Liquor vends' allotment: Rs 834 cr target likely to be achieved
Dehradun, April 1 The Department of Excise is expected to achieve the target of Rs 834 crore during the 2014-2015 excise year for which applications were invited till March 22 this year for 512 liquor vends ( 260 foreign liquor vends and 240 country liquor vends). ''We received a total of 500 applications against the total of 512 liquor vends in the state and are hopeful of achieving our yearly target,'' said BS Chauhan, Deputy Commissioner, Excise. Till late evening the process of allotment was still under way in the districts Udham Singh Nagar, Nainital, Dehradun and Haridwar. The process is expected to be completed by late night. According to the Department of Excise in Pithoragarh district against the 26 liquor vends, applications were received for 25 vends and 25 have been allotted. In Pauri district out of 33 vends for which applications were received all the 33 vends have been allotted. In Tehri district out of 16 liquor shops 16 liquor vends have been allotted. In Rudraprayag district out of 9 liquor vends all 9 have been allotted. In Chamoli district, out of the 15 liquor vends for which applications were invited, all have been allotted. In Uttarkashi district, out of the 12 liquor vends, all have been allotted. In Bageshwar district, out of the 15 liquor vends for which applications were invited 15 have been allotted. In Almora district, out of 43 vends, applications were received for 33 vends and all 33 have been allotted. In Champawat district, out of 15 liquor vends, applications were received for 15 liquor vends and all the have been allotted. |

Delhi-Doon highway gives bumpy ride to tourists
Mussoorie, April 1 They say it normally takes six hours to reach Mussoorie from Delhi. However, due to the bad condition of the highway, it is taking them eight to 10 hours to reach the town. Kiran, a tourist, said, "The stretch from Delhi to Muzaffarnagar is in good shape. But problems for commuters start from the Muzaffarnagar-Roorkee stretch. Some tourists in order to save time and inconvenience take the Saharanpur route, which is resulting in further delay in reaching the town." Another tourist, Sunil Raheja, said a 10-km stretch from Chutmalpur to Mussoorie was the most difficult one to cover. Hoteliers are also agitated at the delay in the repair work. “The Delhi-Dehradun highway plays an important role in the economy. If the repair work is not carried out before the tourist season, it will be difficult to persuade tourists into visiting the state this time,” said Sandeep Sahni of the Uttarakhand Hotel and Restaurant Association. NHs 58 and 72 were identified for four and six laning under the National Highways Development Project (NHDP), phase III. The Delhi-Meerut section of NH 58 is already six and four laned while work on the four laning of the Muzaffarnagar-Haridwar-Dehradun section is going on at a snail’s pace. Project director Narendar Kumar said after a notice to the firm concerned and the intervention of Chief Minister Harish Rawat, the firm began the work on the project. It has assured of completing the work by June 15. Meanwhile, residents have urged the Central Government to introduce a monitoring system to keep taps on the progress of the project till it is completed. |

MC chief fumes at finding public toilets in poor shape
Mussoorie, April 1 He directed officials to take immediate steps to ensure cleanliness at public toilets, failing which strict action would be taken against them. He directed the Mussoorie-Dehradun Development Authority to maintain cleanliness and ensure adequate water supply in public toilets being run by them. He also instructed Jal Sansthan officials to provide ample water for toilets in the town. Officials informed the MC president that frequent theft of taps and other equipment from public toilets was causing inconvenience to tourists as well as residents. Mall directed the officials to lodge a police complaint against such thefts without any delay, so that stern action is taken against anti-social elements. Mall also lambasted Uttarakhand Power Corporation officials for installing electricity poles on Mall Road without seeking permission from the Municipal Council. He also warned street vendors not to encroach upon Mall Road else there goods would be

UPNL chief calls enquiry into
appointments scam eyewash
Dehradun, April 1 Speaking to The Tribune the former Director General, Border Roads Organisation, said: “I had requested for an in-depth enquiry into the UPNL of which the appointment scam was one part. However, the Chief Secretary Subhash Kumar is just looking into the appointment scam. The selective enquiry would not resolve the issue or bring out the bigger problems buried deep,” he added. It may be recalled in a letter shot on February 20, the Chairman had requested the Chief Minister for an enquiry into the alleged irregularities during the 32 appointments made in the institute by UPNL in 2013. In a letter, the chairman not only requested for an immediate enquiry but also demanded the suspension of UPNL Managing Director Brig AN Bahuguna (retd) so that he is not able to influence the enquiry. The appointments were made at the time Brig Bahuguna was heading the nigam. It was also requested that the enquiry be conducted from an outside agency so that neither the employees of UPNL nor the Directorate of Sainik Kalyan could influence members of the enquiry team. The issue of irregularity came into light when in January members of Sanyukt Karamchari Mahasangh objected to the 32 appointments made on contractual basis in the Medical College, outsourced from UPNL. The objection was being raised on the basis that joining was done nearly nine months after the issuance of contract letters. As per the rules, the contractual employee has to join within a month of issuance of contract letter, failing which the offer stands cancelled. In this case the joining letter was issued in May 2013. It may also be mentioned here that Secretary, Medical Education, had placed a ban on the institute for outsourcing the employees in October 2012. However following a request from the college authorities UPNL had issued 32 fresh appointments letters in May 2013. Alleging that the matter is being hushed up at the behest of some senior authorities in the Cabinet and UPNL, Lt Gen(retd) Badhani said that despite the orders from the Chief Minister Harish Rawat, the Managing Director, UPNL, Brig AN Bahuguna (retd) has not been attached yet. “I had specifically asked for the removal of the MD during the investigation, so that he may not be able to influence the investigators. Even the documents pertaining to the case have not been seized by the authorities conducting the enquiry,” he said. |

Haridwar, April 1 The party high command had earlier fielded Azmal Nawaz Khan, son of General(retd) Shahnawaz Khan , who was a close confident of Netaji Subhash Chandra Bose in the Azad Hind Fauj. But on February 26, Azmal sustained injuries during accidental firing injuring his eye. Since then he is recuperating at a hospital . The party high command waited for his recovery but it did not happen. Then it dwelt on fielding his wife, but family members said that till Azmal recovers fully, none of them is in a state to contest a high profile parliamentary election. This left the party to zero in for a new face, with late yesterday party high command announcing the name of Roorkee-based Anita Saini as its candidate for Haridwar Lok Sabha seat. After the announcement, resentment has resurfaced within the rank and file in Samajwadi Party. A meeting was held at the city party unit office at Lal Taura here today, in which a resolution was passed demanding cancellation of ticket to unknown Anita Saini. State vice president Anil Jaitley said that party state president Satya Narayan Sachan had taken the decision to ‘field a novice like Saini from high profile Haridwar Lok Sabha.’ The name of Kunwar Durgesh Pratap, a state party spokesperson ,who was also in the race for the party ticket,was unanimously suggested at the meeting to the high command pointing that barely any district party leaders and activists knew Anita. “It will be quite tough to first apprise party workers about Anita Saini and then among voters. All the opposing parties have fielded high profile faces, so we are already on the back foot owing to Azmal Khan’s injury and now with a novice being pitched into the state’s hot parliamentary seat,” said Qazi Chand, senior minority leader, close to the faction of former state president Vinod Barthwal. Mahanagar committee office bearer Rajendra Parashar said that personally he did not know the candidate but as the party had declared Anita, “surely she must be having credentials to match BJP candidate Ramesh Pokhriyal Nishank, Congress candidate Renuka Rawat and Aam Aadmi Party candidate Kanchan Roy Bhattacharya.” Parashar pointed that as Azmal Khan’s family has a good image and respect among the public, and with Muslim voters having a major say in Haridwar, it would have been much better to field his son Adnan from the constituency, ''but still we accept that the party high command decision as dedicated party activists. Former Samajwadi Party leader-legislator Ambrish Kumar, who now has recently joined Congress, said that all parties know that winning from Haridwar Lok Sabha seat, which is currently represented by Uttarakhand Chief Minister Harish Rawat, is a day dream only. So they have fielded candidates for the sake of symbolic contest only. “Only Congress has the experience and vision to take forward the country. Renuka Rawat has the experience to contest elections and has been closely associated with Harish Rawat for over three decades. Samajwadi Party or Bahujan Samaj Party, they all have accepted defeat; the same is with BJP which has no issue barring fake Narendra Modi wave issue,” said Kumar. Sources close to both Congress and Samajwadi Party don't deny a high- level pact between CM Harish Rawat and state Samajwadi Party president Sachan to field a light candidate against CM’s wife as this is the norm at the national level, too ,with both parties not seen seriously contesting against their bigwig candidates.

State aims at achieving 100 % literacy rate, says CS
Dehradun, April 1 Addressing a meeting today, the CS said the average literacy rate of Uttarakhand was higher than the national average. “Efforts should be made to achieve a complete literacy rate in the state. In Uttarakhand, the average literacy rate of men is 79.60, while that of women is 89.33 per cent. In both the cases, the literacy rate is higher than the national average,” he added. Under the mission around 5,000 motivators and 19,000 voluntary teachers had enrolled themselves. Having a budgetary allocation of Rs 12.45 crore, the mission was being carried out in 29 blocks of the six districts. The CS said 2,731 adult education centres were being run. “It is also aimed at reducing gender gap by 10%. The gram panchayats will show excellent results and state-level award will be given,” added Kumar. — TNS

‘Black marketing of essential commodities will not be tolerated’
Dehradun, April 1 Making it amply clear that black marketing of the essential commodities including the LPG would not be tolerated, the DM said: “In case any agency owner or distributor is found indulging in black marketing of LPG cylinders, then strict action will be taken against him. A lot of reports pertaining to the shortage of supply and protests by the LPG users are being made.” “The gas agency owners are instructed to maintain their registers and clear the backlog at the earliest. Also, from now on if a complaint is registered against any agency owner, it will be followed by an action under the Essential Commodities Act,” warned the DM. The District Magistrate also asked the representatives of Indian Oil to make ample supply of the gas cylinders based on the demand so that the
consumers are not harassed and forced to stage a protest demonstration. |

Kumaon University to have cancer biology department
Dehradun, April 1 A presentation was also made before Chief Secretary Subhash Kumar on the subject at the Secretariat here today. The Chief Secretary said the state grew several herbs which would help fighting life-threatening diseases such as cancer. He welcomed Kumaon University's proposal and said this would help the economy of the state, particularly nano-technology. Secretary, Higher Education, Manisha Panwar said the Kumaon University Bio-Technology Institute wanted to use Patwa Dangar for
this purpose. Earlier, the institute used to make anti-rabies vaccine. A part of the 103 acres of Patwa Dangar could be used for the cancer biology facility. VC, Kumaon University, HS Dhami said Rosewell Cancer Institute, along with several international organisations, was ready to extend their support. Mansarovar yatra to begin on June 11
Pithoragarh, April 1 The first batch of pilgrims would reach the first camp at Almora on June 12, from where it would be directed towards the Dharchula base camp on June 13. According to the yatra route chart prepared by the Ministry of Foreign Affairs, for this year, the selected pilgrims would gather in New Delhi on June 8 to for visa formalities and medical examination. “The first batch of Kailash pilgrims would begin the pilgrimage on June 11 from New Delhi and reach the base camp at Dharchula after spending a night at Almora on the way,” said DK Sharma, manager, tourism from KMVN - the nodal agency that arranges this pilgrimage. According to Sharma, the route is similar like last years’. “Batches of pilgrims will head towards Sirkha camp near Narayan Ashram in Vyans valley from where the batches will reach Gala enroute Gunji camp on the sixth day,” said a KMVN officer. After staying at Gunji camp for two nights, the pilgrims would head towards Nabhidhang on June 19, from Nabhidhang; the pilgrims would enter into Tibet and remain there for the next eight days. “On June 28, the pilgrims comprising the first batch will return to Gunji camp after visiting Kailash and Mansarowar in Tibet. The first batch will complete its 26-day yatra on July 3, and reach Delhi,” said Sharma. |

New sugar procurement policy
Dehradun, April 1 The memorandum and price revision have been carried in the sugar procurement policy for this year. “The MSP of Rs 3,200 per quintal now stands cancelled and the new rate is expected to be around Rs 3,166 per quintal,” said a senior official. There is a demand of Rs 6,0330 metric tonnes of sugar in the state and this would be procured through the sugar mills set up in the cooperative and private sector. According to the revised rates, now a ration card holder is expected to receive sugar for Rs 13.50 per kg. The state government will receive a subsidyof Rs 18.50 per kg from the Centre.

Haridwar, April 1 The officers learnt various aspects of Indian administrative system and the successful administration of the Maha Kumbh, where crores of pilgrims are successfully managed in a span of 12 odd kilometres in Haridwar. In his lecture, District Magistrate D Senthyl Pendiyan said, “By patience and politeness, one can solve and handle most of the problems that come as part of daily affairs for any administrator.” He also shed light on the Indian democratic system and the ongoing process of the 16th Parliamentary Elections in India. Pendiyan told the officers about the powers conferred to them by the Election Commission of India. Delegation representative Parimal Sindha shed light on Bangladesh’s administrative set up saying there was no Provincial Civil Service set up and All Bangladesh Public Service Examination was held on a similar pattern as Indian Administrative Services. “A District Magistrate in Bangladesh is called Deputy Commissioner and a Subdivisional Magistrate as Divisional Commissioner. Dehradun, April 1 The meeting headed by Chief Secretary Subhash Kumar made the budgetary allocation for the 2014-15 session. Addressing the meeting, the Chief Secretary said that root and leafy vegetables need to be grown and importance given to seed distribution. “This would help remove anaemia among children in rural areas. Medical camps are being held for the children to provide a solution to improve their health,” he added. The DG, School Education, Radhika Jha, said that in the forthcoming session, emphasis would be laid on using biomass briquettes in smoke free stoves with the help of Uttarakhand Renewable Energy Development Agency (UREDA) and Forest Department. “The 73 madrassas which have been recognised recently has a strength of 12,000 children. A provision of Rs 1.75 crore is being made for this. Kitchen gardens will be prepared in schools with adequate spaces. As many as 500 ‘bhojan matas’ would be given IHM training for 10 days in Dehradun. Equipment would be provided to schools in a phased manner. Around 5,02,000 students have benefited from MDM last year. Of the Rs 169 crore allotted in the year 2013-14, Rs 136.28 crore had been utilized,” said Jha. Maintaining that all schools had been provided utensils and kitchens, Jha said that an amount of Rs1000 per school has been given for soaps, nail cutters, aprons, head covers and gloves. “By February 2014, 7,97,724 students of 15,923 schools had undergone medical checks. An awareness programme to encourage students to wash hands before and after eating was being carried out,” she added. Advocates at tehsil office protest felling of 300-yr-old peepal tree
Haridwar, April 1 As per the protesters, the incident occurred on Sunday, with an aim to benefit some people, who wanted to construct a structure at the tehsil premises. The protesters alleged a nexus between the divisional forest officials, the tehsildar and some lawyers for the incident. Residents also supported the protesters. The protestors also blocked the main gate of the tehsil office and demanded a probe in this regard from the District magistrate. Rajesh Chauhan, an advocate, alleged that an illegal concrete structure was constructed at the tehsil premises in the past. “The Forest Department and even the Tehsildar are involved in this act,” said Adesh Kumar, a typist working at the tehsil office for several years. Tehsildar Shahid Hassan said permission in this regard was granted by the Forest Department. He refuted any hidden motive behind axing of the tree or to benefit some people. He said the branches of the tree were causing a hindrance to the adjacent building. It was axed for which a legal route was adhered to by the tehsil. |

Music school opened in Mussoorie
Mussoorie, April 1 The chief guest on the occasion Ranjana Joseph, an eminent social activist, inaugurated the school by lighting the ceremonial lamp on the occasion. The music school is the brainchild of the president of Parvitya Bigul Sansthan Pradeep Bhandari working for preserving the art and culture of Mussoorie. Speaking on the occasion, he said that due to absence of any entertainment forum in the town, it had become imperative to open such a school where the skill of the budding talent is honed at early age so that they bring laurels to their family and town in future. He informed the media persons that the music instructors would be teaching classical and western music in the school. They would also be taught the classical instruments such as sitar and tabla along with guitar lessons, said Bhandari. He also said that the talent emerging from the school will be provided a platform so that they can make a name for themselves. The focus will be on traditional Garhwali music along with other forms in the school here, said Bhandari. Eminent regional artistes such as Jetendar Panwar, Trilok Chauhan,Sandeep Rana and others were present on the occasion. |

In reply, the NM Club failed to achieve the target and the entire team was out at 94 runs. The highest scorer for the team was Himalaya who managed 22 runs. For the UPCL team, Gaurav remained the highest wicket-taker with four wickets. |
