Dehradun, June 1 The bridge over the Asan on the Dehradun-Paonta Sahib highway was under construction and Rs 11 crore had already been sanctioned for the purpose in the last two years. Doon Associates is the agency for the project. The bridge was in the last phase of construction and it collapsed due to a sudden surge of water in the Asan following heavy rain last night. Two of the construction workers present at the site, Shiv Kumar and Ravi Kumar, were injured in the mishap. However, the condition of both is stated to be out of danger. Shailendra Mishra, Executive Engineer, Roorkie unit of the National Highway Authority of India, said the bridge was damaged extensively. He estimated a loss of Rs 50 lakh in the incident. He, however, assured the people of speedy reconstruction of the bridge. Mishra admitted that the sudden rise in the water level in the Asan rivulet was not predicted and was quite contrary to the expectation. 12 vehicles damaged in drain wall collapse Twelve vehicles were damaged when the retaining wall of a drain collapsed following heavy thundershowers in Indresh Nagar this morning. POLITICAL DIARY
Dehradun, June 1 The demand for declaring Gairsain as the permanent state capital has been an emotional issue with the people of the state since the days of the statehood agitation. Former Chief Minister Vijay Bahuguna after his son Saket Bahuguna's defeat in the Tehri Garhwal byelection in 2012 had held a Cabinet meting at Gairsain on November 3, 2012. He also laid the foundation stone of a new Assembly building at Gairsain. Now after the Congress' defeat in the Lok Sabha elections, incumbent Chief Minister Harish Rawat has decided to go to Gairsain. The Uttarakhand Kranti Dal (UKD), a regional outfit, during
the statehood agitation had declared Gairsain as the future capital of the proposed state
of Uttarakhand. However, due to various reasons, Dehradun was made the interim state capital on November 9, 2000, the day Uttarakhand state was formed. When Nityanand Swami took oath as the first Chief Minister of the state on November 9, several protests demanding Gairsain as the permanent capital were held. In deference to public sentiments, the interim state government appointed the Virender Dixit Commission to determine the place for the permanent state capital. After several extensions, the commission submitted its recommendation to the state government without giving a definite solution. The commission stated that while public sentiments were in favour of Gairsain as the capital, it would face the problems of connectivity, water availability and infrastructure. The previous BJP government also did not take any action on the report. Statehood agitators, who had been demanding Gairsain as the permanent capital, said the money should not be spent on a new state Assembly building in the interim capital (Dehradun) and the new Vidhan Sabha building should be built at Gairsain only after declaring it as permanent capital. Since Vijay Bahuguna formed government in March 2012, Pauri Garhwal Lok Sabha MP Satpal Maharaj had been demanding focus on Gairsain since it is part of his parliamentary constituency. Before the Tehri Garhwal Lok Sabha byelection in 2012, former Chief Minister Vijay Bahuguna had announced to hold a Cabinet meeting at Gairsain on November 9, 2012, which was later advanced to November 3. At that point of time, the Congress-led government had only wanted to give a political message that it cared for the residents of the hill areas and was committed to the development of hill districts. However, the situation changed after the defeat of the party in the Tehi Garhwal Lok Sabha byelection in
October, 2012. The Congress seized the initiative and played it big. It not only held a meeting of the state Cabinet at Gairsain but also announced to construct a new Vidhan Sabha building there. The state government also decided to hold at least one Assembly session at Gairsain in a year. Though the government did not announce Gairsain as the permanent or summer capital of the state, the decision clearly indicated that Gairsain would be summer capital in the future. It will be difficult to change the decision by any state government due to public emotions involved. The Congress has played the Gairsain card well keeping in view the sentiments of the hill people. It is debatable whether this rhetoric will result in the genuine development of the hill regions
which lack basic health, educational and infrastructural facilities. However, with the construction of another Vidhan Sabha building and the appointment of support staff, there will be infrastructural development at Gairsain, which in turn would also fuel economic activities benefiting the people of the area. On the other hand, the BJP is finding itself in an awkward situation on the issue. A section of BJP leaders has criticised the Congress-led state government and termed the move as a mere rhetoric. |

LS majority: BJP owes it to Atal, Advani, Joshi, says party veteran
Haridwar, June 1 Veteran BJP leader Ram Moorti Veer, who has been associated with Jan Sangh since 1951, said this here yesterday. Speaking on the sidelines of a felicitation function organised by the Haridwar BJP unit, Ram Moorti Veer, a former minister rank post holder in the Uttarakhand government, reminisced the grass-roots level work done by Vajpayee, Advani, Joshi after the Jan Sangh split from the Janata Party coalition government in the late 70s. He said from just two seats in Parliament, that too were not represented by the trio, the party today enjoyed full majority by having 282 seats in the Lok Sabha. It had been a remarkable journey for the BJP. “I have been associated with the Jan Sangh ideology since 1946 when India was on the verge of Independence. The Congress, the Muslim League, Communist parties, the Forward Block, and the Praja Shakti Party, among others, were the major political parties then.Today, the BJP has emerged as the lone national party that has more than 50 Lok Sabha parliamentarians while Congress which ruled the country for 60 years has plummeted to a historic record level of 44 seats. It is not easy to achieve this feat, nor easy to realise for someone like me who has seen the initial days of the Jan Sangh that later became the BJP,” he said. Ram Moorti Veer is regarded as a father figure by not only BJP activists but also local city people as he still remains in touch with them and the local issues. He raises them at the ward, municipal corporation, legislator, MP and even state levels for which the local people regard him like Vajpayee, Advani and Murali Manohar Joshi. Three-time Haridwar legislator Madan Kaushik, Mayor Manoj Garg along with several other former legislators hailed Ram Moorti as their mentor and political idol. Kaushik said he owed much to Ram Moorti as he closely followed his political acumen and working. Similarly, Manlj Garg attributed his win as the first Mayor of the Haridwar Municipal Corporation to him saying, “I learnt the basics of politics from Ram Moortiji. He is an able mentor, guide, motivator and leader." The BJP district unit is demanding that Ram Moorti Veer be made Uttarakhand Governor. Senior party leader Jage Ram Shastri has written a letter to the BJP central leadership in this regard. |

First clean Ganga in Haridwar: Shivanand
Haridwar, June 1 Swami Shivanand stated this in view of Prime Minister Narendra Modi's statement during the campaigning for the Lok Sabha elections that 'Ganga is calling him to clean her'. Modi has vacated the Vadodara Lok Sabha seat and preferred the Varanasi seat. He said Modi was determined to clean the Ganga in Varanasi, but before this he should make attempts to clean it in Haridwar. He added the Ganga flows from Garhwal hills and then enters the plains first in Haridwar then in Uttar Pradesh, Bihar, Jharkhand and West Bengal. Hence, if the Ganga remains polluted in Haridwar, how it could be pure in other states. Shivanand urged the Central government to clean the Ganga to maintain its sanctity. He hoped that Union Water Resources and Ganga Rejuvenation Minister Uma Bharati would play a pivotal role in cleaning the river as she had been involved with environment issues and the 'Save Ganga' campaign earlier. Uma Bharati had been vociferous against the building of a dam on the Alaknanda, near the Mata Dhari Devi shrine, in Pauri Garhwal to generate 330 MW. She sat on an agitation at the Divya Sewa Prem Mission in Haridwar against the project. Shivanand demanded a ban on quarrying on the Ganga riverbed in Haridwar district and said stringent action should be taken against the quarrying mafia active in Haridwar. He also announced that from June 13 to 16 a Ganga purification drive would be launched on the occasion of the death anniversary of Swami Nigamanand, who laid down his life for the cause of the river a few years ago. |
