Mullanpur, December 30
Prime Minister Manmohan Singh laid the foundation stone of the Rs 450-crore Homi Bhabha Cancer Hospital and Research Centre at Mullanpur in Punjab today.

He said the state-of-art cancer treatment and research centre would be completed within the specified time frame of four years in collaboration with the Tata Memorial Centre (TMC), Mumbai, and the Atomic Energy Commission.

The project would have a 100-bedded hospital functional in the first phase. With 200 doctors and around 500 nurses, it would serve as a lighthouse in cancer treatment for the entire region, he added. The institute would cater to at least 10,000 new patients every year, besides following up on at least 40,000 old cases. It would have a provision of carrying out at least 2,050 operations annually. The 50-acre plot for the project has been provided free of cost by the state government.

The PM said the country witnessed at least 11 lakh new cases of cancer every year, while the deadly disease claimed at least nine lakh lives annually.

He avoided media interaction or any reference to the ongoing Modi-led BJP campaign for the forthcoming parliamentary elections, the AAP victory in Delhi and any other political wrangling in context of the forthcoming parliamentary elections.

He had told the authorities that he did not want very huge gathering for the function and ordered the removal of tents having a capacity to accommodate around 10,000 persons. A limited crowd of around 700 persons was present on the occasion. Members of the ruling party sitting in the front rows were seen trying to outdo each other in raising slogans. While the PM ignored the public mood, Punjab Chief Minister Parkash Singh Badal signalled them on more than two occasions to maintain silence.

Addressing the gathering, Badal said: “A special scheme aimed at providing free cancer treatment worth Rs 1.5 lakh per patient will start in the state from January 1. A patient will just need to go to any of the 16 empanelled hospitals and get himself enrolled for the cashless treatment.”

He also talked about the advanced cancer treatment centres being set up at Amritsar, Patiala and Faridkot at a cost of Rs 300 crore and the 100-bedded cancer hospital being set up at Bathinda under the auspices of Tata Memorial Centre (TMC), Mumbai.

Anandpur Sahib MP Ravneet Bittu said: “At least 33,000 persons died because of cancer in Punjab during the past five years. This meant the state witnessed at least 18 deaths daily.”

From the ruling party, cabinet ministers Bikram Singh Majithia, Adaish Partap Singh Kairon, Janmeja Singh Sekhon, Madan Mohan Mittal, Gulzar Singh Ranike and Sikander Singh Maluka were present on the occasion. From the Congress camp, MLAs Lal Singh Jagmohan Kang, Parminder Pinki, Balbir Sidh and Charanjit Channi were also present.
