Multi-parking project in ‘cold storage’
Jammu, November 11 A senior official in the ERA claimed that though much publicity was given to the Gandhi Nagar project, there were no funds available for the purpose. Besides, Asian Development Bank (ADB) had also not shown any interest in the absence of planning and blue prints. Last month, the government had announced a multi-parking building on a park site in Gandhi Nagar, but it faced protests from residents who said the construction would destroy the park. “A senior official said if there were no funds available, what was the hype for?” said Capt Anil Gour, president of the Association for Self-Help and Awareness, an organisation that started a campaign against the project. “Unnecessary hype was being given to the project. The government does not have money and funds made available by the ADB are about to lapse. The administration is not serious enough to solve this burning problem being faced by the residents,” said a source. Low-key affair

Jammu, November 11 Demanding a high-level probe into the highhandedness of the corporate houses, the party sought due compensation, besides early re-engagement of terminated workers and immediate release of all those arrested. “Corporate houses are depriving workers and local people of their due share in employment, wages, land compensation and allied development activities in the area,” Harsh Dev Singh, chairperson, Jammu and Kashmir National Panthers
Party, said in a statement issued here today. He said people of Chenani, Batote and Ramban tehsils had contributed major part of their land holding for construction projects, tunnels and hydropower projects in the area, but were being neglected, deprived and exploited. He said the people had been, in several cases, unwillingly divested of their small land holdings by big industrial and
commercial houses in the corporate sector without compensating them in a fair and equitable
manner. “The poor, innocent villagers of the said areas had not only been deprived of their due and legitimate compensation, but they had also been declined their due share in employment avenues generated on their lands. Several labourers had
been rendered unemployed on flimsy grounds causing great unrest in the area,” he said. Advocating the claims of the local youth for absorption in multi-crore and billion dollar projects launched in the area by outside corporate houses, he called upon the state government to immediately intervene so as to ensure justice to the aggrieved people. Ministry says no to opening of new primary schools
Jammu, November 11 Sources said the state had proposed 309 primary schools and upgrade of 138 to upper primary schools. The sources further said out of proposed 138 upper primary schools, the PAB approved the upgrade of 27 primary schools to upper primary schools. But no new teacher posts were approved for these schools as the state had agreed on redeploying the existing teacher posts to new schools. “Out of 60,037 cumulative works sanctioned under the SSA, 25,919 (43 per cent) only works have been completed, while 9,993 (17 per cent) works are in progress and 24,125 (40 per cent) are yet to be taken up. Out of the total allocation of Rs 1,70,275.86 lakh, an expenditure of Rs 1,37,661.254 lakh has been incurred. The percentage of expenditure is 81 per cent. The state has a cumulative spillover of Rs 32,614.604 lakh,” a statement from the HRD Ministry said. The sources further said in 2012-13, the state had a target of bringing 75,152 dropouts to schools again, including migrant children, but it could cover only 35,033 children. As a result, the PAB had categorically asked the authorities concerned to ensure that children of the migrating communities like the Gujjars and Bakarwals were admitted in school or seasonal hostels. An outlay of Rs 1,647 lakh for special training for school dropouts was approved on the condition that all children were enroled in schools and the school headmaster would inspect and supervise the centres at regular intervals, sources stated. They claimed that the state representatives had raised the issue that textbooks were distributed in 2012-13, but due to paucity of funds, payments for the same were not made. The sources said the issue of the medium of instruction was also discussed at the medium. Youth not ‘ready’ to embark on sports career
Jammu, November 11 The state representatives have been told to take effective measures at the Conference of Ministers of States or Union Territories recently held under the chairmanship of Union Minister of State for Youth Affairs and Sports Jitendra Singh. Sources said it was informed at the meeting that a majority of youth dropout because of a high risk, uncertainty and low rewards in sports and
it was decided to introduce a system to identify sports skills. “The state authorities were asked to focus on strengthening the ongoing centrally-sponsored schemes such as Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA),” said the sources. The authorities were agreed to encourage grass-roots competitions, especially in rural areas, at regular intervals to tap the hidden talent among the youth of the area. At the conference, the state authorities were instructed to speed up the process of covering panchayats under the PYKKA scheme so that targets could be achieved well in time. The Department of Youth Services and Sports (DYSS) has been entrusted the task to cover 4,000 panchayats under the PYKKA scheme before its expiry in 2017. The sources claimed that the state representatives had informed the meeting that instructions had already been issued to the officers concerned of different districts and educational institutions to
chalk out a comprehensive strategy for achieving the same. The conference also emphasised upon the need to improve the skills of sportspersons of the hilly states through better coaching, more dependence on sports medicine, better support services and enhanced participation in competitions of higher standard. The Union Sports Minister suggested that the efforts to address the shortcomings would have to be sustained over a long time span. No check on traffic rule violations in rural areas
Jammu, November 11 The traffic police might be showing extra vigil towards the traffic violators, but the rural belts are being ignored by the department. There is neither any check on the overloading in Matadors, buses and autos, nor on bikers without helmet or cars without seatbelt. “We hardly find any traffic policemen here in our village. There is no check on the violation of traffic rules, especially overloading in Matadors and buses. They are always overloaded,” said Ajay Sharma from Jindrah village. Some villagers said the local police occasionally kept a vigil on the check posts, but leave the violators on accepting bribe. Sumit Sharma, a resident of Ramnagar, said, “Whenever some accident takes place in rural areas, the main reason behind it is overloading. Prof Neelu gets Fulbright-Nehru award- 2013
Jammu, November 11 An official spokesperson said, “Prof Rohmetra has been selected as the Fulbright Grantee for 2013 on the basis of a national competition for which the applications were called in November, 2012. A total of 10 professors and administrators were selected from the premier institutes of the country, including Delhi University, Central Universities, IITs, IIMs etc. Prof Rohmetra is the only professor in the management discipline to have won this fellowship for 2013. The second-week Fulbright Nehru Administrator’s seminar from October-November, 2013 focused at creating awareness about the issues related to higher education, including internationalisation of higher education, study abroad exchange progammes, research collaborations, community service, extension, organisational setups, issues in inclusion and the diversity, admission and career services for the students etc. |

Panel for minimising power theft cases
Jammu, November 11 It also asked them to register all illegal and un-registered connections and improve the billing system. The committee, which met under the chairmanship of MLA Mohammad Sharief Niaz here at the Legislature Complex Assembly Hall, discussed and examined the functioning of the Jammu and Kashmir State Power Development Corporation (JKSPDC) and the PDD. Discussions were held on various ongoing construction works of minor and mega power projects in the state. MLAS Ghulam Nabi Monga, Shafi Ahmed Wani and Indu Pawar attended the meeting and gave suggestions for improvement of the JKSPDC. The committee stressed for the recovery of pending power tariff bills from the government departments. It also stressed launching of a campaign against power misuse.

Army organises Road Safety Mela
Rajouri, November 11 The event began with a medical check-up camp organised for drivers of commercial vehicles. Learner licences were distributed to 22 youths who had attended a driving course conducted by the Rashtriya Rifles Battalion at Basoni. A painting competition, with road safety as a theme, was also organised for schoolchildren. The Jammu-based Shivani Cultural Group also presented two skits on road safety. Rajouri ARTO Shammi Sharma said it is important that we educate our children to adopt road safety measures as a habit. He said with an increase in numbers of vehicles, it has been becoming risky to travel on roads, thus, more events focusing on road safety need to be organised in the future. |

Stolen goods worth Rs 16 lakh recovered, two held
Poonch, November 11 Poonch SSP Shamsheer Hussain said the accused had burgled the houses of Shamas Din, Mohd Ashraf, Hafiz, Mohd Altaf and Mohd Akbar, all residents of Lari village, in the Saujian sector on August 24. They decamped with cash, gold/silver ornaments and other goods worth Rs 15 to 16 lakh from these houses. During investigations, stolen goods kept in the house of Irfan Khan, one of the accused, were recovered. The police nabbed one of the accused from his village with some of the stolen items while the second accused was arrested from Srinagar. The arrested youths have been identified as Irfan Khan and Shehjan Ahmed, residents of Shahpur Gountrian village in Poonch district. |
