The Project Approval Board (PAB) of Ministry of Human Resource Development (HRD) has not given its approval to open new primary schools, claiming that the state has not completed the school mapping exercise. This was revealed at the recently concluded 198th meeting of the PAB for considering the Annual Work Plan and Budget 2013-14 for the Sarv Shiksha Abhiyan (SSA) and Kasturba Gandhi Bal Vidyalaya (KGBV).

400 students participate in rally at Reasi

The district administration has organised a rally, as a part of the Special Voters Awareness drive launched under the Systematic Voter Education and Electoral Participation (SVEEP), in Reasi today. As many as 400 students participated in the rally, which was flagged off by Reasi District Development Commissioner (DDC) Shahid Iqbal Choudhary from Government Boys Higher Secondary School, Reasi.

Prof Neelu gets Fulbright-Nehru award- 2013

In the girls’ section, APS defeated Trikuta Club by 3-0 sets (25-15, 25-22 and 25-23) to bag top honours. In the boys’ category, HSS overcame the challenge of Pallanwala Club by 3-2 sets. A date with devotional music concert

The J&K Academy of Art, Culture and languages (JKAACL) today organised a devotional music concert at the KL Saigal Hall. Additional secretary of the academy Savita Bakshi said, “Devotional music is an important form of music as it brings the human near to God and purifies the emotion of a man.” She gave the details of various programmes to be undertaken by the divisional office in the near future, including annual drama festival, on the spot music and painting competitions for children. DCC register four-wicket victory
Jammu, November 11
The Danshibad Cricket Club (DCC), Rajouri, defeated the Seven Start Cricket Club (SSCC), Sunderbani, by four wickets in the ongoing Pepsi Cup 2013 being played at Helipad Ground. Electing to bat first, the SSCC set a target of 101 runs losing five wickets in the allotted 20 overs. Surjeet was the main scorer with 29 runs while Sanjeev and Pankaj contributed 25 and 21 runs, respectively, to the total. Mukhtyar grabbed three wickets while Zahid took two for the DCC. Driving course for youths held
Katra, November 11
The Rashtriya Rifles Battalion, located at Sarh, under the aegis of the Counter Insurgency Force (Uniform), started a 20-day driving course for the unemployed youth hailing from Mahore sub-division at Talwara, Reasi, today. As many as 10 youths attended the course. The aim of the course is to channelise resourceful energy of the youth in a constructive manner and make them qualified to be self-reliant. The training would be imparted at Talwara, so that the youth first gets acquainted with the nuances of driving in the plains prior to progressing to hill driving. — OC

The government has put the proposal to construct a multi-parking building at Gandhi Nagar in ‘cold storage’ as the Economic Reconstruction Agency (ERA) has got no response from the Urban Development Department (UDD) on funding its construction. Local people had already been opposing its construction as it was to come up at a public park. Sources said the administration was not showing eagerness to go ahead with any of the planned parking projects in the city.

A senior official in the ERA claimed that though much publicity was given to the Gandhi Nagar project, there were no funds available for the purpose. Besides, Asian Development Bank (ADB) had also not shown any interest in the absence of planning and blue prints.

Last month, the government had announced a multi-parking building on a park site in Gandhi Nagar, but it faced protests from residents who said the construction would destroy the park.

“A senior official said if there were no funds available, what was the hype for?” said Capt Anil Gour, president of the Association for Self-Help and Awareness, an organisation that started a campaign against the project.

“Unnecessary hype was being given to the project. The government does not have money and funds made available by the ADB are about to lapse. The administration is not serious enough to solve this burning problem being faced by the residents,” said a source.

JKNPP backs workers' protest against ‘corporate oppression’

The Jammu and Kashmir National Panthers Party (JKNPP) today extended its support to the agitation launched by the protesting workers and local people of Chenani, Nashri, Batote and Ramban against the alleged “repressive and oppressive policies” of corporate houses. Party workers alleged that these houses were exploiting the innocent workers in connivance with the local administration.

Demanding a high-level probe into the highhandedness of the corporate houses, the party sought due compensation, besides early re-engagement of terminated workers and immediate release of all those arrested.

“Corporate houses are depriving workers and local people of their due share in employment, wages, land compensation and allied development activities in the area,” Harsh Dev Singh, chairperson, Jammu and Kashmir National Panthers Party, said in a statement issued here today.

He said people of Chenani, Batote and Ramban tehsils had contributed major part of their land holding for construction projects, tunnels and hydropower projects in the area, but were being neglected, deprived and exploited.

He said the people had been, in several cases, unwillingly divested of their small land holdings by big industrial and commercial houses in the corporate sector without compensating them in a fair and equitable manner.

“The poor, innocent villagers of the said areas had not only been deprived of their due and legitimate compensation, but they had also been declined their due share in employment avenues generated on their lands. Several labourers had been rendered unemployed on flimsy grounds causing great unrest in the area,” he said.

Advocating the claims of the local youth for absorption in multi-crore and billion dollar projects launched in the area by outside corporate houses, he called upon the state government to immediately intervene so as to ensure justice to the aggrieved people.

He also threatened that the JKNPP would no longer allow exploitation of the poor people of the areas by the outside business magnates who were minting money from the poor.

Ministry says no to opening of new primary schools

The Project Approval Board (PAB) of Ministry of Human Resource Development (HRD) has not given its approval to open new primary schools, claiming that the state has not completed the school mapping exercise. This was revealed at the recently concluded 198th meeting of the PAB for considering the Annual Work Plan and Budget 2013-14 for the Sarv Shiksha Abhiyan (SSA) and Kasturba Gandhi Bal Vidyalaya (KGBV).

Sources said the state had proposed 309 primary schools and upgrade of 138 to upper primary schools. The sources further said out of proposed 138 upper primary schools, the PAB approved the upgrade of 27 primary schools to upper primary schools. But no new teacher posts were approved for these schools as the state had agreed on redeploying the existing teacher posts to new schools.

“Out of 60,037 cumulative works sanctioned under the SSA, 25,919 (43 per cent) only works have been completed, while 9,993 (17 per cent) works are in progress and 24,125 (40 per cent) are yet to be taken up.

Out of the total allocation of Rs 1,70,275.86 lakh, an expenditure of Rs 1,37,661.254 lakh has been incurred. The percentage of expenditure is 81 per cent. The state has a cumulative spillover of Rs 32,614.604 lakh,” a statement from the HRD Ministry said.

The sources further said in 2012-13, the state had a target of bringing 75,152 dropouts to schools again, including migrant children, but it could cover only 35,033 children. As a result, the PAB had categorically asked the authorities concerned to ensure that children of the migrating communities like the Gujjars and Bakarwals were admitted in school or seasonal hostels.

An outlay of Rs 1,647 lakh for special training for school dropouts was approved on the condition that all children were enroled in schools and the school headmaster would inspect and supervise the centres at regular intervals, sources stated.

They claimed that the state representatives had raised the issue that textbooks were distributed in 2012-13, but due to paucity of funds, payments for the same were not made.

The sources said the issue of the medium of instruction was also discussed at the medium. A committee under the chairmanship of the Chief Secretary discussed whether the medium of instructions should be English, Urdu, Hindi or Dogri, the sources added.

Expressing concern over the alleged reports that state youth are not interested in making a career in sports, the sports authorities are geared up to improve sporting infrastructure and scenario with an immediate effect.

The state representatives have been told to take effective measures at the Conference of Ministers of States or Union Territories recently held under the chairmanship of Union Minister of State for Youth Affairs and Sports Jitendra Singh.

Sources said it was informed at the meeting that a majority of youth dropout because of a high risk, uncertainty and low rewards in sports and it was decided to introduce a system to identify sports skills.

“The state authorities were asked to focus on strengthening the ongoing centrally-sponsored schemes such as Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA),” said the sources.

The authorities were agreed to encourage grass-roots competitions, especially in rural areas, at regular intervals to tap the hidden talent among the youth of the area.

At the conference, the state authorities were instructed to speed up the process of covering panchayats under the PYKKA scheme so that targets could be achieved well in time.

The Department of Youth Services and Sports (DYSS) has been entrusted the task to cover 4,000 panchayats under the PYKKA scheme before its expiry in 2017.

The sources claimed that the state representatives had informed the meeting that instructions had already been issued to the officers concerned of different districts and educational institutions to chalk out a comprehensive strategy for achieving the same.

The conference also emphasised upon the need to improve the skills of sportspersons of the hilly states through better coaching, more dependence on sports medicine, better support services and enhanced participation in competitions of higher standard.

The Union Sports Minister suggested that the efforts to address the shortcomings would have to be sustained over a long time span.

He said unless the effort was made into a system for the future, the desired results were unlikely to be achieved.

The traffic department of the state is ignoring the outskirts and rural belts of the winter capital. There is no check on traffic violation on the outskirts of Jammu city. Matadors and autos continue to overload passengers, causing accidents.

The traffic police might be showing extra vigil towards the traffic violators, but the rural belts are being ignored by the department. There is neither any check on the overloading in Matadors, buses and autos, nor on bikers without helmet or cars without seatbelt.

“We hardly find any traffic policemen here in our village. There is no check on the violation of traffic rules, especially overloading in Matadors and buses. They are always overloaded,” said Ajay Sharma from Jindrah village.

Some villagers said the local police occasionally kept a vigil on the check posts, but leave the violators on accepting bribe.

Sumit Sharma, a resident of Ramnagar, said, “Whenever some accident takes place in rural areas, the main reason behind it is overloading. However, the authorities have failed to take any strict action against the practise.”

Ravi kant Sharma, Superintendent of Police (Traffic), said, “Though I have taken the charge just a week ago, we are doing our best to check this kind violation.”

“It is true that traffic rule violations are more common in the rural belts than the cities, but we are making efforts to control these kinds of violations,” he added.

Serious violation

The district administration has organised a rally, as a part of the Special Voters Awareness drive launched under the Systematic Voter Education and Electoral Participation (SVEEP), in Reasi today. As many as 400 students participated in the rally, which was flagged off by Reasi District Development Commissioner (DDC) Shahid Iqbal Choudhary from Government Boys Higher Secondary School, Reasi.

Stressing upon greater participation stronger democracy, the DDC said, “The aim is to motivate voters so as to increase voter turnout and one of the best way of doing it is to educate the students about the importance of registration and voting.”

Tehsildar Headquarters Reasi Manmeet Motan, Reasi Chief Education Officer Ashok Kumar (Nodal officer of SVEEP), SVEEP in charge Surjeet Singh, zonal education and planning officer Kaka Ram, Principal and staff of Government Boys Higher Secondary School, Reasi, were also present at the event.

The rally passed through bus stand and main market of Reasi. The students were holding banners and placards to encourage people to register for the electoral list.

Prof Neelu gets Fulbright-Nehru award- 2013

Prof Neelu Rohmetra, Rector Kathua Campus and founder director of the International Centre for Cross-Cultural Research and Human Resource Management, University of Jammu, has become the first professor and academic administrator from the state to have received the USIEF Fulbright-Nehru Administrator’s Seminar Award.

An official spokesperson said, “Prof Rohmetra has been selected as the Fulbright Grantee for 2013 on the basis of a national competition for which the applications were called in November, 2012.

A total of 10 professors and administrators were selected from the premier institutes of the country, including Delhi University, Central Universities, IITs, IIMs etc.

Prof Rohmetra is the only professor in the management discipline to have won this fellowship for 2013.

The second-week Fulbright Nehru Administrator’s seminar from October-November, 2013 focused at creating awareness about the issues related to higher education, including internationalisation of higher education, study abroad exchange progammes, research collaborations, community service, extension, organisational setups, issues in inclusion and the diversity, admission and career services for the students etc.

Panel for minimising power theft cases

The Committee on Public Undertakings (PUC) of the Jammu and Kashmir Legislative Assembly today directed authorities of the Power Development Department (PDD) to gear up their field functionaries to minimise power thefts.

It also asked them to register all illegal and un-registered connections and improve the billing system.

The committee, which met under the chairmanship of MLA Mohammad Sharief Niaz here at the Legislature Complex Assembly Hall, discussed and examined the functioning of the Jammu and Kashmir State Power Development Corporation (JKSPDC) and the PDD.

Discussions were held on various ongoing construction works of minor and mega power projects in the state.

MLAS Ghulam Nabi Monga, Shafi Ahmed Wani and Indu Pawar attended the meeting and gave suggestions for improvement of the JKSPDC. The committee stressed for the recovery of pending power tariff bills from the government departments. It also stressed launching of a campaign against power misuse. — TNS

The Rashtriya Rifles Battalion, under the aegis of the Counter Insurgency Force (Romeo), organised a Road Safety Mela in Rajouri, today. The event was attended by Rajouri and Poonch Range DIG (police) Danish Rana, Rajouri SP Mubassir Latifi, and other representatives of the police and civil administration. The mela aimed at increasing awareness among the public about the necessity of ensuring safe driving practices.

The event began with a medical check-up camp organised for drivers of commercial vehicles. Learner licences were distributed to 22 youths who had attended a driving course conducted by the Rashtriya Rifles Battalion at Basoni.

A painting competition, with road safety as a theme, was also organised for schoolchildren. The Jammu-based Shivani Cultural Group also presented two skits on road safety.

Rajouri ARTO Shammi Sharma said it is important that we educate our children to adopt road safety measures as a habit. He said with an increase in numbers of vehicles, it has been becoming risky to travel on roads, thus, more events focusing on road safety need to be organised in the future.

The Sahitya Akademi, New Delhi, organised two Dogri programmes — Naari Chetana and Kavi-Sandhi in the city today. During the Naari Chetana held at Government College for Women, Parade, five poetesses recited their poems to a gathering, mainly consisting of students of the college.

Prof Veena Gupta also presented a paper on “Women Writing in Dogri”.

Those who recited their poems, include Santosh Khajuria, Prof Shashi Pathania, Vijaya Thakur, Usha Kiran and Shakuntla Beerpuri.

Prof Hemla Aggarwal, college principal, appreciated the efforts of the akademi to reach out to young women students.

She said this would go a long way in popularising Dogri literature among youngsters.

Prof Lalit Mangotra, convener of the Dogri Advisory Board in the Sahitya Akademi, highlighted the importance and justification of holding the special programme for women.

He said even in today’s advance age, there is a dire need to organise such programmes, which should make the public aware of the problems and aspirations of women on one hand and awaken a sense of self respect and self esteem among the women.

In the second programme, Kavi-Sandhi, held at the KL Sehgal Hall, poet Gianeshwar read his poetry and shared his ideas with the audience.

Stolen goods worth Rs 16 lakh recovered, two held

Poonch, November 11
The Poonch police has arrested two youths, including a juvenile, and recovered stolen gold and silver ornaments, mobile phones and one motorcycle worth Rs 16 lakhs from their possession.

Poonch SSP Shamsheer Hussain said the accused had burgled the houses of Shamas Din, Mohd Ashraf, Hafiz, Mohd Altaf and Mohd Akbar, all residents of Lari village, in the Saujian sector on August 24. They decamped with cash,

gold/silver ornaments and other goods worth Rs 15 to 16 lakh from these houses.

During investigations, stolen goods kept in the house of Irfan Khan, one of the accused, were recovered.

The police nabbed one of the accused from his village with some of the stolen items while the second accused was arrested from Srinagar.

Members of the Shia Muslim community of Jammu took out a procession to remember the martyrdom of Shahzada Qasim, grandson of Prophet Muhammad, here today. The procession was taken out in the Newplot area of Jammu city in which hundreds of Shias participated.

The procession, taken out on 6 Muharram, was marked by mourning, Noha recitation and black banners.

Different Shia organisations, including Anjuman-e-Imamia, All Ladakh Muslim Students’ Association, Anjuma-e-Haidery New Plot, Anjuman-e-Hussaini, Bathindi and Shia Federation, participated in the procession.

The main procession will be taken out on 10 Muharram to observe the martyrdom of Imam Hussain, grandson of the Prophet.
