The Uttarakhand Legislative Assembly was disrupted thrice on Wednesday as the BJP stalled the proceedings of the House, demanding discussion and a CBI inquiry into the allocation of polyhouses (green houses for vegetables) to farmers by Horticulture Minister Amrita Rawat. BRO asked to repair all roads to ‘Char Dhaam’

At a meeting presided over by the Chief Secretary Subhash Kumar with the Border Road Organisation (BRO) officials, it was decided that BRO would repair all roads leading to 'Char Dhaam' by April 15 and the state government would provide all support to the BRO for providing rations to labourers under the BPL programme.

Oppn demands discussion, CBI inquiry into the issue

The Uttarakhand Legislative Assembly was disrupted thrice on Wednesday as the BJP stalled the proceedings of the House, demanding discussion and a CBI inquiry into the allocation of polyhouses (green houses for vegetables) to farmers by Horticulture Minister Amrita Rawat. The polyhouses were allocated under the Horticulture Technical Mission.

As soon as the House sit for today, the Leader of the Opposition in the Assembly, Ajay Bhatt, waved a stack of papers towards Speaker Govind Singh Kunjwal saying that on the basis of the information gathered under the Right to Information (RTI), it could be inferred that the minister’s family members were the main beneficiaries in the allotment of polyhouses. “ The truth should be out. The deed was done in a manner that photographs of the ministers' husband and son are missing. We want discussion on it under rule 310 of the House,” demanded Ajay Bhatt.

“ The favouritism shown by the minister towards her family members amounts to corruption and the minister should tender her resignation. Not once, but three to four times polyhouses were allocated to the same persons when poor farmers should have been the main beneficiaries from the scheme,” said Bhatt.

Repeated entreaties by the Speaker that he would take up the issue under rule 58 of the House fell on deaf ears as the Opposition persisted on its demand and reached the well of the House, chanted slogans against the government, forcing the Speaker to adjourn the House thrice.

Later, while speaking to the media, Amrita Rawat said, “My son and husband were farmers and deserved polyhouses." However, on being asked, if her actions had harmed the interest of poor farmers for whom the scheme was launched, the minister said as citizens of the country, her husband and son had equal rights and could be covered under the scheme.

Total chaos

As soon as the House sat for Wednesday’s session, Leader of the Opposition Ajay Bhatt waved a stack of papers towards Speaker Govind Singh Kunjwal saying that on the basis of the information gathered under the Right to Information (RTI), it could be inferred that the minister’s family members were the main beneficiaries in the allotment of polyhouses.

Hridayesh tables budgetary demands

In the absence of the Opposition, Parliamentary Affairs Minister Indira Hridayesh on Wednesday tabled the budgetary demands of various departments, including Vidhan Sabha, Cabinet ministers, the Departments of Law, Excise, Prison and Jail, Information, Power , Industries, Forest and the PWD.

Demands amounting to Rs 115.51 crore pertained to Vidhan Sabha, Rs 40.46 crore for the salary of ministers and other spendings, Rs 167.94 crore for the Department of Law, Rs 14.47 crore for the Department of Excise, Rs 1153.38 crore for the Department of Prison and Jail, Rs 38.50 crore for the Department of Information, Rs 519.49 crore for the Department of Power, Rs 1405.14 crore for PWD, Rs 105.67 crore for the Department of Industries and Rs 526.29 crore for the Department of Forest.

Permission was also sought for re-introducing three bills.— TNS

‘Govt emerges stronger after defeat of motion’

Uttarakhand Congress today asserted that Harish Rawat government in the state had emerged stronger after the previous day's Opposition no- trust motion got defeated in the state Assembly.

Addressing a press conference in Dehradun today, Congress spokesman Dhirendra Pratap said BJP's no-trust motion against Harish Rawat government was part of a conspiracy to destabilise the state government. ''But instead Harish Rawat government in the state has emerged stronger after the no-trust motion got defeated,'' Pratap pointed out.

Referring to Congress vice-president Rahul Gandhi's February 22 rally proposed in Dehradun, Dhirendra Pratap claimed that the people from all across the state will be coming to Dehradun to attend Rahul Gandhi's rally in Dehradun. He disclosed people from as far as Dharchula, that shares borders with Nepal, will be coming to the Dehradun rally and asserted that a series of meetings were being held all across the state to garner support for the rally. Responding to queries, Dhirendra Pratap said the distribution of portfolios will take place after the current Assembly session gets over. He said it would not have been proper on the part of the chief minister to distribute portfolios when the Assembly session is in progress. — TNS

Uttaranchal University gets best upcoming varsity award

Uttaranchal University today received the “Best Upcoming University of North India” award by ASSOCHAM at its National Education Summit & Excellence Awards-2014 held in New Delhi.

10 schools in every district to have language labs: Rawat

Uttarakhand Chief Minister Harish Rawat today announced setting up of language labs in at least 10 schools at every district in the state.

The chief minister made this announcement while laying the foundation stone for the National Institute of Technology (NIT) at Sumadi village of Pauri Garhwal district. He said the language lab will help the students in hills to brush up in particular their verbal English language so as to ensure them a place in the competitive jobs at the national level.

He also appealed to the director of the NIT to provide the local youth with employment as per their career qualifications. He congratulated the institute for making its proposed campus eco friendly. The CM expressed his gratitude to the people of Sumadi and nearby villages for providing the land for the institute.

Harish Rawat said that there was a need to improve the quality of human resources and education in Uttarakhand. By 2025, there will be a need for 25 crore human resource in the country. ''To make the most of it, focus had to be placed on skill development. There had to be more emphasis on Indian Institute of Technology, polytechnics and engineering institutes instead of normal institutions. It was the government's priority to develop human resources and the environment,'' Rawat said. He reminded the gathering that there was now a provision for pension for farmers after the age of 60. Under the Food Security Act, emphasis would be placed on providing local products such as mandua, bhatt and gahat. A consolidated payment would be made after three years on planting trees for fodder.

Rawat said that it is important to understand the pain of the mountains if development was to be planned. ''It is our dream to get railway connectivity into the hills,'' he stated. The Union Government had approved the Rishikesh-Karanprayag and Bageshwar-Tanakpur rail projects. ''Gairsen was yet another dream of this government. A Vidhan Sabha session would be held there,'' he said. The CM also extended his gratitude to Rahul Gandhi for approving the scheme of one rank one pension. He added that it was the biggest challenge to start the Kedarnath yatra by May 5 this year and asserted work was in progress to achieve this.

Harish Rawat announced approval of the flood protection programme in Srinagar, and granted Rs 25 lakh each for government inter colleges in Bhatisera and Jamnakhal. He also issued directions to improve conditions in the Srinagar Medical College. He promised to put into operation the plan for construction of the Khirsu Stadium. A way would be found to regularise the services of contractual employees in the HNB Central University.

Pauri Garhwal MP Satpal Maharaj expressed his gratitude for one rank one pension and an NIT in Sumadi. Cabinet Minister Harak Singh Rawat said Uttarakhand government was also working in the direction of setting up a medical college in the region. Cabinet Minister Mantri Prasad Naithani said that the state government was committed to providing electricity and water to each village. Local MLA Ganesh Godiyal presented several demands to the CM.NIT Director ST Thorat said that the NIT to be built on 300 acres of land would have 50 percent reservation for the bright students of the state. The model of the building had been prepared. NIC Sangharsh Samiti president Anil Swami, HNB University VC VK Singh were present on the occasion.

BRO asked to repair all roads to ‘Char Dhaam’

At a meeting presided over by the Chief Secretary Subhash Kumar with the Border Road Organisation (BRO) officials, it was decided that BRO would repair all roads leading to 'Char Dhaam' by April 15 and the state government would provide all support to the BRO for providing rations to labourers under the BPL programme.

The District Magistrates will monitor the progress and give a weekly report to the government every Friday.

The Chief Secretary also gave directions to the BRO that the state government would provide them human resources, machinery, finance, river bed material, medical, and other facilities as required.

The Chief Secretary also added that the road construction work must be done within the given time frame. Besides, the Rudraprayag DM was also asked to solve all problems related to construction of roads.

It was also decided during the meeting that the workers of BRO and PWD would get rations at BPL rates. PWD would also construct bailley bridges at Tawaghat-Sobla among other areas in Pithoragarh district.

The BRO officials said they had sent an estimate of Rs 300 crore to the Indian government, which would soon be sanctioned. The state government also assured BRO that the funds would be sanctioned and they to should start work without waiting for the budget.

Present in the meeting were Additional Chief Secretary Rakesh Sharma; Principal Secretary, PWD, SS Sandhu; Principal Engineer, BRO, KK Rajdaan; In Charge Secretary, Amit Negi; Additional Secretary (Forest), Manoj Chandran, among other officers.

Lawyers go on strike for 2 days

Extending their support to a two-day no work strike call given by the Bar Council of Uttarakhand in protest against an assault on Haridwar lawyers recently, Dehradun lawyers boycotted work here today.

They are demanding the transfer of the Haridwar SSP and the quashing of an FIR against the Haridwar lawyers.

Chandrshekar Tiwari, an advocate, demanded that a judicial probe be ordered into the case and the FIR against the advocates should be quashed.

On February 7, over 100 villagers had allegedly attacked lawyers at the Haridwar district courts. The villagers had come to the court regarding a road accident involving a lawyer and a villager.

Although the police registered an FIR against the villagers for creating ruckus on the court premises, it also registered a counter FIR against the lawyers, which irked the latter.

Lawyers have threatened to intensify the stir if the government failed to take action against the SSP.

Mussoorie MC recommends relief for contractors

Mussoorie, February 19
The Mussoorie Municipal Council has recommended to the government to compensate the contractors who suffered revenue loss due to natural disaster last year while managing the ropeway parking spaces, Company Garden and Jawahar Aquarium owned by the council in a special council meeting held today.

The contractors in a request letter to the council pleaded for adequate compensation as they had suffered financially last year due to the absence of tourists following the natural disaster that occurred in the Kedarnath and other districts of the state.

The contractors said that owing to the fear of disaster the tourists stayed away from Mussoorie, resulting in large scale revenue loss to them. Hence they should be given adequate compensation for the loss incurred by them here.The council members approving the plea have sent the proposal for providing adequate compensation to the contractors to the government, said Manmohan Singh Mall, president, MC.

The council also discussed the issue of giving the construction work of Masonic Lodge parking to MDDA but it was opposed vehemently by the ward members Anuj Gupta and Sashi Rawat and others.

Anuj Gupta opposing the move said that when the MC was capable of constructing the parking on its own, the decision to give it to MDDA was out of question.

The ward members said that MDDA should be kept out of the construction work and MC should be assigned the task. The Municipal Council also refused to pay the Rs 7 lakh that it owed to MDDA when the Mussoorie lake was transferred to the council a few years back.

The council has sent the letter in this regard to the government for directing MDDA not to seek the pending funds here.

Now, waste project will cover all 30 wards in Haridwar

Under the Jawaharlal Nehru National Urban Renewal Mission, the ambitious solid waste management project, which was launched in two wards last year as a model project, will now be covering all 30 wards falling under the Haridwar Municipal Corporation.

The implementation of the project was delayed due to the poor working of the abolished municipal committee board and later due to elevation of the civic body the status of the Municipal Corporation.

But now the project which has now been covering 11 wards will soon be launched in the remaining 19 wards too, where door-to-door garbage will be done.

In a phased manner in all the remaining 19 wards of the municipal corporation, private firm KRL has been given the project which will be taking user charge of Rs 30 per month from the local residents.

User charge has been tipped at Rs 30 per household while for commercial establishments like hotels, lodges, dharamshalas and industries, the user charge will be Rs 250 per month.

Mayor Manoj Garg said this pilot project had already changed the face of the colonies where the project had been launched in the city, particularly the heaps of garbage and filth that were usual scenes in these colonies.

He urged local people to utilise the door-to-door collection facility in helping making the Ganga city clean and green.

Mukhya Nagar Adhikari Vipra Trivedi said the company employees would be collecting garbage from houses from 8am -1pm and will then offload the collected garbage into big trucks which would be ferried to trenching grounds.

Shraddha Sharma, resident of Vivek Vihar colony, expressed happiness over the door-to-door collection scheme being implemented by civic body, adding that otherwise it was quite a headache to dump the garbage in the colony.

Chief Minister Harish Rawat today categorically said the tenure of District Magistrates would be judged on the basis of their performance. Rawat stated this while addressing the people belonging to deprived sections of society during a programme concerning the distribution of pensions in Dehradun. He said DMs had also been asked to run a campaign to ensure pension benefits for slum dwellers. The CM said District Magistrates should work tirelessly for implementation of welfare schemes. Rawat said it would be his priority to provide best of the medical facilities to slum dwellers. "It will be my responsibility to ensure that everyone gets medical treatment," the CM said.

He said he wanted to increase taxes on alcohol, cigarette and chewing gum to set up a contingency fund to help the poor in getting medical treatment. — TNS

The process of the departmental recruitment to the post of sub-inspector (Rankers) has begun with the Police Department announcing that the eligible serving candidates in all the 13 districts can submit the application forms before February 28.

The serving constables and head constables, who have completed 3 years of service and have not completed 45 years of age, are eligible to sit for the examination, which is expected to take place in the month of March.

According to the examination process, the eligible candidates will have to appear in a written examination, which will be of 300 marks, and the successful candidates in the written examination will then have to undergo a physical test after which the final list of successful candidates will be prepared. — TNS

Demanding the setting up of Sainik guest houses for the ex-servicemen in the state capital, especially those seeking treatment from the Military Hospital and empanelled civil hospitals, Brig (retd) KG Behl, president of the Dehradun Ex-Services League, said it would help the outstation patients to a great extent.

Brig Behl said a number of ex-servicemen along with their attendants come to Dehradun either to get medical treatment at the Military Hospital or ECHS empanelled hospitals and other purposes, but often have no place to stay.

“Though a Sainik guest houses has been constructed, but there are no arrangements for food or transport. It is found that the old barracks of the recently shifted MH are lying vacant and can be used for a guest houses. It is inside the hospital campus and there is a wet canteen next to it which can supply food at a reasonable cost to the patients and their attendants. This place is well connected with the transport and other facilities,” he said.

He added: “Such guest houses are required at a number of other places where necessary required boarding, lodging and transport facilities may be available for ex-servicemen who come from outside, especially remote areas. The authorities must look into it and provide necessary assistance that is needed at the earliest,” said the retired Brigadier.

The delegates presented a gift from Peru to The CM. Speaking to the delegates, the CM said the state government would make every effort to attract tourists, especially those from Peru.

Earlier, the delegates had held a meeting with Tourism Secretary Umakant Panwar. Addressing the gathering during a function here, Mayor Luis said the cultural and the heritage of both the countries were almost the same. "Once we return Peru, we would make arrangements for special visits of people to Uttarakhand so that the people of our country could see the vast and diverse culture of the state and the country," he said.

Extending an invitation to officials of Uttarakhand Government to attend the Peru Festival June, The Mayor said the trip would help the officials in gathering information on the international tourism. Tourism Secretary Umakant Panwar informed the delegates that the state was known for prominent pilgrim places.

Governor for transparent selection of VCs

Uttarakhand Governor Dr Aziz Qureshi stressed on the transparent selection of vice-chancellors for ensuring quality education in the country. He stated this during the Governors’ Conference at Rashtrapati Bhavan in New Delhi recently.

He said due to the lack of transparency in the selection process, the VC for GB Pant University of Agriculture and Technology, Pantnagar, could not be selected till now.

His views were supported by all governors of the country, including Rajasthan Governor Margaret Alva.

Dr Qureshi said any interference in the working of the institutions of higher education was harmful to the progress of the country.

He said the search committee for the selection of GB Pant University VC should have a judge appointed by the Chief Justice of India, a representative nominated by the chancellor and representatives of institutions like the ICAR as its members.

Lauding the green bonus given to Uttarakhand, the Governor said a strict action should be taken against those involved in the degradation of the environment.

He said there should be a CBI inquiry to expose the people involved illegal mining, deforestation and illegal construction in the state. Strict action should be taken against the culprits, he said.

AAP begins selection of candidates for LS polls

The Aam Adami Party has started the selection process of candidates from all five seats, for the upcoming Lok Sabha election.

"At present the party is contesting from all five Lok sabha seats in the state," said Dr Shamsher Singh Bisht, member of the state election committee of the party.

Dr Bisht, a prominent social activist in the state from the last 40 years, who recently joined the AAP along with other co-activists has been nominated as the state member of the election committee of the party.

He said: "We feel it is essential to fight a political battle to save the country from the exploitative forces, which are looting the natural resources for anti-social purposes."

He added: "Our fight to introduce recommendations of the 73 and 74 constitutional amendments, in the state to empower social ownership of resources, will also gain impetus out of it."

Strike disrupts postal services in rural areas of state

The postal services in rural areas were severely affected due to indefinite strike call given by the Akhil Bhartiya Gramin Dak Sewak Sangh. A protest was staged at the General Post Office, here today.

The protesters said they would not call off the strike until their demands were fulfilled. Munna Ram Joshi, Sangh president said they had discussed their problems, including the regularisation of postal employees, with the government but nothing had been done so far.

“Until the government accepts the inclusion of rural postal employees in the Seventh Central Pay Commission, regularisation and the direct recruitment of Postmen, we will not call off the strike,” he added.

Subhash Panwar, Vijendra Singh, Sadhuram, Heera Valam, Rajpal Singh Tomar and Anil Kumar, among others participated in the protest.

Himalayan museum proposed at Haldwani

Uttarakhand Open University (UOU) has planned to establish a Himalayan museum at Haldwani for which it has send a detailed project report to the department of higher education of the state and other concerned institutions.

The proposed museum would have a nature of museum-cum biodiversity park-cum open exhibition of the state antiquity, said Subash Dhulia,Vice Chancellor,UOU.

Dhulia said, the plan to have a Himalayan museum had been erected to conserve depleting Himalayan knowledge and heredity as ancient artifacts,cultural and social traditions are depleting from the society as people have adopted modern life style. If the park could be established, it would have three types of galleries including ethnographic, photographic and natural galleries to represent the antiquities of the state.

He said a detailed report had been sent to the higher education department for its perusal. The projected cost of the museum is Rs 6 crore.

BML Munjal varsity to start courses in July

BML Munjal University, backed by the Hero Group is all set to begin its first session from this year.

The proposed university under The Haryana State Private University has a tie up with Imperial College, London, for its management school.

Situated at village Sidhrawali, on the outskirts of Gurgaon, the university would commence its courses in management, engineering and commerce from July 2014 onwards.— TNS

Regularisation of services sought

Members of the Prantiya Raksha Dal (PRD) demanded regularisation of their services today. The state general secretary of the PRD, Sunil Chauhan, said," The PRD workers have been serving against all odds for long but the state government remained apathetic towards our demands."

He further added that during the tenure of the previous Chief Minister a proposal was passed by the Cabinet regarding the regularisation of contractual employees and daily wage workers in the state and they were also hoping that the government would also pay heed to their long-pending demand.

Over 3 lakh to cast votes in Pithoragarh

A total of 3,13,210 people will cast their votes in the upcoming panchayat elections in the district. There are 1,59,481 women voters in the district while the number of male voters is 1,53,729, said District Election Officer Dr Neeraj khairwal here today.

The voters in the district will elect 4,224 wards members, 694 gram pradhans, 294 block development committee members and 33 zila panchayat members. "The elections will be held in three phases. In the first phase on March 11, the elections in Gangolihat and Berinag blocks will be held followed by the second phase of elections in Munsiyari Dharchula and Didihat on March 14. The elections in Monakot and Kanalichina will be held on March 21." said the DEO. The election officer said they had established a control room for the upcoming elections and the nomination process for the polls would begin on February 22.

Guru Nanak Academy entered the semifinal of the Sub-Junior Inter-School Cricket Tournament after defeating Constancia School here today.

Batting first after winning the toss, Constancia School scored 90 runs with Rohit making 29 runs. Rajpal and Ayush took 2 wickets each against Constancia School.

In reply, Guru Nanak Academy easily achieved the target at the loss of 7 wickets and won the match by 3 wickets. Amit scored 25 runs for the Guru Nanak Academy team.

In the second match, St Thomas College also entered the semifinal after registering a massive 9-wicket victory over Hilton School here today. After being put into bat first, Hilton School scored 116 runs with Arnav Goyal and Vidit Bhatt scoring 37 and 23 runs, respectively.

In reply, St Thomas College had a good start with both openers clicking and scoring runs. Shubham scored 57 runs while Eklavya scored 22 runs and the team won the match at the loss of just 1 wicket.

St Joseph's Academy win by 60 runs

St Joseph Academy defeated The Cambridge School by 60 runs during the ongoing Sub-Junior Inter-School Cricket Tournament at St Jude's School yesterday. After choosing to bat first, St Joseph Academy made 119 runs with Himang contributing the highest 30 runs. For the Cambridge team, Karan took 4 wickets. In response, The Cambridge School got off to a dismal start with the opening batsmen getting out quickly. Only Karan managed to score 10 runs and the whole team was bowled out for 60. For St Joseph Academy, Pant took 3 wickets.

In the second match of the day, Guru Nanak Academy defeated Carman School by 4 wickets. After losing the toss and batting first, Carman School had a dismal batting performance and managed to score 41 runs. Sohan scored 8 runs, which was the highest. In reply, Guru Nanak Academy easily chased the score at the loss of 6 wickets with Shan contributing 11 runs.

In a close encounter between RIS Rajasthan and the Indian Air Force in the ongoing sixth All India Uttarakhand Girish Bhadri Memorial Cricket Tournament played here today, the latter won the match by one wicket.

After losing the toss and being put into bat , RIS Rajasthan scored 149 runs with Sachin Malav scoring the highest 59 runs. For Indian Air Force, DS Attri pocketed five wickets. Rana and Sunil Chatterjee fetched two wickets each.

In reply, the openers of Indian Air Force gave their team a good start. In the middle overs, innings of Mumtaz Qadir and Sunil Chatterjee proved helpful and the team won the match by one wicket.

LDA Lucknow log win

In the second match, LDA Lucknow defeated Bhiwani Bulls by 25 runs. After being put into bat, LDA Lucknow scored 236 runs with Mohammad Saif playing a blistering innings of 97 runs in 91 balls. Himanshu scored 53 runs. Chasing the target Bhiwani Bulls scored 211 runs. Pawan Sharma scored the highest 67 runs. For LDA Lucknow, Mohammad Saif and Zeeshan Ansari took 3 wickets each.

U'khand Police lose

RIS Cricket Club, Rajasthan, defeated Uttarakhand Police by 7 wickets in a match during the 6th All-India Shaheed Girish Badri Cricket Tournament here on Tuesday.

Batting first, Uttarakhand Police scored 267 runs in the allotted overs, losing six wickets in the process. Ashish scored 111 runs for Uttarakhand Police.

Batting next, RIS Cricket Club easily achieved the target, losing just three wickets in the process, thereby ensuring seven-wicket win for itself.
