FRI director hails efforts of CSWCRTI
in conservation of natural resources
Dehradun, April 2 Speaking on the occasion Bhojvaid appreciated the efforts of the CSWCRTI in development and dissemination of technologies for conservation of soil, water and other natural resources and their conservative uses. Particularly he emphasised the participatory water resource development and participatory research executed by CSWCRTI as worth emulating interventions. Remembering the renowned scientists and personalities of the
CSWCRTI, he gave positive tips for junior scientists and technical personnel to help farmers and manage natural resources
sustainably. Briefing the importance of soil and water as two out of five constituents of life and their conservation needs, he called for collaborative research programs between the CSWCRTI and FRI, particularly availing the funds of Corporate Social Responsibility (CSR) of corporate organisations like
ONGC. Earlier, Dr PK Mishra, Director, CSWCRTI, Dehradun, while welcoming and felicitating the chief guests and the invitees spoke on the importance and relevance of the foundation day. He also specified that this programme would energise the institutes' activities and help in introspecting the developments and achievements while providing way forward. Dr Mishra in his introductory remarks informed that CSWCRTI has become an institution with ISO 9000 certification and also recognised for academic courses as an off-campus of Indian Agricultural Research Institute
(IARI), ICAR, New Delhi, to conduct M.Sc and Ph.D courses on soil-water conservation and integrated watershed management in addition to ongoing research, short & long term training courses. Dr GP

Protection walls along rivers to be constructed by June 15: CM
Pithoragarh, April 2 Harish Rawat had announced at Madkot town last month to make efforts for the grant of the OBC status to the Barapatia community that dominates the Dharchula area. “The work of construction of protections walls, which was suspended due to the election code of conduct, will be restarted after May 15,” he said while addressing a public meeting at
Madkot. The Chief Minister said his government would give relief to every disaster affected family in the area and rehabilitate them. A fresh survey was being conducted to include the disaster victims who were left out in earlier surveys. “No one will be left without relief and rehabilitation. It is the mission of the Congress-led government in the state,” he added. The Chief Minister said Pradeep
Tamta, who is likely to get the Congress ticket from the Almora seat, would spearhead the campaign in the constituency. “Minor works of erecting walls for protection from wild animals and other minor construction works in the area are already underway,” he
said. Harish Rawat added that his government intended to construct a museum to protect the Barapatia culture of the region, which is one of the ancient cultures of the state. “The Congress-led governments at the Centre and in the state have started constructing helipads and roads of strategic importance to speed up the process of connecting border areas with the rest of the country,” he

Appointments' scam: Violation
of CM’s order on UPSKNL chief

(retd), Chairman, UPNL, had sought a high-level inquiry into the appointment scam at UPSKNL along with the suspension of Brig Bahuguna
(retd), during the period, so that he was not able to influence the investigation. A month ago, based on the request, Chief Minister Harish Rawat had not only ordered an inquiry but also the attachment of Brig Bahuguna to the Secretariat. Divulging the details about the entire incident, Chief Secretary Subhash Kumar, who is also conducting the inquiry, said: “Around a month ago, I had received the written orders for the inquiry into the appointment scam. The orders clearly stated that during the investigation period, Bahuguna
would be attached with the Secretariat.” “However when the orders were sent to the Principal Secretary
(Sainik Kalyan) to initiate the process of attaching the MD, the file was returned with a note from the Sainik Kalyan Minister Harak Singh
Rawat. The note, written by the minister, said that he had spoken to the CM and the MD would not be relieved from his duties,” said the CS. “I am not able to decide whose orders to follow. I would be meeting the CM in a few days to discuss the matter and seek further course of action regarding
Bahuguna. The CM has not issued any cancellation orders so far. As per the rule, the orders of the higher authorities are to be followed and in this case, the orders from the CMO stand final,” said Subhash Kumar. Speaking about the documents related to the appointments, the CS maintained that even though they have not seized any document, they have gone through all of them. “We have been ordered by the CM to conduct an inquiry into the appointment scam only. Raipur police arrest astrologer for duping youths on pretext of jobs
Dehradun, April 2 SSP Ajay Rautela said, “We got a complaint from Anoop Chauhan yesterday that astrologer Manish Jakhmola took Rs 35 lakh from him on the promise of providing an overseas job to his brother but later failed to do
so.” Rautela added Anoop Chauhan, a resident of Nehru Gram, filed a complaint that Manish
Jakhmola, who hails from Pauri Garhwal, told him that he had contacts with people at high places and helped youths in getting overseas jobs. Anoop gave Jakhmola Rs 35 lakh for getting a job for his brother Sandeep in a foreign country. Later, when Sandeep did not get a job, Jakhmola started avoiding Anoop and stopped attending to his phone calls. He even refused to return the money. The Raipur police today raided Jakhmola’s house and seized Rs 50,000,
two laptops, mobile phones, an insurance policy worth Rs 35 lakh and other valuables. |

Dehradun, April 2 Even as electioneering for the Lok Sabha elections picks up in Uttarakhand, environment is not on the agenda of the BJP and the Congress. The BJP candidates for the Lok Sabha elections are already campaigning and the Congress too has started preparations with Chief Minister Harish Rawat holding meetings. But while the Chief Minister has assured that the Char Dham yatra will be started on time this year, he has not revealed his mind
about addressing environment concerns of the disaster-hit areas. Disasters are not new to forest predominant Uttarakhand. The Uttarkashi earthquake in 1991, the Malpa and Ukhimath landslides in 1998, the earthquake in Chamoli in 1999, followed by a series of cloudbursts and landslides are still fresh in the public memory. The last year’s Kedarnath catastrophe has jolted Uttarakhand, but the state politicians have not shown sensitivity towards the environment issues. While political parties in their campaigns are focusing on reconstruction works and rehabilitation of disaster victims and restoration of the Char Dham yatra routes, they have not spared a thought for environment issues. Environmentalist and social activist Suresh Bhai argues that it is unfortunate that the election campaigns of both BJP and Congress have been so far Modi and Rahul centric, respectively. They virtually give no attention to the core environment issues. “As an activist who works at the grass-roots level, I have been taking up environment concerns of the Himalayan region with political leaders. I have rarely seen these concerns becoming an election issue,” says Suresh Bhai. Environment in the Himalayan region is not important for Uttarakhand alone but for the entire country, he adds. The BJP and the Congress have been focusing on the relief and rehabilitation works in the disaster-hit areas and starting of the Char Dham yatra but have not spoken about environment conservation during their election campaigns. Environmentalists have been raising the issue of promotion of tourism at the cost of environment. They have also questioned rampant construction of hydropower projects at the cost of the ecology and also large scale transfer
of forestland for non-forestry purposes. Shanti Thakur, who has been spearheading the Himalaya Bachao Abhiyan in the Garhwal hills for many decades, says the Kedarnath catastrophe was the fallout of ignoring environment issues. “Political parties have continuously ignored environment issues affecting the state,’ she adds. “While glaciers in Uttarakhand, which are sources of both Ganga and Yamuna, are receding at a fast rate, no political party has raised the issue in their election speeches. Probably, they are not concerned. These two rivers are the lifeline of north India,”

Dehradun, April 2 After the departure of Pauri Garhwal sitting MP Satpal Maharaj to BJP, Congress has been finding it difficult to choose a candidate from the seat who could give a fight to former Chief Minister B.C. Khanduri who is contesting from his traditional seat. It was learnt that the Congress high command was contemplating another retired Army general, Lt. Gen. Gambhir Singh Negi (retd) against Maj Gen B.C. Khanduri (retd). However, there are other contenders from the party and even outside who are trying for party nomination. RBS Rawat, a former Chief Conservator of Forests of the state who recently retired, is also reportedly trying hard to get Congress party ticket from Pauri Garhwal. Dhirendra Pratap, a spokesperson of the Uttarakhand Congress, has also staked his claim from the seat. In a letter to party president Sonia Gandhi, he has claimed that it was only he who could give fight and defeat Maj. Gen. B.C. Khanduri (retd) from Pauri Garhwal. In Tehri Garhwal, it was learnt that reluctance of former Chief Minister Vijay Bahuguna to contest has delayed the announcement. Bahuguna is skeptical about internal sabotage and wants his son Saket Bahuguna to be given party nomination. He has to take a final decision on Tehri Garhwal, according to party sources. Similarly, Chief Minister Harish Rawat has to take a decision about party candidate from Haridwar Lok Sabha seat which he represented. He has to decide whether some from his own family members or an outsider would contest from Haridwar. It was expected that Renuke Rawat, his wife, would be the party candidate from Haridwar. On the delay in announcement of candidates, Harish Rawat today said that a decision would be taken soon. Pithoragarh, April 2 “I am thinking seriously of contesting as an Independent candidate. I have been honestly serving the party since 2006 but the leadership has betrayed me,” said Chanar Ram. He added though his name was sent on the list of probable candidates for the Assembly and Lok Sabha elections every time, he was not granted the ticket. Chanar Ram said he had joined the BJP in 2006 as he liked the principles of the party. He always worked as a sincere worker. His name was sent on the panel of probable candidates from the Almora seat for the Lok Sabha elections in 2009 but Ajay Tamta was given the ticket. Tamta lost the election. His name was again sent on the panel of probable candidates from the Gangolihat seat for the Assembly elections in 2012 but Gita Thakur was given the ticket. Geeta too lost
the election. “Even this time Ajay Tamta has been given the ticket from Almora and my credentials were not even considered. This betrayal has prompted me to contest as an Independent candidate,” said Chanar Ram. Three panels planned to adjust disgruntled Congress workers
Dehradun, April 2 According to sources, the files relating to the proposals to create three new commissions for hill farming, irrigation and road development have been readied. “If these commissions are set up, the posts of chairman and secretary will also be created. The Congress-led government headed by Harish Rawat is planning to throw a bait to the disgruntled party workers who are showing no interest in the election campaign. In case, they work for the party and ensure the victory of the candidates on at least two parliamentary seats, their chances of getting appointed chairmen or secretaries of the commissions would firm up,” said an official. While the files have started moving in the Secretariat, it is not certain how the government will manage to bypass the model code of conduct. “The election code of conduct may upset the Chief Minister’s plans and by all means the creation of these commissions should have been announced before the elections to achieve the desired results,” said a senior Congress leader. As of now, there are more than five commissions and most of them, including the State Women’s Commission, have been headless for several months. |

Dehradun, April 2 Senior police officers said the performance of the city patrol units on the first day in Dehradun was quite impressive. SP, Traffic, Pradeep Rai, said, “During the four-hour duty, the city patrol units issued challans to 200 to 225 errant drivers who flouted traffic norms and collected Rs 18,500 as fine.” He claimed that the numbers of challans in a day was expected to cross the 1,000 mark. Dehradun, April 2 First of its kind, www.rebuilduttarakhand.in, has come up at the initiative of Society for Inclusive Development, a non-profit making socially responsible civil society organisation working on environment issues. Rudraprayag District Magistrate Raghav Langer launched the website at the district collectorate campus in Rudraprayag a
few days back. According to Anil Jaggi from the Society for Inclusive Development, the web portal has all information of damaged schools, health centres, commercial and residential buildings, list of missing persons, reports and the work done and being undertaken by NGOs and corporates. Jaggi admitted that in the last 10 months, NGOs, institutions and government organisations have done commendable job by rebuilding damaged buildings and exploring further options to improve socio-economic status of this region. — TNS

Dehradun, April 2 In all likelihood, the government’s move to appoint PD Sharma who has been part of the senior faculty would raise the morale of the medical college that is still recovering from the sacking of the former principal VL Jhardari, said Veer Chander, a university official. In the past the department had spent considerable time and money in launching a hunt for a suitable candidate who was not necessarily part of the faculty. The exercise had only antagonised the faculty who felt that despite possessing suitable academic credentials, they were overlooked. “The move will bolster the confidence of the faculty as the senior among them would be in the reckoning for the post,” said a senior official. |

Dehradun, April 2 According to a memorandum submitted to the DEO, the protesters claimed that the private schools had opened counters for selling books and were forcing students to buy books at high prices. District president of the NSUI Veneet Prasad Bhatt said the DEO must take cognisance of the complaint and take steps to stop the private schools from extorting money from parents. The NSUI members also threatened to intensify their stir if action was not taken against the erring private schools. |

UPES to host moot court on energy laws
Dehradun, April 2 The four-day competition will see students from some of the top law schools of India participate in competition at the annual fest organised by the college of legal studies in UPES. This year it is being organised in association with Gas Authority of India Ltd (GAIL) with Eastern Book Company (EBC) and Supreme Court Cases Online (SCC) as the knowledge partners. Justice Rajesh Tandon (retd), a member of Human Rights Commission of Uttarakhand, a former justice of Uttarakhand High Court and Ex-Chairman of Cyber Appellate Tribunal, Government of India will inaugurate this competition. A total of 40 teams had consented to participate in this competition but only 26 of them were short listed, each team comprises of three members. The 78 short listed mooting students include 47 boys and 31 girls from renowned law institutes of Orissa, Tamil Nadu, Kerala, Maharashtra, Madhya Pradesh, Rajasthan, Jharkhand, Punjab, Haryana, Uttar Pradesh, Gujarat and Uttarakhand. All stages of the competition would be judged by a panel of experts with a legal background; these will include experts from GAIL, ONGC and Dehradun Bar Council. The valedictory function to celebrate the accomplishments of the students will be held in UPES on April 6 and will be presided over by Justice Vijendra Kumar Jain (retd), Chairman, Human Rights Commission of Uttarakhand and a former Chief Justice of Punjab & Haryana High Court. This year’s completion has been organised under the guidance of Dr Tabrej Ahmed, associate director of College of Legal Studies and his team comprising of faculty and students. |

College students oppose opening of liquor shops
Dehradun, April 2 The protesting students submitted a memorandum to District Excise Officer SK Kamboj demanding the cancellation of licence for opening the shop at Daunda Lakhaund. The proposed liquor shop has been allotted under the new liquor shops annual lottery distribution system held a couple of days ago. The students said the opening of a liquor shop would have adverse impact on tourist inflow at Sahastradhara, which is a famous picnic spot. Moreover, there were a number of schools and colleges on the Sahastradhara road. "A large number of women work in IT Park. Sometimes, their shift gets over in night. The opening of a liquor shop will pose threat to their security," said, Sanket Nautiyal, a former students' union leader. |

Slow pace of work on medical colleges despite surplus funds
Dehradun, April 2 In fact, Department of Medical Education officials are baffled at the manner in which UPRN has been working. “In anticipation, we have even parked funds of Rs 80 crore (Rs 40 crore each for both colleges) in the public ledger account (PLA) for 2014-2015. But the working of the construction agency has been rather slow. They have been slow in mobilising their men. Now we have asked them to adopt a target-oriented approach, so that we manage to get the first letter of permission (LOP) early enough to start the academic session in 2015,” said Dr R.P Bhatt, Director of Medical Education. For now, the renovation and strengthening work is under way at the Doon Hospital for which Rs 10 crore has been released. The department plans to raise the bed strength of the hospital to a 300 and also shift the OPD of the existing female hospital at the premises vacated by PWD. However, the construction activity at the PWD premises on Gandhi Road is yet to take off and even the construction of the medical college is also pending. “In the last financial year (2013-2014) Rs 40 crore was also sanctioned, out of which Rs 30 crore was earmarked for constructing the medical college at Dehra Khas. But so far UPRN has submitted utilisation certificates for Rs 5.33 crore only,” said Bhatt. Similarly, the work on the Almora medical college after picking up pace initially has considerably slowed down. A total of Rs 16 crore has been spent on strengthening the existing base hospital and the new medical college. In order to receive the first letter of permission, the department has earmarked a budget of Rs 216 crore for both projects. |

Govt rakes in Rs 313 cr from auction of liquor vends
Pithoragarh, April 2 Elaborate security arrangements were in place at the auction venues to avoid any untoward incident. The entire process passed off peacefully. The government earned the highest revenue of Rs 124.16 crore from the auction of vends in Nainital, where 29 country-made and 32 shops of Indian-made foreign liquor (IMFL) were allotted. Bageshwar district fetched the lowest money as it generated only Rs 22.23 crore. Fincha Ram Chauhan, SDM, Bageshwar, said the auction process was peaceful and no untoward incident was reported. Interestingly, some women groups which were earlier against the auction process also participated in the exercise. In Nainital district, the maximum number of liquor vends were allotted to women. “While eight women have been allotted Indian-made foreign liquor shops, seven have been given country-made liquor shops in the district,” said AK. Mishra, District Excise Officer, Nainital. Meanwhile, Prakash Joshi, an anti-liquor activist in Champawat, said it was shameful that no woman organisation came to oppose the auction process.

Residents of Nainbagh panicky due to rise in theft incidents
Mussoorie, April 2 The thieves are targeting the hapless villagers around Nainbagh of the hill district Tehri from the past several days and have decamped with various equipments used in construction work along with iron pipes, but the administration is still groping in the dark. According to Suresh Singh, a contractor in Nainbag, the thieves decamped with 52 string plates, welding machine, 3 tonnes of iron pipes and 1 BT column two days ago at his site near Naingaon. Following the incident the police registered a case against some unidentified persons but the perpetrators are yet to be caught. In another case of theft, the thieves fled with all four wheels of a vehicle owned by Govind Singh at Bandarkot while Mohan Singh Rawat filed a complaint that the thieves decamped with his cooking gas stove, domestic cylinder, kitchen utensils and the equipment kept by the contractors in his tea stall at Badrigad a few days back. The residents rued the fact that despite the increase in the cases of theft the local administration has not been able to apprehend the perpetrators and increase the number of home guards here. Acting Nayab Thesildar, Nainbagh tehsil, Manjit Singh, said that he was not aware of the matter and if such cases of theft had been reported then investigations would be done on priority. He also said that the administration would increase the number of Home Guard jawans on patrol duty in the area as per the demand soon. |

Mussoorie, April 2 The Municipal Council has enforced a ban on the vehicles carrying consumer goods for sale after 11 am but the vehicle owners are seen plying the whole day and disrupting the traffic, in the process flouting the laws with impunity while the MC has remained mum on taking any action on such vehicles. The residents lamented the fact that a vehicle laden with nursery plants visits the town frequently and starts selling the products on the road itself resulting in traffic jam on most occasions, thus causing inconvenience to all here. The vehicles supplying cold drinks and chips also follow suit and park their vehicles on the Mall Road with impunity, said the residents. They also rued the fact that on one hand MC has curbed the movement of the private vehicles especially during prohibited period but on the other has failed to stop the supply vehicles from becoming a nuisance on the Mall Road due unknown reasons. Municipal Corporation executive officer Azhar Ali said that he was not aware of the situation and if the vehicles were flouting the law then they would be dealt with strict action soon. He also said that the employees at the two Mall Road barriers have been given instructions not to allow entry to such vehicles inside Mall Road, beyond the stipulated time at any cost. |

SBI donates ambulance to Guru Teg Bahadar Hospital
Dehradun, April 2 Guru Teg Bahadar Hospital, which is a well known name in helping the poor, is running a 15-bed hospital where patients are treated free of cost. On the occasion, chairman of the hospital, Harcharan Singh Channi, gave details about various facilities being provided by the hospital and expressed their gratitude to State Bank of India for providing the help of ambulance for this noble cause. M.B.Diwakar, Deputy General Manager of State Bank of India, formally handed over the vehicle to the hospital and flagged off the vehicle together with hospital chairman Harcharan Singh Channi and Rabindra Sharma, Regional Manager, Region-1, Dehradun. M.B.Diwakar said that in the past SBI had donated fans to schools and installed water purifiers in the schools. State Bank had also donated medical van to Ramkishan Ashram and Helpage
India in 2012 and to Bhavan Shri Kalika Mata Mandir Samiti in 2013. In the recent past the bank had donated Rs 2 crore to the Chief Minister's Relief Fund for Uttarakhand Aapda victims and provided quilts in the affected area for the help of victims. Diwakar assured whole-hearted support to Guru Teg Bahadar Hospital and Doonites in future as well to continue doing the social service activities. Rabindra Sharma, Regional Manager, Region-1, informed about various social service activities being done by the bank and said that each branch of State Bank of India had donated a computer to a needy school in their area of operation to upgrade the technological knowledge of the students. |

Theft cases solved as police arrest two
Dehradun, April 2 Reportedly, thieves broke into two houses in the Bindal area and stole laptops and mobile phones after which two separate complaints
were registered in the police station. In the first incident, a theft occurred on December 20 last year, when thieves broke into the house of Dhruv Singla at Kaulagarh and took away electronic gadgets worth
lakhs. In another incident, thieves barged into Manoj Kumar’s house on March 31 and stole laptops and mobile phones. According to Senior Superintendent of Police Ajay
Rautela, “A police team led by Bindal chowki in charge Narottam Bist arrested two thieves Saransh and
Himanshu, who committed theft at Dhruv Singla and Manoj Kumar’s house.” The police have
also recovered three laptops, two mobile phones and a camera from their possession.
Saransh is a resident of Clement Town whereas Himanshu lives in Lakhi Bagh. Investigations
are on to check their crime history. |

Main accused in Phoolan Devi’s murder produced in CJM’s court
Mussoorie, April 2 Sher Singh Rana was brought from Tihar Jail by Delhi police around noon today amid tight security to be produced in the court in some pending cases in the state. His brother Raju and other friends who arrived in separate vehicles accompanied him keeping a distance on foot to the court, creating a buzz in the town with inquisitive onlookers trying to catch the glimpse of the accused on Mall Road. Sher Singh Rana, while coming out of the court, speaking briefly to media persons, said that he had full faith in the justice system and would come out of the jail soon. He was mum on the issues of contesting elections and denied that he would be contesting on BSP ticket in the Lok Sabha, when asked by the media persons. “I have no plans to enter politics and would be engaging myself in social cause and serving people once freed,” said Sher Singh Rana. He left in the vehicle after being produced in the court. His brother Raju, speaking to media persons on the occasion said that they were awaiting the decision of the court in various cases pending against his brother Sher Singh Rana was confident that he would soon be a free man. Sher Singh Rana was a frequent visitor to Kolkata where he was finally arrested.

Twins Nungshi, Tashi ready to scale Mount McKinley peak in America
Dehradun, April 2 Back to the warmth of their abode after scaling the highest mountain in Oceania, Carstensz Pyramid, Nungshi and Tashi are ready for their next target, Mount McKinley or Denali, the highest mountain peak in North America. The twins have so far covered five of the world's seven highest peaks as part of their ''Mission 2 for 7'' dedicated to the girl child. Speaking about the arduous climb, Nungshi said: “The 4,884m Carstensz Pyramid, located in Indonesia's extremely remote and rugged West Papua region, is the highest island peak in the world. In fact the route to the mountain is notorious for being called the toughest trek in the world as it is full of bugs, insects and malaria mosquitoes, continuous rains and mud pools.” The twins were part of the 10-member group comprising two from Pakistan, two from Emirates, three Canadians and an Australian. “The final summit attempt was the most difficult part as Carstensz is very steep with razor sharp rocks that were capable of cutting off the ropes. We had to complete tyrolean traverse by undertaking dangerous jumps over wide rock gaps and had to rappel down 80 per cent of mountain,” said Tashi. Speaking about the preparation for their next climb, the twins said: ''The focus would be laid on strength training and putting up weight as we have lost around 15-20 kg since the first climb. Also, the funds need to be collected as we have no money left for now. Around Rs 15 lakh are required for this trip.'' “In fact we have been collaborating with the lower-level agencies for the climbs so as to get cheap rates and maximum discount. The mountaineering gear and equipment that we have been using is rented from the local agencies. These are very expensive and if we go on to buy them, it would escalate the budget of the trip,” said
