Booked for rape, ASI shoots self
in Ambala Parov (Ambala), November 28 ASI Karan Singh was found dead in his room with a gunshot wound on the temple by head constable Shamsher Singh today morning. He left behind a four-page suicide note written in Hindi and blamed seven persons —including three police personnel — for creating circumstances that forced him to end his life. He alleged the accused had been using Balwinder Kaur, the complainant, against him and he was experiencing immense mental harassment. On the basis of the suicide note, the district police have registered a case under Sections 306 (abetment to suicide) and 120b (criminal conspiracy) of the IPC against inspector Suresh Kumar, his constable-wife Sangeeta, ASI Jagmal, two journalists Anil Gupta and Mukesh Luthra, history-sheeter Anil Rana and Balwinder Kaur. Balwinder Kaur and Anil Rana had been arrested and efforts were on to nab the others, Police Commissioner Rajbir Deswal said. In his suicide note, Karan Singh said Balwinder Kaur of Seewan Majra village had approached him in June 2010 and filed a complaint against one Raju of the same village for having sexually exploited her. He said before he could register an FIR, Balwinder Kaur and Raju reached a compromise before the village panchayat and she withdrew the complaint. After some days, Karan Singh found out that Balwinder Kaur had filed a complaint against him with his seniors alleging he had raped her when she had gone to complain against Raju. Following this, two inquiries were marked against Karan Singh, which were conducted separately by the Barara ACP and the Ambala Cantonment ACP. Both gave him a clean chit.
