Govt notifies property tax rates
Chandigarh, October 16 While residential and commercial plots up to 100 square feet (500 square yards for industrial/institutional properties) have been exempted from the tax, a tax of Rs 0.50 per square yard has been levied on property owners in A-1 cities (Gurgaon, Faridabad) and Rs 0.375 per square yard on vacant residential property owners in other municipal corporations in the state for plots measuring 101 to 500 square yards. The tax rate for residential plots measuring 501 square yards and above would be Re 1 and 0.75 per square yard for A-1 and A-2 cities, respectively. For commercial plots, the rate would be Rs 5 and Rs 3.75 per square yard for A-1 and A-2 cities, respectively. An amount of Rs 2 and Rs 1.5 per square yard would be charged from the owners of industrial/institutional plots measuring 501 square yards in A-1 and A-2 cities, respectively. Official sources said for Class B cities (municipal councils) an amount of Rs 0.25 per square yard would be charged while Rs 0.20 per square yard would be charged in Class C cities (municipal committees) for plots from 101 square yards to 500 square yards. The property tax would be Rs 0.50 and Rs 0.40 per square yard for Class B and Class C cities, respectively, for plots measuring 501 yards and above. For commercial property, the tax at Rs 2.5 per square yard (Class B cities) and at Rs 2 per square yard (Class C cities) would be charged for plots above 501 square yards. The owners of the institutional/industrial plots would have to shell out Re 1 and Rs 0.80 per square yard from plots measuring beyond 501 square yards. Meanwhile, for the residential plots up to 300 square yards, an amount of Re 1 and Rs 0.75 per square yard would have to be paid in A-1 and A-2 cities, respectively. The rate for Class B and Class C cities would be Rs 0.50 and Rs 0.40 per square yard up to 300 square yards. For plots from 301 square yards to 500 square yards, the rate would Rs 4 (A-1 cities) and Rs 3 (A-2 cities). For 301 to 500 square yards, the rate would be Rs 2 (Class B cities) and Rs 1.6 per square yard (Class C cities). Similarly, for apartments up to 2,000 square feet, the property tax rates would be Re 1 per square feet (A-1 cities) and Rs 0.75 per square feet (A-2 cities). The rate would go up to Rs 1.2 per square feet (A-1 cities) and Rs 0.90 per square feet (A-2 cities) in case of flats from 2,001 to 5,000 feet. In case of flats up to 2,000 square feet, the rate would Rs 0.50 (Class B cities) and Rs 0.40 (Class C cities). For flats in the category of 2,001 to 5,000 feet, the rate would Rs 0.60 (Class B cities) and Rs 0.48 per square feet (Class C cities). As far as commercial property was concerned, a rate of Rs 24 per square yard (A-1 cities) and Rs 18 (A-2 cities) would be charged for shops up to 50 yards. For shops from 51 to 100 square feet, the rate would go up to Rs 36 (A-1 cities) to Rs 27 (Class-2 cities). In Class B cities, the rate would be Rs 12 while it would be Rs 9.60 per square yard in Class C cities for up to 50 square yards. In case of property from 51 to 100 square yards, the rate would Rs 18 (Class B cities) and Rs 14.40 per square yard (Class C cities). |
Detainee’s death: Three cops held
Ambala, October 16 Ram Kumar died after he was allegedly pushed before a moving train in order to make him confess a theft that took place in the city. The second youth Vikram, who was also chained by the policemen investigating the theft case, managed to escape and reached home late last night to reveal the horror he and his friend went through before Ram Kumar lost his life tragically. Narrating the horror that he went through, Vikram said he was coming back home along with Ram Kumar around 11.30 pm on Monday when they were was taken away forcibly by two policemen, who appeared to be under the influence of liquor. At police post No.2, they were tied with chain and iron cuffs and beaten up mercilessly, forcing them to confess to a theft that had taken place nearby. After two- three hours they were asked to leave the police post, which they did. He said that the two managed to break the chain of the cuff with the help of stones lying close to rail track. But before they could remove the iron cuffs, the same police officials reached there. One of them pushed Ram Kumar in front of the train. In the melee that followed, Vikram fled and reached home late at night with the iron cuff still on his leg. Maya Devi, Vikram's mother, said she still feared for the life of her son from the policemen, who may try to take him away forcibly. Meanwhile, the medical examination of the three arrested policemen was conducted at the civil hospital. Ram Niwas, SHO, City Police station, said nothing wrong was found in the medical test reports. Babu Ram, father of Ram Kumar, who had three sons and had lost one of them a few months ago, said his son became a victim of police atrocity and demanded that the guilty police personnel be punished sternly. The body of Ram Kumar has been sent to the PGI, Rohtak, for post-mortem examination while a board of three doctors of Ambala City hospital has been constituted to look into the case. The JMIC will file the report and submit it to the CJM. He will meet Vikram to record his statement. He said he would inspect the spot from where the body of Ram Kumar was recovered. Two pieces of iron chain believed to be detached from the cuff were recovered from the rail track, railway police sources said. The ambulance for transporting the body of Ram Kumar could not be arranged for at least one hour. Around half a dozen ambulances were parked there but the hospital authorities refused to release any. It was said that according to the National Rural Health Mission guidelines, the ambulances provided to various hospitals are meant for carrying pregnant women and serious patient. These vehicles could not be used for transporting dead bodies. Commissioner of Police Rajbir Deswal said DCP Urban had been asked to send an interim report to the Human Rights Commission. Hooda hits out at Opposition over corruption issue
Chandigarh, October 16 “They are simply misleading the people for whose welfare they did practically nothing,” he said while addressing a meeting of Congress workers from 12 districts here. Hailing the party workers as his source of strength, Hooda exhorted them to make the ‘Shakti Rally’ being organised at Gohana on November 10, a resounding success by reaching there in record numbers. Hooda said party workers would reach the venue in pink turban, patka and chunni. Some big decisions for the welfare of the people would be taken at the rally for which he gave the workers the slogan, "Narwana, Tohana, Uchana, Sohna, Israna, Mullana........Sara Haryana Chalo Gohana". Referring to the Haryana Janhit Congress (BL) chief Kuldeep Bishnoi, Hooda said he was spreading false propaganda that he would eradicate corruption if he came to power. “I am not in the habit of criticising others but people of the state know well who the mother of corruption is,” Hooda said, daring the Opposition parties for an open debate on the issue of development. Launching a scathing attack on the Indian National Lok Dal (INLD) for trying to take political mileage on the issue of farmers, Hooda challenged the party to list a single step they had taken in the interest of farmers. Ridiculing the INLD claim that the Congress and he (Hooda) were responsible for the conviction of the former Chief Minister Om Prakash Chautala, in the JBT scam, Hooda said if he had any intention, he could have done it eight years ago. When the case was registered in the JBT scam on the directions of the Supreme Court in 2003, Chautala was the Chief Minister of the state. In such a situation how he and the Congress party could be responsible. HJC suffers jolt as founder member quits party
Sirsa, October 16 Mehta, who announced his decision in a meeting of his supporters organised here today, became emotional while severing his six-year-old links with the party and accused Bishnoi of stabbing him in the back. “I joined him in 2007 after disassociating my links with Chief Minister Bhupinder Singh Hooda with whom I had a long alliance. But the HJC Supremo ditched me as soon as his cousin and former parliamentary secretary Dura Ram joined him in December last year,” Mehta said. Gautam Sardana, who contested the 2009 Assembly elections from Hisar, said he worked for the HJC supremo’s victory due to his friendship with Veer Bhan Mehta. Rajinder Chaudhary “Kaka”, a former president of Fatehabad unit of the HJC, accused Dura Ram of misleading Kuldeep Bishnoi and said he too would take a decision after consulting his supporters in Fatehabad. Devi Lal Beniwal, who contested the 2009 Assembly elections on HJC ticket from Ellenabad against former Chief Minister Om Prakash Chautala, said Mehta should have taken this decision much earlier. Power utilities to ‘correct’ bills
Kurukshetra /Karnal, October 16 Disclosing this here today, UHBVN and DHBVN chairman and managing director Devender Singh said the incorrect bills should be corrected immediately to avoid inconvenience to consumers, adding that it would motivate the defaulters to make payment of their outstanding bills. Reviewing the progress of recovery of outstanding bills amount at Ambala, Kurukshetra and Karnal, Singh said the discoms had already completed the consumer indexing and the meter reading of consumers would be taken “feeder-wise” with an immediate effect. It would enable the power discoms to calculate the electricity actually supplied and units billed on the feeders and exact transmission and distribution losses would be known. Urging the power discoms to ensure 100 per cent collection efficiency during the month of October, Singh said that stringent departmental action would be taken for poor realisation of bills while the discoms would suitably reward 10 sub-divisions in their command area for maximum remittance in the banks and divisions and circles would also be commended for maximum recovery, he added. The CMD said the progress of recovery would be monitored daily and problems of the consumers would be promptly addressed by the respective superintending engineers and nodal officers. The discoms have already appointed the directors and chief engineers as nodal officers for all operation circles to make the recovery campaign more effective. He expressed concern over the increase in the burning cases of meters and said it should be ensured that the meters burnt due to technical reasons and suitable action should be taken if it was found that the burning was due to tampering or intended theft of electricity. |
40 farmers booked for violence in Karnal
Karnal, October 16 The police booked about 40 agitating farmers in connection with yesterday's violent incidents for rioting, trespassing and causing damage to property under various sections of the IPC. Two platoons were rushed to the villages to ensure that prohibitory ordered issued under Section 144 of the CrPC were not violated, said Superintendent of Police (SP) Shashank Anand. "The situation is tense but fully under control and no fresh incident has been reported from any village. The agitating farmers abided by prohibitory orders and did not stage any dharna or demonstration and stayed indoors," he said. However, the SP said there was no police post at Lalupura and the one constructed by farmers, who became the owners of the land in April 1999 consolidation, was not used by the police, but the villagers insisted that the police post was built by the farmers to intimidate them. The protesting villagers damaged tubewells and cots of farmers of the rival group and also demolished three built structures. As the farmers have reportedly been called to Karnal to meet the Deputy Commissioner tomorrow, they changed their strategy and sat on a dharna in their houses and went door-to-door for consultations. Women farmers Santosh and Nirmala reiterated that if they did not get justice after meeting the Deputy Commissioner, they would commit self-immolation along with their children and the government would be responsible for it. The harvesting of paddy crop by the rival group of farmers in spite of “status quo” ordered by the tehsildar was an evidence that the police was in league with the rival group otherwise they would not have dared to defy the orders and harvested the crop in the absence of villagers who had gone to Delhi to stage a dharna at Jantar Mantar, said Pradeep Kalram, who is spearheading the agitation. “We would start a ‘padyatra’ (foot march) to Chandigarh and our women would commit self-immolation in front of the residence of the Chief Minister if revenue records altered in 1999 consolidation are not rectified,” he said. |
‘Desi breed’ donkey a star attraction at animal fair
Karnal, October 16 The donkey is used only for cross-breeding with horses for producing good quality mules and is not for sale, says the owner Sajakat Ali, a resident of Garpurtapu village near Gadi Birbal in Indri block of Karnal. The mother of the five-year-old donkey with a height of about 57 inches against a normal height of 20-30 inches hails from Bikaner while the father is from Hisar. The unique thing about the donkey is that the mule produced by it fetches a handsome price in the market. Ali said the donkey had been breeding horses to produce good quality mule for the past three years and was much in demand. The animal was still used for transportation purposes in the areas not connected by motorable roads. Traders from various states, including Haryana, Punjab, Uttar Pradesh, Himachal and Uttarakhand, have started reaching the fair and the maximum price fetched by horse pony on the opening day was Rs 35,000. Raghubir Singh, who collects the fee from the sellers and buyers, say the fair was being organised from pre-independence days and the government has been organising the fair for the past 42 years. “We charge Rs10 from a seller and Rs 50 from a buyer for every sale and thousands of animals are brought here every year. An average sale of animals ranging between 300 and 400 takes place every year during the fair. According to sources, about 85 animals were sold during the first day of the fair. Earlier, the Army and the police used to come for the purchase of animals, but now they have stopped coming here from the past few years. It is more like a festival, especially for the Kumhar (potters) community as most of them are related to each other and the fair provides an opportunity for a reunion. |

Chautala (Sirsa), October 16 In an apparent effort to neutralise the political effect of Deepender Hooda’s visit to their native village, Chautalas chose the occasion to begin the second phase of Digvijay Singh’s Yuva Jan Chetna Yatra from Chautala village today. Digvijay’s father Ajay Singh Chautala, who is presently serving an imprisonment in JBT teachers’ recruitment case, represents the Dabwali seat in the state Assembly and Chautala village is a part of it. Digvijay Singh, who sought blessings of village elders and women before proceeding on the second phase of his campaign, said the objective of the Yuva Jan Chetna Yatra was to mobilise youths against the UPA and the Congress for its misrule in Haryana as well as in the country as a whole. “After travelling through all districts of Haryana, the Yuva Jan Chetna Yatra will conclude on December 2 at Rohtak, where the INLD would organise a huge rally on that day,” Digvijay Singh told The Tribune. Abhay Singh Chautala said earlier, his grandfather Devi Lal started a “Nyaya Yatra” to root out the Congress from the country and now, young Digvijay Singh was doing the same to oust Sonia Gandhi and her party from power. Residents block road over ‘dengue’ death
Karnal, October 16 The residents alleged that nearly six deaths of suspected dengue patients had been reported but the administration had not confirmed these suspected dengue deaths. Deputy Superintendent of Police (City) Sunil Kumar pacified the residents after assurance to convey their grievance to the Deputy Commissioner and Civil Surgeon and persuaded them to lift the blockade. However, after going through the medical reports of the deceased, the health authorities denied any death from dengue. “The health authorities have taken a number of preventive and precautionary steps, including putting Talemn Phos in water container as source reduction is the only way to reduce population of aedes mosquito,” said Karnal Civil Surgeon Vandana Bhatia. She said as compared to 10 kgs of fogging last year, more than 150 kgs of
fogging had been done so far but Malathion used in fogging is toxic and excess fogging could create other problems. The public health and Municipal Corporation should also come forward for help, she added. |
Youth, three friends held for fake kidnapping
Gurgaon, October 16 Gurgaon Joint Commissioner of Police (Crime) Vivek Sharma said Pawan, a resident of Gurgaon, was under debt. In order to repay his debt, he planned to fake his kidnapping with the help of his friends
Sudhir, Lokesh and Bhagwan Dass. Sudhir is an engineering student, while Lokesh is a graduate. Pawan and Bhagwan Das are school dropouts. As per the plan, Pawan did not return home from work, which made his parents anxious. The worried parents got a ransom call on the night of October 12. The callers said Pawan was in their custody and demanded Rs 5 lakh for his release. The “kidnappers” threatened Pawan’s father Devki Nandan that his son would be killed if he did not pay the money. Pawan’s father informed the police about the matter. The police swung into action and traced the calls made by the “kidnappers”. It was found that the threat and ransom calls had been made from different locations of Delhi,
Gurgaon and Rewari. Pawan’s mobile phone as well as different landline phones had been used to make the calls. The police finally nabbed the youths. Pawan was staying at a hotel in Rewari, while his friends were moving around and making ransom calls to

Woman, daughter arrested for murdering child
Sirsa, October 16 Later, she packed the body in a cement bag with the help of her mother Ram Piari and dumped it on the roof. The police said she committed the crime to avenge taunts by the child’s father Paramjit Singh. “We are four sisters and have no brother. Paramjit Singh, who is related to me as a distant cousin, used to taunt me for it and he went to the extent of playing spoilsport when some families approached us for matrimonial inquiries,” Soma told the police. Soma, who lived next door to Paramjit Singh, took the child to her house on the pretext of offering him some sweets on Sunday. She strangulated the child in a room and then hit a spade on his head to kill him and then covered the child under animal fodder. When the villagers searched her house at night, they could not spot the body. Later, she packed the body in a cement bag and threw it on her roof. The villagers got suspicious of her conduct, as during house-to-house search on Sunday night, she offered some resistance. When the police quizzed her, she spilled the beans and confessed to her crime. Jagdish Joshi, SHO, Sadar Police Station, said they had booked under various sections of the IPC.

Jhajjar youth shot at, assailant still at large
Jhajjar, October 16 No case was registered, while the police was recording the statements of Ravinder’s kin in this regard. The incident took place in the afternoon when Ravinder was returning to his home in the village. The assailant reportedly opened fire and fled the scene. Hearing the gun-shot, some villagers rushed to the spot and took Ravinder to the community health center, he was later referred to the PGIMS, Rohtak. “Exact reason behind the attack is yet to be ascertained,” said the police. |
4 booked for dowry death
Sonepat, October 16 On the complaint of her father Anoop Singh, a resident of Kanonda village in Jhajjar district, a case of dowry death had been registered against Virender, his mother and two elder brothers at Sadar police station here. Anoop Singh said soon after her marriage, her husband and in-laws used to beat and harass her for dowry and were demanding motorcycle. Sadar police station SHO Dalbir Singh Dangi said a case of dowry death had been registered against the accused. Neetu’s body had been sent to the PGIMS, Rohtak, for a post-mortem examination and the accused would be arrested soon.
