Amritsar, November 16 Even those who filed details, did not follow the set pattern. This was revealed in the response obtained through an RTI application filed to six returning officers. These returning officers oversaw the poll process for candidates contesting from 65 wards. As per the Election Commission (EC) rules, the candidates have to file the return of the expenditure incurred by them on their poll campaign within 30 days after the announcement of the election result. In response to the RTI application, the DDPO-cum-Returning Officer said of the 56 candidates who contested from ward number 7 to ward number 18, as many as 32 did not file their returns. It was further admitted that no notice was issued to any of these 32 candidates. It concluded with the remark that the office did not recommend action against any of these candidates for not adhering to the rules of the state election commission. Replying to another RTI application, the Assistant Excise and Taxation Commissioner-2-cum-Returning Officer stated that the office did not issue any notice to the candidates who did not file the return. As many as 19 candidates reported their poll expenditure to the Assistant Excise and Taxation Commissioner-1-cum-Returning Officer, whereas the number of candidates from the jurisdiction was much more. The department did not issue any notice to the candidates who failed to subit the detail of their poll expenditure. The Punjab People’s Party’s (PPP) Youth Wing state senior vice-president Sandy Randhawa said a glance at the returns filed by the 19 candidates revealed that they were careless, as they noted these down on plain paper and their individual and party letter heads. No candidate took pains to give the details of their expenditure on the proforma issued by the State Election Commission. He said it also sounded amazing that the official concerned did not take note of the ad hocism. He claimed that he would challenge the election of those who had not followed the format while furnishing their expenditure details in the court. He said banks do not accept cash deposit if it was not accompanied by appropriately filled form. How these candidates ignored the set format released by state election commission?” |
Girl stabbed for saying no to ‘friendship’ with youth
Amritsar, November 16 The incident occurred in the Chheharta area on November 11, following which the Chheharta police registered a case of wrongful restraint and voluntarily causing hurt against the accused, identified as Rinku Sagar, a resident of Kale village. Balwinder Kaur, the victim's sister, stated to the police that on November 11 while they were returning home, the accused intercepted them and proposed her sister Inderjit Kaur for friendship, which she refused. Agitated at this, the accused stabbed her and ran away from
the spot. Salwinder Singh, in charge, India Gate police chowki, said the victim sustained four injuries, two on her head, one in her arm and one on thigh. He said as the injuries were not life-threatening in nature, the accused was charged under SectionS 324 (voluntarily causing hurt) and 341 (wrongful restraint) of the Indian Penal Code. He said the accused was nabbed by the GRP police and would be brought on production warrant soon. The police said Rinku Sagar was arrested from the waiting hall where he was found moving under suspicious circumstances. He said on search, the police found a sharp-edged weapon from his possession and subsequently he was arrested and sent to jail. As he was wanted in several criminal cases registered in the Chheharta police station, he might have been trying to escape from the city, he said. |
Three killed in road mishaps
Amritsar, November 16 Aman, a resident of Chamrang Road and brother-in-law of the deceased, said that he, along with his wife and Amandeep Kaur, was coming to Amritsar on the motorcycle when a speeding truck, numbering PB-02-AT-9511, hit them near AS farm on the Batala road. He said he lost the balance and fell
down. Amandeep sustained critical head injuries and died on the spot, while the accused fled from the spot. He was later identified as Lakhwinder Singh, a resident of Jasna village,
(Batala), Gurdaspur. A case under Sections 304-A, 338, 427 and 279 of the IPC has been registered against him. No arrest has been made so far. In another road mishap, a
one-and-a-half-year-ol child, identified as Jobanpreet Singh, died when a speeding car hit a motorcycle at Gharinda Chowk on the
Amritsar-Attari road here. Kawaljit Kaur, of village Kohala, said that she, along with her husband Talwinder Singh and son Jobanpreet Singh, was returning home on a motorcycle when the incident took place. She stated that the driver of the speeding car, bearing number DL-9-CF-8572, was later identified as Resham Singh of village
Bagrian, who fled from the place, leaving the vehicle behind. A case under Sections 304-A, 337, 338, 279, 427 of the IPC has been registered, while no arrest has been made so far. Meanwhile, an unidentified woman lost her life after she was hit by a vehicle late last evening. The police has registered a case against the vehicle in this connection. |

Amritsar, November 16 A large number of motorcycles and four-wheelers were seen standing at intersections and crosses waiting for an opportunity to cross the stream of devotees. Fed up with a long wait, many two-wheeler riders violated the one-way traffic rule at many roads in search for alternate roads. Some also met with accident in the process. Sheer ill-preparedness on part of the administration and the police led to a major traffic jam on roads leading to the Bhandari bridge. Absence of an alternate route plan resulted in traffic jams on the route of about four-km procession, which started at about 8am and occupied the road for the next many hours. It coincided with the office and school hours of residents. Many school buses with students inside were seen standing on the road. Apparently, the police did not have any diversion plan to facilitate traffic and no prior information was given to the public about the procession by either the administration or the police. In the wake of unmanned enter and exit points of the main elevated one-way road, which connects the Bhandari bridge from the Alpha One mall, commuters were stuck for a long time. Though school managements had intimated the Police Department about their programme, due to apparent lack of coordination the information could not be given to the police authorities in other areas. A massive nagar kirtan from the GT Road to the Golden Temple blocked the GT Road that paralysed the traffic on the route forcing office and school-goers to stuck in a jam. The ISKCON rath yatra paralysed the traffic in commercial areas of the city starting from the noon till the evening. It started from the popular retail market of the Lawrence road and after passing through the Madan Mohan Malviya road, Bhandari bridge, inside Hall gate, Town Hall, Katra Jai Mal Singh, Sikandari gate and Hathi gate it terminated at the Durgiana temple. Long traffic jams were witnessed on the route. Meanwhile, a portion of the main Batala road was made out of bound for commuters by setting up a pandal to hold a Jagran at night. Though the Jagran was to start at night, the pandal was installed in the morning resulting in traffic snarls. ACP Navjot Singh said he visited the Crystal chowk and directed his staff to permit commuters to pass through in small groups. He said no traffic diversion plan could have been chalked out without the availability of advance information, adding that even persons organising the jagran on the Batala road failed to inform the police. But, he had passed the directions to stop entry of heavy vehicles on the road from the bypass. |

2 brothers held for drug peddling
Amritsar, November 16 The accused were identified as Sikander and Suraj, both residents of Sandhu Colony Batala road. They have been booked under Section 21/61/85 of the NDPS Act. Vavinder Kumar, SHO, Sadar police station, said that the accused procured the consignment from a Meerut resident. He said further investigations were under progress to unearth the whole chain. Meanwhile, in a major seizure, the CIA staff of the Amritsar rural police has seized 100 gm of heroin worth Rs 50 lakh, from the possessioin of Sandeep Singh, a resident of Chabba. The police authorities said the accused was brought on police remand and further probe was underway to identify the person from whom they had procured the drugs. The rural police, in separate instances, had nabbed six persons with narcotic substances. Among those arrested included Jujhar Singh who was held with 200 gm of intoxicant powder, Gurpreet Singh of Fajjupur (7gm heroin), Harjit Singh of Bachiwind (70 gm narcotic powder), Jagjit Singh of Gehri Mandi (3 gm heroin), Jasbir Singh of Umarpur Batala and Kanwaljit Singh of Rangar Nangal with 200 and 100 tablets of intoxicant drugs. |
Khilchian looting incident: Two more arrested
Amritsar, November 16 Those arrested were identified as Baljit Singh and Laati, both residents of the Rattangarh area. Their third accomplice was caught hold by the shop owner Rajinder Kumar and his employees on the spot. Lovepreet Singh, one of the employees of Rajinder Kumar, was shot dead in the yesterday’s attempt, while his son Rahul had narrowly escaped in the incident. Jasdeep Singh, SP (D) Amritsar (rural), in a press conference held here today, said that two out of the three accused, who were covering their faces, had entered the shop and threatened Rajinder to hand over all cash he had. However, Loverpreet showed some courage and nabbed one of the culprits. However, his accomplice shot at him, which proved fatal for him. The accused also fired at Rahul and Rajinder, who luckily escaped. But Rahul injured his hand in the incident. Rajinder and his employees nabbed their third accomplice Satnam Singh, while the remaining two ran away. Jasdeep Singh said immediately police parties were dispatched in different directions, which managed to arrest the accused within six hours of the shoot-out. The police recovered two countrymade pistols and a sharp-edged weapon from their possession. A case under Sections 302, 307, 393 of the IPC and 25/27/54/59 of the Arms Act has been registered in this regard. He said further investigations were on. |
Dist sees highest dengue cases this year
Amritsar, November 16 District epidemiologist Charanjit Singh said: “The increase in the number of cases is because of two reasons. It is a medical fact that the dengue
epidemic has a cyclic behaviour. “Sometimes there are a lesser number of cases in a year and in the next, there are more,” he said. Dr Charanjit added that due to intermittent rains in the season, the number of cases had increased. “The intermittent rains do not let the rainwater to evaporate or seep into the ground,” he said. He said the district Health Department had did a remarkable job as far as the management of dengue cases at hospitals was concerned. "We had received just three reports about suspected dengue deaths. However, a probe by the dengue death committee of the district found that these deaths were not caused due to dengue and there were other causes for the same," he said. He said after the review of these deaths by the district dengue death
committee, the state committee would review the same. “Not even a single death has been reported in the district,” he said, adding that it was because the Health Department had been on its toes to get patients tested for dengue. “Even private hospitals were constantly informing the department about the cases which were reported to them,” he said. Dr Charanjit said it would be a rarity if a fresh dengue case was reported at this stage in such weather. 181 cases so far
The local Health Department has so far reported 181 dengue cases in the district. However, during the previous year, only 26 cases were reported. In 2011, 176 confirmed cases were reported.

Guru Nanak Dev’s birth anniversary celebrated
Amritsar, November 16 The SGPC organised a nagar kirtan, which after offering ardas at the Akal Takht went through the Brahm Buta market, Mahna Singh road, Satti bazaar, Katra Ahluwalia, Ghanta Ghar chowk, Mai Sewa bazaar, Kathiyan bazaar, Papada bazaar, Chatti Khuhi chowk, Chawal mandi, Dhab Wastiram, Lachmansar bazaar, Moni chowk, Karori chowk, Manna Singh Chowk and Baba Sahib and concluded at the beginning point. The nagar kirtan, organised by the KCGC, started from the Khalsa College campus and culminated at the Sri Akal Takht Sahib in the Golden Temple complex. The KCGC staff, including honorary secretary Rajinder Mohan Singh Chhina, led the devotees who passed through GT Road, Khalsa College for Women entry gate, Putlighar, Bhandari bridge, Hall bazar and finally reached the Harmandar Sahib. Chhina said as per the tradition set in 1912, they had been annually taking out nagar kirtans. He thanked people and representatives of organisations who accorded a warm welcome to the procession on the way to the Harmandar Sahib. Gatka and other martial art forms performed by youngsters during the procession was the major attraction. |
'Students, teachers should learn from each other'
Amritsar, November 16 "When we standardise education, the creativity of a child that is the very core of their talent, gets limited. Most of us have grown up with certain set patterns of education system, where keeping quiet during a class was encouraged, mugging up text books was considered knowledge and student’s marks judged their intelligence. But the primary focus should be on learning which only happens when students and teachers collaborate, learn from each other,” she said. Educational practitioner for over three decades, Kaye has been recruiting, accrediting and teaching in various reputed educational institutes world over. She has currently taken over as an associate director at the Heritage Schools in Gurgaon. “The education gene pool, I must say, works on the principles of collaborative community, conceptional thinking and creative learning. Designing the schools of the 21st Century needs an open perspective from parents, students and teachers,” she said. She also emphasised on civic literacy and function based on systematic thinking for schools and education centres. “I am not saying that we undermine any educational system, but maintaining and contributing into building a stable civic society too should be the aim of schools,” she said. Loosening the dread around schools where students need to experience only a rigid, disciplined and standardised environment, she suggested that schools could become learning centres where learning be made fun. “I also feel that the concept of libraries has been severely under developed. Libraries are an important area in the education system and could be turned into educational playgrounds, community space where books and fun could be matched,” she added. |
Exhibition opens at art gallery
Amritsar, November 16 “Such exhibitions are important occasions for celebration of art in the city. We have put the exhibition to highlight the lesser known or upcoming artists in city,” shared Aruna Sharma, one of the artists participating in the exhibition. The works displayed varied from landscapes to portraits and abstracts. The artists too will be present at the gallery to interact with visitors and critics. The exhibition is open till November 19, 2013. |
Delhi woman takes back rape allegation against cop
Amritsar, November 16 This has pushed the city police in a tight spot, as it had lodged the FIR under Section 376 of the IPC against the alleged accused, who was suspended from duty immediately after the registration of the case. Vijay Kumar, investigating officer, said they had applied for the statement, which the victim had given before the court. “We will see what statement she had given in the court and action would taken accordingly,” he said, adding that the case would be cancelled if the alleged accused had been absolved of the rape charges by the victim herself. He said the victim who, along with three children, had come to pay obeisance at the Golden Temple had returned to her native place. He said a case might be registered against her for misleading the police. It may be recalled the Jawahar Nagar resident had lodged a complaint with the Civil Lines police that she was raped by the head constable of the GRP when the latter had promised to help her in getting accommodation in a hotel. She alleged that the accused came in a civil dress in the hotel room and raped her thrice. |
