patron of the Garh Gaurav Kanhiya Dandriyal Samriti Manch, said, 'Anjwal', a series of 31 poems written by Kanhiya Lal, was published in 1978.

He said Dandriyal tried to highlight different social issues like backwardness, poverty, superstition etc. through his series of poems written in Garhwali language.

Satyendra Dandriyal, and Dinesh Kukretti also expressed their views on the poet. The function was sponsored by Winsor publications. Critics and readers call Dandriyal ‘Maha Kavi’ and he is noted for using simple but effective words for narrating complex subjects.

MCA trounce Air India in cricket

Mumbai Cricket Association (MCA) defeated Air India cricket team by four wickets in the ongoing 32nd All India Uttarakhand Gold Cup Cricket Tournament here today. The match was played at Abhimanyu Cricket Academy ground.

Batting first, Air India scored 268 runs in 40 overs with Deepa Joon scoring the highest 89 runs followed by Hitendalal, who made 69 runs for the team.

Pradeep Malik and Arun Kumar also played small cameos and helped their team.

In reply, MCA got off to a brilliant start with openers, Kevin and Akhil, striking a robust opening partnership. Kevin scored 41 runs while Akhil made 74 runs. But the innings of Sarfaraz Khan, who scored 84 runs, took his team close to victory. In the end, MCA chased down the target with four wickets still in hand.

In the second match of the day, Dena Bank registered a seven run victory over BSNL cricket team. After winning the toss and electing to bat first, Dena Bank showcased brilliant batting display and set a mammoth score of 315 runs.

Varun Anand scored a century and made 109 runs, while Puneet Bist and Vaibhav Sood scored 74 and 67 runs respectively.

During the chase, BSNL started their batting innings on an offensive note with both the openers Varun and Arindam, scoring 66 and 67 runs respectively. In the middle order, Vikas Pati scored 57 runs, but after he got out, no other batsmen could score much runs and the team was bowled out with just seven runs short of the total.

74 take part in martial art camp

The Lions Force Brigade World Marshal Art Federation organised a martial art training camp here today. Around 74 students from various schools of the city attended the camp.

Coaches Sinhan Saudagar and Salim Khan gave the training. The children were trained in karate, taekwondo, kick boxing and fencing.

Addressing the participants, Ashok Pandey, president of the Devbhumi Shramik Kalyan Evam Punarvas Samiti, said it was important to learn the techniques of self-defence in the present day.

Anju Pandey, Sania Khan, Rahul Kumar, Sanjeev Kumar, Munir Ahmed and Jainab Pathania were also present in the camp. — TNS

Introduce chopper service in Darma, Vyas valleys: CS

Chief Secretary Subhash Kumar has directed the Additional Chief Secretary, Civil Aviation, the Principal Secretary, Health and Family Welfare, and the Principal Secretary, PWD, to introduce helicopter service in the Darma, Vyas and Munsiyari valleys of Pithoragarh district.

He directed them to appoint doctors for one month each on a rotation basis and start the construction of the bridges that were swept away in the natural disaster last year.

The Chief Secretary also inspected the Vyas, Darma and Munsiyari valleys from May 27 to 29.

He covered a distance of 33 km on foot and found that most of the villages were yet to be connected to roads. He instructed officials to draft development programmes for these areas.

The Chief Secretary also gave instructions to introduce helicopter services from Dharchula to Gunji, Dharchula to Martoli for the Darma valley, Dharchula to Martoli for the Chaudas valley and Dharchula to Chaudas valley.

“The services will be introduced soon as it takes three days to reach these villages by road,” he said.

The Chief Secretary said doctors would be air lifted with pharmacists and medicines. The doctors would be appointed at Chiyalok in the Vyas valley, Baling in the Darma valley and Martoli in the Munsyari valley.

MRI facility at Doon Hospital to be run by Health Dept

The Department of Health and Family Welfare is planning to run the MRI facility at the Doon Hospital on its own as its contract with Bhatia Diagnostics comes to an end on June 7. The MRI facility was started in 2009 under the PPP mode to tide over the shortage of manpower.

According to the terms and conditions of the agreement, the government was to provide the facilities, including the machine and the premises, while the private partner was to be responsible for the operational part of the centre, including providing manpower and services.

In the initial years, the centre ran smoothly. However, soon a disagreement began to arise between the government and the private partner on the issue of the payment for the film, which did not find mention in the agreement.

Repeated breakdown of the machine and servicing also proved problematic, affecting the services at the centre. “We will not be renewing the contract with Bhatia Diagnostics. As of now, we are contemplating running the centre all by ourselves. We have two radiologists working at the Doon Hospital. We will have to make arrangements for the third one to run the centre,” said Dr GS Joshi, Director General, Medical, Health and Family Welfare.

HIHT's silver jubilee celebrations
Harish Rawat honours 50 employees, 20 volunteers

The four-day silver jubilee celebrations of the Himalayan Institute Hospital Trust (HIHT) concluded at its Doiwala centre here today. Chief Minister Harish Rawat was the chief guest of the closing ceremony.

Speaking on the occasion, Harish Rawat said, “ The Uttarakhand government will welcome any type of association with the HIHT in the field of health, portable water and education for the development of the state.”

He also remembered founder of the trust, Swami Ram, and congratulated the trust for their 25 years of services in the state. Rawat also felicitated over 50 employees, 20 volunteers and seven founder members of the trust.

During his address, Dr Vijay Dasmana, member, presidential committee of the trust, threw light on the history of the trust and said, “The Himalayan Institute Hospital Trust will keep follow the footprints of Swami Ram and keep serving the humanity for the betterment of the society.”

A cultural programme was also organised that enthralled the audience present there. The Prince Dance Group performance was the main attraction and was applauded by everyone present in the celebrations.

South Indian Bank scam
STF nabs two employees from Tamil Nadu

The Uttarakhand Special Task Force (STF) has arrested two employees of South Indian Bank from Tamil Nadu in the alleged Rs 34-crore scam that took place in the Dehradun branch of the bank in 2012.

According to the STF, they had arrested then branch manager, Manoj Kumar, and assistant branch manager, Jack Bakowar, from different places in Tamil Nadu in the last two days for their alleged involvement in the scam.

The STF team, led by Inspector DC Dhaundiyal, said they wanted a transit remand of both the accused for bringing them to Dehradun for further investigation in the case.

The alleged scam took place in 2012 at the Chakrata Road branch of the bank and according to the investigators, the accused bank employees issued forged pay order by manipulating the documents, showed loans on the basis of forged fixed deposits, encashed a huge some of money on the basis of forged cheques and siphoned off almost Rs 34 crore from the bank.

Four of family killed in road mishap

Dehradun, June 2
Four members of a family were killed while two others sustained serious injuries when the car they were travelling in plunged into a ditch on the Yamunotri highway in Uttarkashi today.

According to information, the victims were travelling to Uttarkashi from Badkot.

The accident took place when the car driver lost control over the vehicle while negotiating a sharp turn and it fell ito a ditch.

Passersby reported the matter to the administration, following which the rescue and relief operation was initiated.

The injured are admitted to a local hospital.

Meanwhile, Chief Minister Harish Rawat has expressed grief over the loss of lives. He has promised all possible help to the family.

He also prayed for the peace of the departed souls.
